Skolkovo exists not in the vacuum, and the last year was not an easy and trouble-free one for us, just as for the entire economy of . Stagnation, de- creasing domestic demand, sharp currency rate fluc- tuations, and a contracting domestic venture capital market, as well as other negative factors obviously affected the project implementation progress. Still, I can say with satisfaction that we have achieved all performance indicators set by the Government of the Russian Federation to evaluate our performance and even exceeded some, rather significantly. Revenues from scientific research activities by the Skolkovo participant companies totalled RUB 43.6bn, which is more than 8 times higher than the target level. 13.5k new jobs were created, 1.5 times above the target level. 645 intellectual property applications were filed (3 times above the target). To tell the truth, our greatest concern in the existing economical situation was a considerable decrease of private investments in the projects of the participants. However, we almost achieved the target level for this performance indicator as well, although not without difficulties, with last year's private investments exceeding RUB 4bn. It might not be an original thing to say that the unfavourable economic environment not only causes difficulties, but also opens up new opportunities. THE SKOLKOVO INNOVATION CENTER DEVELOPMENT ECONOMY AND STRATEGY BY 2020 WAS APPROVED AT THE END OF 2012. INNOVATIONS

The development strategy is reflected in the state subpro- gram 'Creation and Development of the Skolkovo Innovation Center', a part of the state program 'Economic Development and Innovation Economy.' The strategy includes three key stages of the innovation center development.

STRATEGY THE FIRST QUANTITATIVE MILESTONE WAS REACHED IN 2013, WHEN THE NUMBER IMPLEMENTATION OF STARTUPS EXCEEDED 1000.

The activities of the first development stage were, for the most part, successfully completed in 2010- 2013: a community of tech startups was created, industrial partners and investors were engaged, and the development of physical and services infra- structure of the innovation center started. The first quantitative milestone was reached in 2013, when the number of startups exceeded 1000. The number of participants of the Skolkovo innova- tion ecosystem totalled 1070 in 2014, the revenues exceeded RUB 43.6bn, accrued private invest- ments went beyond RUB 11bn and 13.5k new jobs were created. In the new context, the key goal for this stage is to accelerate the development of internal links between the elements and enhance cooperation within the ecosystem. As a rule, global innovation centers had much more time to develop links within their ecosystems and did not face many challenges at the initial stage of development, thus being able to let their ecosystems develop more sponta- neously.

IN THE EXISTING CONDITIONS, OF SPECIAL IMPORTANCE IS TARGETED ACCELERATION OF STRATEGY INNOVATIVE PROJECTS, WHICH WILL BE SUPPORTED BY THE FOUNDATION CLUSTERS. IMPLEMENTATION

The current agenda dictates that the Innovation Center should be more actively involved in the de- velopment of the connections. Achieving this goal requires activities to attract new and intensify the cooperation with the existing industrial partners, building a sustainable invest- ment community and success stories of invest- ments in tech startups, and a targeted approach to startup acceleration using all the capabilities of the physical and service infrastructure, as well as of the international partner network of the Innovation Center. In the existing conditions, of special impor- tance is targeted acceleration of innovative projects, which will be supported by the Founda- tion clusters. In an unfavourable environment, the cost of mistake at the start of an innovative project increases multifoldly, while acceleration will increase the share of startups able to pass through the 'death valley.' Integration of Skolkovo to the Russian innovation ecosystem and international ecosystem interaction is an important goal as well.

PLACE OF SKOLKOVO IN THE RUSSIAN INNOVATION SYSTEM

Development institutions play a critical role in build- ing links between the Skolkovo ecosystem and the community of tech startups in Russia. The 'Innova- tion elevator', a system of comprehensive support for promising projects at different stages of develop- ment, is a key mechanism ensuring the 'integration' and 'coherence' of the ecosystem. The existing development institutions cover all inno- vative product development stages, from an idea to entering the capital markets. The role of the Skolkovo Foundation is not only working with the ex- isting projects and companies, but rather developing new ones. The sources of startups for the Skolkovo Foundation can include both the companies that are already part of the 'innovation elevator' system (e.g. those coming from the Foundation for Assistance to Small Innovative Enterprises in Science and Tech- nology) and companies attracted to the Skolkovo ecosystem through mechanisms other than the inno- vation elevator. The Foundation and development institutions coope- rate in the following areas:

