In his 2001 Global Report on Stopping Forced Labour, the ILO Director General observed that trafficking in persons was a truly global problem; he called for more research into the labour market conditions that create opportunities for such abuse, and a consideration of ways to eliminate these. In November 2001, the ILO Governing Body established the Special Action Programme to Combat Forced Labour (SAP-FL), as one of several measures taken to promote the 1998 Declaration on Fundamental Principles and Rights at Work and its follow-up. The Declaration reaffirms the obligation of all ILO member States to respect, promote and realize the principles con- cerning fundamental rights dealt with in core labour Conventions, including the two Conventions on the elimination of all forms of forced and compulso- ry labour. The Declaration and SAP-FL have allowed for a positive and pro- motional approach to the realization of these standards by offering research, technical assistance and advisory services to ILO member States and key part- ners. In its research since that time, SAP-FL has given much attention to what we call the forced labour outcomes of trafficking and irregular migration. We have launched research projects in origin and destination countries of traf- ficked victims, examining the causes of such trafficking, the main geographi- cal areas of origin, the recruitment mechanisms, and the trafficking routes. But we have been equally concerned to analyse the demand factors in some key destination countries. In which economic sectors are coercive conditions of recruitment and employment to be found? What are the main forms of coer- cion? Who tend to be the main victims of trafficking, for either labour or sex- ual exploitation? What is being done about this, in either law or practice? What i Trafficking for Labour and sexual exploitation in Germany lessons of good practice can be learned from the experiences of individual countries? And what more can be done by the ILO’s principal social partners to eradicate the scourge of modern forced labour and human trafficking? These studies have been carried out, or are in the process of being carried out, in a number of developed as well as transition countries including France, Germany, Hungary, Japan, Turkey, the Russian Federation, Albania, Moldova, Romania, Ukraine and Tajikistan. In Germany, a research project was initiated following a meeting of trade unions that took place in Geneva in February 2003. The research involved extensive interviews with government represen- tatives, social partners, NGOs and victims. Throughout this period, there have been close consultations between ILO and relevant ministries, in particular the Federal Ministry for Family, Pensioners Women, and Youth (BMFSFJ), which is the main ministry concerned with this issue in Germany. Through the BMFSFJ, the ILO has also been requested to provide guidance on the concept of forced labour to assist Germany and other ILO member States in the imple- mentation of the Palermo Protocol to Prevent, Suppress and Punish Trafficking in Human Beings, especially Women and Children, supplementing the UN Convention against Transnational Organised Crime. This can only be done on the basis of firm empirical evidence on the new forms of forced labour emerg- ing as part of the “underside of globalisation” (ILO Report Stopping Forced Labour, 2001). By increasing knowledge and awareness of the forced labour outcomes of trafficking and migration, the research programme is designed to prepare the ground for integrated programmes against forced labour and trafficking in ori- gin and destination countries alike, with activities addressing all phases of the trafficking cycle. These integrated programmes seek to involve labour institu- tions (including labour ministries, labour inspection services, employment and job placement agencies and labour justice organisations) in the measures of prevention, victim identification, awareness-raising and law enforcement that are required for successful action against traffickers and improved protection of victims. Over the last year, the German Government has generously sup- ported ILO pilot-initiatives in Romania on the monitoring of private recruit- ment agencies through GTZ (Gesellschaft für Technische Zusammenarbeit). GTZ is also a partner in a multi-country project of the ILO against human traf- ficking that recently received funding under the AGIS programme of the European Commission. The results of