SUPPLEMENTARY REGULATIONS FOR SUPERCARS

STANDARD REQUIREMENTS

1.1 EVENT TITLE, DATE & VENUE 1.1.1 The Event will be known as the “REPCO ” (hereinafter referred to as “the Event”), which will also comprise of race 1 and 2 of the 2021 Repco Supercars Championship (“the VCS”), and be held at Mount Panorama, Bathurst, NSW on 25th – 28th February 2021.

1.2 ORGANISATION & STATUS 1.2.1 The Event will be held under the FIA International Sporting Code including Appendices, the Supercars Operations Manual (“the Rules”), any applicable National Competition Rules of which are not in conflict with the Rules, the Supplementary Regulations, any Further Supplementary Regulations or instructions and any Bulletins issued. 1.2.2 Event Status: Restricted National.

ADMINISTRATION

2.1 TEAM COMMUNICATION WITH OFFICIALS 2.1.1 For this Event, Team personnel are not permitted to conduct business outside their garage. For avoidance of doubt, unless specifically given instruction to do so; Team personnel will not be permitted access (including but not limited to) the Supercars Operations Truck, the Stewards Office, the DSA Office, RD Office, DRD Office, Race Control and Event Operations Office. 2.2 ENTRIES 2.2.1 Competitors must have completed the 2021 Supercars Entry Registration Form. 2.2.2 Administration checking will commence at 1000hrs (AEDT) on Thursday 25th February 2021. 2.2.3 Any Competitors that need to change or add any details contained in their 2021 Entry Registration Form must do so at the Supercars Operations Transporter prior to the commencement of the Competitor’s Authorised Representatives Briefing as detailed in the Event schedule. 2.2.4 No change of Drivers will be accepted later than 1700hrs (AEDT) on Thursday 25th February 2021 unless exceptional circumstances, as determined by the Stewards, warrant a change after that time.

3.1 VCS GARAGES AND VISION REQUIREMENTS 3.1.1 For this Event update Rule E2.1.2 Garages with the following new Rule: E2.1.2.4 Promotional walling is restricted to both sides of the Teams garage (no rear walling or storage rooms are permitted). 3.2 TRANSPORTER ACCESS TO THE PADDOCK 3.2.1 The set-up of the Supercars paddock will be at the discretion of Supercars Paddock Manager or their delegate. 3.2.2 Specific conditions and details of transporter movements into the Supercars paddock will be distributed directly by the Supercars Transport and Logistics Manager. These conditions and timeframes including any predetermined order must be adhered to. 3.2.3 Transporters (including prime movers) must only be parked in the Supercars Paddock. 3.2.4 At the direction of the Paddock Manager, Transporters are permitted to enter the paddock at 0830hrs (AEDT) on Thursday 25th February 2021. 3.2.5 Teams are permitted to commence unloading their transporters at the direction of the Supercars Paddock Manager once all Supercars transporters are in their park up position. 3.2.6 Non-accredited vehicles are not permitted to enter the Supercars paddock from 0800hrs (AEDT) on Thursday 25th February 2021, for the duration of the Event. 3.3 MOTORHOMES 3.3.1 Motorhomes are not permitted at this Event. 3.4 SPECIFIC PRESCRIPTIONS – PITS AND PADDOCK 3.4.1 The following additional Rule applies to Rule E3.3.1: E3.3.1 A Speed limit of 9 km/h applies to all vehicle movements in the Paddock. E3.3.1.1 From the commencement of transporter park up as detailed in Supplementary Regulation 3.2.4, vehicle access is strictly prohibited in the area between a Transporter tailgate and the rear of the garages. 3.5 MERCHANDISE 3.5.1 Merchandise is permitted at this Event, for merchandise site enquiries please contact Matt Gegg, Supercars Event Operations [email protected]. 3.6 ACCREDITATION, ACCESS & TEAM PARKING 3.6.1 Accreditation hard cards will be required on person from Friday 26th February 2021. 3.6.2 All persons in possession of a personalised TEAM Series Accreditation Hard Card (including non-performance personnel, Driver, Team guests and REC Owners) will be required to complete the online safety induction using the VenueSAFE Web App as a condition of entry to the venue. Admission to the event will be denied to any person who has not completed the induction. 3.6.2.1 All Personnel detailed in Supplementary Regulation 3.6.1 will receive an SMS message with login details to the VenueSAFE Web App, where an induction and indemnity waiver must be agreed to, and Daily Health Checks completed. Personnel who do not receive the SMS message are to contact [email protected] and confirm the individual's mobile number. NOTE: Unless there is a health alert, you will not receive a daily SMS reminder to complete your daily health check.

