ABOUT THIS UPDATE

The Community Life Delivery Plan (2011-2015) is one of a suite of delivery plans which underpin the South Hams and Connect Strategy. It sets out how partners will work together to enable vibrant and healthy communities.

Partners made a commitment to review and update the Connect Strategy and supporting delivery plans on an annual basis to ensure that the needs of communities continue to be met. This update revisits the local priorities, looks back over the previous year, highlights updated evidence and legislative changes and, most importantly, sets out our action plan for the next 12 months.

For many partners the past year has been challenging with reducing resources and difficult economic conditions; however there continues to be a commitment to work together on the four identified priorities, improving services in the most cost-effective and efficient way to have a positive impact on the quality of life for local people.

GOVERNMENT POLICY UPDATE

LOCALISM ACT

The Localism Bill was enacted in November 2011. Guidance is still awaited on a number of key areas covered by the act and the Government continues to consult on the implementation of some provisions. Most planning changes, neighbourhood planning and housing reforms came into effect in April 2012, whilst other measures, including Community Right to Challenge will come into effect between May and July.

We will use the Act and supporting guidance, working with local communities, to set relevant actions that deliver the priorities for the local area.

WELFARE REFORM ACT

The Welfare Reform Bill received Royal Assent on the 8th March. The Act provides for the introduction of a 'Universal Credit' to replace a range of existing means-tested benefits and tax credits for people of working age, starting from 2013. The aim is to improve work incentives, simplify the benefits system and tackle administrative complexity delivering fairness to benefit claimants and the tax payer and protecting the most vulnerable.

We will be considering the implications of the Act to determine future actions.

HEALTH AND SOCIAL CARE BILL

The Health and Social Care Act received Royal Assent on the 27th March 2012. The Act proposes to create an independent NHS Commissioning Board, establish local Health and Wellbeing Boards, promote patient choice and reduce administration costs. It will increase GP’s powers to commission services to meet local needs, local authorities will play a greater part in public health and locally elected Councillors will be held to account by the electorate for the services delivered in their area.

Partners will work together to establish links with the new Health and Wellbeing Board, identify local health priorities and develop actions to address health inequalities.

POLICE AND CRIME COMISSIONERS (PCCs) On the 15 November 2012 elections will be held for Police and Crime Commissioners (PCCs). PCCs will be elected by the public to hold Chief Constables and the force to account; effectively making the police answerable to the communities they serve.

LINKS TO OTHER DELIVERY PLANS

The delivery plans don’t operate in isolation from each other. There are many links between them.

For example: Improving energy efficiency measures in homes is within the Homes Delivery Plan as part of the priority to Secure, Good Quality Safe Homes, however it is also linked to work in all the other delivery plans as it has an impact on the environment, is linked with energy efficiency for businesses and impacts on the financial resources of local residents. Access to High Speed Broadband is included in the Economy Delivery Plan but has implications for residents and the environment as well as businesses, overlapping once again with all the delivery plans.

The plans also link to community and partner strategies and plans, and the spatial development plans for the area, therefore each plan should not be viewed in isolation but as part of a wider picture.

PRIORITIES FOR ACTION

1. CONNECTING COMMUNITIES

Key achievements over the past 12 months Continued financial support to voluntary and community groups to deliver advice, assistance and services to local people including: Citizens Advice Bureau (CAB) Community and Voluntary Services (CVS) Community transport schemes Young Devon

Negotiations with South Hams CAB concluded to enable them to move in to Follaton House in April 2012.

Delivery of services to 3,034 residents in West Devon and 1,685 residents in South Hams through the Connect Outreach initiative, improving access to services in rurally isolated communities and including attendance at a range of community days, play days and consultation events.

Continued provision of services through Connect Outreach to 9 rural communities in West Devon, implementation of regular outreach surgeries in in South Hams and mobile outreach programmed in for May 2012 for a further 10 rural communities in South Hams.

Community days arranged for , , and in 2012.

Annual Community Safety Forum held in Rattery in February 2012, which included an ASB Panel for delegates to seek professional advice, information on “The Honest Truth” road safety campaign and the work of the Tavistock Street Pastors. New evidence for this priority - Child Poverty: A report produced by the Campaign to End Child Poverty in January 2012 found that nationally 20.9% of children were living in families in receipt of out of work benefits or in receipt of in-work tax credits with a reported income less than 60% of median income. Whilst child poverty in South Hams and West Devon is considerably lower than the national figure, at 11%, some wards have rates at near or above the national percentage and partners will be working to support Children and Young People’s groups to address local issues.

2. ENABLING VIBRANT COMMUNITY LIFE

Key achievements over the past 12 months Adopted Council joint Statement of Community Involvement (SCI) setting out how communities can be proactively involved in local planning.

Work on-going to support Masterplanning in 12 communities in South Hams: Dartmouth, Ivybridge, Kingsbridge, Totnes, , , , Brixton, , Ermington, , .

Sustainable Rural Communities Toolkit, now known as Plan-it, piloted in in West Devon.

Delivery of 81 community projects in South Hams through the Members Sustainable Communities Locality Fund, with £25,256 spent. For every £1 committed almost £22 is expected in funding from external sources.

Grant provision to 10 community projects in West Devon totalling £15,601 – for every £1 committed, £7.50 is expected in funding from external sources, and 5 village halls supported with grants of £8,985 - for every £1 committed £19 has been attracted in external funding.

