Myanmar Information Management Unit Overview of the February 2020 3W RAKHINE State The MIMU 3W gathers inputs from participating humanitarian and development agencies on Who is doing What, Where, across Myanmar. It is conducted every 6 months and provides information on agencies’ activities at various levels (village/village tract/township and IDP camps). 212 agencies participated in the February 2020 3W, providing information on their humanitarian, development and peace-focused activities across 22 sectors and 155 sub-sectors as defined by technical/sector working groups. 3W reporting is quite comprehensive for projects of INGO, UN and Red Cross agencies, but there is an under-reporting of activities of local NGOs and CBOs since not all are participating. Agencies must report to a sufficiently detailed level (village or camp level) for their work to be reflected fully in the MIMU 3W products. This Overview describes projects under implementation in Rakhine as of February 28, 2020. Further information on planned and recently completed projects is available from the 3W dataset, published on the MIMU website. Organizations active in Rakhine State In total, 75 agencies reported activities in Rakhine state: 57 are engaged in Development-focused projects (956 village tracts/towns), 16 are engaged in support to other vulnerable groups (not IDP related, 255 village tracts/towns), 29 are engaged in activities which target IDPs and Host Communities (230 village tracts/towns and 43 camps) and 11 are active in IDP-only focused activities (56 village tracts/towns and 23 camps). IDP-related projects were reported in a total of 44 camps or camp-like settings. A total of 174 projects were reported in Rakhine State: 34% of the projects involve work with IDPs (59 IDP & Host Community or IDP-only focused projects), and 66% have a focus on other populations (115 Other Vulnerable Groups and/or Development-focused projects). Non-IDP focused projects (Other vulnerable groups and/or Development activities): 66 organizations reported 115 projects under implementation in Rakhine that are village or township based, the majority are implemented by INGOs. Most of the reported are in Mrauk-U (96 village tracts/towns), Maungdaw (80), Buthidaung (78), Rathedaung (69), Kyauktaw (65), Thandwe (64), Ponnagyun and Minbya (62 in each), Toungup and Kyaukpyu (55 in each), Pauktaw (54), Ramree (51), Myebon (46), Munaung (37), Gwa (35), Ann (30) and Sittwe (28). IDP & Host Community and IDP-only focused activities: 31 organizations reported 59 projects under implementation in 245 village tracts/towns and 44 IDP camps, the majority are implemented by INGOs and UN agencies. Most of these projects are in Maungdaw (40 village tracts/towns, 0 camp), Buthidaung (38, 0), Sittwe (27, 18), Minbya (24, 5), Mrauk-U (23, 3), Kyauktaw (23, 8), Rathedaung (17, 2), Myebon (17, 2), Pauktaw (16, 5), Ponnagyun (15, 0) and Kyaukpyu (5, 1). Non-IDP focused projects - Other Vulnerable Groups and Development Projects A total of 115 projects with a focus on non-IDP populations (Other Vulnerable Groups and/or Development-focused projects) were reported in 18 sectors in 967 village tracts/towns across Rakhine, representing 14% of the total projects reported to the Countrywide 3W and 66% of the projects in the whole of Rakhine state. Only 45% of total projects were reported at villages/wards level, by 40 of the 66 agencies (mainly INGOs). As such, the actual number of villages/wards with activities is likely to be higher than what has been reported to the MIMU 3W. Number of agencies: In terms of the number of agencies: Sittwe township has the highest concentration of active organizations (38 agencies), followed by Pauktaw (20 agencies), Thandwe (19), Maungdaw (18), Mrauk-U and Kyauktaw (17 in each), Minbya and Buthidaung (15 in each), Kyaukpyu and Gwa (14 in each), Ponnagyun (13), Toungup and Rathedaung (12 in each), Myebon (10), Ramree, Munaung and Ann (9 in