Repco Supercars Championship Supplementary Regulations Page 3 of 13 2021 VCS Repco Mount Panorama 500 – Race 1 and 2 © Supercars Australia 3.6.2.2 All personnel in possession of personalised TEAM Series Accreditation Hard Card (including guests) must access the Event Precinct via Gate 1, Ray Bant Drive. 3.6.3 All guests of the Team (including guests of Driver’s) who do not hold a personalised TEAM Series Accreditation Hard Card, should use their personalised GUEST Series Accreditation Hard Card or will be issued an EVENT ONLY Ticket (paper ticket or mobile). 3.6.3.1 These guests must access the Event precinct via the Public Gates (Gate 4 and 6, or 10 for Top of the Mountain Campers). 3.6.3.2 These guests will not be permitted to access the Event precinct prior to public gates opening. 3.6.3.3 These guests will be required to present their Event Only guest pass to Security and scan the public QR code, completing the necessary COVID contact tracing proforma. 3.6.4 Each 1- Car Team paired will receive the following Car Park Passes: 3.6.4.1 Two (2) VCS paddock parking passes to park in the position as marked by the Supercars Paddock Manager. 3.6.4.2 Two (2) ‘internal’ Car Park passes to park infield (at the rear of the Support Category paddock). This area will be signposted ‘Teams parking’. 3.6.5 Each 2- Car Team will receive the following: 3.6.5.1 Two (2) VCS paddock parking passes to park in the position as marked by the Supercars Paddock Manager. 3.6.5.2 Six (6) ‘internal’ Car Park passes to park in the infield (at the rear of the Support Category paddock). This area will be signposted ‘Teams parking’. 3.6.6 All Team car parking is only accessible through the tunnel via Gate 1, Ray Bant Drive. b) All occupants of the vehicle will be checked for accreditation and have their VenueSAFE verified in The Chase before proceeding to the tunnel for access. 3.6.7 Team Car Park passes must be collected from the Accreditation Centre. (Passes will not couriered pre-event) 3.6.7.1 Vehicles entering the VCS paddock from 0800hrs on Thursday 25th February, will require an approved vehicle pass.

3.7 VCS PADDOCK ACCESS 3.7.1 The VCS Paddock will be open to the public who hold a ticket with paddock access. 3.7.1.1 Social distancing protocols must strictly be adhered, and the total number of people permitted in the VCS paddock at any one time will be monitored. 3.7.1.2 Masks must be worn when entering and moving within the general areas of the VCS Paddock. Refer 4.1.

3.8 ACCREDITATION CENTRE OPENING HOURS 3.8.1 The Accreditation centre is located at Gate 1 inside The Chase, opposite Rydges Hotel, off Ray Bant Drive. 3.8.2 The Accreditation Centre will be open at the following times (AEDT): 3.8.2.1 Thursday 25th February 0630 – 1500 3.8.2.2 Friday 26th February 0630 – 1500 3.8.2.3 Saturday 27th - Sunday 28th February 0630 – 1300

Repco Supercars Championship Supplementary Regulations Page 4 of 13 2021 VCS Repco Mount Panorama 500 – Race 1 and 2 © Supercars Australia 3.8.3 Outside the above hours, all enquiries should be directed to the Supercars Accreditation Manager. 3.8.3.1 Rae Harvey - 3.8.4 During the Event, all tickets/ passes that require collection by public/ Team guests must be left at the Ticketek Box Office located at Gate 4 (in an envelope with the collector’s name). The Box Office will be open approx. 30min ahead of gates opening on Friday – Sunday.

