SUPPLEMENTARY REGULATIONS FOR SUPERCARS

STANDARD REQUIREMENTS

1.1 EVENT TITLE, DATE & VENUE 1.1.1 The Event will be known as the “OTR THE BEND SUPERSPRINT” (hereinafter referred to as “the Event”), which will also comprise of race 9, 10 and 11 of the 2021 Repco Supercars Championship (“the VCS”), and be held at The Bend Park, Tailem Bend, on 7th – 9th May 2021.

1.2 ORGANISATION & STATUS 1.2.1 The Event will be held under the FIA International Sporting Code including Appendices, the Supercars Operations Manual (“the Rules”), any applicable National Competition Rules of which are not in conflict with the Rules, the Supplementary Regulations, any Further Supplementary Regulations or instructions and any Bulletins issued. 1.2.2 Event Status: Restricted National.

1.5 CIRCUIT DETAILS 1.5.1 Track Length: 4.95 kilometres (International Circuit) 1.5.2 Direction: Clockwise 1.5.3 Track Density: Supercars – 40 1.5.4 Notice Board: Located in the Office of the Secretary of the Event at the southern end of the paddock, next to the scrutineering building. 1.5.5 Stewards Office: Located on the first floor at the Pit Entry end of the Pit Garage Complex. 1.5.6 DRD Office: Located on the first floor at the Pit Entry end of the Pit Garage Complex. 1.5.7 Control Line: Located at the Finish Line and across Pit Entry.

ADMINISTRATION

2.1 TEAM COMMUNICATION WITH OFFICIALS 2.1.1 For this Event, Team personnel are not permitted to conduct business outside their garage. For avoidance of doubt, unless specifically given instruction to do so; Team personnel will not be permitted access (including but not limited to) the Supercars Operations Truck, the Stewards Office, the DSA Office, RD Office, DRD Office, Race Control and Event Operations Office.

2.2 ENTRIES 2.2.1 Competitors must have completed the 2021 Supercars Entry Registration Form. 2.2.2 Administration checking will commence at 1000hrs (ACST) on Friday 7th May 2021. 2.2.2.1 All Wildcard Drivers are required to present their licensing in accordance with Rule A5.1 including a valid Car Club Membership to the Supercars Operations Truck by 1400hrs (ACST) on Friday 7th May 2021. 2.2.2.2 All Wildcard Drivers are required to sign the 2021 Supercars Entry Registration Form by 1400hrs (ACST) on Friday 7th May 2021. 2.2.3 Any Competitors that need to change or add any details contained in their 2021 Entry Registration Form must do so at the Supercars Operations Transporter prior to the commencement of the Competitor’s Authorised Representatives & Driver’s Briefing as detailed in the Event schedule. 2.2.4 No change of Drivers will be accepted later than 1615hrs (ACST) on Friday 7th May 2021 unless exceptional circumstances, as determined by the Stewards, warrant a change after that time.

OPERATIONS

3.1 VCS GARAGES AND VISION REQUIREMENTS 3.1.1 For this Event update Rule E2.1.2 Garages with the following new Rule: E2.1.2.4 Promotional walling is restricted to both sides of the Teams garage (no rear walling or storage rooms are permitted).

3.2 TRANSPORTER ACCESS TO THE PADDOCK 3.2.1 The set-up of the Supercars paddock will be at the discretion of Supercars Paddock Manager or their delegate. 3.2.2 Specific conditions and details of transporter movements into the Supercars paddock will be distributed directly by the Supercars Transport and Logistics Manager. These conditions and timeframes including any predetermined order must be adhered to. 3.2.3 At the direction of the Paddock Manager, Transporters are permitted to enter the paddock at 0800hrs (ACST) on Friday 7th May 2021. 3.2.4 Teams are permitted to commence unloading their transporters at 1000hrs (ACST) on Friday 7th May 2021 or at the direction of the Supercars Paddock Manager. 3.2.5 Non-accredited vehicles are not permitted to enter the Supercars paddock from 0800hrs (ACST) on Friday 7th May 2021, for the duration of the Event.

3.3 SPECIFIC PRESCRIPTIONS – PITS AND PADDOCK 3.3.1 The following additional Rule applies to Rule E3.3.1: E3.3.1 A Speed limit of 9 km/h applies to all vehicle movements in the Paddock. E3.3.1.1 From the commencement of transporter park up as detailed in Supplementary Regulation 3.2, vehicle access is strictly prohibited in the area between a Transporter tailgate and the rear of the garages.

