Brief description of the project : The search for integrity, transparency and fight against corruption and, more widely, public accountability constituted one of the major commitments of the different governments which succeeded each other in Tunisia for the last 5 years. The realization of this commitment has been hampered by all the change management difficulties, especially in a country where behavioural sedimentation has taken place in the State organs and in the minds of some of the administrators as well as in the minds of the society in general. The realization of public accountability thus did not happen through national programmes or through the creation of legal and institutional frameworks. Therefore, in order to give momentum to the desired change, it seems necessary to provide a single and indispensable stimulus for the creation of antecedents and examples of integrity in the sectors or at the local representations. The present project is a response to the necessity of introducing this change in the sectors or the localities - not at the institutional or legal aspects but rather in terms of coaching CSOs so that they can play their essential role in the field of social accountability. The present project is to add a link in the coaching of the CSOs and in the democratic transition in Tunisia by taking into consideration the question of accountability in priority territories and sectors in Tunisia. The project implementation will start with the identification of the national, local or sectorial CSOs. An understanding of their needs in terms of capacity building will thus be conducted for the elaboration and implementation of a training plan for the identification of risks of corruption. The project also aims at providing technical support for the strengthening of the capacities of the CSOs by sharing comparable experiences. It also aims at giving them a better understanding of the stakes involved in the issues linked to integrity and the fight against corruption. The aim is to endow them with the necessary skills required for their active participation in the field of integrity and fight against corruption through the elaboration of proposals and suggestions for the finalisation and implementation of the legal and institutional framework, and also to support the creation of islands of integrity at a local or sectorial level. The project will provide support for the CSOs’ initiatives in the field of the fight against corruption and public accountability, as well as aspecial support will be provided for initiatives targeting women and/or youth. The project sustainability is ensured through the creation of platforms to facilitate intra-civil society dialogue and the documentation of experiences acquired. This core of platforms will be regional, local or sectorial and probably in two forms, physical and/or virtual. These different aims are based on four outcomes, namely : 1) The role of the CSOs in contributing to the strengthening of governance at a legal and institutional level is supported. 2) Civil society’s role in the creation of islands of integrity is strengthened. 3) The CSPs’ initiatives in promoting islands of integrity at a local level are strengthened. 4) The CSOs’ initiatives in promoting islands of integrity at a sectorial level are strengthened.

In this second phase of the democratic transition, the country is preparing to establish a new legal framework governing local authorities in accordance with the principles of transparency, participation and accountability proclaimed by the Constitution. It is therefore important to strengthen the anchoring of the decentralized democratic regime and to support the government's strategy in its fight against corruption by supporting citizen participation in the management of local affairs. The Tamkeen project accompanies this new phase of consolidating democratic achievements by supporting the building of bridges between institutions and citizens. It is a long-term effort to strengthen the autonomy and specialization of civil society organizations so that they can be a key stakeholder in local governance and in the implementation of social accountability.

According to the PTA, the role of civil society in contributing to the strengthening of governance at the legal and institutional level is envisaged in 2017 through support to its functions in the creation of integrity islands. Starting from the second quarter of 2017, support was focused on promoting and strengthening CSO initiatives to promote integrity islands at the local level. This effort has been carried out in parallel to promoting citizens’

initiatives to promote integrity islands at the sectoral level.

I. Executive summary The project’s perimeter has been defined and validated within the framework of a partnership agreement signed by KOICA and UNDP on 11th May 2016 during a ceremony in in attendance of the representatives of public institutions and Civil Society, as well as several technical and financial partners. This marked the launch of the project document formulation and its launching. During the period covered by the report, the project was deployed over the four targeted outcomes. A second mapping of CSOs working to promote public accountability and local governance is being finalized in order to better understand how the actors in the North West target region engage in a dynamic of change. On the basis of this mapping, the project will initiate: (i) an assessment of the skills of the CSOs identified and (ii) a capacity building plan on the priority themes. Alongside this activity, a draft of the pedagogical kit on the basics of social accountability is available and is being reviewed for editing purposes. This tool will be made available to CSOs so that they can better understand the concepts of social accountability and local governance and control the mechanisms of its realization. A reflection was also launched in order to support the creation of a resource center for associations in Djerba, with to the perspective to strengthen the work of Tunisian civil society and to contribute to its expansion. A feasibility study has been carried out to reflect a structure that is a functional component of the Mediterranean Cultural Center in Djerba and that will provide CSOs with the space to share and pool the resources they need. Following a series of meetings and workshops, a road map for the implementation of the strategic vision for the resource center was adopted by all participants (local CSOs including the association currently managing the center, representatives of the municipality and the delegation, etc.). Other meetings followed and discussed issues related to the programmatic, operational management and partnership aspects, as well as the architectural aspect that will be adopted in the restoration work. Calls for proposals have been launched to support citizen initiatives to create spaces for dialogue around local development policies. 92 project proposals were received, of which 80 were considered relevant and 37 were selected. The themes of the selected projects deal with : (i) creating an environment conducive to social accountability, (ii) strengthening citizen participation in monitoring public actions, and (iii) promoting and improving the legal framework of civil society. In terms of financial situation, as at 30 June 2017, the contributions received by the project amount to USD 753,624. The total expenditure up to the end of June 2017 amounts to USD 563,162, ie 75% of the contributions received and 33% of the total project budget. Typical figures

During the period covered by the report, a mapping of CSOs in the North West region (Béja, Le Kef, Seliana, ) was carried out and the study is being finalized. This mapping has helped to identify the role of CSOs within the broader social, institutional, political and even economic landscape of the target regions. Through 8 interviews with resource persons and 6 focus groups, that brought together about 65 community and public actors, this work made it possible to conduct several diagnoses necessary to examine the different constraints that hinder the good functioning of CSOs at the local level.