£4,370 in grant awarded to 13 arts projects in West Devon levering in £53,330 from other sources and £1,300 awarded to 4 arts projects in South Hams levering in £24,426 from other sources.

Town and Parish Voice developed and implemented in South Hams and West Devon with new cluster and link arrangements. Link Officer pilot commenced in Ivybridge Cluster. Working with Town and Parish Councils to develop a Devolved Services Model to cover a range of options from influencing current service delivery to full devolution.

Messages from Stakeholder Engagement Need to ensure sufficient skills and capacity to enable work around community-led plans and effective engagement. Clear, simple and positive feedback and communication on planning policy and decisions is vital. Master-planning template in South Hams needs further development to cover wider issues. Independent facilitation and involvement of existing community groups and all sections of the community in the community-led planning process. Need to build trust between parties. Promote success. Develop the role of Town and Parish Councils in the provision of services and increasing the sense of wellbeing in those areas. Collaboration with community groups to ‘deliver or influence’ some services. Councils should provide a leadership role (new style of leadership) to help communities deliver Localism. New evidence for this priority - Indices of Deprivation 2010: Levels of deprivation impact on the vibrancy of local communities. Updated indices were published in 2011 and the results are very similar to 2007. In South Hams only 2% of areas are classed as being in the top 30% most deprived areas nationally with the West Devon figure only marginally higher.

West Devon ranks at 149 (out of 326 local authorities) nationally and mid-table in Devon with South Hams at 204, the second least deprived authority in Devon after . Dartmouth is the only one of our areas in the most deprived quartile nationally, although Tavistock North Ward has dropped into a more deprived decile from 2007. 13 areas in South Hams are in the top 10% for barriers to housing and services, an increase of one since 2007, with 11 in West Devon, a decrease of 2.

As broadband access for rural communities and businesses is such a key issue for South Hams and West Devon an overarching strategic action has been included in the Connect Strategy action plan and a further specific action is included in the Economy delivery plan due to its importance to the local economy.

3. HEALTHY AND ACTIVE COMMUNITIES

Key achievements over the past 12 months Joint Active West Devon and South Hams Partnership established.

Pilot phase and phase one of Active Villages programme completed in West Devon, developing activities in 6 villages with 796 participants across all age group, 165% of target. Phase two currently being delivered in a further four locations. In South Hams 443 participants in 10 villages, 63% of target; this has been due to changes to delivery in the phase one locations, which are currently being revisited to improve take-up. Phase two currently being delivered in a further 6 locations.

One Sportivate project completed in South Hams with a further two underway and another two planned for year 2. Two projects completed in West Devon with a further two underway.

Walk and Talk - 374 registered walkers in South Hams (including 134 new) with 4,860 walker attendances at 6 schemes (including a new scheme in Modbury) with 15 different walks. 309 registered walkers in West Devon (including 87 new) with 5,681 walker attendances at 3 schemes with 9 different walks. There are 84 volunteer walk leaders in South Hams and 53 in West Devon.

Promotion of walking and cycling opportunities over the summer in West Devon to increase awareness, by visiting accommodation providers and uploading information to a new “Active Dartmoor” website.

Dartmoor National Park Authority ranger led community days held in each local community and a programme of ranger volunteer days developed.

Big Lottery “Really Playing in West Devon” project completed with 3,543 different young people participating, many in more than one activity.

Two play events held in South Hams and four in West Devon on National Play day on the 1st August 2011, with further play events held throughout the summer holidays.

Investment and support for local community sports facilities to deliver a new football pitch at Keviccs in Totnes and towards a new pitch in . Key challenges to delivery Reduction in Youth Service funding and cuts to children’s services.

Messages from Stakeholder Engagement Many aspects to being healthy and active including healthy eating, access to good facilities, active lifestyle, feeling of wellbeing, good mental health, sustainable exercise and good housing. Healthy and active communities have pride in their community, the area is clean and tidy, there is a positive attitude and happiness, people are involved in different activities, there is plenty of green space and safe walking and cycling routes, facilities are well used. Facilities often come across as male-orientated. Need to appeal to everyone. Facilities should be for all the family. There should be more activities for older people. Secure funding to continue with Walk and Talk services.

New evidence for this priority - Sports Participation: The Sport Active People Survey Oct 2010-Oct 2011 shows the following rates of activity in South Hams and West Devon: Adult participation in Change since % who do no sport or sport Oct 2009-Oct 2005/06 active recreation 2011 South Hams 26.8% +1.5% 44.3% West Devon 25.6% -1.1% 47.8% The lowest levels of participation in South Hams are predominately in the South East of the district with pockets in Ivybridge and parts of the Totnes area. In West Devon they are around Okehampton and north of the Borough.

The Department of Health calculates that health costs of inactivity in South Hams are £1.2 million per year and £800,000 in West Devon.

Devon County Council has been awarded £4.94 million from the Department of Transport Local Sustainability Transport Fund to help economic growth and cut congestion across the county, one of the projects is the Cycling Walking Works Project (CWW) in the Totnes area, which will also deliver improvements to health from increased physical activity. As the primary objectives are environmental with links to the economy, related actions will be set out in the Environment delivery plan update.

As the proposed reforms to public health are a key issue for South Hams and West Devon partners will be working together to identify local health priorities and develop actions to improve health and wellbeing.
