SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY 3 MESSAGE FROM THE EXECTIVE DIRECTOR

On behalf of the Southeast Overtown/Park West Community Redevelopment Agency (“SEOPW CRA”), we are pleased to submit the Annual Progress Report and Financial Statements for the period commencing October 1, 2018 and ending September 30, 2019 (FY 2018-19). The SEOPW CRA is committed to preventing and eliminating conditions that cause slum and blighted areas by creating job opportunities, developing and rehabilitating low and moderate-income housing units, and by promoting safe neighborhood initiatives. As depicted in this 2019 annual report and under the direct leadership of the SEOPW CRA Board of Commissioners, the SEOPW CRA continues to focus on the underlining social and economic disparities that are still prevalent within the Overtown sector of the redevelopment area.

Notwithstanding the notable achievements of the SEOPW CRA, economic and social conditions in Overtown are still conducive to greater rates of poverty and higher incidences of crime and health disparities, when compared to the surrounding communities in the City of and Miami-Dade County. Census data further shows that in Overtown there exists a predominance of substandard housing conditions, impaired by reason of dilapidation and code violations, which endangers life and causes economic distress. Despite notable development achievements in Overtown and the Park West areas compared to surrounding neighborhoods, there still exists in Overtown a shortage of housing affordable to low income and elderly residents, higher rates of unemployment, prevailing poverty, higher incidences of crime, and health disparities. During FY 2018-19, Overtown had approximately 8,000 residents living in a two square mile radius. More than half of the Overtown residents live below the poverty level; 34% are unemployed; a large percentage of youth are neither in school nor working. The median household income is $14,634. Overtown is by far the deadliest community for opioid deaths in Miami-Dade County. Since 2015 and continuing in FY 2018-19, at least 31 people have fatally overdosed in Overtown with heroin or fentanyl, often both found in their blood. The addicted have operated in plain view, shooting up in Overtown’s shanty shelters, weed-choked fields, and even along highway embankments. In Overtown, reported hospitalization for heart disease was three times the rate reported in Miami-Dade overall. The percentage of low birth weight babies in Overtown was 10% higher than the county-wide average of 8.9%, according to the Department of Health. The area has one of the highest infant mortality rates in all of Miami-Dade County. These conditions of slum and blight in Overtown did not occur overnight.

In FY 2018-19 the SEOPW CRA developed and rehabilitated housing for low and moderate income families, continued to pave opportunities with private/public partners for sustainable, good paying jobs, continued to leverage funds to attract major private investments, and continues to combat higher incidences of crime by promoting policing innovations to foster safe neighborhoods. Major programs and projects in furtherance will continue to help the Redevelopment Area emerge from the social and economic conditions that have caused slum and blighted areas within the Redevelopment Area.

ABOUT THIS REPORT This Annual Report is prepared in accordance with Florida Statutes 163.356(3)(c) and sets forth the SEOPW CRA’s assets, liabilities, income and operating expenses as of September 30, 2019. SEOPW CRA REDEVELOPMENT MISSION The SEOPW CRA is one of three community redevelopment agencies within the boundaries of the City of Miami. Pursuant to the Community Redevelopment Act of 1969, CRAs were created to undertake activities and projects “for the elimination and prevention of crime, or for the provision of affordable housing… to residents of low or moderate income, including the elderly,” and include “redevelopment in a community redevelopment area.” Florida Statutes 163.340(9).