DEVELOPMENT INSTITUTIONS COOPERATIVELY COOPERATION OF THE IMPLEMENT INNOVATION ELEVATOR MECHANISMS FOUNDATION WITH PROVIDING CONSISTENT SUPPORT TO INNOVATIVE TECH STARTUPS AT DIFFERENT STAGES OF THEIR DEVELOPMENT INSTITUTIONS DEVELOPMENT. AND STATE CORPORATIONS

Representatives of the Foundation form part of the Board of Directors of RUSNANO OJSC and Vneshe- conombank. RUSNANO's representatives are mem- bers of the Skolkovo Foundation Council. Development institutions cooperatively implement innovation elevator mechanisms providing consis- tent support to innovative tech startups at different stages of their development. The cooperation with the Foundation for Assistance to Small Innovative Enterprises in Science and Tech- nology has resulted in over 100 innovative compa- nies acquiring the status of Skolkovo Project participant. Within the cooperation with RVC, over 10 deals have been closed to provide financing to Skolkovo Project participants; cumulative investments of RVC funds in participant companies totalled approxi- mately RUB 550M in 2013-2014, with over 40 portfolio companies of RVC funds being Skolkovo participants. Financing from VEB Innovations Fund totalled about RUB 500M, with financial support granted to 17 par- ticipants. There are 34 Skolkovo Project participant companies, where RUSNANO holds a share; and all grant projects involving RUSNANO (including funds of all co-investors) amount to approximately RUB 740M. In addition, 2 companies, in which RUS- NANO holds a share, were accredited as common use centers by the Skolkovo Technopark. The Skolkovo Foundation has been actively cooper- ating with development institutions within joint events aimed at promoting technological innova- tions, as well as at developing and accelerating startups. The All-Russian Startup Tour and Startup Village should be mentioned among major joint events. The prize winners at these contests may receive financial support and may be granted the status of Skolkovo Project participant. An important goal addressed by the Skolkovo Foundation in order to build domestic demand for innovations is cooper- ation with major partially state-owned companies. Work with those companies covers a whole range of areas, including the organisation of information shar- ing between startups and state-owned companies,

as well as methodology and management of plan- ning and implementation of innovative activity aimed at the presentation of in state-owned companies. Active cooperation aimed at the presentation of Skolkovo projects is taking place, for example, with the companies of the Rostec Holding, in terms of which over 20 projects of Skolkovo startups were in- troduced for consideration to the Scientific and Tech- nical Council of Rostec. As regards the cooperation with oil and gas companies, work with Gazprom JSC, Gazpromneft JSC and Rosneft JSC should be men- tioned. Interaction was launched between the Nuclear Technologies Cluster and Rosatom State Corporation to implement the projects of Skolkovo participants. Within the extended program of the All-Russian Startup Tour 2015, contests of innovative projects,

THE DEVELOPMENT OF AN INNOVATION ECOSYSTEM COOPERATION WITH IS IMPOSSIBLE WITHOUT SUCCESSFUL COOPERATION WITH THE RESEARCH COMMUNITY. RAS AND FASO