3.4 ACCREDITATION, ACCESS & TEAM PARKING 3.4.1 Accreditation will be required on his/her person from Friday 7th May 2021. 3.4.2 The VCS Paddock will be open to Corporate Guests and the general public who hold a ticket with paddock access. 3.4.2.1 Social distancing protocols must strictly be adhered, and the total number of people permitted in the VCS paddock at any one time will be monitored. 3.4.2.2 It is strongly recommended that you wear a face mask when you cannot maintain 1.5 metres distance from other people. 3.4.3 All Team personnel in possession of a personalised TEAM, VIP or HoF Series Accreditation Hard Card (including non-performance personnel, Driver, Team guests and REC Owners) will be required to complete the online safety induction using The Bend Venue Check system as a condition of entry to the venue. Admission to the event will be denied to any person who has not completed the induction. 3.4.3.1 All Personnel detailed in Supplementary Regulation 3.4.3 will receive an SMS message with login details to The Bend Venue Check system, where an induction and indemnity waiver must be agreed to, and Daily Health Checks completed. 3.4.3.2 Team Personnel must access the Event Precinct via Gate 5. 3.4.4 TEAM GUESTS - All guests of the Team (including guests of Driver’s) who do not hold a personalised TEAM Series Accreditation Hard Card, should use their personalised GUEST Series Accreditation Hard Card or will be issued an EVENT ONLY Ticket (paper ticket or mobile). 3.4.4.1 These guests must access the Event precinct via Gate 5. 3.4.4.2 These guests will not be permitted to access the Event precinct prior to public gates opening. 3.4.4.3 These guests will be required to present their Event Only guest pass to Security and scan the public QR code, completing the necessary COVID contact tracing proforma. 3.4.5 Team Car Parking: Each Car entry will be allocated four (4) car parking passes to park in the Teams Car Park.

3.5 CREDENTIALS CENTRE OPENING HOURS 3.5.1 The Credentials Centre in the large green shed within the venue off the main entrance road – Bethlehem Way. Directional signage will be in place. 3.5.2 The Credentials Centre will be open as per below (ACST): 3.5.2.1 Friday 7th May 2021 To be confirmed in Further Regulations 3.5.2.2 Saturday 8th May 2021 To be confirmed in Further Regulations 3.5.2.3 Sunday 9th May 2021 To be confirmed in Further Regulations 3.5.3 During the Event, all tickets/ passes that require collecting by public/ Team guests must be left at the Credentials Centre.

3.6 RACE TRACK WALK 3.6.1 Teams are permitted to undertake their Race Track walk on Friday 7th May 2021 between 1630hrs and 1730hrs (ACST).

3.7 DEMOBILISATION AFTER THE EVENT 3.7.1 Unless otherwise advised by the Supercars Paddock Manager or their delegate, no Team transporter will be permitted to move from its allocated position or leave the Supercars paddock prior to two (2) hours after the completion of race 11 on Sunday 9th May 2021 (ACST). 3.7.2 Details of the Supercars Paddock demobilisation and Transporter departure after the Event, will be in accordance with the instructions issued to Teams under separate cover by the Supercars Paddock Manager.

3.8 GOLF BUGGIES 3.8.1 Not permitted at this Event.

3.9 MOTORHOMES 3.9.1 For this Event, Motorhomes are not permitted in the paddock.

SPECIFIC CIRCUIT/ EVENT SAFETY REQUIREMENTS

4.1 COVID-19 RESPONSE 4.1.1 For this Event update Rule E3.2.1 with the following: E3.2.1 Additional Event specific COVID-19 management protocols will be specified in the Event Supplementary Regulations by the Promoter. 4.1.2 Under no circumstances should anyone with symptoms consistent with COVID-19 attend their place of work, travel interstate or attend the event. 4.1.3 In accordance with Rule E3.1.2, Teams are required to update their Workplace Health and Safety Policy and Procedures Manual with specific inclusion of COVID-19 management procedures and a response plan outlining how the Team will respond to a Team member developing symptoms of COVID-19 at both their Team workshop and at the Event. All updates to Team WHS Manual including COVID-19 Response Plan throughout the course of the 2021 must be submitted to Motorsport Operations. 4.1.4 Each Team is to appoint a COVID-19 Compliance Officer to manage their Teams compliance with COVID-19 regulations and health requirements. This person should be nominated on the Notification of Performance Personnel Form (Rule D24). 4.1.5 Teams must follow the density requirement of 3 persons per 4sqm (South Australia). 4.1.6 Team personnel are not required to wear face masks when residing/ working inside their Team garage/s. 4.1.6.1 It is strongly recommended that you wear a face mask when you cannot maintain 1.5 metres distance from other people. 4.1.7 Race Fuel will be delivered directly to the Teams’ garages. 4.1.8 Entry into the Dunlop tyre garage is not permitted.

