MOTION TO RECOMMEND APPROVAL of Amendments to the FY 14-18 Transportation Improvement Program 1) Amendment #5 (FM 4293391) Turnpike All Electronic Tolling from I-595 to S of Lantana Toll Plaza: Postpone CST from FY 14-15 to FY 18 and increase funding by $9.1M 2) Amendment #6 (FM 2298961) Beeline Hwy/SR 710 from W of Australian Ave to Old Dixie Hwy: Increase ROW funding by $1.3M and add $150K for PE in FY 14 3) Amendment #7 (FM4193452) Southern Blvd/SR 80 from Lion County Safari to Crestwood/Forest Hill Blvd: Postpone ROW from FY 14 to FY 14-17 and decrease funding by $510K 4) Amendment #8 (FM 4132651) I-95 at Central Blvd/PGA Blvd: Create $56K for PE phase in FY 14 3. INFORMATION ITEMS A. 2040 Long Range Transportation Plan 1) Transit and Freight Desires Plan Leftwich Consulting Engineers (LCE) will present a map and list of major transit and freight projects identified for potential inclusion in the 2040 long range plan update. 2) Project Funding Categories LCE will present an overview of proposed project funding categories, examples of each category, and a list of project suggestions received from stakeholders within each category for potential inclusion in the 2040 long range plan update. 3) Urban Interchange Analysis LCE will present the results of the urban interchange analysis and highlight recommended improvements for potential inclusion in the 2040 long range plan update. B. I-95 Glades Road and Spanish River Boulevard At the March advisory committee meetings, a member requested additional information regarding the layout for the interchange now under construction at I- 95 and Spanish River Blvd. and the planned improvements at the I-95 and Glades Rd. interchange. The attached graphics are an excerpt from the interchange justification report showing the improvements at these two locations. Design funds for the improvements at Glades Rd. and I-95 are currently programmed in FY 2017 of the FDOT work program approved by the MPO Board in December 2013. Construction is not funded. C. Approved Citizens Advisory Committee Bylaws The CAC Bylaws were approved by the MPO Board on March 30, 2014. The Bylaws are enclosed. D. Summary Points from March 20, 2014 MPO Board 4. REGULAR ITEMS A. Roll Call In the absence of the Chair and Vice-Chair, MR. UHREN called the meeting to order at 1:40 P.M. The Recording Secretary called the roll stating a quorum is present. Before proceeding with the meeting MR. UHREN introduced himself to MS. HARDNEY and MR. VERDUIN, the new CAC members. The members also introduced themselves and MS. HARDNEY and MR. VERDUIN gave a brief background of their experience. MS. STAHLMAN joined the meeting at 1:45 and introduced herself to the new members. MS. DAVERSA commented that the Committee has the opportunity for an election in absentia and the members should elect the present Chair and V ice Chair and m ove forward with the business of this meeting. At this time MR. UHREN opened the floor for nominations for the Chair PRO TEM for today’s meeting. MS. STAHLMAN departed at 1:55 p.m. due to issues that needed her attention. MR. UMAN nominated MR. BROWN to serve as CHAIR PRO TEM. There were no ot her nominations. The nominations were closed and MR. BROWN will serve as CHAIR PRO TEM for the meeting. B. Motion to Adopt Agenda for March 5, 2013 A motion was made by MS. DAVERSA to adopt the agenda; seconded by MR. UMAN. The motion carried unanimously. C. Motion to Approve Summary of Meeting for February 5, 2014 CHAIR PRO TEM BROWN inquired if there were any changes, additions or deletions to Summary of Meeting for February 5, 2014. MR. UMAN said in the February minutes the Committee was “promised” some follow up information in regards to the presentation on Glades Road and the current level of service (LOS) on the map and a list of “things” that would include LOS. He asked why there was no map about the projected LOS after all the changes were made so we can see the improvements. MR. UHREN said he did not provide it because he did not have it. He said that was a flaw in the consultant’s presentation and the reason the Technical Advisory Committee (TAC) refused to endorse their recommendation and instead postponed their recommendation. MR. UMAN asked if there would be follow up. MR. UHREN said the consultant who is conducting the Glades Road PD&E study in making that recommendation will be coming back to the TAC in April to make an updated presentation. UHREN said this Committee chose to endorse the recommendation without additional information but he can have the consultant appear before this Committee. A motion was made by MR. UMAN to approve the Summary of Meeting; seconded by MS. DAVERSA. The motion carried unanimously. D. Comments from the Chair There were none. E. Executive Director’s Report MR. UHREN reported the following information: • FDOT is doing a bridge rehabilitation project on the US 1 bridge over the Loxahatchee River in the Jupiter area.

SUMMARY: Federal legislation allows for State and local officials, in cooperation with each other and subject to approval of the Federal Highway Administration, to adjust the functional classifications of roadways. Roadway classifications are used to help determine the eligibility of a road for federal aid. Approval of this Resolution will allow this classification process to continue. The Palm Beach Metropolitan Planning Organization approved the same functional classification documents on July 18, 2013. Countywide (MRE) Background and Justification: In August 2012, the Florida Department of Transportation, District Four (FOOT D4) initiated the review of the Federal Highway Administration urban boundaries and functional classifications of roads. FOOT D4 is currently coordinating this effort with the Metropolitan Planning Organizations (MPO's) and local governments located within and adjacent to the district's jurisdiction. This decennial effort carried out after the release of the Census data attempts to classify roadways according to the character of service they are intended to provide. Municipalities, the MPO and Palm Beach County have reviewed the proposed functional classifications within their jurisdiction and provided comments to FOOT D4 which have been incorporated into the document.
