June 2020 Leaders
Our latest Welsh Political Barometer poll repeated our long-standing question in which we asked respondents to rate political leaders on a 0-10 scale (where 0 means ‘strongly dislike’ and 10 means ‘strongly like’, with a Don’t Know option also available.) This question was asked about the main Britain-wide leaders for the Conservatives and Labour, plus the Welsh leaders of both those parties and Plaid Cymru. With our April poll having begun sampling before the Labour leadership announcement, our new poll thus present the first verdict from Welsh voters on Sir Keir Starmer - and allows us to compare his ratings directly with those of Jeremy Corbyn. As I have often discussed in the past, a first interesting thing in such findings is the proportion of people who answer Don’t Know for each leader. Though some respondents will choose this option because they are genuinely undecided – and some will bluff on a leader about whom they know nothing – overall the percentage of people saying Don’t Know provides a good rough-and-ready measure of their public visibility. There are at least two particular reasons for being interested in that this time around. As this is the first poll asking about Keir Starmer, it is interesting to see the extent to which the public have been able yet to form a view about him. Second, it has been no- table since he became First Minister that large proportions of Barometer respondents have failed to offer a view on Mark Drakeford; with the Covid-19 crisis having pushed him rather more into the public eye, has this changed? The table below shows the percentage of Don't Know responses for each leader (with in brackets the change on our last poll, in April; for Starmer, the figure represents the change on the April fig- ure for Corbyn): Leader % Don’t Know Boris Johnson 5 (-2) Keir Starmer 25 (+16) Mark Drakeford 24 (-16) Paul Davies 67 (+3) Adam Price 55 (+1) These sorts of tables normally show a gulf between the two main UK party leaders and those at the devolved level. -

His death in that conflict meant that this was a career that lasted barely twenty years; however it comprised a large range of creative endeavours. Although all these facets of Whistler’s career are touched upon, the main focus is on his work in murals and the fields of advertising and commercial design. The thesis goes beyond the remit of a purely biographical stance and places Whistler’s career in context by looking at the contemporary art world in which he worked, and the private, commercial and public commissions he secured. In doing so, it aims to provide a more comprehensive account of Whistler’s achievement than has been afforded in any of the existing literature or biographies. This deeper examination of the artist’s practice has been made possible by considerable amounts of new factual information derived from the Whistler Archive and other archival sources. -

UPDATED PRIORITIES AND ACHIEVEMENTS FOR 2018 SOUTH WALES POLICE & CRIME PLAN 2018-21 EXECUTIVE SUMMARY This fresh edition of the Police & Crime Plan for South Wales comes at a watershed moment in our history. It comes into effect on first of January 2018 as a new Chief Constable takes the reins following the retirement of Peter Vaughan QPM after eight successful years at the helm. It is five years since the first election of a Police and Crime Commissioner and the establishment of a strong co-operative ethos as our joint approach to keeping our communities safe. Our aim is to work with partners to ensure that people get the response they need, when they need it, and to prevent people from becoming either victims of crime or offenders. As Commissioner and Chief Constable we share principles and values on which this Police & Crime Plan is based. Cooperation runs like a golden thread through everything we do. We aim to be the best at understanding and responding to the needs of all our communities. That means listening to everyone, protecting the vulnerable, maintaining high levels of victim satisfaction and working with partners, especially in local government, health, the voluntary and community sector and Welsh Government. Having less money - since 2010 the money received by South Wales Police from UK Government has been reduced by 21% in cash terms (over 35% in real terms) means that we have to innovate and find new ways of putting our vision into practice. That has made us even more determined to focus on early intervention and prompt positive action and to work with partners so that we shrink together, not shrink apart, and are collectively ever more effective. -

Additional Submissions to Parliament in Support of Inquiries Regarding Brexit Damian Collins MP Dear Mr Collins, Over the past many months, I have been going through hundreds of thousands of emails and documents, and have come across a variety of communications that I believe are important in furthering your inquiry into what happened between Cambridge Analytica, UKIP and the Leave.EU campaign. As multiple enquiries found that no work was done, I would like to appeal those decisions with further evidence that should hopefully help you and your colleagues reach new conclusions. As you can see with the evidence outlined below and attached here, chargeable work was completed for UKIP and Leave.EU, and I have strong reasons to believe that those datasets and analysed data processed by Cambridge Analytica as part of a Phase 1 payable work engagement (see the proposal documents submitted last April), were later used by the Leave.EU campaign without Cambridge Analytica’s further assistance. The fact remains that chargeable work was done by Cambridge Analytica, at the direction of Leave.EU and UKIP executives, despite a contract never being signed. Despite having no signed contract, the invoice was still paid, not to Cambridge Analytica but instead paid by Arron Banks to UKIP directly. This payment was then not passed onto Cambridge Analytica for the work completed, as an internal decision in UKIP, as their party was not the beneficiary of the work, but Leave.EU was.
