Information Management Unit Overview of the August 2020 3W

RAKHINE State

The MIMU 3W gathers inputs from participating humanitarian and development agencies on Who is doing What, Where, across Myanmar. It is conducted every 6 months and provides information on agencies’ activities at various levels (village/village tract/township and IDP camps).

213 agencies participated in the August 2020 3W, providing information on their humanitarian, development and peace- focused activities across 22 sectors and 157 sub-sectors as defined by technical/sector working groups. 3W reporting is quite comprehensive for projects of INGO, UN and Red Cross agencies, but there is an under-reporting of activities of local NGOs and CBOs since not all are participating. Agencies must report to a sufficiently detailed level (village or camp level) for their work to be reflected fully in the MIMU 3W products.

This Overview describes projects under implementation in Rakhine as of August 28, 2020. Further information on planned and recently completed projects is available from the 3W dataset, published on the MIMU website. 1. Organizations active in In total, 86 agencies reported activities in Rakhine state: 61 are engaged in Development-focused projects (903 village tracts/towns), 25 are engaged in support to other vulnerable groups (not IDP related, 341 village tracts/towns), 34 are engaged in activities which target IDPs and Host Communities (288 village tracts/towns and 40 camps) and 21 are active in IDP-only focused activities (177 village tracts/towns and 37 camps). IDP-related projects were reported in a total of 46 camps or camp-like settings. A total of 192 projects were reported in Rakhine State: 35% of the projects involve work with IDPs (67 IDP & Host Community or IDP-only focused projects), and 65% have a focus on other populations (125 Other Vulnerable Groups and/or Development-focused projects).

Non-IDP focused projects (Other vulnerable groups and/or Development activities): 73 organizations reported 125 projects under implementation in Rakhine that are village or township based, the majority are implemented by INGOs. Most of the reported are in Mrauk-U (95 Village Tracts/Towns), (80), (78), (67), (65), (64), (63), Kyaukpyu and Toungup (56 in each), (54), (52), (48), (42), Munaung (37), Gwa (35), Ann (31) and (28).

IDP & Host Community and IDP-only focused activities: 42 organizations reported 67 projects under implementation in 346 village tracts/towns and 46 IDP camps, the majority are implemented by INGOs and UN agencies. Most of these projects are in Rathedaung (56 village tracts/towns and 2 camps), Maungdaw (45, 0), Buthidaung (38, 0), Mrauk-U (35, 4), Minbya (33, 5), Kyauktaw (28, 8), Myebon (28, 2), Sittwe (28, 19), Ponnagyun (26, 0), Pauktaw (20, 5), Ann (11, 0) and Kyaukpyu (5, 1). 2. Non-IDP focused projects - Other Vulnerable Groups and Development Projects

A total of 125 projects with a focus on non-IDP populations (Other Vulnerable Groups and/or Development-focused projects) were reported in 17 sectors in 951 village tracts/towns across Rakhine, representing 15% of the total projects reported to the Countrywide 3W and 65% of the projects in the whole of Rakhine state. Only 46% of total projects were reported at villages/wards level, by 40 of the 73 agencies (mainly INGOs). As such, the actual number of villages/wards with activities is likely to be higher than what has been reported to the MIMU 3W.

Number of agencies: In terms of the number of agencies: has the highest concentration of active organizations (38 agencies), followed by Pauktaw (21 agencies), Thandwe (20), Kyauktaw and Maungdaw (19 in each), Buthidaung and Mrauk-U (18 in each), Gwa (15), Kyaukpyu and Minbya (14 in each), Rathedaung (13), Ponnagyun (11), Ann (10), Myebon and Toungup (9 in each), Munaung and Ramree (8 in each).

Frequency of project interventions for non-IDP populations: Note that the actual number of villages/wards level interventions would be higher than reported here as some agencies (33 of the 73 reporting agencies) did not include the villages/wards level information in their 3W reports.

