COVID-19 PROTOCOL

The safety of competitors and their support team, our volunteers, the vendors, the staff at WCP, and the organizers is at the forefront of our minds. Please frequently review the information on general and ODF-specific COVID-19 protocols in place by consulting our website at nationalcapitaldressage.ca. Keep in mind that these guidelines are subject to change as government and health authorities modify their health and safety standards. COVID-19 Safety Principles: 1. Limited grounds access to competitors, coaches, grooms, and owners (collectively referred to as participants) and show operations staff. 2. Automated records for screening, waivers, and contact tracing. 3. Participants must stay with their associated except for well-defined exceptions. 4. Participants must remain in their stabling area unless competing. 5. Administration, scoring, and communication will be conducted electronically. 6. Social distancing must be maintained. 7. Masks must be worn by everyone except mounted competitors and while eating or drinking. Medical exceptions must provide written proof. 8. Eating and drinking is only permitted in stable zones. 9. No media are permitted onsite.

The Ottawa Dressage Festival is Canada’s largest dressage show. It is presented by National Capital Dressage Inc., a private, not-for-profit organization whose mission is to promote the sport of dressage in the National Capital Region. The show has been organized by volunteers since 2003. The Ottawa Dressage Festival is held at Wesley Clover Parks (WCP), 401 Corkstown Road, Ottawa, Ontario K2H 7T8, Canada. The Ottawa Dressage Festival competition is sanctioned as a Platinum & Gold competition member of Equestrian Canada (EC), 11 Hines Road, Suite 201, Ottawa, Ontario K2K 2X1 and is governed by the rules of EC (Art. A602) and the FEI rules. The CDI3*/CDI1*/CDI-U25/CDIY/ CDIJ/CDIP/CPEDI3* competitions are organized in accordance with the most recent versions of the FEI Statutes, FEI General Regulations, and any other relevant FEI regulations. FEI rules and regulations will be strictly enforced.

. “Every class offered herein is covered by the rules and specifications of the current rules of EC and will be held and judged in accordance with the EC Rule Book.” (Art. A602.2) . “All Canadian entries are required to hold an EC Horse Recording and have paid the EC Horse Recording annual Activation Fee to compete, or if owned by a temporary sport license holder, a Temporary Horse Registration form must be purchased at each competition entered. Foreign entries must sign an affidavit.” (Art. A602.4) . “Any horse entered in any class at a competition may be selected for equine medication control testing while at the event location.” (Art. A602.5) . EC medication control fees are: Platinum ($51.98) and Gold ($7.91) per horse including tax. . “Per A801, every entry at an EC-sanctioned competition shall constitute an agreement by the person responsible that the owner, lessee, trainer, manager, agent, coach, driver or rider and horse shall be subject to the EC constitution and all rules of EC and any additional rules set by the competition. It is the responsibility of all individuals participating in any capacity in EC-sanctioned competitions to be knowledgeable regarding the EC constitution and the applicable rules of EC and the additional rules, if any, imposed by the competition. Do not participate in this EC-sanctioned competition in any capacity if you do not consent to be bound by the constitution and rules of EC and any additional rules imposed by the competition.” (A602.7) . “All attending Equestrian Canada sanctioned competitions must have met the requirements of Article A519, Vaccinations. See Rules of Equestrian Canada, Section A, General Regulations, Article A519, Vaccinations.” (Art602.8)

EC Statement of Principle Equestrian Canada (EC), 11 Hines Road, Suite 201, Ottawa, Ontario K2K 2X1, the national equestrian federation of Canada, supports adherence to the humane treatment of horses in all activities under its jurisdiction. Under the EC Statement of Principles, all persons shall be committed to:

. Upholding the welfare of all horses, regardless of value, as a primary consideration in all activities. . Requiring that horses be treated with kindness, respect, and compassion, and that they never be subjected to mistreatment. . Ensuring that all equestrians, including owners, trainers and competitors, or their respective agents, use responsible care in the handling, treatment, and transportation of their own horses as well as horses placed in their care for any purpose. . Providing for the continuous well-being of horses by encouraging routine inspection and consultation with health care professionals to achieve the highest possible standards of nutrition, health, comfort, and safety as a matter of standard operating procedure. . Continuing to support scientific studies on equine health and welfare. . Requiring owners, trainers, and competitors to know and follow their sanctioning organization’s rules and to work within industry regulations in all equestrian competitions. . Actively promoting the development of, and adherence to, competition rules and regulations that protect the welfare of the horse.