4.2 MEDICAL SERVICES 4.2.1 The Medical Centre is located on the ground floor, at the Pit Entry end of the Pit Garage Complex and will be operational during the following times: (ACST): 4.2.1.1 Friday 7th May 2021 0830 – 1700 4.2.1.2 Saturday 8th May 2021 0635 – 1800 4.2.1.3 Sunday 9th May 2021 0635 – 1745 4.2.2 Any medical assistance that is required outside of the operating hours outlined in 4.2.1, please contact 000. The address to give to Emergency Services is: “Your Specific Location” E.g.: The Bend Motorsport Park: 543 Dukes Hwy Tailem Bend SA 5260. 4.7 TRUCK WASHING 4.7.1 Teams are permitted to use the on-site washing facilities at the Circuit. Transporters should access the Circuit via main entrance at OTR, then turn left and head north toward the workshop. 4.7.1.1 Teams are to supply their own hose to connect to the tap and own washing equipment.

4.8 ALCOHOL, DRUGS AND OTHER SUBSTANCES 4.8.1 The holder of a Motorsport Australia Licence (or a Licence issued by another ASN) may be tested for the presence of any drug or other banned substance and subject to a penalty for a breach of the Australian National Anti-Doping Policy and/or the Motorsport Australia Illicit Drugs in Sport (Safety Testing) Policy at www.motorsport.org.au. 4.8.2 Consumption of alcohol in the paddock, pits or any other Reserved Area is prohibited until all Competition is concluded each day. The holder of a Motorsport Australia Licence (or a Licence issued by another ASN) may be tested for the presence of alcohol by a Motorsport Australia Accredited Testing Official (CATO) in accordance with the Motorsport Australia Alcohol Policy at www.motorsport.org.au.

SPORTING

5.1 DRIVER CODE OF CONDUCT 5.1.1 For this Event, update Schedule B2. Rule B3.12 with the following: B3.12 During any race Session, a Driver must not consistently: B3.12.1 Cut corners by driving over the inside of kerbs or off the Race Track surface; or B3.12.2 Cut any corner which results in material or debris being brought onto the Race Track; or B3.12.3 Perform any act which results in material or debris being brought onto the Race Track. 5.1.2 For this Event, update Schedule B2. Rule B3 with the following: B3.13 During any non-race Session (including, without limitation, any practice or qualifying Session (including any cool down laps during such Session)), a Driver must take care not to: B3.13.1 Cut corners by driving over the inside of kerbs or off the Race Track surface; or B3.13.2 Cut any corner which results in material or debris being brought onto the Race Track; or 5.1.3 B3.13.3 Perform any act which results in material or debris being brought onto the Race Track.

5.2 TELEVISION PRESENTATION 5.2.1 For this Event, update Rule E8.5.3 with the following: E8.5.3 Only the official champagne, or “unbranded” bottled water are permitted: E8.5.3.1 on the podium (being the location where any presentation is made to the winner and placegetters at the conclusion of any race); and E8.5.3.2 during the television presentation of the official pole award at the conclusion of qualifying or the shootout; and E8.5.3.3 on stage during any media conference.

5.3 TYRE FITTING, ALLOCATION AND USAGE 5.3.1 Control tyre fitting will commence from 1000hrs (ACST) on Friday 7th May 2021 in the Dunlop facility located in the Supercars Paddock. 5.3.2 The Dunlop tyre fitting hours of operation are as follows (ACST): 5.3.2.1 Friday 7th May 2021 1000 – 1700 5.3.2.2 Saturday 8th May 2021 0620 – 1810 5.3.2.3 Sunday 9th May 2021 0640 – end of VCS race 11

5.4 EVENT OPERATING HOURS 5.4.1 The Event operating hours (ACST), for the purpose of Rule E2.1.1 are as follows: 5.4.1.1 Friday 7th May 2021 1000 – 1630 5.4.1.2 Saturday 8th May 2021 0620 – end of race 9 5.4.1.3 Sunday 9th May 2021 0640 – end of race 11 5.4.2 Refer to Chapter 8. Event Program regarding Rule E2.1.1.2.