3.9 RACE TRACK WALK 3.9.1 Teams are permitted to undertake their Race Track walk on Thursday 25th February 2021 between 1330hrs and 1530hrs (AEDT). 3.10 DEMOBILISATION AFTER THE EVENT 3.10.1 Unless otherwise advised by the Supercars Paddock Manager or their delegate, no Team transporter will be permitted to move from its allocated position or leave the Supercars paddock prior to two (2) hours after the completion of Race 2 on Sunday 28th February 2021 (AEDT). 3.10.1.1 Due to the Circuit being hired on Monday, it is mandatory that all Team Transporters depart the Circuit on Sunday night. 3.10.2 Details of the Supercars Paddock demobilisation and Transporter departure after the Event, will be in accordance with the instructions issued to Teams under separate cover by the Supercars Paddock Manager.

3.11 GOLF BUGGIES 3.11.1 For this Event, one (1) golf buggy per Team is permitted.

SPECIFIC CIRCUIT/ EVENT SAFETY REQUIREMENTS

4.1 COVID-19 RESPONSE 4.1.1 All team members and staff will adhere to the COVID-19 guidelines implemented and social distancing requirements for this event. 4.1.2 Under no circumstances should anyone with symptoms consistent with COVID-19 attend their place of work, travel interstate or attend the event. 4.1.3 Under no circumstances should anyone attend an event if they have been: 4.1.3.1 overseas in the previous 14 days, 4.1.3.2 in contact with someone who has been overseas in the previous 14 days, 4.1.3.3 in contact with a known COVID-19 positive case in the previous 14 days. 4.1.3.4 residing in a declared hotspot. (Each State has their own legislation regarding declared hotspots and border restrictions). 4.1.4 In accordance with Rule E3.1.2, Teams are required to update their Workplace Health and Safety Policy and Procedures Manual with specific inclusion of COVID-19 management procedures and a response plan outlining how the Team will respond to a Team member developing symptoms of COVID-19 at both their Team workshop and at the Event. All updates to Team WHS Manual including COVID-19 Response Plan throughout the course of the 2021 must be submitted to Motorsport Operations. 4.1.5 Each Team is to appoint a COVID-19 Compliance Officer to manage their Teams compliance with COVID-19 regulations and health requirements. This person should be nominated on the Notification of Performance Personnel Form (Rule D24).

COVID-19 Workplace restrictions apply (In NSW it is 1 person per 2sqm). At no point are Team members permitted to enter other Team garages. 4.1.6.1 No group gatherings will be permitted anywhere within the circuit precinct with exception to Supplementary Regulation 5.4, where social /physical distancing protocols must be observed. 4.1.7 Team personnel are not required to wear face masks when residing/ working inside their Team garage/s. 4.1.7.1 It is mandatory for Team personnel to always wear a mask when outside of the Teams garage/s and in all situations where social distancing of 1.5m cannot be maintained. 4.1.8 Race Fuel will be delivered directly to the Teams’ garages. 4.1.9 Entry into the Dunlop tyre garage is not permitted.

4.2 MEDICAL SERVICES 4.2.1 The Medical Centre is located at Pit Entry and will be operational during the following times: (AEDT): 4.2.1.1 Friday 26th February 0645 – 1830 4.2.1.2 Saturday 27th February 0630 – 1830 4.2.1.3 Sunday 28th February 0630 – 1800 4.2.2 Any medical assistance that is required outside of the operating hours outlined in 4.2.1, please contact 000. 4.7 TRUCK WASHING 4.7.1 Transporters must not be washed in the paddock.