The FEI Code of Conduct for the Welfare of the Horse The FEI requires all those involved in international equestrian sport to adhere to the FEI Code of Conduct and to always acknowledge and accept that the welfare of the Horse must be paramount. Welfare of the horse must never be subordinated to competitive or commercial influences. A full copy of this Code is available on the FEI’s website: www.fei.org.

ODF2021 May 20-23 CLOSING DATE April 28 Page 5 of 19 Person Responsible The Person Responsible (PR) for a horse must be an adult who has or shares responsibility for the care, training, custody, and performance of the horse and who has official responsibility for that horse under EC Rules. The PR is liable under the penalty provisions of the applicable EC Rules for any rule violations. Every entry form for an EC sanctioned competition must identify the PR and be signed by the PR. The PR is ultimately responsible for the condition, fitness, and management of the horse and is alone responsible for any act performed by themselves or by any other person with authorized access to the horse in the stables, elsewhere on the grounds, or while the horse is being ridden, driven, or exercised. A: For adult entries into EC sanctioned competitions the PR shall be either the trainer, the owner of the horse or the competitor who rides or drives the horse during the EC sanctioned competition. B: For Junior entries into EC sanctioned competitions the Junior competitor cannot be the PR. For Junior entries, the PR may be either the trainer, the owner of the horse, or a parent/guardian of the Junior competitor.

Insurance All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents, or their horses. They must take out third-party insurance providing full coverage for participation in equestrian events at home and abroad and keep the policy up to date.

Also… . Tack checks are mandatory after each test but could be executed on a random basis in the Gold show. . Properly fastened protective headgear is mandatory at all times when mounted (Art. E 4.0). . Horses must always wear their competition (or ID) number when outside their stall. . Dogs or other pets must be on a leash or in a crate at all times. . All motorized vehicles, including carts and electric scooters, must be operated by a licensed driver. . EMERGENCY RESPONSE PLAN AND CONTACTS

An abbreviated version of the ODF Safety and Emergency Response Plan will be posted to the ODF website. Persons-in-charge: Mike Harrington (cell: 613-897-2937) and Bernie Ciarroni (cell: 613-612-3522) will alternate for each other and one will be on-site during the day throughout the Festival.

General emergency alerts will be broadcast on the public address system. The Competition Manager, in consultation with the Safety Officer, is responsible for making the decision to delay the show for any safety or security reason.

All entries must be received by end of day Wednesday 28 April, 2021. No entries are accepted by telephone or fax. Online entries at www.equestrianentries.com with payment by credit card are preferred. Late entries will be accommodated where possible with an additional charge of $79 per CDI entry and $57 per Gold entry. A change fee of $45/class will apply during the show.

Entries are also accepted by mail or email at an additional charge of $50 per entry. Payments may be made by cheque or Interac e-transfer (no credit cards). Your entry will only be accepted if it includes: . Completed entry form with proper signatures and stabling information (if applicable). . Payment in full. No postdated cheques. There is a $79 charge for non-negotiable cheques. Please note that an interest rate of 5% per year (or any part thereof) will apply for any balance not received within 30 days of the completion of the show. . Proof of liability and insurance coverage. Note: PTSO membership card (e.g., OE) is sufficient. . Photocopies of negative Coggins or other EIA test done within 12 months of competition date. . For foreign-owned horses, a signed affidavit certifying the horse’s eligibility and that the owner, rider, and trainer are members in good standing of their own national federation. (EC General Rules Art. A404.2)

Refunds/Scratches Entry fees will be refunded (less $57 administration fee) if cancelled in writing before the Definite Entry closing date of Wednesday 28 April, 2021. Cancellations after the Definite Entry closing date and before the start of competition that are received by the show secretary with a veterinary or medical certificate in writing will be refunded 50% of class fees, all Drug and Levy fees, and HST on refunded amounts. The administration fee is non-refundable. Stabling fees will not be refunded after the closing date. Freestyle class fees will be refunded for non-qualifying horses.

Hors Concours Hors Concours entries are not accepted.

Class Limitations and Scheduling Show management reserves the right to refuse any entry, cancel, postpone, change, or reschedule any class they deem advisable.

Riding Times Riding times will be available by end of day Monday 17 May, 2021 on Foxvillage.com and at www.nationalcapitaldressage.ca. Show Management reserves the right to change times as deemed necessary. Please check the day sheets on Foxvillage each day before competitions begin.

Attention CDI riders: Where time drawn conflicts with a Gold open class, CDI riders will be accommodated by a Gold time-adjustment if possible.