The mission of SEOPW CRA is to enhance the quality of life of residents within the Redevelopment Area by expanding the tax base, creating job opportunities, increasing accessibility to quality affordable housing opportunities and promoting social and economic growth by fostering safe neighborhoods. As depicted in this annual report, the SEOPW CRA has implemented a variety of new development and redevelopment undertakings in furtherance of this mission. ABOUT HISTORIC OVERTOWN Overtown was once a thriving mixed-income community with some 50,000 residents. It was inhabited by people who worked on the railroad and other early industrial and commercial ventures, and was a thriving center of commerce and culture for the Black community, particularly for music and entertainment in the 1940s and 1950s. Bahamian musicians marched down Fifth Place on Friday nights playing a spicy blend of Calypso. Teenagers flirted over jukebox sessions at neighborhood restaurants. In the 1960s, several factors combined to change the face of Overtown: (i) two highways were built which cut through the heart of the community, separating the community into four quarters; (ii) the ill-conceived efforts of “urban renewal” leading to the destruction of many older homes and buildings, displacing nearly 80% of its residents and subsequent destruction of the area’s business community, which once had more than 300 businesses; and (iii) desegregation, which opened new opportunities for many who moved to other neighborhoods. The formation of the SEOPW CRA was completed in 1982. Since then, the SEOPW CRA has undertaken measurable efforts to revitalize not only Overtown, but the entire Redevelopment Study Area, including Park West. ABOUT PARK WEST Most of the area currently referred to as Park West was part of the original “Miami” Subdivision platted in 1896 by the principal developers of the early City of Miami, Mary and William , Julia Tuttle, Henry Flagler, and the Land Company. While the initial development of Park West focused on residential projects, it soon established a commercial character, in the form of warehouses, associated with its downtown location and proximity to the Port of Miami, when formerly located at the site of present-day Bicentennial Park. The name “Park West” derives from this area being located “west” of the “park.” Before 1964, this area was basically a warehouse and wholesale district related to the old port. When the port moved, so did the wholesale businesses and storage facilities. Few of the remaining businesses have any functional relation to the port now located on in Biscayne Bay. New warehouses and container storage areas are provided on Dodge Island and areas west of the Miami International Airport.

SEOPW CRA TWIN HOMES • 1900 NW 2ND AVENUE

In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners accepted a bid from Runu Contracting, Inc. for $614,291 for the construction of the SEOPW CRA Twin Homes affordable housing project. Two, 2-story homes will be constructed as part of the SEOPW CRA’s home-ownership initiative, each with 3 bedrooms and 2-1/2 bathrooms. Features will include impact resistant windows and doors; exterior covered porches, metal roofs, and covered parking. SEOPW CRA FUNDING: $750,000

WORLD FAMOUS HOUSE OF MAC In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners authorized a grant for $110,000.00 associated with the expansion of the World-Famous House of Mac restaurant which is located at 2055 Northwest 2nd Avenue, Miami, Florida 33127. SEOPW CRA GRANT: $110,000

SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY PROJECTS FUNDED IN FY 2018-19 8 TOWN PARK VILLAGE NO. 1 In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners authorized a waiver of the competitive bidding process and authorized the selection of H.A Contracting Corp. to perform the rehabilitation and renovations at Town Park Village No. 1 (“TPV”) for $18,000,000.00. TPV is a low-income HUD housing complex located at 1680 NW 4th Avenue, Miami, Florida, 33136. TPV was built in the early 1970’s and consists of 147 apartment units and common facilities scattered throughout nineteen, two-story buildings. The property is suffering from long-standing deferred maintenance, structural, plumbing, and electrical problems, and ST. PETER’S ANTIOCHIAN life safety issues that are contributing to the slum and blight in the Redevelopment Area. RED ROOSTER OVERTOWN

In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners authorized additional funding of $750,000 to Marcus Samuelsson Development Group, LLC associated with the build out of Red Rooster Overtown. The location of this internationally recognized restaurant will be located where the former Clyde Killens Pool Hall was previously at 920 NW 2nd Avenue Miami, FL. This venue will be a part in re-establishing Overtown as a cultural and entertainment destination. SEOPW CRA GRANT: $1,750,000 PEOPLE’S BAR-B-QUE In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners authorized an additional $50,000 grant to Gloria B. Lewis to underwrite costs associated with the completion of the rehabilitation and parking improvements at People’s Bar-B-Que. People’s Bar- B-Que is located at 360 NW 8th Street. The popular eatery is known best for its succulent barbecue ribs and down-home southern cooking. Prior to closing down for renovations, the property was in significant need of repair and rehabilitation. Funding from the SEOPW CRA is intended to breathe life back into the restaurant with the complete overhaul to the interior and exterior of the building. SEOPW CRA GRANT: $1,425,000

SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY PROGRAMS FUNDED IN FY 2018-19 10

OVERTOWN BEAUTIFICATION TEAM PROGRAM In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners approved a grant to Human Resource Staffing of Miami, Inc. to oversee and administer the Overtown Beautification Team Program. Participants are employed to provide street cleaning services along the NW 3rd Avenue Business Corridor and the surrounding areas within the SEOPW CRA boundaries. Employees also obtained on-the-job training in property maintenance and landscape services. SEOPW CRA GRANT: $350,000 NEIGHBORS AND NEIGHBORS ASSOCIATION, INC. In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners authorized a grant to Neighbors and Neighbors Association, Inc. (“NANA”) to underwrite costs associated with the continued operation of the business incubator and development program, technical assistance/procurement program, and Overtown employment training and referral program.

