SAILING INSTRUCTIONS

1 RULES 1.1 The regatta will be governed by the “rules” as defined in The Racing Rules of (RRS). 1.2 Yachting Australia Special Regulations Part 2 for off the Beach Boats shall apply. 1.3 The Class Rules of the 470, 125, 420, , , , , , , , Mudlark, , Jay Dee, , Bic and Minnow (except as altered by these Sailing Instructions (SI’s)). 1.4 These Sailing Instructions (SI’s). 1.5 Appendix P will apply modified as follows: Rule P2.2 & P2.3 will not apply & rule P2.1 is changed so that it will apply to any penalty under rule P1. 1.6 Optimists sailing in the Optimist Silver Fleet shall display a coloured ribbon from their mast head. 1.7 NP – Breaches of SI’s marked “NP” will not be grounds for a protests by a boat. This changes rule 60.1(a).

2 NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located on the window of the race office.

3 CHANGES TO SAILING INSTRUCTIONS 3.1 Any changes to the SI’s on Wednesday will be posted before 0930. 3.2 Any changes to the SI’s on Thursday will be posted before 0830. 3.3 Except that, any change to the “schedule of races” for Thursday will be posted by 1700 on the Wednesday. 3.4 Any changes to the SI’s made on-the-water will be delivered by a race committee boat, and this may be orally. Flag L will be displayed while the change is being given. It shall be the responsibility of each boat to obtain the instructions.

4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the flag pole of the TCYC Compound. 4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 15 minutes’ in the race signal AP. 4.3 Racing area 1 will be represented by a Yellow flag. 4.4 Racing area 2 will be represented by a Red flag. 4.5 When AP & a racing area flag are flown ashore, competitors shall stay ashore until the AP & the respective racing area flag, are lowered.

5.2 7 races are scheduled. 5.3 More than one race will be held on the each day, the warning signal for each succeeding race will be made as soon as practicable. To alert boats that another race or sequence of races will begin soon, the orange on station flag will be displayed for at least five minutes before the warning signal is displayed. 5.4 On the last day of the regatta no warning signal will be made after 1530. 5.5 Boats intending to start shall report to their course area start boat prior to the Warning Signal of the first race of each day by hailing the start boat with their sail number and receive verbal acknowledgement. Any boat failing to comply with this SI will be scored Did Not Start (DNS) without a hearing. This changes rule 63.1 and Appendix A.

6 CLASS FLAGS The class flags will be: Flying Ant/125 Black A with wings on white background 420/470/29er/ 420 on blue and red background Laser, , Laser 4.7, Bic Techno 293 Laser class flag, red on white background Optimist Black 0 on white background Minnow/Pelican Minnow class flag Optimist Silver White 0 on black background

7 RACING AREA 7.1 The racing areas will be on Mangles Bay, Rockingham. 7.2 Racing area 1 will be located adjacent to the Garden Island causeway. 7.3 Racing area 2 will be located 100 metres east of racing area 1. 7.4 Racing area 1 - Optimist, Minnow/Pelican, Optimist Silver, Open Bic. 7.5 Racing area 2 - Flying Ant/125, 420/29er, Lasers.

8 THE COURSES 8.1 The diagrams below show the courses including the approximate angles between legs, the order in which marks are to be passed, and the side on which each is to be left.

8.2 The course to be sailed will be indicated by an International numeral pennant displayed prior to the warning signal.

9 MARKS 9.1 Racing area 1 - Marks 1, 2, 3, 4 and 5 will be inflatable red buoys. New marks, as provided in instruction 11.1, will be inflatable buoys.

9.2 Racing area 2 - Marks 1, 2, 3, 4 and 5 will be inflatable green buoys. New marks, as provided in instruction 11.1, will be inflatable buoys. 9.3 The starting and finishing line will be a race committee signal boat at the starboard end and a buoy at the port end.

10 THE START 10.1 Racing area 1 - Optimist, Minnow/Pelican, Optimist Silver, Open Bic. 10.2 Racing area 2 - Flying Ant/125, 420/29er, Lasers. 10.3 Races will started by using rule 26 with the warning signal made 5 minutes before the starting signal. 10.4 The starting line will be between a staff displaying an orange flag on the Committee Boat at the starboard end and the course side of the port-end starting mark. 10.5 NP - Boats whose warning signal has not been made shall avoid the starting area during the starting sequences for other races. 10.6 A boat starting later than 10 minutes after her Starting Signal will be scored Did Not Start (DNS) without a hearing. This changes rule A4. 10.7 If flag U has been displayed as the preparatory signal, no part of a boats hull, crew, or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a boat breaks this rule and is identified, she shall be disqualified without a hearing but not if the race is restarted or re-sailed or postponed or abandoned before the starting signal. This changes rule 26. If this SI applies then rule 29.1 does not apply.

11 CHANGE OF THE POSITION OF THE NEXT MARK 11.1 To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.

12 THE FINISH The finishing line will be between an orange flag on the Start boat at the starboard end and a buoy at the port-end.

