Myanmar Information Management Unit Overview of the February 2019 3W RAKHINE State The MIMU 3W gathers inputs from participating humanitarian and development agencies on Who is doing What, Where, across Myanmar. It is conducted every 6 months and provides information on agencies’ activities at various levels (village/village tract/township and IDP camps). 225 agencies participated in the February 2019 3W, providing information on their humanitarian and development activities across 22 sectors and 154 sub-sectors as defined by technical/sector working groups. 3W reporting is quite comprehensive for projects of INGO, UN and Red Cross agencies, but there is under-reporting of activities of local NGOs and CBOs since not all are participating. Agencies must report to a sufficiently detailed level (village or camp level) for their work to be reflected fully in the MIMU 3W products. This Overview of the Rakhine 3W results describes projects under implementation as of February 28, 2019. Further information on planned and recently completed projects is available from the 3W dataset, published on the MIMU website. Organizations active in Rakhine State In total, 72 agencies reported activities in Rakhine state: 60 are engaged in Development focused projects (749 village tracts/towns), 19 are engaged in support to other vulnerable groups (not IDP related, 225 village tracts/towns), 20 are engaged in activities which target IDPs and Host Communities (126 village tracts/towns and 47 camps) and 10 are active in IDP-only focused activities (25 village tracts/towns and 43 camps). IDP-related projects were reported in a total of 57 camps or camp-like settings. A total of 168 projects were reported in Rakhine State: 30% of the projects involve work with IDPs (51 IDP & Host Community or IDP-only focused projects), and 70% have a focus on other populations (117 Other Vulnerable Groups and/or Development-focused projects). Non-IDP focused projects (Other vulnerable groups and/or Development activities): 67 organizations reported 117 projects under implementation in Rakhine that are village or township based. The majority are implemented by INGOs. Most of the reported are in Buthidaung (122 village tracts/towns), Maungdaw (108), Mrauk-U (92), Minbya (79), Kyauktaw (75), Thandwe (64), Pauktaw (60), Toungup (50), Kyaukpyu (48), Rathedaung (46), Sittwe (44), Gwa and Myebon (38 in each), Ramree (36), Ann (28), Ponnagyun (27) and Munaung (19). IDP & Host Community and IDP-only focused activities: 20 organizations reported 51 projects under implementation in 246 village tracts/towns and 57 IDP camps. The majority are implemented by INGOs and UN agencies. Most of these projects are in Rathedaung (44 village tracts/towns and 3 camps), Sittwe (33 and 30), Mrauk-U (20 and 4), Kyauktaw (16 and 8), Minbya (10 and 2), Pauktaw (10 and 6), Maungdaw (9 and 0), and Myebon (4 and 2), Kyaukpyu (3 and 2) and Buthidaung (2 and 0). Non-IDP focused projects - Other Vulnerable Groups and Development Projects 117 projects with a focus on non-IDP populations (Other vulnerable groups and/or development focused projects) were reported in 18 sectors in 789 village tracts/towns across Rakhine, representing 14% of the total projects reported to the Countrywide 3W and 70% of the projects in the whole of Rakhine state. Village tract level information was provided for 50% of these projects, by 34 of the 67 agencies (mainly INGOs). As such the actual number of village tracts/towns with activities is likely to be higher than what has been reported to the MIMU 3W. Number of agencies: In terms of the number of agencies: Sittwe township has the highest concentration of active organizations (34 agencies), followed by Mrauk-U (20 agencies), Maungdaw (17 agencies), Kyauktaw, Minbya and Thandwe (15 agencies in each), Pauktaw (14 agencies), Buthidaung and Kyaukpyu (13 agencies in each), Ponnagyun (11 agencies), Myebon (10 agencies), Gwa, Rathedaung and Toungup (9 agencies in each), Ann (8 agencies), Ramree (6 agencies) and Munaung (3 agencies). Frequency of project interventions for non-IDP populations: Note that the actual number of village level interventions would be higher than reported here as some agencies (33 of the 67 reporting agencies) did not include the village level information in their 3W reports. ➢ Health is the most widespread intervention: 18 organizations reporting 30 projects in 315 village tracts/towns across all 17 townships in Rakhine State. Agencies are reportedly more concentrated in the townships of Sittwe (10 agencies), followed by Pauktaw (7 agencies), Buthidaung and Mrauk-U (6 agencies in each), Minbya and Thandwe (5 agencies in each), Gwa, Kyauktaw, Maungdaw and Myebon (4 agencies in each), Ann, Kyaukpyu, Ponnagyun, Ramree and Taungup (3 agencies in each), Munaung and Rathedaung (2 agencies in each). Most health interventions are Maternal and Child Health (131 village tracts/towns), TB Programme (100) and Malaria Programme (80). ➢ Livelihoods support is the second main sector: 21 organizations reporting 27 projects in 476 village tracts/towns, in all 17 townships in Rakhine State. The most frequent activities are Microfinance (382 village tracts/towns), Income Generation Support (83) and Cash for Work (33) with a significantly lower number of interventions focused in other sub-sectors – Cash Grants (35 village tracts/towns) and Vocational Education and Training (30). ➢ Protection is the third main sector: 11 agencies reported 20 projects in 120 village tracts/towns in 14 townships. Activities were more concentrated in Sittwe (6 agencies) and Kyauktaw and Mrauk-U (5 agencies in each) townships. The most frequent activities are Promoting Gender Equality and Empowerment of Women (59 village tracts/towns), Child Protection (40) and Community Based Protection (Groups) (21). ➢ WASH is the fourth main sector: 12 organizations reporting 16 projects active in 106 village tracts/towns across 11 townships in Rakhine. The most frequent activity is Hygiene Promotion & Behaviour Change (72 village tracts/towns in 10 townships) followed by Water Supply - Community (54 village tracts/towns) and Assessment/Studies (24) with a significantly lower number of interventions in other sub-sectors. ➢ Education is the fifth main sector: 10 agencies reporting 15 projects in 93 village tracts/towns across 15 townships in Rakhine. The most frequent activity is Quality Basic Education/Formal Education (64 village tracts/towns in 13 townships). ➢ Less projects were reported in other sectors with non-IDP populations (Other vulnerable groups and/or development focused activities): Agriculture (13 agencies, 147 village tracts/towns), Nutrition (8 agencies, 94 village tracts/towns), Environment (5 agencies, 91 villages tracts/towns), Food (5 agencies, 86 village tracts/towns), Disaster Risk Reduction (8 agencies, 79 village tracts/towns), Infrastructure (1 agency, 43 village tracts/towns), Peace Building/Conflict Prevention (10 agencies, 12 village tracts/towns), Shelter and CCCM (1 agency, 3 village tracts/towns in each), Governance (6 agencies, 7 townships), Social Protection (3 agencies, 2 townships), Coordination (2 agencies, 2 townships) and Private Sector Development (1 agency, 1 township) ➢ No projects were reported as under implementation for Mine Action, Non-Food Items, Responsible Tourism and Logistics Sectors.