the draft report were first discussed at a national workshop in November 2004, with members from the Federal Working Group on Trafficking in Women and other stakeholders. This event was followed by a ii Forward substantive review process that involved several ministries and independent experts. The study was undertaken over a limited time period and with limit- ed resources, as part of a wider research project funded by the Government of the Netherlands on the demand aspects of human trafficking. We publish this first assessment study in the hopes that it will stimulate more in-depth investi- gations in Germany and other European countries where irregular migrants are at risk of forced labour exploitation. We also hope that it can prepare the ground for remedial action, involving labour institutions and employers’ and workers’ organizations in the action required to prevent and eradicate forced labour. Research in such an area requires a high degree of col- laboration and support. I would not have been able to prepare this report for the International Labour Office without the assistance of many people work- ing to combat the trafficking in human beings. It was marvellous to meet rep- resentatives from organisations as diverse as crime control, public administra- tion, trade unions and NGOs, who all agree on the necessity of tackling this atrocious problem more vigorously. Schmidt-Hullmann (IG BAU) who was one of the first to raise the problem of forced labour in Germany at a national and international level, insisting on a systematic examination and providing the initial evidence which lead to further research. Die Stellung der Stauchwälle von Kleve-Kranenburg im Rahmen der saalezeitlichen Gletschervorstöße am Niederrhein HELMUT SIEBERTZ* Glacial features, glaciomorphology, moraines, outwash plains, glacial tectonics (ice-pushed ridge), heavy minerals, size distribution, Middle Pleistocene, Saale Ice Age (Drenthe) Rhenish Westphalian Basin (Kleve-Kranenburg area), North Rhine Westphalia TK 25: Nr. 4202 Kurzfassung: Der nördliche Niederrheinische Höhenzug zwischen Kleve-Kranenburg, Kalkar und Goch (Abb. 1, 2) bildet keine glazialmorphologische Einheit, wie dies häufig in der Literatur an­ genommen wird und in Profilen dargestellt ist (Abb. 8). Die sedimentpetrographischen und schwer­ mineralogischen Ergebnisse, die Grundmoränenfunde und morphologischen Verhältnisse lassen den Schluß zu, daß der Höhenzug aus folgenden Einheiten besteht, die genetisch unabhängig voneinander zu betrachten sind: 1. Sanderhochfläche zwischen Kleve, Louisendorf und Uedem; 2. Stauchwall von Moyland bei Kalkar im NE; 3. Stauchwälle von Kleve-Kranenburg im NW. Die Ergebnisse zeigen, daß nicht jeder Eisvorstoß durch einen Stauchwall belegt sein muß. Am Niederrhein läßt sich für alle Stauchrücken nachweisen, daß exponierte Stauchwälle und ausgedehnte Sanderflächen einander ausschließen. Dies hat glazialmorphologisch zur Folge, daß das klassische Profil der glazialen Serie von Albrecht Penck in seiner genetischen Deutung überdacht werden muß. Garbow All Rights Reserved ii ABSTRACT In contrast to the municipalities across the United States that restrict migration and criminalize the presence of immigrants, Philadelphia is actively seeking to attract immigrants as a strategy to reverse the city’s limited economic and political importance caused by decades of deindustrialization and population loss. In 2010, the population of Philadelphia increased for the first time in six decades. This achievement, widely celebrated by the local government and in the press, was only made possible through increased immigration. This dissertation examines how efforts to attract migrants, through the creation of localized policy and institutions that facilitate incorporation, transform assertions of citizenship and the dynamics of race for Colombian migrants. The purpose of this research is to analyze how Colombians’ articulations of citizenship, and the ways they extend beyond juridical and legal rights, are enabled and constrained under new regimes of localized policy. In the dissertation, I examine citizenship as a set of performances and practices that occur in quotidian tasks that seek to establish a sense of belonging. Without a complex understanding of the effects of local migration policy, and how they differ from the effects of federal policy, we fail to grasp how Philadelphia’s promotion of migration has unstable and unequal effects for differentially situated actors.

