Membership of a CAMS-affiliated enthusiast club does not enable the member to hold a competition licence. If a competition licence is required, membership of a CAMS-affiliated car club which is able to conduct competitions is necessary. An applicant who wishes to compete in more than one discipline (e.g. circuit and rally) must have each discipline endorsed on their licence. 1. GRANT OF LICENCE CAMS is entitled to issue a competition licence to: (a) its nationals; and (b) a national of another country represented on the FIA in compliance with the following mandatory conditions:

(i) that their parent ASN (the country of their passport) gives its prior agreement to the issuing which may only take place once a year and in special cases; (ii) that they produce to their parent ASN a proof of permanent residence in ; and (iii) that their parent ASN has recovered any licence originally issued. For details and special conditions, see the FIA International Sporting Code (ISC) at the FIA website. No person authorised by their parent ASN to apply for a licence issued by CAMS shall hold a licence from their parent ASN valid for the current year.

2. TYPES OF COMPETITION LICENCE CAMS is entitled to issue the following types of competition licence: (a) International (i) Competitor licence (ii) Driver licence (iii) Licence for participants with disabilities (b) National (i) Competitor licence (ii) Driver licence (iii) Navigator licence

3. RESTRICTIONS ON THE HOLDING OF A COMPETITION LICENCE (a) A person may only hold one driver/navigator licence issued by CAMS at any time. (b) A person or body may only hold one competitor licence issued by CAMS at any time.

4. COMPETITION LICENCE EXPIRY DATE (a) At first issue, each competition licence, except international, shall be given a 12-month expiry date. This shall become the permanent expiry date. (b) Each International licence shall expire on 31 December in accordance with the ISC.

5. LICENCE PHOTOGRAPH - CLUBMAN, NATIONAL AND INTERNATIONAL LICENCES Each licence application (not renewal) must be accompanied by a current passport-size photograph. The photograph must be renewed every 10 years.

6. CAMS MANUAL OF MOTOR SPORT (a) Each competition licence holder shall be entitled to receive the CAMS Manual of Motor Sport which includes the NCR. (b) The complete regulations of CAMS are available from the CAMS website.

7. MEDICAL FITNESS (a) A copy of the CAMS Medical Standards is available from the CAMS website. (b) Each applicant for a driver or navigator competition licence must comply with the CAMS Medical Standards relevant to their competition level. Where an applicant does not meet these standards, medical reports will be referred to a CAMS Medical Assessor for a decision on competition fitness. (c) Should any medical condition become evident during the currency of the licence the holder shall notify CAMS. It may become necessary for the licence to be withdrawn and may only be reinstated following further medical examination as determined by CAMS.

7.1 International Competition Licence Refer to the FIA ISC.

7.2 PCC, CC, PC, NC (Circuit Racing and Historic) and PSKJ, PSK, NSKJ, NSK () and NOS (Off Road Stadium) Licence (a) Prior to first issue, an applicant for any of these licences shall be required to be medically examined by a General Practitioner. (b) Any applicant over 45 years of age shall be required to undergo a medical examination every second year, unless annual medical examinations are requested by the CAMS Medical Assessor. (c) CAMS medical reports must be completed and be forwarded with the licence application to the CAMS Member Services department.

7.3 CRN, CR, NRNJ, NRN, NRJ, NR (Rally) and CONJ, CON, COJ, CO, NONJ, NON, NOJ, NO (Off Road);and Speed, Junior Speed, and Non Speed, Junior Non Speed Licence: Each applicant shall complete a Health Statement which forms part of the licence application.

8. LICENCE FEE Any Competition licence fee shall be payable in accordance with the Schedule of Fees (Appendix R) available from the CAMS website.

9. DISCRETION The granting of a licence or the upgrading of a licence is at the sole discretion of CAMS.

10. REFUSAL OF LICENCE CAMS may refuse to issue a licence and may make such endorsement as it sees fit on a licence without stating any reasons for doing so.

11. WITHDRAWAL OF LICENCE CAMS may withdraw a licence in accordance with the NCR in which case the licence must be returned to CAMS within two working days.

