In order to create a safe, efficient and connected transportation system, we must provide safe access to transit for users of all ages and abilities. Improving first and last mile connections to transit enables people of all ages and abilities to safely access destinations such as employment, education, medical facilities, and healthy foods. Creating a more walk and bicycle friendly environment can also encourage more walking, bicycling, and transit use as well as improve overall community health. The TPA initially identified 20 high ridership Palm Tran bus stops and narrowed them down to the following six (6) locations throughout the county with the most opportunity for safety improvements: 1. West Palm Beach: Palm Beach Lakes Blvd at N Congress Ave 2. Boynton Beach: Congress Ave at Old Boynton Rd 3. Belle Glade: SR-80 at Hooker Hwy 4. Boca Raton: Butts Rd at Town Center Rd 5. Riviera Beach: Military Trail at W Blue Heron Blvd 6. Delray Beach: Atlantic Ave at Military Trail An approximate radius of 1/2 mile for each identified high ridership location was used to conduct walking field audits with the participation of planners and engineers from the TPA, its consultant (CTS Engineering, Inc.), Palm Tran, roadway owner(s) and local municipality.

I-95 CORRIDOR PROJECTS: I-95 Interchange from Hillsboro Boulevard to SW 10th Street Construction on this 1.5-mile project began Monday, Jan. 26, 2015, in the City of Deerfield Beach. Work consists of widening southbound I-95 to add an auxiliary lane from the Hillsboro Boulevard entrance ramp to the SW 10th Street exit ramp, widening the existing southbound I-95 exit ramp to SW 10th Street, addition of a free flow right turn lane to westbound SW 10th Street, widening of westbound SW 10th Street to add an acceleration lane, utility relocation, milling and resurfacing, bridge widening, installation of barrier walls, curbs, sidewalks, guardrail, drainage, overhead signs, signing and pavement markings, signals, lighting, and retaining walls. This is the first of five interchange improvement projects throughout Broward and Palm Beach Counties.

The first lane will close at 9 p.m., the second lane will close at 9:30 p.m., and all lanes will be closed by 10 p.m., reopening by 5:30 a.m. each morning. Traffic will be detoured via the I-95 northbound exit ramp to Yamato Road, Congress Avenue, Peninsula Corp. Drive and the I-95/Congress Avenue interchange. The I-95 northbound entrance ramps from Yamato Road and Spanish River Boulevard will also be closed to traffic during this time. FHP will be on site to assist motorists. 95 Express Lanes Phase 3B-2 will extend the existing Express Lanes north from just south of Glades Road to south of Linton Boulevard in Palm Beach County. One lane will be added and the High Occupancy Vehicle (HOV) lane will be converted to create two Express Lanes in each direction; the number of General Use lanes will remain the same.

EXECUTIVE BRIEF Motion and Title: Staff recommends motion to adopt: a Resolution to approve the draft 2010 Federal Functional Classification of Public Roadways within Palm Beach County. SUMMARY: Federal legislation allows for State and local officials, in cooperation with each other and subject to approval of the Federal Highway Administration, to adjust the functional classifications of roadways. Roadway classifications are used to help determine the eligibility of a road for federal aid. Approval of this Resolution will allow this classification process to continue. The Palm Beach Metropolitan Planning Organization approved the same functional classification documents on July 18, 2013. Countywide (MRE) Background and Justification: In August 2012, the Florida Department of Transportation, District Four (FOOT D4) initiated the review of the Federal Highway Administration urban boundaries and functional classifications of roads. FOOT D4 is currently coordinating this effort with the Metropolitan Planning Organizations (MPO's) and local governments located within and adjacent to the district's jurisdiction. This decennial effort carried out after the release of the Census data attempts to classify roadways according to the character of service they are intended to provide. Municipalities, the MPO and Palm Beach County have reviewed the proposed functional classifications within their jurisdiction and provided comments to FOOT D4 which have been incorporated into the document.     Investment Element of the 2010 Florida Rail System Plan 3.0 Passenger Rail Services and Initiatives in Florida 3.1 Overview Although Florida’s total population shrunk by about 60,000 residents in 2009 – a first in over three decades according to state demographers – and overall population growth rates have declined three points to approximately 2 percent annually due in large part to the nationwide recession and declining housing market, the State is expected to continue to attract retirees and residents looking for warmer weather and low costs of living. State demographers at the University of Florida predict that once the recession ends, Florida can expect to grow as much as 200,000 people per year – fewer than the 300,000 a year the State averaged during the past three decades, but enough to lead most other states in net growth. By 2035, more than 25 million people will call Florida home, representing a 56 percent increase between 2000 and 2035.45 In absolute terms, Florida will add over 9 million people to its population between this time period. Furthermore, although much of Florida’s growth will be concentrated in urbanized areas, growth will occur across Florida’s regions and urbanized area boundaries will expand across county lines. Florida’s density per square mile was 344 according to the 2009 Census and was ranked the eighth densest state in the nation. Population growth, and the associated transportation demand, will place additional pressure on all aspects of the State’s transportation system. A growing population not only adds automobiles to roadways, but the increase in economic activity to support this population also will generate additional demands for freight movement.
