Labour Party Job Description

Job Title: Policy and Campaigns Officer ()

Responsible to: General Secretary - Wales

Responsible for: Delivering Welsh Labour’s devolved policy process and co-ordinated approach to policy research and development, with specific responsibility for campaigns.

Location: Welsh Labour Party Office

Overall Responsibilities: To ensure that the Welsh Labour policy making facilitates effective stakeholder engagement and campaigning and helps sustain Welsh Labour in government.

Specific Responsibilities:

1. Managing the policy making process for Welsh Labour on all devolved policy in Wales, and supporting the formulation of a manifesto for the Welsh Assembly election.

2. Supporting the Welsh Policy Forum in member and stakeholder engagement through the Welsh policy process

3. Manage the policy process and policy seminars at Welsh Annual Conference, and work with the General Secretary and Deputy General Secretary to organise Welsh Annual Conference.

4. Effective liaison with the Leader and future of Welsh Labour, the Shadow Secretary of State for Wales and advisors, Welsh Labour Assembly members, the Welsh Parliamentary Labour Party, Welsh Local Government Association Welsh Labour Group, Welsh Executive Committee, the UK Labour Policy Team and EPLP on policy matters.

5. Researching the record and policies of opposition parties and the production of campaigning materials to facilitate campaigning in local parties.

6. Working with the Welsh Labour Team and the Welsh Labour Group Office to devise campaigns on devolved policies.

7. Working with the Head of Communications to provide briefing to Welsh spokespersons on all aspects of Welsh and UK party policy, and briefing UK politicians on Welsh policy when required.

8. Producing policy briefings covering both Welsh Labour and UK Labour policy areas, and producing and maintaining constituency, regional and Wales wide briefings.

9. Ensuring the accuracy and quality of relevant party documents and policy briefings.

10. Playing an active role in the presentation of policy at meetings, seminars and other forums as appropriate.

11. Developing and maintaining policy networks inside and outside the Party.

12. To carry out any other reasonable task as directed by the Welsh General Secretary.

Labour Party Person Specification

Knowledge  Excellent knowledge of Welsh Labour and UK Labour policy

 Good knowledge/understanding of devolved government in Wales.

 Good knowledge/understanding of the current political situation in both

Wales and the UK.

 Good knowledge of the Labour Party.

 Good knowledge of process in the National Assembly for Wales and the UK

Parliament.

 Knowledge of the processes of policy development and political decision

making

Experience

 Experience of policy development and political research

 Experience of preparing written and verbal briefings, preferably for high level

political audiences

 Experience of working in a political environment at a national level

 Experience of working with stakeholders such as Trade Unions and third

sector organisations on policy formation and development.

 Experience of working in a fast-paced environment

 Experience of political communication

 Experience of using a wide range of information technology systems and

online resources

 Excellent verbal and written communication skills

 Excellent research skills and ability to write concise briefing notes

 Excellent political judgement

 Capable of training and supporting individuals and groups at all levels

 Ability to work effectively in a highly pressurised environment

 Work as part of a close team but also monitor and own workload to

the most effective outcome

 Excellent attention to detail

 Adapt to new tasks and responsibilities quickly and efficiently

 Excellent organisational skills.

 The ability to communicate in Welsh would be desirable.