12. VALIDITY OF LICENCE (a) A driver or navigator licence issued by CAMS is valid only when the holder is a current member of a CAMS affiliated club (other than any affiliated Enthusiast Club) demonstrated by the production of a valid club membership. (b) With the approval of CAMS and in accordance with the ISC, the holder of an international licence issued by CAMS may compete in competitions appearing on the FIA International Sporting Calendar. Additionally, any holder of a National or international licence issued by CAMS may participate in national level events in another country at the discretion of the ASN authorising the event and issue of a visa by CAMS.

13. COMPETITION LICENCE PASSBOOK (a) Each competition licence card shall be issued with a Competition Licence Passbook to enable any activity record relevant to the licence to be recorded by an official/s at an event. (b) This passbook must accompany the licence card at all times.

14. PRODUCTION OF LICENCE (a) A competition licence holder must shall produce their licence card and passbook on the request of a relevant official at an event. (b) However, the Stewards may permit a licence holder to participate without producing their licence card upon the payment of a fine; provided the Stewards are satisfied a valid licence is held.

(c) Production of a licence card but not a passbook shall not result in refusal to participate or the imposition of a fine by the Stewards.

15. DRUGS IN SPORT

Each holder of a CAMS competition licence agrees to comply at all times with the CAMS Anti-Doping, Illicit Drugs (Safety Testing), Alcohol and Competition-Fixing policies.

16. LICENCE GRADES AND CRITERIA Refer to each discipline criteria Table in Appendix A.

17. MINIMUM AGE REQUIREMENTS FOR CIRCUIT RACING Each holder of a Circuit Racing licence is also subject to the minimum age requirements for an individual category or Series listed in the table below:

18. CAMS SUPERLICENCE (a) Each Driver in the Supercars Championship must hold a CAMS Superlicence in addition to the minimum of an International Grade C licence. (b) An application must be submitted to CAMS Member Services on the approved form. (c) To qualify for a CAMS Superlicence each applicant must satisfy the following criteria: (i) Hold a minimum of an International Grade C licence; and (ii) Be a minimum of 17 years of age; and

(iii) Accumulate a minimum of 13 points under either the FIA (refer ISC Appendix L) or CAMS Superlicence points system during the 5 years prior to the application; or (iv) Be one of the first six (6) of the final classification of the previous year’s . If one (1) or more Driver/s currently holding a CAMS Superlicence are within the first six of the final classification, eligibility for a CAMS Superlicence shall extend up to a maximum of the first eight (8) of the final classification of the Series; or (v) Have competed in a minimum of 3 rounds of the Supercars Championship within the last 5 years; or (vi) Hold a minimum of a Gold FIA Driver Categorisation. (d) An application for dispensation for items (iii), (iv), (v) or (vi) above shall be jointly considered by CAMS and the Supercars Commission. (e) Points shall be allocated to a Driver under the CAMS Superlicence system based on their final classification in a Championship/Series as follows:

19. MINIMUM AGE REQUIREMENTS FOR MOTORKHANA AND KHANACROSS

19.1 Motorkhana Junior Non Speed Licence: Each Driver shall not be less than 12 years of age but less than 18 years of age on the day of the event.

19.2 Khanacross (a) Junior Non Speed Licence: Each Driver shall not be less than 12 years of age but less than 18 years of age on the day of the event.

(b) Each Driver 12/13 years of age must be accompanied by an experienced instructor, as approved by the Clerk of the Course and: (i) It is recommended that each driver 12/13 years of age participate in a Junior Development Program before competing in a Khanacross event; and (ii) Each Junior licence shall remain valid until its expiry date regardless of whether the member is deemed an adult for that licence.

20. INTRODUCTORY (COME & TRY) LICENCE (a) An Introductory (Come & Try) licence permits the holder to participate in a non-competition event conducted by a CAMS-affiliated club (other than any affiliated Enthusiast Club) or a CAMS-permitted event organiser as single-event member recruitment promotions or as a specific non-competitive part of a competitive event. (b) An Introductory (Come & Try) licence can be purchased once per annum and is valid for use at one event only.

