DRAFT Minutes of a Meeting of Cornwood Parish Council Tuesday 1st October 2019 in the Village Hall, Cornwood.

Open Forum A resident voiced concern about the gullies and drains in Gibb Hill. Rainwater doesn’t drain away because the gullies are blocked solid. Cllr Haynes will report on CC website.

1019/04 Report of County Representative Nothing to report

1019/05 Report of District Councillor SHDC – District Councillor Barrie Spencer provided a report about District Council. A copy will be available on the website See attached report (Appendix 1). – No representative of Dartmoor National Park Authority was present.

1019/06 Police Report No crimes to report. Clerk to ask for a crime report next month.

1019/07 Matters Arising 540 Highway Matters – Cllr Hart left a message, saying that the speed roundels were back in the programme. The Narrows would be resurfaced and the channels cleared at the same time. As for the other roads, the main roads are in this year’s programme. It might be possible to clear the roads that can be easily closed and use volunteers to do the work. Devon Highways believe that their responsibility for the wall along New Road, stops at the stables. Although the damaged wall is an eyesore, it is not dangerous. Vicarage Bridge (Wisdome) has been repaired.

2666b) Public toilets – A resident offered to tidy the courtyard of the toilets. This work has now been completed and the PC was charged £50. Added after the meeting.

2688a) Recreation Areas – Cllr Atkins is still looking into funding options to upgrade Lutton.

1 01-10-2019 Minutes 2820a) Housing Survey – Meeting with SWHS is scheduled for 22 October. However the PC would like to have an idea and give feedback on, what will be presented. If this could be completed by 13 October, the public meeting could take place on 22 October.

0417/08a Community Plan – The plan will be published this month. One of the actions (noticeboards) was considered and the council agreed to look into costs for two noticeboards. Cllrs were asked to look at the actions and consider volunteering to lead a group.

0218/08a Community Road Warden Scheme – Cllr Haynes asked Cllrs to provide a list of tasks for the Road Warden team. The tasks would then be prioritised. Similarly, in the role of Snow Warden he asked Cllrs to list areas where salt might be required in bad weather. See Appendix 2. Cllr Hawkes agreed to work with Cllr Haynes to produce a snow report.

0418/08 Emergency Plan – Three members will attend a workshop in on 30 October.

1218/08 The Cornwood Inn – The CIAG has been able to borrow money to buy the pub. They now have six months to raise the money through a share offer to pay back the lenders. Some work to tidy up the pub and garden will be done by volunteers but at the moment there is no money to open the pub.

0219/07a The Mountain Inn – An offer from a private buyer has been made but no further news available.

0419/08 Asset register – Assets have been allocated to Cllrs for audit purposes and results received. Clerk to collate and create list of actions.

1019 Moor Otter Scheme – Council agreed unanimously to apply to host an otter, possible location might be the car park.

1019/08 Chairman’s Time Chairman asked members to suggest a charity to donate the Christmas lights collection. Council agreed unanimously to donate the money to the local group of Parkinson’s UK.

1019/11 Footpaths Members noted that a sign has been put up at Heathfield showing permissive paths on Delamore land. Delamore have given permission to reinstate the path to the piggeries (Community Plan action). Volunteers have started by clearing drains and ditches so that water will drain away and the path usable.

From Cllr Barrie Spencer Bickleigh & Cornwood Ward, South Hams District Council

I am pleased to present my report to Cornwood Parish Council as follows.

The following is my report for the period since my last on 03 September 2019.

SHDC activity has been as follows –

Climate Change Action Workshop – this was a consultation meeting with District Council. The meeting took place to ensure that all participants have a good grounding on the context, drivers, facts and figures on the climate change emergency from global to local levels. It also considered what the Council itself should do to align itself with the Devon Carbon Plan and how we should ensure that suppliers to us do so as well. We all came away from the meeting with a better understanding of the enormity of the opportunities and challenges that we might need to overcome and are, perhaps, better equipped to address the climate change agenda.

