The Township of Seguin is a thriving municipality home to 4,304 permanent residents that seasonally swells to over 15,000 residents during the summer months. With largely an environmental focus, our community is truly the "Natural Place to be".

Environment First

Our Township is a community that preserves our unique natural heritage features such as lake quality and shoreline character based on the "environment first" principle. Stretching over 700 square kilometres, Seguin is a vibrant and growing community located in the picturesque District of Parry Sound. Recreational and leisure opportunities abound, with Seguin's natural parks, trails, beaches, sports fields and community centres. Our annual events and festivals reflect the areas artistic, historical and natural settings.

Seguin was formed in 1998 through the amalgamation of the following Municipalities: Christie, Foley, Humphrey and the Village of Rosseau. At that time, the western part of the Township of Monteith was annexed to Seguin.

All of our local communities are home to community centres, parks, trails and beaches and offer many recreational opportunities. Programming and community events Lighthouse, Lake Rosseau are in place for seniors, adults, young adults and youth.

Location

The Township of Seguin is located in central , just above the District of Muskoka, and south of the Town of Parry Sound. Seguin is approximately 2 hours (200 kilometres/125 miles) from the City of , and Pearson International Airport. This strategic location provides a convenient launch pad to supply goods and services to consumers in the heart of Ontario’s . Highways 141 and 400 link Seguin to several local urban centres within an hour’s drive, including .

The airport runway is 4,000 feet long and also has a float plane base located on the 4,000 foot long Robert's Lake. It is connected to the airport via a private access road.

Waterfront Living

Seguin provides a natural backdrop to any setting. With its lakes and rivers, Seguin has 1000’s of kilometers of shoreline to experience whether it be by boat on crystal clear waters or by foot on leaf strewn wilderness trails. Many of Township’s 186 lakes of all sizes are recreational destinations for some 15,000 seasonal residents.

Access to the lakes can be gained through a variety of means. Seguin is home to a number of private marinas and resorts. In addition to these private businesses, there are nineteen public boat launches and landings within Seguin Township. Explore the many diverse, beautiful lakes by canoe, kayak or boat. The options are endless for summer exploration.

The preservation of Seguin’s natural qualities is a priority of our residents. As an environment first municipality we pride ourselves in environmental planning initiatives aimed at improving our water quality and ensuring our lakes remain healthy. With a variety of stakeholders, we have developed a Lake Stewardship Handbook that offers practical approaches to be better stewards of the environment. And, we have developed a "Stewardship Seguin" program that recognizes and applauds property owners for making improvement to their properties.

In addition, the Township actively undertakes an annual Water Quality Monitoring and Septic Reinspection Programs which is aimed at monitoring the ecological health of our lakes and maintaining septic systems as part of our overall stewardship initiatives. The Water Quality Monitoring Program measures such things such as nutrient concentrations and dissolved oxygen levels in the water as well as the clarity and temperature of the water.

Finally, Seguin champions the principle that, while the lakes function as a common space, there is limit to the number of lake users that can be accommodated on them and still maintain their amenities and natural character. In this regard, the number of new cottages and resorts are controlled by means of establishing the recreational carrying capacity of each lake.

The Township contains four settlement areas which include Humphrey, The Village of Rosseau, Foley Centre, and Orrville. The Township of Seguin is the permanent home to approximately 4,000 residents who reside in the settlement areas and throughout the rural area of the Township.

Humphrey

Humphrey Community Centre and Arena

Humphrey is situated at the west end of Highway 141, 4 kilometres east off of Provincial Highway 400, and is a quick 15 minute drive to the Town of Parry Sound. It is the second largest of Seguin’s four villages consisting of 800 acres with significant opportunities for development. Humphrey is home to 260 residents and several businesses including a variety and liquor store. Also, new housing opportunities now exist in Humphrey with Council’s initiative to develop the North Sandy Plains Road Project. A series of local streets connect the residential neighbourhoods to Highway 141 which travels through the center of the Humphrey settlement area and is the location for Humphrey Central Public School and Humphrey Fire Hall.

The heart of the community is located on Humphrey Drive with a focus of community and social uses including the Township Office, Community Centre, Arena, Humphrey Branch of the Seguin Public Library, Outdoor Gazebo with Stage, Ball Diamonds, Park and Sports Court.

The Humphrey Nature Trails are located off of Seguin Place Drive and has a diverse 7.3 kilometre system of easy to more rugged trails through a natural forested area. The Village of Rosseau

Rosseau Waterfront

Bounded by Lake Rosseau to the south and the lush forest to the north, the Village of Rosseau is situated on Seguin’s easterly boundary with the District of Muskoka. Highway 141 runs through the Village Centre to form its commercial main street. A series of local streets connect the adjacent residential neighbourhoods to the Village Centre, making Rosseau a highly compact, pedestrian-oriented community. Rosseau is home to 440 residents, several businesses, liquor store and two restaurants.

