Stevens: The Railroad Depot: A Photographic Essay THE RAILROAD DEPOT: A PHOTO ESSAY by R. Randolph Stevens From 1830 through the 1950s railroads were the tie, the sinew, that bound our country together. Pioneers first traveled by using the lakes and streams. Eventually, roads were cut, canals dug, and finally track was laid to connect the seaboard towns and cities with the interior of the country. This transportation revolution had little effect on Florida until after the Civil War when two Yankee railroad builders, Henry Bradley Plant and Henry Morrison Flagler changed the landscape of central and south Florida. Their investments and foresight brought ribbons of track down the west and east coasts over the next few years, sparking an economic boom. In 1883, Plant’s South Florida Railroad came into Tampa, and the west coast began to grow in earnest. Before long twin rails extended down to Venice, Boca Grande, Naples and Everglades City. -

The Bonds Authorization and Security The Bonds are being issued under and pursuant to the authority of and in full compliance with the Constitution and laws of the State of Florida, including particularly Chapter 96-520, Laws of Florida, Acts of 1996, as amended, Section 212.055(2), Florida Statutes, as amended and other applicable provisions of law (collectively, the "Act"), Resolution No. 05- 14-01 adopted by the Issuer on November 20, 2014, as amended and supplemented from time to time (the "Resolution") and the Second Amended and Restated Trust Indenture dated as of January 6, 2015 by and between the Issuer and U.S. Bank National Association, as trustee (the "Indenture"). Transit Access Plan Executive Summary & General Recommendations 2019 1 Transit Access Plan Executive Summary Executive Summary The purpose of the Palm Beach Transportation Planning Agency (TPA)’s Transit Access Plan is to identify roadway modifications that improve pedestrian and bicycle safety and access to high ridership Palm Tran locations in Palm Beach County. In order to create a safe, efficient and connected transportation system, we must provide safe access to transit for users of all ages and abilities. Improving first and last mile connections to transit enables people of all ages and abilities to safely access destinations such as employment, education, medical facilities, and healthy foods. Creating a more walk and bicycle friendly environment can also encourage more walking, bicycling, and transit use as well as improve overall community health. The TPA initially identified 20 high ridership Palm Tran bus stops and narrowed them down to the following six (6) locations throughout the county with the most opportunity for safety improvements: 1. West Palm Beach: Palm Beach Lakes Blvd at N Congress Ave 2. Boynton Beach: Congress Ave at Old Boynton Rd 3. Belle Glade: SR-80 at Hooker Hwy 4. Boca Raton: Butts Rd at Town Center Rd 5. Riviera Beach: Military Trail at W Blue Heron Blvd 6. Delray Beach: Atlantic Ave at Military Trail An approximate radius of 1/2 mile for each identified high ridership location was used to conduct walking field audits with the participation of planners and engineers from the TPA, its consultant (CTS Engineering, Inc.), Palm Tran, roadway owner(s) and local municipality. -

San Francisco electric bus ride is smooth & quiet Grampa is just back from a California trip, where he rode on all manner of public transit. Especially pleasant was an incredibly smooth and silent ride on a San Francisco Muni Route 30 electric trackless trolley, from Ghirardelli Square, through Chinatown, to 5th & Market Street in mid-downtown. Powering this vehicle is an extremely quiet electric motor, a stark contrast to the noisy diesel engines that propel most urban transit buses. Two poles poke up from its roof to get electricity from twin overhead power lines. This bus glided along Columbus Avenue and Sansome and Mason streets as if floating on air. No jerking. No bumping. No grinding gears. As if respecting its extremely quiet environment, its passengers whispered to one another. Likewise, those speaking on cell phones. Muni runs more than 300 electric trolleybuses over 14 different routes. Only four other USA municipalities have them: Boston/Cambridge, Dayton, Philadelphia and Seattle. HOUSE OF REPRESENTATIVES FINAL BILL ANALYSIS BILL #: CS/CS/CS/HB 695 FINAL HOUSE FLOOR ACTION: SUBJECT/SHORT South Florida Regional 111 Y’s 6 N’s TITLE Transportation Authority SPONSOR(S): Government Accountability Committee; Transportation & Tourism Appropriations GOVERNOR’S Subcommittee; Transportation & Approved ACTION: Infrastructure Subcommittee; Santiago COMPANION CS/CS/SB 842 BILLS: SUMMARY ANALYSIS CS/CS/CS/HB 695 passed the House on April 28, 2017, and subsequently passed the Senate on May 1, 2017. The bill addresses insurance liability issues related to the South Florida Regional Transportation Authority (SFRTA), which operates commuter rail service in Palm Beach, Broward, and Miami-Dade Counties. The bill provides SFRTA with the ability to indemnify the Florida East Coast Railway (FECR) and All Aboard Florida (AAF) under certain circumstances. The bill provides who is responsible for property damage and injury to certain persons associated with several scenarios involving rail accidents. The bill also provides an allocation of risk between the parties and includes provisions for passengers and other rail corridor invitees. The bill authorizes SFRTA to purchase railroad liability insurance of $295 million per occurrence, and allows it to adjust the limit in accordance with applicable law. The bill also requires SFRTA to maintain a $5 million self- insurance retention account. The bill authorizes the Department of Transportation (DOT) to indemnify and insure certain rail services on DOT-owned rail corridors. The bill prohibits SFRTA from entering into a contract or other agreement, or renewing or extending any existing contract or other agreement, which may be funded, in whole or in part, with DOT provided funds without DOT’s prior review and written approval of SFRTA’s proposed expenditures. -

Four commuter railroads — SunRail in Florida, Metra in Illinois, the Massachusetts Bay Transportation Authority and Trinity Railway Express in Texas — also say they'll miss the deadline. The technology, called positive train control or PTC, relies on GPS, wireless radio and computers to monitor train positions and automatically slow or stop trains that are in danger of colliding, derailing due to excessive speed or about to enter track where crews are working or that is otherwise off limits. -