The development of an innovation ecosystem is impossible without successful cooperation with the research community. The Skolkovo Foundation coop- erates with the Russian Academy of Sciences (RAS) and the Federal Agency for Scientific Organizations (FASO) in a wide range of areas. The guidelines on intellectual property commercialization and spin-off creation using university scientific developments were drafted with the support of the Skolkovo Intellectual Property Centre. In cooperation with the RAS Tech- nology Transfer Center and RUSNANO, the Skolkovo Foundation held the workshop 'Creating a Successful Academic Startup', with over 40 teams participating. An active work on preparation and promotion of the innovative projects is underway with 19 RAS insti- tutes, including the Institute for Information Transmis- sion Problems, the Program Systems Institute of RAS, the Institute of Catalysis of the Siberian Branch of RAS, the Institute of High Current Electronics of the Siberian Branch of RAS, the Institute of Laser Physics of the Siberian Branch of RAS, and the Blokhin Russ- ian Cancer Research Center. The projects of RAS institutes took and still take an active part in the All- Russian Startup Tour and Startup Village. The Skolkovo Foundation attracts research projects: in terms of the Skolkovo-FASO contest – 248 applications submitted, with 14 finalists and a number of teams not qualified for the final invited to become residents of the Innovation Center. Representatives of FASO institutes are also involved in the work of the expert panel of all clusters of the Foundation, with over 20 academicians and corresponding members of RAS acting as experts within the procedures of the Foundation. The educational activities of the Innovation Center include educational programs (seasonal schools) for young scientists, aimed at building a community of young scientists and professionals who will join the candidate pool in the field of commercialization and in- novative activity for the Russian academic community.

THE SKOLKOVO INNOVATION CENTER IS TIGHTLY GLOBAL INTEGRATION INTEGRATED IN THE GLOBAL INNOVATION SYSTEM AND INTERNATIONAL AND IS CONNECTED WITH A NETWORK OF COOPERATION OF THE INTERNATIONAL INNOVATION CENTERS, TECHNOPARKS, DEVELOPMENT INSTITUTIONS SKOLKOVO CENTER AND EDUCATIONAL CENTERS.

The Foundation's clusters, Skoltech's centers of sci- ence, innovations and education, as well as Founda- tion's industrial partners serve as points where new links emerge between the Innovation Center and inter- national communities of experts, entrepreneurs, re- searchers and investors. In today's world, success of tech startups should not be limited to the market of one country only, even to a huge one like that of Russia. In this connection, the Foundation has been actively promoting cooperation with international commercialization programs. Over 30 participants joined international acceleration pro- grams. Currently, over 80 Skolkovo Project participants oper- ate in the markets of Europe, America and Asia. In 2014-2015, the countries of the Asia-Pacific Region became a part of top-priority regions for the interna- tional expansion of Skolkovo startups.

THE FOUNDATION'S BRANCH WILL SERVE AS A CATALYST SKOLKOVO IN THE TO THE DEVELOPMENT OF THE INNOVATION ECOSYSTEM IN THE FAR EAST, BUILDING A COMMUNITY OF STARTUPS. FAR EAST REGION

Russia's shift to the cooperation with the countries of the Asia-Pacific Region and the intensification of its plans for economic development of the Far East dictate the need to expand the presence of the Skolkovo Foun- dation in the Far Eastern Federal District. Opened in April 2015, the Foundation's Branch in the Far East will become a pilot project for the development of a branch network and testing the regional model of presence. The Foundation's Branch will serve as a catalyst to the development of the innovation ecosystem in the Far East, building a community of startups and establishing relations with local, regional and international venture investors, industrial partners, research centers and technoparks.

THE CHANCE TO HOST THE INTERNATIONAL ASSOCIATION WORLD CONFERENCE OF SCIENCE PARKS AND AREAS OF INNOVATION (IASP) WORLD CONFERENCE 2016 IS SEEN AS A PRIVILEGE. FOR TECHNOPARKS

IASP World Conference is 'the Olympic Games among technoparks' and a key forum for meetings, networking and experience sharing between the leaders and chief executives of science parks and innovation development areas from all over the world. Every year, the conference is hosted by a different country, with the host technopark selected on a competitive basis two years prior to the conference. In a persistent struggle, the Skolkovo Technopark won the right to host IASP 2016. Russia was supported by technoparks from Asia, Europe and the United States. With their votes, these countries ac- knowledged the important role of Russia in today's inno- vations. Russia's application won by the widest margin ever seen over the 33-year history of IASP: 121 partici- pants voted for Russia, with 45 and 39 votes for Turkey and the Netherlands, respectively. Such victory is cer- tainly a sign of recognition of the first, but already notice- able success of Russia on its way to innovation-driven development. For Russian technoparks, the conference is a unique opportunity to share experience with the leading global experts, expand their networks of working contacts, discuss topical issues and find ways for coop- eration and interaction with colleagues.