Barwood Land, Developers Forum – the meeting was set up so that the developers of this project could advise both Council and members of the public of their plans. It was generally poorly attended partly due, I imagine, to the timing of the meeting and the fact that this was held well out of the area. I have made strong presentations to SHDC that this should never happen again in this way. Both Nicky Hopwood (the Ward Councillor for Woolwell) and myself are pushing hard for another consultation meeting. This may or may not happen, but I will keep you advised.

I can only reiterate that this is in the Ward boundaries and it is likely to have some impact on Cornwood. If any Councillor would like to know more please let me know.

JLP – Supplementary Planning Documents – these documents are being discussed between , SHDC and WDBC. They are being prepared across the three JLP authorities (PCC, SHDC and WDBC) to amplify and give guidance on the implementation of the policies of the Plymouth and South West Devon Joint Local Plan. These documents will supersede all currently adopted SPD’s across the three authorities.

The results from the meeting will be integrated into the next version which will then be put out for public consultation. This might be around November and would stretch into early January 2020. Please look out for this consultation and I am sure that the Council will make appropriate representations at the time.

Full Council meeting – held on 26 September, this meeting agreed, amongst other things to engage two additional planning enforcement officers, the Medium Term Financial Strategy and matters relating to climate change and the formation of a citizens assembly so that the public can contribute to the climate change debate. All of these are awaiting the issue of Devon’s policies which, I understand, will be available within the next couple of weeks.

Planning enforcement – two additional officers are being sought to support the enforcement team. I believe that there is a recognition that this area is badly under resourced and needs surgent attention. Hopefully, the two addition officers will help to clear some of the backlog quickly. I have a meeting with the planning officers regarding priorities on planning enforcement. This will take place on 24 October. We will be taking the opportunities to go through the current list, prioritise it and move forward. Can Councillors let me know what case(s) they feel are important and why so that I can include these when I meet.

4 01-10-2019 Minutes Drakelands Mine – I have arranged a meeting regarding general issues arising from the mine. This meeting will be on Friday this week. Those attending should be members Parish Council, myself, SHDC officers, Sparkwell Parish Council, Environment Agency, DCC and representatives from the mine. It is hoped that the many questions currently existing can be answered and clarity and intentions sought. I will feedback to Cornwood Parish Council following the meeting.

Waste Collections – I have been speaking with SHDC constantly regarding a number of queries regarding waste collection in the area as a whole. I am meeting with the Head of Waste Practice for SHDC on Friday, 11 October. I will raise those issues I am already aware of and if Councillors would like me to represent any other views can they please let me know before the meeting.

Cornwood School – I have supported the school with some funds to help bridge a funding gap for their outdoor play area. I note that the official opening was on 13 September and I welcome their efforts and enthusiasm in getting this project off the ground.

District Councillor Surgery – I have had a request from another Parish within the Ward to hold a regular surgery in that area. I feel that this is a good way for Parishioners to access me and have agreed to arrange these with the first being in November. Is this something that Cornwood would welcome? Can I have your further advices please?

5 01-10-2019 Minutes Cornwood and Lutton Road Warden Team Permitted Works 1st October 2019

The following are works that road wardens are permitted to carry out under the Road Warden scheme:

• Pothole repairs (when they do not meet our intervention criteria) • Clearing weeds. • Cleaning/clearing signs. • Cleaning drainage (gully grating). • Cutting grass. • Repairing finger posts. • Cutting hedges. • Managing verges for wildlife Please provide details (including precise location) of any items that may be appropriate for the road warden team to deal with.

Please be aware that jobs will be prioritised and not every job will be done!

Cornwood and Lutton Snow Warden Team 1st October 2019

We have signed up to the snow warden scheme again with Jonathan Haynes named as snow warden.

This entitles us to a further free delivery of salt and the ability to purchase further supplies from DCC at a reduced rate.

The first task is to produce a snow plan which sets out where we place supplies of salt at strategic locations around the Parish and identifies locations where we will clear snow e.g footways.

To get this underway would Cllrs please provide precise locations where you believe salt should be located and any areas where we should consider snow clearance in the event of significant snowfall.

Any volunteers to help with the snow plan?