4.8 DELIVERIES AND ACCESS BY NON-ENDORSED EVENT SUPPLIERS 4.8.1 It is the Team’s responsibility to ensure any service providers/contractors they engage who are not an endorsed supplier, have the correct accreditation and access to the VenueSAFE system(including any applicable site safety induction is completed). Repco Supercars Championship Supplementary Regulations Page 6 of 13 2021 VCS Repco Mount Panorama 500 – Race 1 and 2 © Supercars Australia 4.9 WASTE PRODUCTS 4.9.1 All personnel must be made aware of the fact the NO waste of any nature may be tipped into the storm water drains located with the support compound. 4.9.2 All storm water drains lead directly to the Macquarie River and the Environmental Protection Agency (EPA) will be monitoring the situation in the lead up and throughout the Event. 4.9.3 This ban includes the washing of any wheel rims within the vicinity of storm water drains. 4.9.4 Competitors are advised that the EPA is taking an extremely proactive approach to this matter and Teams are put on notice that any infringement of this directive will result in action being taken by either the Promoter or the EPA or both. The EPA has the ability to prosecute offenders with heavy penalties. 4.9.5 The Promoter has provided an area for disposal of waste oil and/or fluid products that are located near the Circuit fuel bund. This is not for the disposal of used Car parts (i.e. oil filters etc.).

SPORTING

5.1 TYRE FITTING, ALLOCATION AND USAGE 5.1.1 Control tyre fitting will commence from 0900hrs (AEDT) on Thursday 25th February 2021 in the Dunlop facility located in the Supercars Paddock. 5.1.2 The Dunlop tyre fitting hours of operation are as follows (AEDT): 5.1.2.1 Thursday 25th February 0900 – 1700 5.1.2.2 Friday 26th February 0700 – 1830 5.1.2.3 Saturday 27th February 0700 – 1830 5.1.2.4 Sunday 28th February 0700 – end of VCS race 2 5.1.3 For this Event, update Rule D17.1.19 as follows: D17.1.19 Teams are only permitted to have three (3) four (4) sets of control tyres mounted in their possession from the commencement of the final race of the Event, save for an Endurance Event.

5.2 EVENT OPERATING HOURS 5.2.1 The Event operating hours (AEDT), for the purpose of Rule E2.1.1 are as follows: 5.2.1.1 Thursday 25th February 0830 – 1700 5.2.1.2 Friday 26th February 0955 – 1650 5.2.1.3 Saturday 27th February 0635 – end of race 1 5.2.1.4 Sunday 28th February 0635 – end of race 2 5.2.2 Refer to Chapter 8. Event Program regarding Rule E2.1.1.2.

5.3 BRIEFINGS 5.3.1 At this Event, all attendees are required to print briefing notes and attachments to refer to during the briefing (or can read on an electronic device). Due to COVID-19 best practice, the Secretary of the Event will no longer be printing copies to distribute. 5.3.1.1 For signing-on prior to the briefing, please bring your own pen. 5.3.2 A briefing for all Competitor’s Authorised Representatives will be held at 1700hrs (AEDT) on Thursday 25th February 2021 in the Briefing Room adjacent Scrutineering. 5.3.2.1 Social /physical distancing protocols must be observed. 5.3.2.2 Wearing a mask is mandatory.

Repco Supercars Championship Supplementary Regulations Page 7 of 13 2021 VCS Repco Mount Panorama 500 – Race 1 and 2 © Supercars Australia 5.3.3 A Refuelling Safety Briefing will be held following the Competitors Authorised Representatives Briefing on Thursday 25th February 2021 in the Briefing Room, adjacent Scrutineering. 5.3.3.1 Social /physical distancing protocols must be observed. 5.3.3.2 Wearing a mask is mandatory. 5.3.3.3 Attendance for the following Team personnel is compulsory for each Car: a) The refuelling hose operator; b) The deadman handle operator; c) The Fire Attendant; and d) The Authorised Representative (per Team). 5.3.3.4 An attendance sheet must be signed by each Team member detailed in 5.4.2.1 above. 5.3.3.5 Any Team member detailed in 5.4.2.1 who does not attend at the prescribed time and for the duration of the Briefing will: a) Be referred to the Stewards; and b) Be required to attend a briefing at a time and place advised by the Stewards. 5.3.4 A briefing for all Competitor’s Authorised Representatives & Driver’s will be held at 1800hrs (AEDT) on Friday 26th February 2021 in the Briefing Room, adjacent Scrutineering. 5.3.4.1 Only one (1) Authorised Representative per Team and Primary Driver is permitted to attend. 5.3.4.2 Social /physical distancing protocols must be observed. 5.3.4.3 Wearing a mask is mandatory. 5.4 DRIVER CONDITIONS POLICY In accordance with Rule D3.4.4, the nearest Town or City to the Circuit, as listed by the Bureau of Meteorology is Bathurst: http://www.bom.gov.au./places/nsw/bathurst/