INTELLIGENT ROBOTICS IS ONE OF THE GENERAL RESEARCH PURPOSE TECHNOLOGIES THAT, SIMILARLY TO MODERN TRANSPORT OR THE INTERNET, WILL DETERMINE WHAT THE SOCIETY OF THE SIXTH IN ROBOTICS TECHNOLOGICAL PARADIGM WILL LOOK LIKE.

In general, robotics should be understood as intelli- gent (i.e. with a high degree of autonomy) industrial and service robotics (both personal and profes- sional), including autonomous and unmanned ground, aerial and sea vehicles. The annual global economic impact of intelligent ro- botics can exceed USD 6.3 trillion by 2025. Taking into account Russia's contribution to global econ- omy, its economic benefits from the application of ro- botics may amount up to USD 220 billion annually (approximately 6% of Russian GDP). The Skolkovo Interdisciplinary Robotics Center com- prises 35 companies implementing science-intensive projects in industrial and service robotics, which ac- counts for approximately 20-25% of all entities en- gaged in R&D in robotics in Russia.

During the past year, the Foundation awarded sev- eral grants to support research in robotics to various projects, such as Wicron (development of an au- tonomous control system for a telepresence bot), KB Avrora (development of an open platform for au- tonomous control testing), RoboCV (development of an autopilot for warehouse machines; it raised the largest venture investments in Russia for projects of that kind). In 2014, we found and raised from the dunghill, through the Startup Village 'catapult', a unique Russ- ian project for the development of a rehabilitation ex- oskeleton called 'Exoatlet'. The team already developed their first prototype exoskeleton that was time and again demonstrated to a wide audience. The companies included in the Skolkovo Robocenter have registered 40 intellectual property items. Our goal is to transform the Skolkovo Robocenter into the Russia's largest and most powerful commer- cialization center for projects in civil robotics by 2016.

POPULATION OF THE OFFICE AND RESEARCH SKOLKOVO FACILITIES, AS WELL AS ACCOMMODATION WITHIN THE INNOVATION CENTER IS PARTNERS AN IMPORTANT AREA OF COOPERATION.

As part of the fine-tuning of the Innovation Center development strategy, special attention is paid to the promotion of ecosystem cooperation with the in- dustrial partners. First of all, this includes assistance of the partners in creating new jobs, developing the required re- search competences and attracting investments in the creation of research infrastructure of partners' R&D centers. Jobs at R&D centers will account for at least a quarter of all jobs within the ecosystem. Population of the office and research facilities, as well as accommodation within the innovation center is another priority in cooperation with the industrial partners. A number of industrial partners, including Kamaz, Rosatom, Dauria, Tatneft and Technoserv, already have offices at the innovation center. For this purpose, various events, including pitch sessions, competitions and project presentations, are held on a regular basis. Skolkovo set up a forum, Skolkovo Business Angels Club, for the interaction between the ecosystem's in- vestment community members, with its membership already exceeding 200 business angels. Successful implementation of an innovative project largely depends on practical experience and knowl- edge. However, new entrepreneurs do not usually have all required knowledge. In such case, a timely and effi- cient support of mentor is crucial. A mentor may, in due time, offer the best solution to a business or technologi- cal problem, support development of a project or use his/her personal experience and contacts to help raise investments. An active development of connections be- tween mentors and startups is an important element of the Innovation Center Strategy 2015-2017. Launched in 2014, the Skolkovo Foundation Mentoring Program al- ready has over 100 mentors and startups.

The Consulting Center of the Technopark is the Skolkovo Innovation Center's contact point for applicants for the process of participant status, helping them pass through the process of participant status assignment and also used for the collecting reports filed by the participants. The common use centers at the Technopark make unique R&D services accessible to the participants, in this way accelerating their projects and market launch of new technologies. The Technopark provides the participants with offices and the required package of business services, which includes visa and migration support, legal and accounting services, HR services, translations services, and much more. The Skolkovo Technopark closely cooperates with regional technoparks in Russia, with its partner pool already having 400 partner technoparks and 7 major industrial partners engaged in the program of cooperation with regional technoparks.

