Date: 26 June 2019 Title: Conflict Sensitivity accompaniment model for the phase 2 Rakhine Area Based Programme

Q: Possible submission deadline extension for this RFP? If possible additional 1 week extension is requested. A: After internal consultations and the need for well thought out submissions, the RFP is extended for one additional week. the new deadline is Monday 8 July 2019 at 12:00noon

Q: Could UNDP Provide project township list for this RFP? A: Township list for the projects is as follows;

• Livelihoods – , , and Mrauk-U Townships • Rule of law – Conducts outreach work in all he townships of • TDLG – Thandwe, , Gwa, Ponnagyun, Toungup Townships • DRR – state level then Thandwe and Toungup Townships

Q: Whether UNDP could support travel authorization for select firm’s implementation at Rakhine State? A: Selected firm will handle its own travel authorization during implementation. UNDP will however be available to support where necessary for timely project delivery by providing recommendation letter if needed and upon request.

Q: Whether given 4 projects are stand-alone projects? A: the four project above complement each other as part of the package that UNDP has designed to respond to the peacebuilding and development challenge in Rakhine state, capturing both upstream initiatives at subnational/state level and downstream community oriented interventions at Village Track level. They are complimentary in nature with some elements being implemented in same townships

Q: Is there any requirement for Minimum qualification of Proposed personnel? A: In addition to number 9 of RFP section 3 – TORs, the following skills set is also required

• For International Experts: MSc in a relevant field of studies as acceptable minimum level of education acceptable, and a minimum of 10 years of relevant work experience;

International consultants Education: • Master’s degree in peace and conflict, social sciences, development studies, political sciences, public administration, international relations, environment and/or related fields Experience: • At least 7 years of work experience with international organizations on peacebuilding, governance, development issues and related fields • At least 7 years of demonstrated experience in providing technical advice to national and sub-national levels to counterparts in governments and other stakeholders on peacebuilding, capacity building, governance, environment, development issues and related fields • Sound understanding of conflict sensitivity advisory and management response mechanisms, tools and application • Proven analytical and writing skills. • Work experience in and Rakhine context is desirable. Language: • Excellent command of English in speaking and writing

National Consultants Education: • Bachelor’s degree in peace and conflict, social sciences, development studies, political sciences, public administration, international relations, environment and/or related fields Experience: • At least 3 years of work experience with stakeholders/actors on peacebuilding, governance, environment, development issues and related fields • Demonstrated 3 years’ experience in providing technical advice to national and sub- national levels to counterparts in governments and other stakeholders on peacebuilding, capacity building, environment management, governance, development issues and related fields • Sound understanding of conflict sensitivity advisory and management response mechanisms, tools and application • Proven analytical and writing skills. • Work experience in Myanmar is desirable Language: • Excellent command of English in speaking and writing • Fluency in Myanmar and local language specific to conflict affected context of Rakhine