The Village is closely connected with its waterfront, marina and Rosseau Lake College School. Rosseau is home to the Memorial Hall, which houses the Rosseau Branch of the Seguin Public Library. The hall is the hub of the community hosting many special events throughout the year. As well, the Ruth Dare Health Clinic has tended to the medical needs of villagers since 2003. This clinic is known for its unique blend of health care services delivered by a nurse practitioner. Also, a Wellness Room is located at the Ruth Dare Health Clinic, where you can find various health related activities such as yoga and pilates. Nearby is the Sports Court and Ball Diamond which is an active place for baseball and other sports. Its Field House and Fairgrounds are home to year-round events and recreation.

The Rosseau Farmers Market is held at the Waterfront Park every Friday during the summer. It features over 80 vendors Rosseau Market bringing thousands of visitors to the area.

Foley Centre

Foley Community and Resource

Lush forests, lakes and natural heritage features define Foley. Lakes withinCentre the Foley area include: Otter Lake, Little Otter Lake, Rankin Lake, Horseshoe Lake, Deer Lake and Salmon Lake. The village encompasses 245 acres of land area in close proximity to Highway 400 and Parry Sound. It is home to approximately 100 residents, a number of businesses and the fair grounds. Foley is comprised of a number of distinct areas including a commercial and industrial area which is concentrated along Oastler Park Drive. Rankin Lake Road boasts a concentration of community/social uses including the Foley Branch of the Seguin Public Library, United Church, Agricultural Hall and Fair Grounds, Christian School and Fire Hall. Lastly, its residential areas have developed along several side roads and around key bodies of water. The Foley Community and Resource Centre is Seguin’s largest indoor event facility with a seating capacity for 275 people. It is frequently used for hosting weddings, special events and community programs. Foley Horseshoe Pits is an active location in the summer months for local horseshoe players, and Foley Matheson Park and Public Beach is a busy site for visitors and residents in the summer months. Just outside of Foley Centre is the 6 km Rose Point Trail that travels from James Bay Junction Road through to Rose Point Road along the old JR Booth Rail bed. This trail is a link to a provincial and regional trail systems including the Park-to-park Trail. Orrville

Joseph Hannon Memorial Park, Orrville Centre Orrville is situated among thriving forests and numerous lakes including Duck Lake and Maple Lake. Development has followed Highway 518 which runs through Orrville and forms the centre of the community at the junction of Star Lake Road. Forbes Street, Faulkner Street, Pioneer Street, Charles Street, Star Lake Road and Sugar Lake Road connect the adjacent residential areas to Highway 518. Orrville consists of 730 acres of land area and is home to 380 residents, several businesses including a variety store, and bakery.

Orrville Community Centre is a well- used facility by local community groups, and includes the Christie Branch of the Seguin Public Library. Christie ball diamond is an active site for ball practices and tournaments. The Village Green is located in the heart of Orrville and is a very active location for kids to play. Joseph Hannon Memorial Park is a prime location for a leisurely rest stop for road bikers and visitors. Orrville Community Centre The Seguin Trail is situated on a section of the long abandoned JR Booth Railway system stretching from Ottawa to Arnprior and Parry Sound. This is part of the Park-to-Park Trail system. This beautiful trail appeals to many types of trail enthusiasts such as hikers, cyclists, cross-country skiers, snowmobilers, and ATVers.

Business Opportunities

The Township’s Vision is to achieve a community that is sound financially, supportive of appropriate employment opportunities, protective of the 3E’s of the Environment (Natural, Visual, and Social Environments) and preserves the unique heritage features of the area. The intent of the Vision is also to diversify and create a more vibrant local economy through collaborative partnership with existing businesses and adjacent municipalities and through proactive efforts to attract new industries and services. As such, we have joined together with The Municipality of McDougall, the Town of Parry Sound, Carling Township, and McKellar Township to form the Regional Economic Development Advisory Committee (REDAC) to assist in the regions vision to be a progressive and diverse economic centre. REDAC facilitates initiatives aimed to support, stimulate and enhance economic growth and development.

The Township of Seguin provides a variety of opportunities for business development, and expansion. Options within the Township include the Oastler Park Drive Employment Corridor, Parry Sound Area Municipal Airport, home based businesses, and the Foley Business Resource Centre.