The kit is composed of 9 fact sheets accompanied by educational tools, 6 of which cover the basic concepts of public accountability and 4 fact sheets illustrating the concepts presented with practical examples of the development of mechanisms of social accountability in 4 areas: public policies (including those related to local development), participatory budgeting, public asset management and public services.

Once finalized, the kit and its local governance and social accountability pedagogical tools will be made available to civil society actors, enabling them to learn more about the principles of local governance and to master the techniques and modalities for the implementation of participatory democracy and social accountability. These innovative tools of participatory democracy and local governance will be disseminated to civil society through conferences and outreach workshops, as well as dedicated training sessions.

· Focus on the feasibility study of the associative resource center:

A feasibility study of the center of the associative resources was finalized and enabled the identification of the strategic vision and the management mechanisms of the center. It aims at ensuring that the project is technically feasible and operationally sustainable. In a broader perspective, the study mainly analyzes the following aspects: technical, operational, legal, organizational and planning.

The study was based on consultations with local stakeholders and potential resource persons, comparison of proposals and possible scenarios, as well as an analysis of the local environment, an analysis of potential risks and a benchmarking of similar projects. Therefore, the feasibility study justifies the project in terms of realistic, measurable, attainable and temporarily defined objectives in the local context, while presenting the means to achieve them.

• 5 focus groups were organized during this feasibility study involving 42 associations and 7 different public actors;

• A survey was drawn up to identify the space needs of the different associations according to their typologies and the nature of their activities;

• 181 associations of Djerba responded to the survey with a response rate of 95%;

• A consultation workshop for local associations was organized.

The consultant worked in close collaboration with the Djerba Architects Association, which has a technical and financial support from UNDP and which consists in developing a participatory and inclusive approach to an architectural proposal for the rehabilitation and renovation project of the Mediterranean Cultural and Tourist Center and its transformation into an Associative Resources

Center. In this context, the technical study on the existing building which includes the Topographic survey, the architectural survey, the pathological report, etc. has been elaborated. Similarly, a broad process of consultation with local associations was initiated in order to involve the local associations in the development of the project following a participatory approach. In addition, the architectural proposal was submitted to a competition involving architectural cabinets. The selection of the best project will be carried out by the Djerba architects association, which will then have the responsibility to supervise the realization of the works.

In addition, the municipality of Houmt Souk decided to contribute financially to the project of the Associative Resources Center of Djerba by the amount of 110,000 dinars. This financial contribution demonstrates the involvement of this local public actor in the initiative of an Associative Resources Center, as well as its commitment to make this space a platform for collaboration between civil society and public authorities.

➢ Overview of supported citizens' initiatives:

Under the partnership with KOICA, the project is providing financial and technical support for 27 projects in the second quarter of 2017, 26 for social accountability and one project that is imminent on local governance.

In the presence of representatives of KOICA, two mid-term reviews were held, the first in Tunis on 6 May and the second in Djerba on 14 May. The members of the partner CSOs were present during these reviews, with the aim of identifying the dysfunctions and management problems encountered in order to deduce the recommendations and the lessons learned and to ensure better coordination between the associations and the UNDP team and optimize their performance.

The mid-term review provided a constructive exchange around the addressed issues, proposed ways to improve project implementation conditions and coordination with the monitoring team, as well as better assimilation of financial implementation modalities to ensure a more fluid and effective partnership between UNDP and civil society organizations.

Mid-term review of associative projects on social accountability, Djerba on 14 May 2017

The supported initiatives in the area of social accountability contribute to strengthening public policy monitoring and evaluation and to building a culture of participatory governance in order to accompany the decentralization process. These projects are in line with efforts to increase the involvement of civil society in local accountability mechanisms and in the development of a national anti-corruption strategy. They also address the impact of corruption at the local and sectoral level, citizen participation in the development and monitoring of public budget execution, enhancing transparency in the decision-making process, putting in place tools for the prevention of corruption at the local level, etc. The projects thus include capacity-building activities to enhance their sustainability. Hence, the activities of the projects include the setting up of "Watch Dog" and consultation mechanisms between civil society, citizens and local communities. They also contribute to the development of local governance approaches, based on participation, transparency and accountability.

III. Implementation challenges and monitoring of risks The project was implemented in an extremely complex context. Several factors caused difficulties in the project execution. The institutional context and the CSOs network were unfavourable for the regular carrying out of activities. Furthermore, the institutional delay in the operationalization of decentralisation, through the vote on the Code of local authorities and the regional elections, kept the CSOs s without an interlocutor at the level of the municipal councils. The latter continue being managed by non–elected authorities and the Independent Higher Authority for Elections is planning regional elections in March 2018. The project, however, managed to deal with these difficulties by elaborating, after an evaluation of the risks, palliative strategies.

IV. Lessons learned The experience gained from the project implementation during the preceding year makes it possible to retain some lessons which might be useful in the future, namely:

• Low capacity of the CSOs on a local level – Particular efforts must be deployed during the dissemination of calls for proposals and communication aimed at the interested organisations. Technical training must be strengthened and personalized coaching must accompany the scheduled activities so as to ensure capacity building of the CSOs identified. • Low level of coordination of the initiatives of civil society and the keen interest of the technical and financial partners during the transition phase have become a potential source of duplication and dispersion of efforts. To prevent the risk of duplication of activities and to create horizontal dynamics, the project will promote rooting at a local level through a space for collaboration and joint work (resources centre of civil society). Financial report As of 30/06/2017, the civil society component of the program to strengthen democratic governance and public accountability in Tunisia, part of the Tamkeen project, received a total contribution amounting to USD 753 624, i.e. 55% of the total contribution expected.