NANA is a non-profit corporation established in 1995 to assist small businesses throughout Miami-Dade County, and has been retained by Miami-Dade County to provide technical assistance for its Mom and Pop Small Business Grant Program and its Micro Loan Program. In recognition of NANA’s success with small businesses and job creation, the SEOPW CRA has authorized grants to NANA in the past to ensure that specialized technical assistance, tailored to the needs of the Redevelopment Area, is available to complement and further the SEOPW CRA’s economic development efforts. SEOPW CRA GRANT: $200,000 SUITED FOR SUCCESS TRANSITION, INC.

In Fiscal Year 2018-19, the SEOPW CRA Board approved a grant to Suited for Success, Inc. (“SFS”) to provide job seekers in the Redevelopment Area with work-readiness training and services. SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY 11 PROGRAMS FUNDED IN FY 2018-19 GIRL POWER 2019 SUMMER STEAM, COLLEGE AND CAREER READINESS CAMP In Fiscal Year 2018-19, the SEOPW CRA Board approved a grant to World Literacy Crusade of Florida, Inc.’s “GIRL POWER”. This grant was to underwrite the cost associated with the 2019 Summer STEAM, College and Career Readiness Camp.

The six (6) week summer camp provided an opportunity for thirty (30) middle school girls, with an emphasis in the areas of Science, Technology, Engineering, Art, Mathematics, and Life Skills training. During the six (6) week training program, the attendees also participate in one (1) hour of physical fitness activities per day to train and educate the girls on the importance of exercise and proper nutrition.

World Literacy Crusade of Florida, Inc.’s “GIRL POWER” is a 501(c)(3) nonprofit prevention and intervention social change program that promotes positive behavior, enhances social skills, and improves academic performance in at-risk girls between the ages of 11 – 17 in the Redevelopment Area. SEOPW CRA GRANT: $36,734 HOSPITALITY EMPLOYEES ADVANCEMENT & TRAINING, INC. (HEAT) IIn Fiscal Year 2018-19, the CRA Board of Commissioners authorized a grant to Hospitality Employees Advancement & Training, Inc. (“HEAT”) to underwrite costs associated with a hospitality training program located in the Overtown Performing Arts Center.

As the hotel and service industries continue to grow in Miami, it is imperative that residents of the Redevelopment Area are equipped with the requisite skills needed to seek employment with the new hotels and restaurants that are being developed in the redevelopment area.

In response to the need for training, HEAT, a non-profit corporation, developed a hospitality training program for both those seeking new careers in the hospitality industry as well as those who want to improve their skills for career advancement. The program will offer training courses for positions such as baker’s helper, professional cook, bus person, banquet server, and hotel guest room attendant. This training program is modeled after other successful hospitality training programs affiliated with UNITE HERE in Boston and Las Vegas, which takes a student-centered approach to training and emphasizes job placement for its graduates. SEOPW CRA GRANT: $200,000

SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY PROGRAMS FUNDED IN FY 2018-19 12

THE OVERTOWN EMPLOYMENT ASSISTANCE CENTER In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners approved a grant to the Community Work Training Program, Inc. to operate the “Overtown Employment Assistance Center”. The Overtown Employment Assistance Center is located inside the Overtown Resource Center. Services offered include employment screening, placement, and referrals of residents seeking to obtain gainful employment. SEOPW CRA GRANT: $150,000

ONGOING PROJECTS DURING FY 2018-19 AFFORDABLE HOUSING | NEW DEVELOPMENTS ST. JOHN PLAZA APARTMENTS The construction is ongoing at St. John Plaza Apartments, which will be a new multi-family rental development located at 1327 NW 3rd Avenue. The affordable housing project will feature 90 apartments with one, two- and three-bedroom units and 8,000 square feet of commercial space. Additional amenities will include a community room, computer lab, library, playground and a parking garage. St. John Apartments is a private / public partnership between St. John Community Development Corporation, Boston Capital and the SEOPW CRA. The total cost of construction is $25.1 million. SEOPW CRA GRANT: $10 Million

AFFORDABLE HOUSING PRESERVATION OF HOUSING STOCK 1767 NW 3RD AVENUE PROJECT Construction is nearly complete on the rehabilitation of an 18-unit apartment building located within the SEOPW CRA boundaries at 1767 N.W. 3rd Avenue. The building was built in 1959 and was in need of significant repairs. The scope of renovations will include the full gut rehabilitation of the 18-units. Building improvements include the installation of a new roof, windows, doors, HVAC systems, and electrical upgrades. The apartments will also receive new kitchens and bathrooms, with a washer and dryer in each unit. SEOPW CRA GRANT: $585,000

SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY 13 ONGOING PROJECTS DURING FY 2018-19 AFFORDABLE HOUSING PRESERVATION OF HOUSING STOCK TOWN PARK PLAZA NORTH REHABILITATION PROJECT Construction is currently ongoing. The scope of renovations to Town Park Plaza North encompasses the total gut rehabilitation of 169 condominium units in 20 buildings and clubhouse, the design and construction of new water and sewer utilities, drainage system repairs and replacement, new individual water metering, the temporary relocation of residents, and site work/ common area upgrades across the entire complex. To date, all 169 units have received new metal roofs and impact resistant windows and doors. A total of 115 units have been fully completed.

SEOPW CRA GRANT: $22.5 Million

AFFORDABLE HOUSING PRESERVATION OF HOUSING STOCK TOWN PARK PLAZA SOUTH REHABILITATION PROJECT Construction continues for the renovation and rehabilitation of Town Park Plaza South. Town Park Plaza South is a cooperative residential housing complex located within the SEOPW CRA boundaries at 1798 NW 5th Avenue.

The scope of renovations to Town Park Plaza South include the total gut rehabilitation of 116 town homes in 17 buildings along with the temporary relocation of residents, the installation of new windows, roofs and doors, the replacement of the plumbing and electrical systems, air- conditioning, and the installation of new flooring, cabinets, and energy-efficient appliances. Exterior improvements include the installation of landscaping and sod, sidewalks, parking lot improvements, and metal picket fencing with security features. To date, 48 town homes have been fully completed. SEOPW CRA GRANT: $13.5 Million

SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ONGOING PROJECTS DURING FY 2018-19 14

Back in May 9, 2013, the City of Miami, Miami-Dade County and the SEOPW CRA entered into a settlement agreement related to litigation involving the County’s reversion interest in Blocks 36, 45 and 55. Pursuant to the Settlement Agreement, the SEOPW CRA issued a Request for Proposals for the development of the following projects that are located within the SEOPW CRA boundaries. THE DEVELOPMENT OF BLOCK 55: SAWYERS LANDING The development project is currently in permitting. Block 55 is a 3.44 acre site of undeveloped real estate located on SEOPW CRA provided land at 249 NW 6th Street, adjacent to Downtown Miami.

The proposed mixed-use development will consist of 500 affordable and workforce housing units. Additionally, 250,000 square feet of retail/ restaurant/office and entertainment space along NW 2nd Avenue and a garage with 1,000 parking spaces is planned. National interest in Sawyers Landing has come from Dave & Busters, LA Fitness, Aldi and Ross. This new development is projected to create numerous construction jobs as well as permanent jobs for the local community. The Development Agreement also committed $18 million dollars to the SEOPW CRA to be reinvested back into the community. SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY 15 INVESTMENT IN HISTORIC PRESERVATION

The SEOPW CRA has invested significant resources to preserve its historic landmarks and architecturally significant buildings. One of the goals of the SEOPW CRA is ensure that future development maintains a historic connection to the community. To that end, the SEOPW CRA has adaptive new uses for historic structures and buildings. Most notable is the Overtown Performing Arts Center “OPAC”, once an abandoned church that was transformed into a community center for public uses. In FY 2018-19, funding of $30,000.00 was authorized to purchase and install two additional air conditioning units in the OPAC. SEOPW CRA FUNDING: $30,000 WARD ROOMING HOUSE In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners approved a grant to Norwood Consulting, Inc. to underwrite costs associated with producing programming, including the display of “Ebony Broadsides: Celebration of the Masters” at the Ward Rooming House for the Period of one year. INVESTMENT IN CULTURE & ENTERTAINMENT OVERTOWN MUSIC & ARTS FESTIVAL In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners approved a grant to Headliner Market Group Inc. for a five-year period to produce the Overtown Music and Arts Festival.

This event which is free to the public took place on July 13, 2019 in the Overtown Business and Entertainment District in partnership with the Southeast Overtown/ Park West Community Redevelopment Agency and City of Miami District 5 Commissioner Keon Hardemon. The annual Overtown Music and Arts Festival promotes economic development, community enrichment and brings excitement to Historic Overtown.