    NARRATIVES OF PRIVILEGE An Ethnographic Study of Colombian- Born Women Living in Melbourne, Australia By Viktoria Adler This thesis is presented for the degree of Doctor of Philosophy. Centre for Urban Transitions Faculty of Health, Art & Design Swinburne University of Technology 2019 ABSTRACT This thesis investigates the research question: how do Colombian-born women who identify as white, and middle or upper class, and are therefore privileged in Colombia, experience their privilege living as migrants in Melbourne? I do so by analysing their life story narratives. These narratives show how the women experience privilege as stemming from their belonging to the socially dominant culture, race and class in Colombia, and how their embodied privileges shape their experiences in Australia. My study is ethnographic and involved two years of fieldwork among the Colombian- born community in the inner suburbs of Melbourne. I conducted life story interviews and I carried out participant observation at women’s workplaces, cultural events in Colombian and other Latin American communities, recreational activities, and gatherings with family and friends, as well as by spending time with each of the women on other occasions. Interviews were conducted in English or Spanish, audio- recorded, transcribed and examined using thematic analysis. I conceptualise privilege as the product of intersecting and at times contradictory social locations such as race, ethnicity, gender and class a person occupies in a particular context, in relation to others. I argue that these women have been able to transfer key aspects of their privilege to Australia although they are not white and upper class in an Australian context.

Sie setzen sich aus gröberen Vorschütt- und feineren Nachschüttsanden zusammen, die (meistens) durch eine Grundmoräne voneinander getrennt sind. Vorschüttsand, Grundmoräne und Nachschüttsand bilden einen glaziären Zyklus. Fehlt die Grundmoräne, so ist eine genetische Gliederung der Sedimente in eine Vorstoß- und Rückzugsphase erschwert. Bei der Sedimentuntersuchung zeigte sich, daß einzelne Korngrößenfraktionen für eine Gliede­ rung des Sanders kaum von Bedeutung sind. Die Zusammenfassung von Korngrößenfraktionen zu Korngrößengruppen (Tab. 1) ermöglichte eine exakte Gliederung der Sandersedimente und damit die genetische Ansprache der Gletscherablagerungen am unteren Niederrhein. Aufgrund der Einlagerung von Grundmoränenmaterial in den Sandersedimenten konnten für das Drenthe-Stadial im Raum Louisendorf-Moyland drei Eisvorstöße nachgewiesen werden. [Sedimentological Classification of Saale-Ice-Age Glacier Deposits on the Lower Rhine into Several Periods of Ice Advance] Abstract: Glacio-fluvial sands are deposited when ice advances or recedes, which consist of coarse sands from the melting of the advancing glacier (Vorschüttsand) and finer sands deposited during the ice recession (Nachschüttsand); these are usually seperated by a ground moraine. Sand sediments from the ice advance, a ground moraine, and sand from the ice recession form a glacial cycle. If there is no ground moraine, a genetical classification of the sediments into the phases of advance and recession is more difficult.

    Introduction Marina Caparini and Otwin Marenin The chapters in this volume originated as papers delivered at the conference ‘Managing International and Inter-Agency Cooperation at the Border’, held in Geneva on 13-15 March 2003. The idea behind organising the conference, and its objective, was to conduct an assessment of recent developments in the governance of border security systems, both within the European region, and comparatively across other regions. Transnational movements of people, goods, and capital have become important security policy items on national and global agendas, and the control of such movements is focused largely on efforts at borders. The powers and reach of border control systems have been enhanced by changes in law, increased political attention, an influx of resources, the utilisation of technological detection and control devices and systems, and a security discourse which stresses border management as crucial element in ensuring the stability of states and the well-being of citizens. In short, as border guards and other state authorities have been given more authority and as their capacity to coercively control people has been magnified, the perennial question of how to control and hold accountable agencies and agents who exercise that power, often within wide margins of discretion, has risen to greater salience. At the same time, the means and mechanisms of accountability must respond to the realities of evolving forms of border management if they are to be effective and legitimate. There are widely acknowledged reasons why borders and the accountability of evolving border control systems now matter. In an era of globally structured change and the increasing interconnections of international and local affairs, advancing integration of even remote societies into a global system of commerce, migration and production is apparent, supported by technologies of communication and transportation far more efficient and more difficult to know about and control than traditional means.