5.5 BRIEFINGS 5.5.1 At this Event, all attendees are required to print briefing notes and attachments to refer to during the briefing (or can read on an electronic device). Due to COVID-19 best practice, the Secretary of the Event will no longer be printing copies to distribute. 5.5.1.1 For signing-on prior to the briefing, please bring your own pen. 5.5.2 A briefing for all Competitor’s Authorised Representatives & Driver’s will be held at 1615hrs (ACST) on Friday 7th May 2021 in the Briefing Room located on the ground floor of the Welcome Centre. 5.5.2.1 Only one (1) Authorised Representative per Team and Primary Driver is permitted to attend. 5.5.2.2 Social /physical distancing protocols must be observed. 5.5.2.3 Wearing a mask – refer to Supplementary Regulation 4.1.6.1. 5.5.3 A National Heavy Vehicle Regulator (NHVR) briefing for all VCS Competitor’s Authorised Representatives and Team Transporter Drivers will be held at 1630hrs (ACST) on Friday 7th May 2021 in the Briefing Room located on the ground floor of the Welcome Centre. 5.5.3.1 Social /physical distancing protocols must be observed. 5.5.3.2 Wearing a mask – refer to Supplementary Regulation 4.1.6.1. 5.5.3.3 Attendance for the following Team personnel is compulsory for each Car: a) One (1) Authorised Representative (per Team); and b) The Team Transporter Driver/s. 5.5.3.4 An attendance sheet must be signed by each Team member detailed in 5.5.3.3 above. 5.5.3.5 Any Team member detailed in 5.5.3.3 who does not attend at the prescribed time and for the duration of the Briefing will: a) Be referred to the Stewards.

5.6 DRIVER CONDITIONS POLICY 5.6.1 In accordance with Rule D3.4.4, the nearest Town or City to the Circuit, as listed by the Bureau of Meteorology is Tailem Bend: http://www.bom.gov.au/places/sa/tailem-bend/

5.7 SPECIFIC PRESCRIPTIONS – VCS QUALIFYING 5.7.1 For this Event, update Rule D6.2.3.1 a) with the following: D6.2.3.1 This Session will commence as per the following: a) Qualifying Part 1 (Q1): During the first (10) minutes of the Session all Cars take part. At the end of Q1, the slowest four (4) six (6) Cars will not be permitted to take any further part in the Session. The lap times achieved by the remaining Cars will then be deleted.

5.8 SPECIFIC PRESCRIPTIONS – GRID POSITIONS 5.8.1 For this Event, update Rule D7.2.2.1 a) with the following: D7.2.2.1 Grid Positions will be determined by the final classification of qualifying and as follows: a) The last four (4) six (6) grid positions will be occupied by the Cars eliminated in Q1 as determined by the lap time achieved by each Car from fastest to slowest.

5.9 PIT BAY MARKINGS 5.9.1 For this Event, and in accordance with Rule D11.5.8, a Teams Pit Bay is required to be in the following position: 5.9.1.1 The inside edge of the race tape, marking the right-hand side of the pit box, is not permitted to be greater than 4.6m from the edge of the Pit Building upright. 5.9.1.2 The inside edge of the race tape, marking the front line of the pit box, is to be located 2.7m forward, of the centre of the Pit Building column, where the Teams pit boom is located.

5.10 PIT STOPS 5.10.1 For race 9, 10 and 11 the following additional CPS requirements must be complied with: 5.10.1.1 Each Car must complete the CPS requirements as per Schedule A2. Format of VCS Events. 5.10.1.2 A Car may only perform a CPS after it commences lap 5 on the Race track. 5.10.1.3 During the CPS, the Control Tyres removed from the Car cannot be refitted to the Car during that CPS. 5.10.1.4 The Penalty for failure to complete a CPS will be a Time Penalty added to that Car’s race time. 5.10.1.5 Should the SC be deployed prior to the leader commencing lap 5 on the Race Track, and the SC period continues after the commencement of lap 5, the CPS window will not open. Teams will be updated as to when the window will open via RMC and the Instant Messenger.

5.11 END OF SESSION 5.11.1 For this Event, a practice start will be permitted at the end of Practice 1 (scheduled 0840 – 0910hrs ACST, Saturday 8th May 2021). 5.11.1.1 Any Car that takes the chequered flag on the track, may then complete another lap and, instead of entering the pit lane, they can proceed to the grid, stop and then carry out a practice start. 5.11.1.2 For these Cars only Rule D3.1.3. will not apply. 5.11.1.3 All Drivers carrying out a practice start may only do so in the order which they arrive to the grid and by pulling as far forward on the grid as possible. 5.11.1.4 If necessary, each Driver must wait for another Car ahead to carry out a start before moving to a grid position further forward. 5.11.1.5 Under no circumstances should a Driver make a practice start if another Car is still stationary in front of them. 5.11.2 If any Driver appears to be disregarding any of the above, the matter will be referred to the Stewards. After completing a practice start, a Car must return to Pit Lane.

