SAILING INSTRUCTIONS

2014 Day Regatta | Instructions

1. RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 Off-the-Beach, and Dragons classes: The Prescriptions and Special Regulations of Australia Inc. (YA) – Part 2. 1.3 Sports Boats: The Prescriptions and Special Regulations of Yachting Australia Inc. (YA) – Part 1 Category 5. 1.4 Windsurfers: The Windsurfing Competition Rules (Appendix B will apply) 1.5 Any applicable class rules shall apply

2. NOTICES TO COMPETITORS Notices to competitors including results will be posted on the official notice board located outside the RQYS Sailing Office.

3. CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted before 1030 hours.

4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the RQYS Official Flag Pole located outside the RQYS Clubhouse. 4.2 When flag AP is displayed ashore ‘1 minute’ is replaced with ‘not less than 45 minutes’ in the race signal AP. 4.3 When a visual signal is displayed over a course flag or class flag, it applies to that course area or class only.

5. 7. RACING AREA 7.1 The racing area for the Regatta (windward/return short course racing) will be the Northern Course area of Waterloo Bay. 7.2 The racing area for the Green Island Circumnavigation in Waterloo Bay and will be patrolled by RQYS Support vessels.

8. THE COURSES 8.1 The diagram in Attachment 1 shows the course of the Green Island Circumnavigation, including the order in which marks are to be passed and the side on which marks are to be left. 8.2 The course to be sailed for the Regatta is shown on Attachment 2. 8.3 No later than the warning signal, the race committee signal boat will display the course to be sailed and the number of laps.

9. MARKS 9.1 Marks are described in Attachment 1 and Attachment 2. 9.2 Start/Finish marks to be orange teardrops. 9.3 Laid marks for the Circumnavigation to be Orange Inflatable Cylinders. 9.4 Top and bottom rounding marks for the Regatta to be orange teardrops.

10. THE START 10.1 Races will be started by using rule 26 with the warning signal made five (5) minutes before the starting signal. 10.2 The starting line will be between a staff displaying an orange flag on the start boat at the starboard end and the port-end starting . 10.3 Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. 10.4 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. The changes rule 63.1, A4 and A5. 10.5 The Start/Finish Boat is the Vic Frizzell and will be situated to the North of the entrance leads to Manly Harbour.

11. CHANGE OF THE NEXT LEG OF THE COURSE 11.1 To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position. 11.2 Except at a gate, boats shall pass between the race committee boat signaling the change of the next leg and the nearby mark. This changes rule 28.1.

12. THE FINISH The finishing line will be between a staff displaying an orange flag on the finish boat to port and the finishing mark to starboard.

13. PENALTY SYSTEM For all boats rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

14. TIME LIMITS 14.1 Boats in the Regatta (Windward/Return short course) failing to finish within 30 minutes after the first boat in their division/class sails the course and finishes will be scored Did Not Finish without a hearing. This changes rule 35, A4 and A5. 14.2 There is a time limit of 1500 for the Green Island Circumnavigation.

15. PROTESTS The Australia Day Regatta is intended to be a fun and enjoyable event and therefore there should be no reason to Protest. Competitors are encouraged to resolve their differences in a respectable manner.

However should an incident occur that can not be resolved competitors are requested to advise the RQYS Club Regatta and Sailing Manager and a protest will be arranged.

16. SCORING 16.1 The Low Point Scoring System of Appendix A will apply. 16.2 One (1) race is required to be completed to constitute a series 16.3 There shall be no discards, all completed races shall count. This amends A2.

17. SAFETY REGULATIONS 17.1 All skippers shall SIGN ON before racing and SIGN OFF at the earliest possible time after the completion of racing (but not later than the end of protest time). Forms will be available outside the RQYS Sailing Office from 0900 on the day of racing. 17.2 The skipper of a boat that retires or does not intend to continue racing is required to SIGN OFF immediately on return to shore. Failure to comply may result in protest by the race committee. Please Note: Failure to SIGN OFF may result in a full safety alert with all race committee vessels and patrol boats remaining on course until the vessel is found. 17.3 A boat that retires from a race shall notify the race committee as soon as possible.

18. TRASH DISPOSAL Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats.

19. RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing, unless for the purpose for providing requested position reports, nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

20. PRIZES & DIVISIONS 20.1 First in each division based upon entries received. 20.2 Additional prizes may be given at the discretion of the organising authority.

21. DISCLAIMER OF ENTRY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

22. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $5m per event or equivalent.
