STREET RACING AND NOISE COMPLAINTS ON WASHINGTON BOULEVARD - Information Item (No Action Required)

The Ogden City Council has received multiple comments and concerns regarding and relative excessive noise issues on Washington Boulevard, which has typically occurred in the evenings and on weekends. The Department provided a transmittal to the Council to describe how these concerns are being addressed.

The Police Department has been engaged with residents who have expressed concerns about street racing and noise disturbances for more than a year. Police Department efforts began Summer 2019, but the issue subsided and then returned Spring 2020. From May 8 to July 25, 2020, the Police Department has completed 250 vehicle stops in this area that have included 262 total violations, with 12 vehicles impounded as a result.

The Police have assigned one full-time officer position to monitor this activity, in addition to the investment of more than 110 overtime hours since May 2020. There are ongoing efforts in coordination with the City Engineering Division to possibly adjust signal times to reduce on this . However, given impacts to air quality and traffic flow, considerations are being made to primarily consider adjustments during evening hours.

The Police Department is also working to address nuisance and noise concerns through social media monitoring and enforcement of the noise ordinance through measuring and evaluating levels of sound.

REQUEST: The Ogden City Council requested information regarding the Police Departments response to complaints of loud noise and street racing on Washington Blvd. in the evening and most commonly on weekends.

BACKGROUND INFORMATION: The Ogden Police Department has been actively engaged with MR. Naylor and the street racing/noise disturbances near his apartment complex in the 3500 block of Riverdale Road for more than a year now. Below is a list of Ogden Police Department enforcement actions and the results since May of 2020. There were additional efforts in the summer of 2019, but the problem had subsided until spring of 2020. • • May 8th 20 vehicles were stopped, 26 violations. • May 9th 21 vehicles were stopped, 13 violations. • May 15th 25 vehicles were stopped, 33 violations. • May 16th 9 vehicles were stopped, 9 violations, 3 vehicles impounded. • May 23rd 21 vehicles were stopped, 24 violations, 4 vehicles impounded. • June 12th 20 vehicles were stopped, 22 violations, 5 vehicles impounded. • June 13th 25 vehicles were stopped, 26 violations. • July 3rd 31 vehicles were stopped, 33 violations. • July 11th 18 vehicles were stopped, 19 violations. • July 17th 21 vehicles were stopped, 21 violations. • July 18th 21 vehicles were stopped, 18 violations. • July 25th 18 vehicles were stopped, 18 violations.

• 262 extra violations have been given with this detail.

• Also, since the 17th of July 2020, one full time Officer (Huckaby) has been assigned to work swing shift hours through Friday night at 0300 hours, his citations were not added in the above information.

• On 29th of July 2020, Lt. Farr contacted Lt. Cheney with UHP who indicated he would be assisting with the enforcement efforts by directing his available Patrol Officers to focus enforcement efforts along the Washington Blvd. corridor where the complaints have been generated.

• The Ogden Police Department has invested more than 110 overtime hours on this project since the beginning of May at a cost of more than $5,000.

Additionally, the Traffic Bureau has been in contact with UDOT and Ogden Traffic engineer Daniel Gilles regarding Mr. Naylor’s request to stagger the traffic light signals between 341sr and 36th street on Washington Blvd. We must consider the impact the changing of the signals would have on traffic congestion and air quality. Requiring to stop more often and wait at lights does contribute to air pollution and traffic backing on Washington Blvd. We will work with UDOT to explore the possibility of changing the signals only in the later evening hours on Thursday through Sunday. In regards to Mr. Naylor and his friend Mr. Thorns complaint about legislation, Mr. Naylor has been encouraged on several occasion to contact his representative for the Utah State House and Senate to express their frustration with the lack of annual vehicle inspections and giving officer more tools to enforce exhaust bypass violations. The Police Department uses all tools available to resolve this nuisance including social media monitoring from the Area Tactical Analysis Center and enforcement of Ogden City’s Noise Ordinance for music from stereo systems and exhaust. Officer do have decimeters at their disposal to enforce loud exhaust violations.