21. SPEED AND NON SPEED LICENCES (a) A Club affiliated with CAMS (other than any affiliated Enthusiast Club) may be issued with Speed and Non Speed licence application forms. (b) A Club member who holds a current Speed or Non Speed licence or who has held a Speed or Non Speed licence within a 12-month period is not permitted to complete further licence application forms through their club. They must contact CAMS and request a renewal form.

22. SINGLE EVENT LICENCES

22.1 SSE (Speed Single Event): (a) A Speed single event licence is available to any member of a CAMS-affiliated car club (other than any affiliated Enthusiast Club) in the following situations: (i) a single event where a Speed licence applies; (ii) an event where a number of competitions are included on the one permit, provided the competitions are conducted within a three-day period; (iii) a regularity trial included within a circuit race program, the SSE licence shall be valid for the regularity trial only. (b) Minimum age is 14 years (dependent on State legislation). (c) Application is made by contacting the event organiser.

22.2 ORSE (Off Road Driver Single Event): (a) A single-event licence is available to a driver in a CAMS Off Road event, for each competition up to and including State Championship level. Application for an ORSE licence must be received by CAMS Member Services at least days prior to the event. Note: To apply for an ORSE licence for a National event, ‘National Licence’ on page 2 of the ORSE application form must be ticked. The application shall then be assessed by the CAMS Australian Off Road Commission prior to approval. (b) Minimum age for the licence is 14 years. Participation depends upon level of competition as per Appendix A. (c) The licence shall be issued by CAMS Member Services upon completion of the Off Road lecture. The applicant’s Single Event licence must then be validated by the Clerk of the Course upon the successful completion of an Observed Licence Test (OLT) during the event prologue to be able to compete in the event. (d) Each applicant must attend an additional pre-event briefing covering each significant aspect of the CAMS Off Road Pre-Licence Lecture, with a particular focus on safety in an Off Road event.

22.3 ORNSE (Off Road Navigator Single Event): (a) A single-event licence is available to a navigator in a CAMS Off Road event for each competition up to and including State Championship level. Application for an ORNSE licence must be received by CAMS Member Services at least ten days prior to the event. Note: to apply for an ORNSE licence for a National event, ‘National Licence’ on page 2 of the ORNSE application must be ticked. The application shall then be assessed by the CAMS Australian Off Road Commission prior to approval. (b) Minimum age for the licence is 12 years. Participation depends upon level of competition as per Appendix A. (c) The licence will be issued by CAMS Member Services upon the completion of the Off Road lecture. (d)(c) Each applicant must attend an additional pre-event briefing covering each significant aspect of the CAMS Off Road Pre-Licence Lecture, with a particular focus on safety in an Off Road event.

22.4 NRSE (Rally Driver Single Event): (a) A single-event licence is available to a driver in a Rally event for each competition up to and including National Championship level. Application must be made through CAMS Member Services and the applicant must comply with pre-licence conditions detailed in Appendix A of these regulations. To ensure timely completion of the process, each application must be received by Member Services at least seven days prior to documentation for the event. (b) Minimum age for the licence is 14 years. Participation depends upon the level of competition as per Appendix A.

22.5 NRNSE (Rally Navigator Single Event): (a) A single-event licence is available to a navigator in a Rally event, for each competition up to and including National level. (b) Application must be made through CAMS Member Services and the applicant must successfully complete a CAMS Rally Licence Lecture prior to the event. To ensure timely completion of the process, each application must be received by CAMS Member Services at least seven days prior to documentation for the event. (c) Minimum age for the licence is 14 years. Participation depends upon the level of competition as per Appendix A.

22.6 PCSE & NCSE (Circuit): (a) A ‘single-event’ upgrade is available to allow a Clubman Circuit (CC) licence holder to compete in a single nominated competition for which a National Circuit (NC) licence is required. Likewise, a Provisional Clubman Circuit (PCC) licence holder shall also be able to use the ‘single-event’ upgrade to compete in a single nominated competition for which a Provisional Circuit (PC) licence is required. (b) Application must be made through CAMS Member Services and the applicant must hold either a current PCC or CC licence. To ensure timely completion of the process, each application must be received by CAMS Member Services at least seven days prior to event documentation.

