Objectives: To promote the publics’ interest in and windsurfing, boost up their skills, enhance the competition experiences and train up the physical fitness and endurance. Remarks: (1) The class will be cancelled if less than 3 teams/people enrolled. (2) The remaining quota will be adjusted based on the ratio of men and women. (3) Persons aged below 15 or aged 60 or above, full-time students and persons with disabilities are eligible for the concessionary rates upon presenting supporting document, except the Team Competitors of the Double-handed Class.

- 1 - Enrollment Method: Places allotted by “Balloting” Date of Application Submission: Applicants should submit the application forms in person, by post, or through 30 / 7 / 2014 – 10 / 8 / 2014 internet (http://ballot.lcsd.gov.hk/list.cfm?lang=en) to St. Stephen’s Beach Water Sports Centre within the Date of Application Submission.

Date of Balloting: Balloting will be held at 9:00am at St. Stephen’s Beach Sports Centre. General 14 / 8 / 2014 public are welcome to witness the balloting procedure. The lists of Successful and Waiting List Applicants will be drawn at the same time. Both Successful and Waiting List Applicants will be informed to settle the entry fees by mail. Results of the Successful and Waiting List Applicants will be posted in all Leisure and Cultural Services Department (LCSD) Water Sports Centers (WSCs) and LCSD homepage 5 days after balloting. Date of Payment for Successful Successful applicants must bring along their notification letter, identification Applicants: documents (original or copy), proof of recognized qualification and entry fees 21 - 26 / 8 / 2014 (The cheque should be crossed, made payable to "The Government of the Hong Kong Special Administrative Region", postdated cheque is not acceptable) to any LCSD WSCs, District Leisure Offices (DLSOs) or Leisure Link outlets for enrollment within the specified period. Date of Payment for Waiting List If places are available after the payment due date for Successful Applicants, Applicants: Wailing List Applicants must bring along their notification letters, identification 28 / 8 / 2014 – 30 / 8 / 2014 documents (original or copy), proof of recognized qualification and entry fees to any LCSD WSCs, DLSOs or Leisure Link outlets for enrollment within the specified period on first-come-first-served basis (Starting from 8:30am of the first day of the enrollment period of Applicants on Waiting List). Date of the First Stage of Open If places are available after the payment due date for Waiting List Applicants, Enrollment: general public must bring along their identification documents (original or copy), 3 - 5 / 9 / 2014 proof of recognized qualification and entry fees to any LCSD WSCs, DLSOs or Leisure Link outlets for enrollment within the specified period on first-come-first-served basis (Starting from 8:30am of the first day of First Stage of Open Enrollment). Date of the Second Stage of Open If places are available after the payment due date for the First Stage of Open Enrollment: Enrollment, the organizer will flexibly adjust the quotas for each division. General 9 - 13 / 9 / 2014 public must bring their identification documents (original or copy), proof of recognized qualification and entry fees to any LCSD WSCs, DLSOs or Leisure Link outlets for enrollment within the specified period on first-come-first-served basis (Starting from 8:30am of the first day of Second Stage of Open Enrollment). Remarks﹕ 1. Late, duplicate or incomplete applications will be disqualified. 2. Telephone reservation or enrollments for the place(s) released because of the absent competitor(s) on the racing dates are not accepted (except open enrollment). 3. Release of Quota or withdrew after 10 / 9 / 2014 will not be opened for enrollment. 4. Application through internet is not applicable for the single-handed and double-handed classes in one application. Please submit the enrollment form in-person or by post, if necessary. 5. Each applicant can only submit one enrollment form (No matter Helmsmen or Crew) and mark down the choices of preferred classes in priority. 6. Each competitor could only participate in one class/division. 7. Unless under special circumstance, update of information on the application forms will not be entertained after the deadline of submission.

Prizes: Entrants for each 3 entries 4-5 entries 6-10 entries 11 entries or above Division Champion, Champion, st Champion, 1 runner-up, st Prizes Champion st 1 runner-up, 1 runner-up 2nd runner-up and 2nd runner-up 3rd runner-up

Rules: The event will be governed by the rules as defined in The Racing Rules of Sailing for 2013-2016(RRS). Hong Kong Sailing Federation Prescriptions, Notice of Race (NoR) and the Sailing Instructions (SIs) will also apply.

Ranking: Ranks of each race for respective divisions will be calculated according to the best finishing time.

Regulations﹕ 1. A maximum of 5 races over 2 racing days. The scoring will be Low Point Scoring System in accordance with RRS Appendix A4.1 2. Subject to the wind velocity and the prevailing conditions, the race committee may continue, shorten or abandon the race. It will not be grounded for redress. 3. When 3 or fewer race(s) have been completed over 2 racing days, a competitor’s series score will be the total of her race scores. When 4 or 5 races have been completed, a competitor’s series score will be the total of her race scores excluding her worst score.

Note to Competitors: 1. Reporting Time started from 8:30am. Competitors must bring along their receipts/permits, recognized qualification and original copy of identity documents used for enrollment for verification when reporting. 2. During the reporting time of the first day, the organizer will allocate the craft or/and sail numbers to the competitors by balloting. 3. Sailing Instructions (SIs): The organizer will mail/fax/email the SIs to the competitors before the race. If competitors do not receive the SIs before the race, please contact the organizer. 4. When Typhoon Signal No.3 or above or Black Rainstorm Warning is still hoisting at 7:00am on the race day, the race will be cancelled. No compensatory race will be arranged. 5. Competitors should bring their own food and drinks.

Protest﹕ Apart from hailing “Protest” at the first reasonable opportunity on the water, protest must be logged in writing to the Jury within the specific protest time limit. The final decision of the organizer shall prevail.

Insurance﹕ Competitors should be insured on their own expenses.