➢ Health is the most widespread intervention: 24 organizations reported 32 projects in 774 village tracts/towns across all 17 townships in Rakhine State. Agencies are reportedly more concentrated in the townships of Sittwe (15 agencies), followed by Buthidaung (10), Pauktaw and Thandwe (8 in each), Gwa (7), Maungdaw (6), Kyaukpyu, Minbya, Mrauk-U, Myebon and Ramree (5 in each), Ann , Kyauktaw, Munaung, Rathedaung and Toungup (4 in each) and Ponnagyun (3). The majority of health interventions are Maternal and Child Health (530 village tracts/towns), TB Programme (232), Malaria Programme (167) and Basic Health Care (126). ➢ Protection is the second main sector: 14 agencies reported 21 projects in 153 village tracts/towns in 15 townships. Activities were more concentrated in Sittwe (10 agencies) and Buthidaung, Maungdaw and Mrauk-U (5 in each), Kyauktaw and Pauktaw (4 in each), Rathedaung and Thandwe (3 in each). The most frequent activities are Protection Assessment (75 village tracts/towns), Child Protection (46) and Promoting Gender Equality and Empowerment of Women (21). ➢ Livelihoods support is the third main sector: 15 organizations reported 17 projects in 560 village tracts/towns, in all 17 townships in Rakhine State. The most frequent activities are Microfinance (442 village tracts/towns), Income Generation Support (86) and Cash Grants (66) with a significantly lower number of interventions focused in other sub- sectors – Vocational Education (21 village tracts/towns) and Cash for Work (3). ➢ WASH is the fourth main sector: 12 agencies reported 14 projects active in 125 village tracts/towns across 14 townships in Rakhine. The most frequent activity is Hygiene Promotion & Behaviour Change (68 village tracts/towns in 12 townships) followed by Water Supply - Household Level (35 village tracts/towns), Water Supply - Community (26) and WASH Assessment/Studies (25). ➢ Agriculture is the fifth main sector: 11 agencies reported 14 projects active in 181 village tracts/towns across 11 townships in Rakhine. The most frequent activity is Agricultural Livelihood Capacity Building (132 village tracts/towns) with a significantly lower number of interventions in other sub-sectors. ➢ Peace Building/ Conflict Prevention is the sixth main sector: 11 agencies reported 11 projects in 10 townships in Rakhine. Activities were more concentrated in Sittwe (5 agencies), Buthidaung and Thandwe (3 in each), Kyauktaw and Maungdaw (2 in each), Gwa, Kyaukpyu, Minbya, Mrauk-U and Rathedaung (1 in each).The most frequent activity is Conflict transformation and Peacebuilding across 9 townships. ➢ Fewer projects were reported in other sectors with non-IDP populations (Other Vulnerable Groups and/or Development-focused activities): Nutrition (8 agencies, 192 villages tracts/towns), Food (8 agencies, 87 village tracts/towns), Environment (6 agencies, 87 village tracts/towns), Disaster Risk Reduction (10 agencies, 40 village tracts/towns), Governance (7 agencies, 31 village tracts/towns), Education (7 agencies, 24 village tracts/towns), Infrastructure (5 agencies, 7 village tracts/towns), Coordination (3 agencies, 6 townships), Private Sector Development (3 agencies, 4 townships), Social Protection (3 agencies, 3 townships) and Non-Food Items (1 agency, 1 township). ➢ No projects were reported as under implementation for CCM, Mine Action, Responsible Tourism, Logistics and Shelter Sectors.

Overall, the 3W reporting of non-IDP focused activities in Rakhine (i.e. Other Vulnerable groups/Development-focused) indicates an increase in village tract reach of activities in Nutrition, WASH, Livelihoods, Governance, Protection, Disaster Risk Reduction sectors over the past 6 months, and a reduction in the reported Education, Food and Environment.

3. IDP & Host Community and IDP-only Focused Projects

In total, 67 projects with a focus on internally displaced persons were reported by 42 organizations in 16 sectors in 346 village tracts/towns and 46 IDP Camps across Rakhine, representing 35% of the total projects reported for Rakhine State. Number of agencies: Sittwe township has the highest concentration of active organizations (31 agencies), followed by Mrauk-U (18), Kyauktaw and Pauktaw (16 in each), Rathedaung (14), Buthidaung and Maungdaw (13 in each), Minbya (11), Myebon (10), Ponnagyun (9), Ann (7), Kyaukpyu (3) and Ramree (1).