The event included live performances by nationally known recording artists and local musicians and a vast array of vendors showcasing artwork, ethnic cuisine, unique crafts and jewelry. An expanded youth zone with community providers and interactive arts activities for kids was also included powered by the non-profit group, Teens Exercising Extraordinary Success also known as T.E.E.S.

SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY INVESTMENT IN CULTURE & ENTERTAINMENT 16 FOLKLIFE FRIDAY OPEN AIR MARKET In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners approved a grant to New Washington Heights Community Development Conference, Inc. to operate Folklife Friday. Folklife Friday, is a monthly cultural event for residents and tourists to enjoy and promotes economic growth in the community. Local businesses and entrepreneurs are invited to be a vendor and sell items, such as arts and crafts, books, jewelry, clothing, and food. The outdoor market takes place every first Friday of the month on the 9th Street Pedestrian Mall (adjacent to the Black Archives Historic Lyric Theater) at N.W. 9th Street and 2nd Avenue.

FLORIDA FILM HOUSE In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners approved a grant to Florida Film House, LLC (“FFH”) to underwrite costs associated for the 2019 Urban Film Festival. The three-day event was held on October 11, 2019 – October 13, 2019 at the Black Archives Historic Lyric Theater and the Overtown Performing Arts Center.

The Urban Film Festival is a three-day event focusing on connecting youth who are interested in the film industry with industry professionals through hands-on panels and workshops. This festival provided interested Overtown youth with an opportunity to learn valuable skills directly from individuals with experience in the film industry.

FFH is a full-service production company located in and was founded by Executive Producer Marco Mall and Creative Director Bla G. With a combination of over 20 years of experience, the founders have passed down knowledge to new age filmmakers advancing them into veterans. FFH is dedicated to educating, exposing, and providing distribution opportunities for the next generation of filmmakers. SEOPW CRA GRANT: $32,155

SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY 17 INVESTMENT IN CULTURE & ENTERTAINMENT

ART AFRICA MIAMI ARTS FAIR

In Fiscal Year 2018-19, the SEOPW CRA Board of Commissioners approved a grant to the Urban Collective Inc. to produce the 2019 Art Africa Miami Arts Fair & Soul Basel. The goal of the Art Africa Miami Art Fair is to promote Overtown as the epicenter of the Black art scene and the advancement of artists from the African Diaspora during Art Basel Miami Art Week. The Art Africa Miami Arts Fair & Soul Basel was held December 4th - December 8th, 2019 at Plaza at the Lyric located at 919 NW 2nd Avenue. The exhibition entitled, “Now Africa: Contemporary African Expressions” featured works of art and sculptures. In addition to the art exhibition several events such as receptions, artist talks and youth workshops were included in programming.

The SEOPW CRA hosted several other exhibitions at its SEOPW CRA owned facilities such as the Elizabeth Catlett and the Hampton Arts Tradition held at the Ward Rooming House Gallery and The Ernie Barnes Eyes Closed Exhibition held at the Overtown Performing Arts Center. The premier showcase of Black art from world- renowned and emerging artisans attracted thousands to the historic neighborhood during Miami’s annual Art Basel Week. There was also a host of special events infused with food, music, and entertainment such as the Art of Conversation, hosted by Miami City Commissioner and SEOPW CRA Chairman Keon Hardemon.

SEOPW CRA GRANT: $230,000 1983 INTERLOCAL AGREEMENT On March 7, 2019 the Southeast Overtown/Park West Community Redevelopment Agency Board of Commissioners approved and accepted the execution of the amendment to the 1983 Interlocal Agreement between the City of Miami, Miami-Dade County and the Southeast Overtown/Park West Community Redevelopment Agency with the City of Miami and Miami-Dade County. MASTERPLAN OF THE OVERTOWN ENTERTAINMENT AND CULTURAL DISTRICT In Fiscal Year 2018-19, The SEOPW CRA Board of Commissioners accepted and adopted the Masterplan of the Historic Overtown Culture and Entertainment District. The SEOPW CRA and LION 12TH & 3RD, LLC, obtained the professional planning services of Perkins + Will, Inc. to generate the master plan for the development of Historic Overtown Culture and Entertainment District. The master plan for the development of the Historic Overtown Culture and Entertainment District was prepared with the consultation of the SEOPW CRA for adoption.

Overtown was once renowned as the center of Black culture and nightlife for the South, reflecting the energy of the community that found expression in the many cultural forms that existed there, such as music, art and food. This master plan vision builds on the Historic Overtown Folklife Village master plan produced in May 1997. SEOPW CRA FUNDING: $300,000
