To ensure the sustainability of the outcome, an associated technical assistance is proposed to assist the government in updating its master plan for roads and improving its planning capacity. Project Rationale and Bangladesh reached lower middle-income status in July 2015. With its young and rapidly growing Linkage to Country/Regional population, Bangladesh has the potential to become a major exporter of labor-intensive products. Its Strategy location between South and Southeast Asia provides the country good prospects of becoming a regional trading hub. But the country's transport infrastructure is inadequate, which raises costs, reduces competitiveness, and impedes intra-regional trade.

In the environmental assessment, Roads and Highways Department (RHD) as the project proponent will consider all potential impacts and risks of the road development works on physical, biological, socioeconomic (occupational health and safety, community health and safety, vulnerable groups and gender issues, and impacts on livelihoods and physical cultural resources) in an integrated way. This TOR is prepared to carryout detailed EIA study for the ‘Subregional Transport Project Preparatory Facility’ in accordance with the relevant laws and regulations in Bangladesh and the Asian Development Bank’s Safeguard Policy Statement, 2009.

The Brahmaputra-Jamuna receded further significantly at all points and is flowing 25 cm above danger level at Aricha. The Meghna at Bhairab Bazar continued falling. All five small rivers surrounding Dhaka and Narayanganj observed fall. Flood situation around Dhaka city especially in the eastern part of Dhaka is likely to improve further. FLOOD, RAINFALL AND RIVER SITUATION SUMMARY (as on AUGUST 11, 2007) FLOOD OUTLOOK • The Brahmaputra-Jamuna receded further significantly at all points and is flowing 25 cm above danger level at Aricha. The Jamuna at Aricha is likely to flow below dangle by next 48 hrs. The gradual recession of flood water from the settlement area is subjected to lagging one or two days.