Oastler Park Drive Employment Corridor

The Oastler Park Drive Employment Corridor is a primary business node for employment and the expansion of existing businesses. The Official Plan and Zoning By-law allow for a wide range of commercial and industrial development activities. The extension of natural gas, phase 3 power, and high speed fibre optics are progressing. This corridor is an essential service/infrastructure for further economic job growth and significant opportunity to continue to grow and develop new and existing industries.

Parry Sound Area Municipal Airport

Parry Sound Area Municipal Airport, Seguin Township

Located just off Highway 400 at the interchange exit 207 with Highway 141, the Parry Sound Area Municipal Airport (PSAMA) services the region and boasts an Industrial Park open for business. The PSAMA's runway is 4,000 feet with a 290 foot by 320 foot apron and medium-intensity airfield lighting. The airport has a float plane base located on the 4,000 foot long Robert's Lake connected to the airport via a private access road. The PSAMA is a popular re-fuelling destination for Air Ambulance, Hydro One Helicopters, Ontario Provincial Police, and Canadian Military Search & Rescue. Whether utilizing flight services, enjoying lunch at Wings Cafe or building your business locally, the airport is your answer.

Airport Facilities and Business Centre The newly renovated Business Centre is open seven days a week with ample parking in both the long and short term lots. The business centre offers a pilot's lounge, flight planning station, wireless Internet and a friendly atmosphere where you can enjoy a home cooked meal at Wing's Airport Café. Fuel available on-site is 100LL and Jet-A with PRIST.

The Airport is the host to the Annual Fly In & Drive In, providing fun for the entire family. Activities include scenic flights and helicopter rides, displays, music entertainment, classic cars, barbeque, face painting and kids games.

Throughout expansion each phase has added the necessary infrastructure including water and sewer services, hydro, fire suppression systems, and ground preparation to provide building sites for several aircraft hangars and new small business initiatives. Parry Sound Area Municipal Airport's Industrial Expansion Project has gained over $10 million in private sector investment in commercial and private hangars, and equipment, attracted a number of new business operators to the Airport, and created over 60 full time jobs.

Home Based Business

What is a Home Based Business? The Township of Seguin allows occupants of dwellings to conduct businesses from their homes. Allowing new businesses to start at home and to grow into successful operations is part of the Township’s economic development strategies. Generally, home based businesses are commercial activities that occur within a residential dwelling located in a residential or rural area of the municipality. In Seguin, some home industries are also permitted in accessory buildings without requiring a rezoning. Some of the uses that are considered appropriate for home based businesses include offices of professions like an accountant or doctor, consulting services, music or dance instruction, creation of crafts, hair salon, distribution sales office, high tech and computer services, and similar gainful occupations. What rules would apply to my Home Based Business? Standards for home based businesses are intended to balance the interests of the business entrepreneur and preserving the quiet and safe residential character of the streets and neighbourhoods of the community. The municipal zoning by-law does this by regulating the amount of floor space that can be dedicated to the business within the dwelling, limiting the number of employees who do not live in the house, and listing the types of uses that are permitted. Additional regulations address the parking required for the business, maximum number of commercial vehicles permitted, prohibiting nuisance impacts, and hours for deliveries.

What do I need to do to start my Home Based Business? There is no business licensing currently required by Seguin for home based business or home industries. You should, however, contact the municipal office to check out the rules around home based businesses and home industries to confirm that your business will be permitted under the current Zoning By-law. Certain business are not permitted to be home based and therefore would have to be located in commercial or industrial areas.

When it is time to grow – what should I do? You started your home based business, things are going great, but you are running out of room. When your business out-grows your home and property, it is time to start looking for a commercial or industrial site in the community to take your business to the next stage of growth. The Township is ready to help you with this next stage in your business development.

Health Services The Township of Seguin is serviced by a regional hospital (West Parry Sound Health Centre) located in Parry Sound and a community Nursing Station (Ruth Dare Health Clinic) in the Village of Rosseau.

Access to Telehealth Ontario is available 24 hours a day, 7 days a week and can be reached at 1-866-797-0000. To access primary care in the area, prospective patients are being directed to the Ontario Government site Healthcare Connect.

Rosseau & Area Nursing Station The nursing station is staffed with a Nurse Practitioner. This is a registered nurse who has obtained additional education and experience. Nurse Practitioners are authorized to diagnose and treat common illnesses and injuries, prescribe certain medications, and order certain lab tests, x- rays and ultrasound.

The Township of Seguin is responsible for the maintenance of over 290 km of year round and seasonal public roads. 75% of municipal roads are gravel, while the remaining are surface treated.