5.5 PRACTICE 5.5.1 The use of Refuelling Towers is permitted during practice 2. 5.5.1.1 Use of Refuelling Towers is not permitted at the end of the Session; 5.5.1.2 During practice 2, Cars are required to parallel park in their Pit Bay. 5.5.1.3 Regardless, if your Car is participating in refuelling practice, all Teams are required to be attired in accordance with D23.4.5; and 5.5.1.4 At the conclusion of the practice Session, Cars in Pit Lane are required to parallel park in their pit bay. 5.6 PIT STOPS 5.6.1 For race 1 and 2 the following additional CPS requirements must be complied with: 5.6.1.1 Each Car must complete the CPS requirements as per Schedule A2. Format of VCS Events. 5.6.1.2 A Car may only perform a CPS after it commences lap 3 on the Race track. 5.6.1.3 During the CPS, the Control Tyres removed from the Car cannot be refitted to the Car during that CPS. 5.6.1.4 The Penalty for failure to complete a CPS will be a Time Penalty added to that Car’s race time. 5.6.1.5 Should the SC be deployed prior to the leader commencing lap 3 on the Race Track, and the SC period continues after the commencement of lap 3, the CPS window will not open. Teams will be updated as to when the window will open via RMC and the Instant Messenger.

Repco Supercars Championship Supplementary Regulations Page 8 of 13 2021 VCS Repco Mount Panorama 500 – Race 1 and 2 © Supercars Australia 5.7 PIT BAY MARKING 5.7.1 For this Event, and in accordance with Rule D11.5.8.2, a Teams Pit Bay is required to be located in the following position: 5.7.1.1 The inside edge of the race tape, marking the right-hand side of the pit box, is not permitted to be greater than 4.6m from the edge of the Pit Building upright. 5.7.1.2 The inside edge of the race tape, marking the front line of the pit box, is to be located 2.7m forward, of the centre of the Pit Building column, where the Teams pit boom is located. 5.8 IN CAR WARNING SYSTEM 5.8.1 For this Event, the In-Car Warning System will be operational. 5.8.1.1 Safety Car, Red Flags and Blue Flags are regulatory.

TECHNICAL

6.1 SCRUTINEERING 6.1.1 Scrutineering will commence at 0730hrs (AEDT) on Friday 26th February 2021. 6.2 MINIMUM WEIGHT 6.2.1 In accordance with the requirements of Rule C4.1.1, all Drivers will be required for weighing by Supercars Officials immediately following practice 1 on Friday 26th February 2021, in the Supercars Scales Garage.

MEDIA / MARKETING/ PROMOTIONAL

7.1 PROMOTIONAL SCHEDULE 7.1.1 Teams must adhere to the activities outlined in the promotional schedule and/or any subsequent updates as provided by the Supercars Media and Promotions Department. 7.1.1.1 Driver Signing Sessions are not permitted at this Event. 7.2 GRID WALKS 7.2.1 Team Personnel who hold ‘blue’ Team Accreditation are the only people permitted on the grid in addition to the five (5) guests per Car that are wearing a grid walk access wristband. Note: For avoidance of doubt, Purple guest passes do not permit access to the grid unless they are wearing a grid walk wristband. 7.2.1.1 Grid wristbands will be available for collection at the Accreditation Centre on the day of the grid walk. 7.2.2 Where permitted, movement of non-Team members on and off the grid must only be via the point/s as described in the Competitor’s Authorised Representative Briefing. 7.2.2.1 Social /physical distancing protocols must be observed. 7.2.2.2 Wearing a mask is mandatory. 7.3 RIDES 7.3.1 Regarding Rule E.6 Rides. Rides are not permitted at this Event.