23. COMPETITOR LICENCES - J, K, L, M, N & O (a) A competition vehicle owner who does not hold a Driver/Navigator licence must hold a J, K, L, M, N or O Competitor licence to be able to enter their automobile in a competition. (b) A Competitor licence may be issued to an individual, company, or team who is the holder of a current CAMS log book: (i) J - individual person; (ii) K - company, group or team; (iii) L - publicly-listed company; (iv) M - individual person who enters a vehicle in any international competition; i.e. race, rally etc.; (v) N - company, group or team which enters a vehicle in any international competition; i.e. race, rally etc.; or (vi) O - publicly-listed company which enters a vehicle in any international competition; i.e. race, rally etc.

(c) A club affiliated with CAMS, sponsors, teams etc. may be shown in the program, results etc. as the Competitor without being required to hold a Competitor licence. (d) An applicant for a Competitor licence must, where relevant, submit evidence of incorporation and provide an ACN or registration of business name at the time of application.

24. PRE-LICENCE LECTURE - CIRCUIT RACING, SUPERKART, OFF ROAD AND RALLY (a) Following assessment of the Medical Examination or Medical Statement, each applicant must undertake an online lecture on the requirements of the CAMS Manual and the procedures involved in their motor sport competition. (b) To register for an online lecture, contact CAMS Member Services. (c) The satisfactory completion of the online lecture shall be recorded by CAMS. (d) The Observed Licence Test (if required) must be completed within a year of completing the Driver lecture.

25. OBSERVED LICENCE TESTING - CIRCUIT RACING, SUPERKART, OFF ROAD AND RALLY (a) Prior to licence issue, each applicant for a Circuit Racing, Superkart, Off Road and/or Rally licence must have their driving ability assessed by a CAMS-appointed OLT Provider, unless they meet alternate pre-licence conditions outlined in Appendix A. (b) Observed Licence Test procedures shall be advised to each applicant by CAMS Member Services or as detailed on the Pre-Licence Authority. (c) On satisfactory completion of the Observed Licence Test, each applicant’s Pre-Licence Authority must be signed by the CAMS-appointed OLT Provider.

26. ADDITION OF CATEGORIES TO LICENCE

26.1 Circuit Racing and Superkarting (a) A PSK or NSK Superkart licence holder may only transfer to or add a PCC/PC Circuit Racing licence to their licence by undertaking the following: (i) meet the pre-licence condition outlined in Appendix A; or (ii) be observed by the Clerk of the Course at official practice at a CAMS Circuit Race event of less than National Championship status; and (iii) have CAMS Passbook signed by the Clerk of the Course, and (iv) return CAMS Passbook to CAMS Member Services along with the Upgrade Application form for licence re-issue; and (v) meet each other condition relating to the issue of a PCC/PC circuit racing licence (e.g. age limit). (b) A CC/NC Circuit Racing licence holder may add an NSK Superkart licence to their licence by the completion of an Upgrade Application form which must be sent to CAMS Member Services for licence re-issue. (c) A PCC/PC Circuit Racing licence holder may transfer to or add a PSK Superkart licence to their licence by undertaking the following: (i) be observed by the Clerk of the Course at official practice at a CAMS Superkart event of less than National Championship status; and (ii) have CAMS Passbook signed by the Clerk of the Course, and (iii) return CAMS Passbook to CAMS Member Services along with the Upgrade Application form for licence re-issue; and (iv) meet each other condition relating to the issue of a PSK licence (e.g. age limit).

26.2 National Off Road (a) A National Off Road licence holder may transfer to or add a National Rally licence to their licence by: (i) successfully completing the CAMS Rally licence lecture; and

(ii) forwarding documentary evidence of competition in at least two CAMS Off Road events in the previous two years. This evidence can be in the form of results, signed passbook or a statutory declaration from the event’s Clerk of the Course or Stewards stating the title and date of the event.

