This project is funded by the European Union November 2020 Culture in ruins The illegal trade in cultural property Case study: Algeria and Tunisia Julia Stanyard and Rim Dhaouadi Summary This case study forms part of a set of publications on the illegal trade in cultural property across North and West Africa, made up of a research paper and three case studies (on Mali, Nigeria and North Africa). This study is focused on Algeria and Tunisia, which share the same forms of material culture but very different antiquity markets. Attention is given to the development of online markets which have been identified as a key threat to this region’s heritage. Key findings • The large-scale extraction of cultural objects in both countries has its roots in the period of French colonial rule. • During the civil war in Algeria in the 1990s, trafficking in cultural heritage was allegedly linked to insurgent anti-government groups among others. • In Tunisia, the presidential family and the political elite reportedly dominated the country’s trade in archaeological objects and controlled the illegal markets. • The modern-day trade in North African cultural property is an interlinked regional criminal economy in which objects are smuggled between Tunisia and Algeria as well as internationally. • State officials and representatives of cultural institutions are implicated in the Algerian and Tunisian antiquities markets in a range of different capacities, both as passive facilitators and active participants. • There is evidence that some architects and real estate entrepreneurs are connected to CASE STUDY CASE trafficking networks. Tunisia Elections Dispatch No. 3 Pre-Elections Period Introduction This is the third in a series of reports the International Republican Institute (IRI) is issuing over the course of the next few months as Tunisia holds parliamentary and presidential elections. The parliamentary elections will be held Sunday, October 26, 2014, while the presidential elections are scheduled for November 23 with a potential run-off occurring before the end of 2014. This report is a follow-up to IRI’s Tunisia Elections Dispatch No. 2 and Tunisia Elections Dispatch No. 1 and draws on the observation and analysis of IRI’s long-term observers deployed at strategic locations throughout Tunisia. IRI’s long-term observation mission is based in Bizerte, Mahdia, Medenine, Tozeur and Tunis, but has provided coverage of 20 of Tunisia’s 24 governorates. The long-term observer (LTO) delegation includes representation from Egypt, France, Italy, Jordan, Morocco, Portugal and Togo and has been active since September 1, 2014. IRI also deployed an LTO to witness the voter registration period in July and August of this year. To support the elections, IRI will conduct international election observation missions for both the parliamentary and presidential elections, deploying long-term and short-term observers throughout the country to monitor the pre- and post-elections processes, assess the transparency and credibility of the process, and, afterward, offer analysis and recommendations for future electoral cycles. Per Tunisia’s new constitution, the elections are being administered by the Independent High Authority for Elections (ISIE), which is a permanent independent public authority responsible for ensuring democratic, free, pluralistic, fair and transparent elections. -

Yet, they cost the lives of over one hundred people. The revolt studied here centred on two popular neighbourhoods of Tunis in the wake of massive, World Bank-sponsored development plans. This article seeks to understand how the inhabitants in these quarters reacted to the establishment of a new welfare state that was more concerned with fighting poverty – or fighting the poor – than with equalizing conditions or offering the same opportunities for everyone. Based on this case study, I argue that the great Bread Revolt of – marked a break with past practices of state reform and popular protest and suggest that International Monetary Fund and World Bank prescriptions and state implementations reconfigured the political and social landscape of independent Tunisia. The “Bread Riots” that broke out in Tunisia on December lasted barely ten days. Yet, they cost the lives of over one hundred people, according to official figures given by human rights organizations. The riots spread rapid- ly across the country after initially erupting in the south, in the market of the city of Douz. -
