Plaintiff alleges he was 23 unlawfully detained by police for a traffic infraction and was illegally arrested and beaten by 24 Defendants. Plaintiff files this civil rights action pursuant to 42 U.S.C. §1983 based on 25 violations of the Fourth, Eighth, and Fourteenth Amendments of the United States Constitution. 26 Plaintiff also alleges causes of action pursuant to California Civil Code § 52.1 and Article 1 § 13 27 of the California Constitution. Plaintiff names Felix M.