Show Office Hours The Ottawa Dressage Festival Administrative Office is located near the stabling area. The office will be in operation from 11 a.m. to 6 p.m. on Wednesday 19 May. On show days, Thursday 20 May through Sunday 23 May, the show office will be in operation one hour prior to competition each morning and closed one hour after competition ends. Emergency numbers are posted on www.nationalcapitaldressage.ca. Due to COVID-19 restrictions only staff will be allowed in the office. Communication with the office will be via email to [email protected]. Text messages/SMS will not be accepted. Notices will be posted on Facebook, which can also be accessed through www.nationalcapitaldressage.ca .

Stabling and Arrival/Departure National (Gold) Stabling: Portable stalls will be available for a fee of $215 from noon Wednesday 19 May until Sunday 23 May. This fee applies to each stall, whether for stabling or tack. Day stalls in a separate barn without electricity may be available for rent at $113/day (access as of 6 a.m.). Stalls must be vacated and cleaned by 7 p.m. of the same day. All stalls must be vacated by 7 p.m. Sunday 23 May unless arrangements are made with the show secretary. For those wishing to arrive in advance of May 19 or stay after May 23, additional days may be arranged at $34/night, HST included. Horses arriving in advance or remaining after May 23 will be required to share the cost of overnight security if required. Shavings are not included but can be purchased in advance for $10/bag. Additional shavings will be available for purchase during the show. Horses may only be bathed in the designated wash stalls. No electrical hookups for trailers are available. FEI Stabling: ALL CDI horses MUST be stabled on the showgrounds. FEI Stabling is indoors for the first 59 stalls reserved and outdoors after the indoor is full, at $294/stall. Note that show management reserves the right to allocate indoor stalls on an efficient and fair basis. EC national horses wishing to stable with the CDI horses (space permitting) MUST have proof of vaccinations as per FEI rules and ID documentation and must pay relevant FEI stabling fees.

Exercise Schedule Competitors must only use the designated warm-up areas.

All competition rings will be open for practice from 11 a.m. to 7 p.m. Wednesday 19 May. If time permits, there will be open schooling in the competition rings after classes during the show. Please check the ODF Facebook page for information posted about additional access to competition rings during the show.

Schooling in the CDI competition ring is permitted ONLY for horses with classes scheduled in that ring, on Wednesday from 11 a.m. to 7 p.m. and on Thursday between 8 a.m. and 5 p.m.

Longeing (un-mounted) and work in hand may only take place in the designated area. (See EC Dressage rules on longeing Art. E7.11.12.4).

ODF2021 May 20-23 CLOSING DATE April 28 Page 8 of 19 Non-Competing Horses The owner of a non-competing horse must: . Complete and sign an entry form; . Provide a valid negative Coggins/EIA test (within last 12 months); . Provide proof of influenza vaccination & booster if stabling in the FEI stable; . Pay a fee of $136 per horse plus stabling (stabling is optional) and administration fees; . Ensure the horse always wears its assigned number and complies with all EC and competition rules. Awards and Presentations Ribbons will be awarded to 6th place in all classes. Special awards and championships for each competition (e.g., CDI, CPEDI, & Gold) are outlined in the class entry sections at the end of the prize list, as well as in the Rising Stars section of the prize list.

Ribbons (except for CDI), class awards, and prizes may be picked up from the Awards and Prizes booth near the show office. Due to COVID- 19 restrictions, a schedule will be published on Facebook for pickup. Please note: For the purposes of championships, prize money, and class ribbons, show management reserves the right to hold only an open category if there are fewer than six entries per category (Art. E7.2.2).

Pony Cup The Ottawa Dressage Festival has become a partner in the National Dressage Pony Cup (www.dressageponycup.com ). Separate ribbons will be awarded to ponies competing in Pony test-of-choice classes (classes 9, 23, 47, 71). Ponies competing in Rising Stars classes will also be awarded Pony Cup ribbons. Ponies competing in classes other than the Pony test-of-choice classes can also submit their scores to the National Dressage Pony Cup.

Note: It is advisable to come to the show with a Pony Permanent Measurement Card. A temporary card can be issued at the show on Thursday 20 May by contacting the EC Chief Steward, Brett Filson, and arranging a time.

CDI/CPEDI Authorization to Compete All CDI/CPEDI riders must request that an authorization to compete be sent to the organizing committee (OC) by their national federation (NF). No rider-horse combination will be accepted without this written authorization. Canadian athletes will be entered through the FEI Online Entry System by the OC of the Ottawa Dressage Festival, athletes from other nations by their respective NF. Athletes and/or horses who have not been entered through the FEI’s Online Entry System will automatically be disqualified. Deadline for definite entries is April 28, 2021. Last date for substitutions is 2 hours prior to horse inspection on May 20, 2021.