Frequency of project interventions: ➢ Health is the most widespread intervention: 16 organizations reported activities in 140 village tracts/towns and 28 camps across 11 townships in Rakhine, particularly in Sittwe (10), Mrauk-U and Rakhedaung (8 in each), Buthidaung, Myebon and Pauktaw (5 in each), Maungdaw and Ponnagyun (4 in each). Most of health interventions are Basic Health Care (77 village tracts/towns and 17 camps), Mental Health and Psychosocial Support (38 village tracts/towns and 11 camps), Health Education (28 village tracts/towns and 2 camps) and Reproductive Health Care (18 village tracts/towns and 12 camps).

➢ Protection is the second main sector: 13 organizations implementing activities in 94 village tracts/towns and 30 camps in 12 townships, particularly in Sittwe (12 agencies), Kyauktaw (7), Mrauk-U (6) and Pauktaw (4). The most frequent activities are Gender Based Violence (47 village tracts/towns and 25 camps), Child Protection (37 and 20) and Community Based Protection (Groups) (30 and 19).

➢ WASH is the third main sector: 11 agencies reporting activities in 52 village tracts/towns and 25 camps in 12 townships in Rakhine, particularly in Sittwe (8 agencies), Minbya and Pauktaw (5 in each), Kyauktaw (4), Mrauk-U (3), Ann and Myebon (2 in each), Buthidaung, Kyaukpyu, Maungdaw, Ponnagyun and Rathedaung (1 in each). The most frequent activities are Hygiene Promotion & Behaviour Change (50 village tracts/towns and 23 camps) and Water Supply – Community (31 village tracts/towns and 18 camps).

➢ Nutrition is the fourth main sector: 10 agencies reporting activities in 151 village tracts/towns and 34 camps across 9 townships in Rakhine. The most dominant activities are Multiple Micronutrient Supplementation (104 village tracts/towns and 24 camps), Outpatient Therapeutic Programme (OTP) (99 village tracts/towns and 23 camps), Nutrition Assessment with W/H (79 village tracts/towns and 22 camps), IEC on infant feeding (67 village tracts/towns and 12 camps) and Supplementary Feeding (61 village tracts/towns and 21 camps).

➢ Livelihoods is the fifth main sector: 9 organizations reported 12 projects in 78 village tracts/towns and 12 camps across Rakhine State. The most concentrated township is Sittwe (8 agencies) and Pauktaw (6). The most frequent activities are Income Generation Support (49 village tracts/towns and 10 camps) and Cash Grants (48 village tracts/towns).

➢ Education is the sixth main sector: 7 organizations implementing activities in 69 village tracts/towns and 22 camps, in 10 townships. The most frequent activities are Quality Basic Education/Formal Education (50 village tracts/towns and 22 camps) and Non-Formal Education (29 village tracts/towns and 5 camps).

➢ Other sectors with fewer levels of camp/village-based activity: Food (11 agencies, 112 village tracts/towns, 27 camps), CCCM (5 agencies, 97 village tracts/towns, 23 camps), Non-Food Items (5 agencies, 88 village tracts/towns, 16 camp), Shelter (7 agencies, 45 village tracts/towns, 16 camps), Disaster Risk Reduction (1 agency in 39 village tracts/towns, 11 camps), Peace Building / Conflict Prevention (2 agencies, 5 village tracts/towns), Agriculture (3 agencies, 4 village tracts/towns, 7 camps), Governance (2 agencies, 1 village tract/town, 2 townships) and Mine Action (1 agency, 1 project in 1 township).

Overall, the 3W reporting of IDP/IDP & Host Community focused projects in Rakhine indicates an increase in camp-reach of activities in most of the sectors namely CCCM, Disaster Risk Reduction, Education, Food, Health, Livelihoods, Non-Food Items, Nutrition, Peace Building/ Conflict Prevention, Protection, Shelter and WASH over the past 6 months except Agriculture, Governance and Infrastructure.