EFFECTIVE INTELLECTUAL PROPERTY PROTECTION THE AIM OF IS THE KEY TO SUCCESSFUL COMMERCIALIZATION IP CENTER OF ANY RESEARCH PROJECT.

The Skolkovo Intellectual Property Centre was set up in September 2011 as a subsidiary of the Skolkovo Foundation to provide IP-related services to the Skolkovo Project participants. Currently, the Skolkovo Intellectual Property Centre is the only center in Russia to be focused on providing patent and legal services to tech startups and innovative companies in a wide range of research areas. Clients of the Skolkovo IP Center already comprise over 300 startups, Skolkovo Project participants, and a number of industrial partners of the Foundation. The Skolkovo IP Center plays an extremely important role in promoting the protection of intellectual property of Russian startups abroad, with over 6% of all international Russian PCT applications in 2014 submitted through the IP Center.

Using international educational and research models, Skoltech integrates the best scientific traditions in Rus- sia, as well as entrepreneurship and innovations of the 21st century. Skoltech's model is based on the integra- tion of education and research, both fundamental and applied. In 2014-2015, the Skolkovo Open University's team or- ganized over 150 events for various target audiences. The Skolkovo Generation Winter School 2014 was aimed at students and graduates of the best Russian and CIS universities. Events for new innovators and young spe- cialists included such programs as Global Technology Trends, Idea Generation, Transport of the Future, Skolkovo: User Manual, and others. In partnership with the FASO and the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Coopera- tion, the Skolkovo Open University implements the Com- munity of Young Scientists and Professionals Program that is aimed at creating a pool of innovators and com- mercialization managers working at academic institutions of Russia, as well as at spreading the culture of innova- tion entrepreneurship at research institutions and centers. Work done to attract international audience gave birth to the SkolkovoDay format that makes it possible to intro- duce the Skolkovo concept to new participants in a short period of time. THE CITY CONTINUES DEVELOPING: 14 STREETS OF MOVING SKOLKOVO ARE INCLUDED IN THE REGIS- TER NEW STREETS ARE NAMED AFTER RENOWNED FORWARD RUSSIAN INNOVATORS IN DIFFERENT FIELDS.

Rail transport and road junctions in the right loca- tions shall provide a fast, within 30-40 minutes, ac- cess to the historical center of Moscow. The first facilities in the innovation center ap- peared in 2012. Currently, the core of the innova- tion center's office and research infrastructure is formed by the buildings of the Technopark Office Center that accommodated the first 73 innovation center participant companies. The city continues developing: 14 streets of Skolkovo are included in the Moscow register. New streets are named after renowned national innova- tors in different fields: from the radio inventor Alexander Popov to the television pioneer Vladimir Zvorykin, from the painter Kazimir Malevich to Ivan Kulibin whose name became synonymous to the word ‘inventing’, as regards foreign scientists and innovators, Nikola Tesla and James Maxwell, Alessandro Volta and Wilhelm Roentgen, Adam Smith and Albert Einstein were honoured among others. THE CURRICULUM OF THE INTERNATIONAL GYMNASIUM ENCOURAGES THE PUPILS TO UNDERSTAND THE LINK GROWING BETWEEN THE TRADITIONAL SUBJECTS THEY LEARN AND THE REAL WORLD AND BECOME INTELLIGENT AND CREATIVE PERSONS. INNOVATORS

The idea to set up the International Gymnasium of the Skolkovo Innovation Center emerged as early as in 2010, and almost five years later, on Decem- ber 18, 2014, the Foundation Council decided to es- tablish a unitary non-profit organization International Gymnasium of the Skolkovo Innovation Center. The Gymnasium is incorporated in and its property is owned by the Skolkovo Foundation. The Gymnasium is an important element in the de- velopment of an environment for social and creative activity of the families who live and work at the Skolkovo Innovation Center. The Gymnasium's mis- sion is to foster an innovative educational environ- ment focused on developing inherent talents in pupils and on educating young people possessing a critical thinking and good knowledge, which are able and willing to become innovators and change the orld for the better.