CDI/CPEDI Freestyle & Grand Prix Special Background Music An MP3 file (preferred) should be emailed to [email protected] before May 13, 2021. The email must contain competitor’s name, horse’s name, class #, and instructions (if any). If a CD recording is used two (2) functioning copies of CDs for freestyles must be submitted to the Show Secretary prior to, or at the time of, the sound check. CDs must be labelled with the competitor’s name, horse’s name, class #, and instructions (if any). Times for sound checks will be posted on Facebook. ODF2021 May 20-23 CLOSING DATE April 28 Page 10 of 19 Grand Prix Special to Music – FEI Background Music Guidelines (16 May 2019) The addition of music to the Grand Prix Special has been introduced to make the test more attractive to the audience and the media, and to allow the Athlete to show some more personality in their test. The music will not be judged, it is to be used as background music. As the music is not judged, no penalties or marks will be awarded for the music. The purpose of the music is the same as it was previously when it was set by the OC; the only change is that the Athlete can now choose their own background music.

. Any style of music can be used for this test. . The music does not have to match the gaits of the horse (this is not judged). . Vocals are allowed. . Should any problems occur with the music, the test will continue with neither deductions nor interruptions (Article 429.11, paragraph 2, shall not apply). . The music can be as simple as the athlete choses. It can be adapted, like the music for a Freestyle test, or can be a simple song in the background. This choice is up to the athlete. . The music starts playing when the athlete enters the Arena at A. . The music will either end at the final halt (if the athlete has timed this) or must be faded out after the final halt.

The Jog will be run in order of entry number. CDI Draw Thursday 20 May: ½ hour after the horse inspection. Friday 21 May: ½ hour after the last competition. Saturday 22 May: ½ hour after the last competition. CDI Draws will be conducted as an ordinary draw (FEI Art. 425.2) for all classes except the Grand Prix (which will follow FEI Art. 425.2.1.b), Grand Prix Special (which will follow FEI Art. 425.4), and all CDI freestyle classes (which will follow FEI Art. 425.5). CPEDI Draw Thursday 20 May: ½ hour after the horse inspection. Friday 21 May: ½ hour after the last competition. Saturday 22 May: ½ hour after the last competition. CPEDI draws will be conducted according to FEI Art. 8425, all CPEDI freestyle classes will be conducted according to Art. 8425 (12).

CDI Special Awards CDI class awards will be awarded in presentations, as per FEI Art. A436. Riders are requested to ride the horse on which they have won the award being presented. Anyone wishing to substitute a horse or remain on the ground (for safety reasons), must first inform and be given approval by the President of the Ground Jury and the OC through the FEI steward and secretary. Failure to do so will result in loss of any associated prizes and prize money. Presentations for morning competitions will take place during the lunch break. Presentations for afternoon competitions will take place following the last CDI class of the day. Efforts will be made to hold presentations immediately following completion of CDI classes with small numbers. Please check notices posted on Facebook for timing of CDI presentations. Objective The objective of the Rising Stars competition is to encourage the participation of riders 18 years and younger in the sport of dressage. The competition is based on and inspired by the Rising Stars show in British Columbia, with the objective “to provide young riders the opportunity to participate in a dressage competition that is exclusively their own, in an environment that provides a fair playing field for junior riders of different age groups, wherein each will compete against his/her peer group at all levels of skill, from beginners to advanced.” All classes will be held in a 20x60m arena. Participation is restricted to riders 18 years and younger as of Dec. 31, 2021. Note: We greatly regret that due to COVID-19 restrictions, team and group RS activities and the RS Sportsmanship Award cannot be offered this year.

A, Team, Individual (12-14 years of age only); FEI Pony (ages 12-16) RS Equitation Championship ...... Equitation Championship group class (“ride-off”) is a special championship class held on Sunday. Qualification to compete in the ride-off is required and there is no fee for this class. All riders achieving 60% or over, in each of the test 1 classes: 14 (Training-1), 16 (First-1), 18 (Second-1) 26(FEI Child Prelim), 27 FEI Pony Team qualify for the Equitation group class ride-off. The equitation Champion and Reserve Championship will be awarded by the result of the Dressage Equitation group ride-off. In the event of a tie, the rider with the highest single percentage score in Test 1 is declared the winner (Art. E 9.10.5).
