The case of the right to self determination is the case of human rights and history shows us that human rights are the cause of the oppressed, the cause of the colonized, the subalterns, and the cause of those on the other side of the borderline. Human rights have always been opposed by those in power, by the states of the capitalist world system. And so the recognized human rights are not but the consequences of long term struggles for non-recognized rights. And same pass with the right to self determination. Those who today consider this right only to be applied to colonies or occupied territories, are the same who opposed to the struggles for national liberation. Those who consider right now the right to self determination recognized in art 1 of the UN International Covenants on Civil and Political rights and Social, Cultural and Ecomic Rights are the same who opposed in the UN to the stablishment of art.1 and those who right now try to limit the right of indigenous peoples to self determination.

Aurten Bai Foundation [email protected] The main objective of the Basque Country government’s 1 / 4 language policy following the Francoist dictatorship was the revitalisation and normalisation of the Basque language among the population (young and old). This article provides a comprehensive overview of how Zornotzako Barnetegia created a recipe for success in Basque language acquisition among adults with the implementation of a residential language programme in 1993. ollowing the establishment of the regional Basque Country government at the F end of the 1970s, it was decided that a language policy needed to be developed and implemented in order to revitalise and normalise the use of the Basque language. The point of departure was intricate – the use of the Basque language was declining, but fortunately public favour leaned towards its revitalisation. One of the central strategies of the language policy was the implementation of Basque language education among the population. There were two areas in particular that needed to be tackled in order for this objective to materialise. Firstly, it was necessary to promote and strengthen the teaching of the Basque language and teaching in the Basque language within the education system. Secondly, it was necessary to roll out initiatives in the social sphere and offer Basque language learning opportunities to adults. At the end of the 1980s, Basque government language policymakers decided that the creation of residential Basque language learning centres for adults was a necessary strategic move to ensure the revitalisation of the Basque language.

    Nationalism and Democracy. Manuel Irujo Ollo: The Leadership of a Heterodox Basque Nationalist LUDGER MEES UPV/EHU, University of the Basque Country l Abstract Manuel Irujo Ollo was one of the most prominent leaders of moderate Basque nationalism. Irujo, who was born in 1891 and died in 1981 at the age of 89, had a Basque, Spanish, and European dimension to his political career, which was perhaps the most enduring and intensive of any leader to emerge during the entire history of this socio-political movement. Yet Irujo’s political life remains largely quite unknown: no comprehensive academic biography has been written on his political work. Obviously, this article does not pretend to fill this void. Instead, it aims to cast a light on the nationalist leader’s political life from the twofold perspective of his individual political activity and the lessons that can be learned for a broader understanding of Basque nationalism in particular and of the relationship between nationalism and democracy in general. Resumen Manuel Irujo Ollo fue uno de los más significativos líderes del nacionalismo vasco moderado. En la historia de este movimiento socio-político probablemente no existe otro líder con una trayectoria política tan duradera e intensa con una dimensión vasca, española y europea como la de Irujo, quien nació en 1891 y murió en 1981 a la edad de 89. Pese a ello, hoy día la vida política de Irujo sigue siendo en buena parte desconocida, puesto que hasta la fecha no existe una biografía completa escrita con rigor científico. Obviamente, este artículo no pretende subsanar este déficit, pero sí aspira a arrojar luz sobre la biografía política del líder nacionalista desde una doble perspectiva: no sólo se analizará su actividad política individual, sino que también se preguntará sobre las conclusiones que se pueden extraer de este análisis para la historia del nacionalismo vasco y, más en general, sobre la relación entre naciona- lismo y democracia.