APART FROM LESSONS, THE DAILY SCHEDULE SCHOOL WILL INCLUDE DOING HOMEWORK, ELECTIVES AT STUDIOS, AND VARIOUS OPTIONS ENVIRONMENT OF ADDITIONAL EDUCATION.

The Gymnasium offers a whole range of pre-school and school education services for Russian and for- eign pupils from the age of 1.5 years to the last grade of secondary school:

an opportunity to follow the International Baccalaureateprograms, with English or Russian as the language of instruction, which will promote intellectual, personal,emotional and social competences one needs to live in today's world; a flexible daily schedule to keep children engaged in work during the whole working day of their parents; onboarding programs to enable children to join the Gymnasium at any grade; musical, sport, scientific and other workshops and schools, which develop creative skills of children; mandatory second foreign language classes and an opportunity to study additional languages, including Chinese; a certificate of secondary general education, accompanied with an International Baccalaureate diploma that enables one to continue education at many prestigious universities in different countries.

Currently, the Family Campus building is being built in the D2 district, which will accommodate the Gym- nasium. In addition, the Senior School building has been designed.

THE CITY PLANNING BOARD WAS SET UP TO DEVELOP RECOMMENDATIONS IN THE FIELD OF CITY PLANNING AND ARCHITECTURAL DESIGN.

The competence of the City Planning Board covers matters connected with: the development of recommendations for the Foundation in the field of city planning and architectural design to create and develop an innovative city environment for the decisions to be taken by the Foundation bodies to implement the Project; review and issue of recommendations on the city planning concept of the Skolkovo Innovation Center; advisory support of the Foundation's activities in connection with city planning and architectural design of the Skolkovo Innovation Center; development of recommendations regarding competitive selection of design and construction companies to build the Skolkovo Innovation Center. In 2014, the City Planning Board had three meetings to discuss the landscape zone development, street naming, as well as the projects for the development of the Central Zone, and the Technopark and Southern (D1) districts.

IN 2014, THE INDUSTRIAL ADVISORY COUNCIL HELD 3 MEETINGS. IN TERMS OF DISCUSSIONS, SPE- CIAL ATTENTION WAS PAID TO THE INTERACTION BETWEEN THE KEY PARTNERS AND THE SKOLKOVO ECOSYSTEM, INCLUDING THE OPPORTUNITIES FOR COOPERATION WITH THE SKOLKOVO INSTITUTE OF SCIENCE AND TECHNOLOGY.

The Industrial Advisory Council carries out the follow- ing activities: engages the Foundation's key partners in the management of the ecosystem being established at the Skolkovo Innovation Center; develops proposals on how to encourage innovations in Russia and improve the regulatory and state policy mechanisms in the field of innovations, and also proposes conceptual approaches to implementing such mechanisms; develops recommendations regarding improvements in the Foundation's in-house regulations and in the Foundation's documents with Project rules; submits proposals to the Chairman of the Board of Directors of the Foundation regarding representation of the members of the Council and other organizations in the Foundation's governing bodies; evaluates internal regulations, procedures and rules of the Project and develops recommendations on their improvement. To systematize the current work of the Foundation and its key partners, the Industrial Advisory Council ap- proved, at its meetings, a decision to involve the key partners in the development of initiatives of change in the field of innovations with subsequent review of the implementation progress at the Council meetings. Review of different aspects of interaction between Skolkovo and the Open Government, including their interaction to implement the projects under the in- struction of the Chairman of the Government of the Russian Federation D.A. Medvedev as of August 9, 2014, became a priority in the Council's work.

The priority in 2010-2014, as regards the cooperation with startups, included the attraction of as many innovative projects as possible. The Foundation organized and co-orga- nized numerous events to dissemi- nate information about the Skolkovo Project and attract teams with a great potential from all regions of Russia. As of May 1, 2015, the community of startups participating in the project exceeded 1,100 companies from 49 regions of Russia. In 2015–2017, key attention will be paid to targeted interaction with com- panies, acceleration and mentoring support of projects. Maximum efforts should be made to relocate partici- pants to the Innovation Center and develop its territory. The first success has already been achieved, with over 70 participants accommodated in two buildings of the Technopark Office Center in Skolkovo.