26.3 National Rally (a) A National Rally licence holder may transfer to or add a National Off Road licence to their licence by: (i) successfully completing the CAMS Off Road licence lecture; and (ii) forwarding documentary evidence of competition in at least two CAMS Rally events in the previous two years. This evidence can be in the form of results, signed passbook or a statutory declaration from the event’s Clerk of the Course or Stewards stating the title and date of the event.

27. P- PLATE USE (a) Upon first issue, each PCC/PC Circuit Racing and PSK Superkart licence shall be provisional and each Driver shall be required to display a P-plate as outlined in Schedule K – Markings on Automobiles (refer to “General Requirements for Cars and Drivers” of the CAMS Manual), until such time as an upgrade to CC/NC or NSK has been achieved. Refer to Appendix A of these regulations for details of upgrade procedure. (b) Off Road Drivers participating in each of their first two club or multi-club events and also in their first National Championship event shall be required to display a P-plate as described in Schedule K (refer to “General Requirements for Cars and Drivers”) on the rear of their vehicle. Refer to Appendix A of these regulations for details of upgrade procedure.

28. UPGRADE PROCEDURES For upgrade conditions refer to Appendix A of these regulations.

29. INTERNATIONAL LICENCES (a) For information on International Licence requirements refer to Appendix A of these regulations and the FIA ISC Appendix L and/or contact CAMS Member Services as required. (b) Regardless of the grade of licence held, each Australian national participating in a national competition outside of Australia and its territories must also hold a CAMS-issued visa which authorises them to participate in the competition noted on the visa. Visa Application form must be sent to Member Services prior to the competition.

30. FOREIGN PARTICIPATION IN A CAMS NATIONAL COMPETITION (a) A Driver or Competitor holding a licence issued by an ASN other than CAMS who wishes to compete in a National competition must: (i) Hold a competition licence and valid Tasman Visa for the competition; or (ii) Hold the minimum of the highest grade National licence issued by a foreign ASN required for that competition and obtain approval to compete from the ASN that issued their licence. Each such Driver and Competitor: (A) shall be ineligible to score points in any Championship/Cup/Series/Trophy/etc. connected with the event; and (B) shall be required to receive an authorisation to compete from CAMS prior to the event.

31. 5TH CATEGORY HISTORIC HIGH PERFORMANCE LICENCE (HPL) ENDORSEMENT (a) A Driver must hold a minimum of a National Circuit (NC) licence with a HPL Endorsement to be able to compete in the following 5th Category vehicles: (i) FIA Formula 1 vehicle in Group O, P, Q, R; (ii) IndyCar vehicle in Group O, P, Q, R; and

(iii) Group F5000. NOTE: A Driver holding an International licence must also have a HPL Endorsement to compete in any of the above vehicles in a CAMS circuit race competition up to National Championship. (b) The following criteria must be met to be granted a HPL Endorsement: (i) Hold a minimum of a current National Circuit (NC) Licence. (ii) Successfully complete an Observed Licence Test (OLT) to confirm the necessary skills by either: (A) OLT prior to an event: Undertake an OLT in the relevant vehicle, under observation by a CAMS AHMSC approved assessor. The cost of any OLT shall be borne by the applicant. (B) OLT at an Event: Observation during practice at an event by a CAMS AHMSC approved assessor, which may be a Steward or Clerk of the Course at the event, to grant approval to compete at that event. Continued observation during the event shall determine the final recommendation for a HPL Endorsement. NOTE: During an event assessment the assessor has the right to stop further participation of a driver, should that driver who is under observation not continue to demonstrate the necessary skills to be provided with the HPL Endorsement. (iii) Final approval by the CAMS HPL Endorsement Evaluation Panel. NOTE: (a) A driver holding a CAMS Superlicence is exempt from the OLT requirements. (b) The Stewards may suspend a HPL Endorsement at an event, should it be identified that a driver is not demonstrating the necessary skills to maintain the HPL Endorsement.