5.12 FRONT BRAKE ROTOR RESTRICTIONS 5.12.1 For this Event, update Rule D20.1.1 with the following: D20.1.1 Outside Team Testing activities, the Table in Rule D20.1.1.2 outlines the per Car allocation of front brake rotors and brake pad sets (as specified in Schedule C1.5) during the 2021 Championship Season Events. D20.1.1.1 At an Event, subject to prior approval of the HoM on the grounds of safety, additional brake rotors or brake pads previously nominated on the Teams 2021 Front Brake Rotor and Front Brake Pad Log (Schedule D5) will be permitted. D20.1.1.2 Event Brake Rotor & Brake Pad Set Event allocation per Car Symmons Plains International 2 Raceway The Bend Motorsport Park 1 1 1 Reid Park 2 1 2 Mount Panorama Refer D20.1.1.3 1 Surfers Paradise Street Circuit 2 D20.1.1.3 For the Bathurst 1000 Event and subject to D20.1.1.1, each Car will be allocated a maximum of five (5) sets of front brake rotors, a maximum of three (3) sets permitted to be new. a) The allocation and specified use of each set will be detailed in the Supplementary Regulations for this Event. 5.12.2 For this Event, replace Schedule D5. Front Brake Rotor Log with the updated Front Brake Rotor Log attached in the email sent by the Supercars Technical Department on Thursday 1st April 2021.

5.13 IN CAR WARNING SYSTEM 5.13.1 For this Event, the In-Car Warning System will be operational. 5.13.1.1 Safety Car, Red Flags and Blue Flags are regulatory.

5.14 IN-CAR CAMERA 5.14.1 For this Event, Cars are required to have a dummy roof camera fitted, which complies with Rule C4.1 and Rule C4.2. 5.14.1.1 There is no requirement for a Car to be fitted with a dummy boot camera or boot camera ballast.

5.15 PERFORMANCE AND NON-PERFORMANCE PERSONNEL LIMITS 5.15.1 For this Event, delete Rule D24.3.3 in its entirety and replace with the following: D24.3.3 At each Event: D24.3.3.1 A maximum of Four (4) non-Performance Personnel are permitted per two (2) Car Team. (a) If applicable, work experience personnel as outlined in Rule D24.3.8 and D24.3.8.1 must be included within the non-Performance Personnel allocation and listed on the D24. Form. D24.3.3.2 A maximum of Three (3) non-Performance Personnel are permitted per one (1) Car Team. (a) If applicable, work experience personnel as outlined in Rule D24.3.8 and D24.3.8.1 must be included within the non-Performance Personnel allocation and listed on the D24. Form. D24.3.3.3 A maximum of Six (6) non-Performance Personnel are permitted per three (3) Car Team. D24.3.3.4 Teams are permitted one (1) person for the purpose of providing team catering services. This person is subject to the prior approval of the HoM and is not required to be listed on the D24. D24.3.3.5 The non-Performance Personnel limit at each Event is subject to change by the HoM and will be updated in the Supplementary Regulations when amended. 5.15.2 For this Event, update Rule D24.3.6 with the following: D24.3.6.1 A Team Owner deemed not to contribute to the performance of a Car, is not required to be listed on the D24. Form. 5.15.3 For this Event, update Rule D24.3.8 with the following: D24.3.8.2 During the Season, a local TAFE, School, or Registered Training Organisation may provide student/s to the Supercars Motorsport Department for the purpose of gaining work experience at a Supercars Event. In this instance, Rule D24.3.8 does not apply and this person/s is not required to be listed on the D24. Form.

6.1 SCRUTINEERING 6.1.1 Scrutineering will commence at 1500hrs (ACST) on Friday 7th May 2021.

6.2 MINIMUM WEIGHT 6.2.1 In accordance with the requirements of Rule C4.1.1, Wildcard Drivers that have not competed in a race of the 2021 Repco Supercars Championship, will be required for weighing by Supercars Officials immediately following practice 1 on Saturday 8th May, in the Supercars Scales Garage.

MEDIA / MARKETING/ PROMOTIONAL

7.1 PROMOTIONAL SCHEDULE 7.1.1 Teams must adhere to the activities outlined in the promotional schedule and/or any subsequent updates as provided by the Supercars Media and Promotions Department. 7.1.1.1 Driver Signing Sessions are not permitted at this Event. 7.2 GRID WALKS 7.2.1 At this Event, grid walks will be permitted (subject to COVID restrictions). Further information will be included with Further Supplementary Regulations. 7.3 EVENT RIDES 7.3.1 Regarding Rule E.6 Rides. Event Rides are not permitted at this Event.