each). Frequency of project interventions for non-IDP populations: Note that the actual number of villages/wards level interventions would be higher than reported here as some agencies (26 of the 66 reporting agencies) did not include the villages/wards level information in their 3W reports. ➢ Health is the most widespread intervention: 18 organizations reporting 29 projects in 768 village tracts/towns across all 17 townships in Rakhine State. Agencies are reportedly more concentrated in the townships of Sittwe (10 agencies), followed by Buthidaung, Pauktaw and Thandwe (7 in each), Mrauk-U (6), Gwa, Kyauktaw, Kyaukpyu, Maungdaw, Minbya and Taungup (5 in each), Myebon, Ramree and Rathedaung (4 in each), Ann, Munaung and Ponnagyun (3 in each). The majority of health interventions are Maternal and Child Health (525 village tracts/towns), TB Programme (239), Malaria Programme (168), Basic Health Care (107) and Reproductive Health Care (89). ➢ Livelihoods support is the second main sector: 17 organizations reporting 19 projects in 504 village tracts/towns, in all 17 townships in Rakhine State. The most frequent activities are Microfinance (464 village tracts/towns) and Income Generation Support (75) with a significantly lower number of interventions focused on other sub-sectors – Cash for Work (22), Vocational Education (15) and support to CSO (2). ➢ Protection is the third main sector: 7 agencies reported 15 projects in 127 village tracts/towns in 15 townships. Activities were more concentrated in Sittwe (7 agencies), Mrauk-U (4), Maungdaw and Pauktaw (3 in each), Buthidaung, Kyaukphyu, Kyauktaw, Myebon, Ramree, Rathedaung and Thandwe (2 in each). The most frequent activities are Protection Assessment (73 village tracts/towns), Child Protection (28) and Promoting Gender Equality and Empowerment of Women (21). ➢ Nutrition is the fourth main sector: 9 agencies reported 14 projects in 89 village tracts/towns in 9 townships. Activities were more concentrated in Sittwe (5 agencies), Kyauktaw and Pauktaw (4 in each) and Minbya and Mrauk-U (3 in each). The most frequent activities are Supplementary Feeding (46 village tracts/towns) and IEC on Infant and Child Feeding (39). ➢ Peace Building/ Conflict Prevention is the fifth main sector: 13 agencies reporting 13 projects in 8 village tracts/towns across 14 townships in Rakhine. The most frequent activity is Conflict transformation and Peacebuilding (8 village tracts/towns). ➢ Agriculture is the sixth main sector: 9 organizations reporting 12 projects active in 171 village tracts/towns across 11 townships in Rakhine. The most frequent activities are Crop Inputs (97 village tracts/towns) followed by Agricultural Livelihood Capacity Building (91). ➢ Fewer projects were reported in other sectors with non-IDP populations (Other Vulnerable Groups and/or Development-focused activities): Education (8 agencies, 351 village tracts/towns), Food (8 agencies, 128 village tracts/towns), WASH (8 agencies, 62 village tracts/towns), Environment (5 agencies, 93 villages tracts/towns), Disaster Risk Reduction (6 agencies, 25 village tracts/towns), Social Protection (4 agencies, 5 villages tracts/towns), Infrastructure (4 agencies, 3 village tracts/towns), Coordination (2 agencies, 2 villages tracts/towns), Non-Food Items (1 agency, 1 village tract/town), Private Sector Development (3 agencies, 1 villages tract/town), Governance (7 agencies, 14 townships) and Other (2 agencies, 1 Township). ➢ No projects were reported as under implementation for CCM, Mine Action, Responsible Tourism, Shelter and Logistics Sectors. Prepared by MIMU, April 7, 2020 Page - 2 Overall, the 3W reporting of non-IDP focused activities in Rakhine (i.e. Other Vulnerable groups/Development-focused) indicates an increase in village tract reach of activities in Agriculture, Health, Education, Food and Livelihoods sectors over the past 6 months, and a reduction in the reported DRR, Infrastructure and WASH.
