Summary Strategic Plan for 2014-19 Royal Devon & Exeter NHS Foundation Trust Introduction Welcome to the Royal Devon & Exeter’s summary strategic plan 2014-19. The summary provides an over view of the Trust’s strategic plan and covers our corporate strategy, the context and market analysis for the Trust, our plans and supporting initiatives and a summary of our financial projections. The Trust continues to provide good quality healthcare to the communities it serves achieving the highest ratings from Monitor and the CQC. The Trust has met its regulatory targets, it has reduced cancellations for elected patients and delivers high quality, safe and sustained care despite the demographic and financial constraints it faces. Going forward, the scale of the financial and demographic challenges, and the need to substantially change the way in which healthcare is delivered, means that what the Trust does and how it does it will look significantly different at the end of this period in comparison to today. However, I am confident that, in working closely with our partners, having a strong sense of what matters and who matters, a robust governance system and a corporate model that ensures that the voice of our key stakeholders are listened to and acted on as a public benefit corporation, we can continue to provide high quality care to the people of Devon and beyond. South Molton Mechanics Institute
South Molton Mechanics Institute Mechanics’ Institutes were self-improvement organisations. Originally they were primarily intended to spread knowledge and learning amongst the newly emerging artisan classes created by the Industrial Revolution. They were local, independent organisations but generally based on the same principle, usually containing a library, reading room, lecture room and sometimes a small museum. The oldest Mechanics’ Institute in England was established in Holborn, London in 1823 and by 1850 there were about 700 in the UK. During the 1860s the number of Institutes gradually dwindled with those that did survive becoming almost exclusively the preserve of the middle and professional classes. Extracted from various web sites The Mechanics Institute at South Molton was established comparatively late on 1st January 1856. At this time South Molton had a population of approximately 4,500 with less than 1000 households. Only 150 residents had the vote. The Pannier Market had not yet been built but there was a Market House (later converted to a Post Office), plus stalls erected on Broad Street on market days. The Market House had been built on pillars and arches with rooms above which were used for meetings etc. There were two woollen mills which were doing well due to supplying blankets to the army during the Crimean war. The mills employed between 200-300 men and women plus about 80 boys and girls. The children received a few hours schooling a day. There were also several wool staplers and wool dealers in the town. There were two tanneries and the usual mix of artisans. -

Summary In January 2006, members received a report on the draft Devon Sites and Premises Strategy and as a result expressed concern about the shortage of premises for smaller businesses. It was resolved that a further report be submitted, which covered economic development issues relating to Market Towns, including the availability of sites for relocation of small businesses and the Market and Coastal Town initiative (MCTi). This report concentrates on work undertaken in association with the MCTi pending further analysis of specific matters relevant to business premises. 2. Background In the South West, the MCTi commenced in 2000 and was led by the Regional Development Agency, Countryside Agency and English Heritage, with support from many other bodies. The scheme received greater emphasis following the incidence of Foot and Mouth Disease and a number of towns adversely affected were included in the programme. Since October 2004, delivery of the initiative has been charged to the Market and Coastal Towns Association (MCTA). This is an independent organisation largely funded by the Regional Development Agency, English Heritage and Big Lottery Fund. The initiative is a community based regeneration programme focusing on the preparation, by local people, of a long term Community Strategic Plan covering the social, economic, environmental and cultural features of their town and its hinterland. The MCTA delivers capacity building support to communities, enabling them to prepare the plans and develop their skills and organisational capacity while sharing good practice with others. -

The proposed development, by reason of the degree of independance and physical separation from Withill Farmhouse, would be tantamount to the creation of an unjustified dwelling in the open countryside contrary to the Dartmoor National Park Core Strategy Development Plan Document in particular policies COR2 and COR15, the Development Management and Delivery Development Plan Document in particular policies DMD23 and DMD25 and the advice contained in the English National Parks and the Broads UK Government Vision and Circular 2010 and National Planning Policy Framework 2012. 2.