13 PENALTY SYSTEM 13.1 NP - A boat that has taken a penalty or retired shall complete an acknowledgment form, available from the race office, within the protest time limit. 13.2 Appendix P will apply modified as follows: Rule P2.2 and P2.3 will not apply and rule P2.1 is changed so that it will apply to any penalty under rule P1.

14 TIME LIMITS 14.1 The time limit will be 60 minutes for each class 14.2 Boats failing to finish within 15 minutes after the first boat in each class sails the course and finishes will be scored Did Not Finish (DNF) without a hearing. This changes rules 35, A4 &A5.

15 PROTESTS AND REQUESTS FOR REDRESS 15.1 Protest forms are available from the race office. Protests & Requests for Redress or Reopening shall be delivered there within the protest time limit (PTL). 15.2 For each racing area, the protest time limit (PTL) is 45 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later. 15.3 Notices will be posted no later than 30 minutes after the PTL to inform competitors of hearings in which they are parties or named as witnesses. 15.4 Notices of protests by the race or protest committee will be posted to inform boats under rule 61.1(b). 15.5 Breaches of instructions marked “NP” will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 15.6 On the last day of the regatta a request for reopening a hearing shall be delivered (a) within the PTL if the requesting party was informed of the decision on the previous day (b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule 66. 15.7 On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2.

16 ARBITRATION 16.1 Rule 44.1 is changed to permit a boat that has broken a rule of Part 2, Part 4 or rule 31 to take a

penalty after racing but prior to any protest hearing. Her penalty shall be a scoring penalty equal to a finishing place mid-way between the boat's actual finishing place and the score for a disqualification. Half points shall be disregarded and the points of other boats shall not be adjusted. Rule 63.1 is changed such that an arbitrator may allow a protest to be withdrawn. 16.2 An arbitration hearing will be conducted for all protests lodged in accordance with rule 61 which allege an infringement of a rule of Part 2, Part 4 or rule 31. Such hearings will be held subsequent to the protest being lodged and prior to the protest hearing. 16.3 The time and place of the arbitration hearing will be decided by the arbitrator and such advice may be given verbally. One representative of each boat will attend the arbitration hearing and no witnesses will be allowed. The arbitrator will decide the manner in which testimony is given. 16.4 After taking testimony, the arbitrator will make one of the following conclusions: (a) The protest does not comply with rule 61 and the protestor should withdraw the protest. (b) The matter shall proceed to a protest hearing. This may be because rules not suited to arbitration may be involved or because evidence is too complex or divergent or because injury, serious damage or a significant advantage may have occurred or because of the apparent severity of the alleged infringement or for any other reason decided by the arbitrator. (c) No rule was broken and the protestor should withdraw the protest. (d) A rule was broken by one or more of the boats involved, the infringing boat(s) may accept a scoring penalty as detailed above and if so accepted, the protestor should withdraw the protest. 16.5 An arbitration hearing shall not be re-opened. No conclusion of an arbitrator shall be subject to appeal or be grounds for redress. 16.6 Should the protest proceed to a protest hearing then the arbitrator may be a member of the Protest Committee. Any evidence given by an arbitrator during a protest hearing shall be given only in the presence of the parties to the hearing

17 SCORING 17.1 The Low Point scoring system of Appendix A4 will apply. 17.2 2 races are required to be completed to constitute a series. 17.3 When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores. 17.4 When from 5 to 7 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

18. SAFETY REGULATIONS - NP A boat that retires from a race shall notify the race committee as soon as possible and sign the Retirement Sheet, available at the race office, within 15 minutes of beaching their boat.

19. REPLACEMENT OF CREW OR EQUIPMENT - NP 19.1 Substitution of competitors will not be allowed without prior written approval of the race committee. Requests shall be made on forms available at the race office. 19.2 Substitution of damaged or lost equipment will not be allowed unless authorized by the race committee. Requests for substitution shall be made to the race committee at the first reasonable opportunity on forms available at the race office. 19.3 If damage occurs on the water, equipment may be substituted before the following race and written permission shall be requested before the end of protest time limit on the same day.

20 RADIO COMMUNICATION - NP A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

21 PRIZES Prizes will be awarded to all classes. Prior to each racing session, a racing bib indicating the lead boat shall be presented to the leading crew in each class. These bibs are to be worn for the duration of the next session on the outside of all other sailing attire and must be returned to the race committee at the immediate conclusion of the session. Presentations will be made at the TCYC clubhouse on Val Street commencing at 1700 hrs on Thursday the ## October.

22 LIABILITY Competitors participate in the regatta entirely at their own risk. Attention is drawn to RRS 4 “Decision to Race” which states “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.” All those taking part in this regatta are responsible for the seaworthiness of a boat whose entry is accepted and for the sufficiency and adequacy of its equipment. The Organising Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.

23 INSURANCE - NP All competing helmspersons shall have valid third party insurance cover of not less than A$5million (recommended $10million) for any one accident. By signing the Entry Form, helmspersons are deemed to have made a declaration that they have such cover.
