2016 Club Annual General Meeting

Sailing Director Report 26 October 2016

This was my third year as Sailing Director and it was a great year despite numerous issues. Thanks to all sailing members as well as all volunteers and members of the Board of Directors that make ONEC a great place to be.

Membership Unfortunately, this year the sailing program had a difficult time with a drop in membership. While there is a general trend in sailing club, I am at a lost to explain any specifics reason as to why we suffered such a drop. We lost both adults and youth members.

The membership is broken as follows: • Adult:37 (lost of 30% from 2015) • Youth:5 (lost of 60% from 2015) • Family: 25 (increase of 13% from 2015) • Social: 8 (increase of 60% from 2015)

The only good news is that we had 9 new members from the 2015 that return this year. This is twice the expected retention rate.

Retention of members from current membership Members who came over with SailRA (2008): 20% Members who have been with ONEC for 3 years or more: 15% Members who have joined ONEC in 2014: 8% Members who have joined ONEC in 2015: 24% Members who have joined ONEC in 2016: 33%

Communications The sailing program communicated on a weekly basis with all sailing members as well as social members interested in the sailing program through email. There has been no issue regarding the communication protocol and sailing members appreciate being informed on sailing events and issues.

Training This year crop of new members was not a numerous as per previous years but a greater percentage achieve either Sailing Skipper or Laser Skipper certifications.

Volunteers have donated a lot of their time to train new members all season (4 days / week in May and June, 2 days /week in July and Aug, and 1 day / week in Sept). The Day Camp Head Instructors also provided some help on training sessions in May and June.

To supplement the official training program and help new members gain experience in a safe environment, a new activity called “Supervised sailing” has been organised. Run by the Day Camp Head Instructor in May/June and volunteers in July/Aug, this activity was well attended by new members. 2016 Ottawa New Edinburgh Club Annual General Meeting

Sailing Director Report 26 October 2016

Private lessons While our day camp instructors provided some private lessons to non-members we did not have much participants this year. This may due to the fact that we increase the prices to be in line with the current market. It could have been a mistake.

Sailing equipment

Status of CL-16s Keeping CL-16s in good working order this season has been a challenge since at least 5 boats needs to have major repair done to keep them serviceable. The CLs have started to show there age as major structural failure happened. Stop gap repairs have been done but it is not miracle work… new boats must be purchased.

Status of Feva, Vibe, Laser 2 and Pico Our fleet of boats use for the day camp also has some challenges. Our main boats (Pico) are no longer being manufactured and finding spare parts is complicated. Soon, we will need to have a plan for the procurement of a new fleet of boats for day camp.

Major boat parts to be replaced This season has been hard on the boats: • Numerous sails were damaged. However, we had a member who has volunteered her time and industrial sewing machine in repairing all the sails. This will enable us to save some money and invest it in another important repairs. This much repairs are due to sails “fatigue” ant not any incident. • One CL-16 centerboard was broken. • One CL-16 Mast broke during day camp. • Feva parts (sails, mast and other minor parts) • Whistles on PDF (Fox 40). • One Laser mast broke early in the season. • Multiples Pico rudders.

Boat Storage Due to a requirement from the NCC, it is not possible to have wooden racks built underneath the second egress. As such, we had no choice but to move all the boats inside the Boathouse or on the 1st level balcony for off-season storage. This means a much crowded floor from October to April.

Harbour equipment We still have some issues regarding our moorings for private boats and have yet to come up with an acceptable solution. The reduction of keelboats moored at the club this season has been a blessing. 2016 Ottawa New Edinburgh Club Annual General Meeting

Sailing Director Report 26 October 2016

The blocks for new moorings weight 700-1000 pounds and there is no way we can safelt habndle them using ONEC resources. We need to lift and look at all the moorings. We will need to either repair or replace them (new chain, new mooring ball, and shackles – New block as required).Approximatively it could cost as much as $7,000... but we need to either do something or get out of the business.

Docks We built a new Laser docks (16 ft x 16 ft). With the return of the docks (currently used by floating egress), we should be in a good position next season.

Boathouse (Shared) equipment Late last nights, we lost a navigation light for a No-Wake buoy. We have then replaced her. While we have two working buoys, much boaters does not seems to care too much and does not reduce there speed.

Day Camp equipment After review of the the 2014 Standard for Recreational Boating Schools TP15136, we have determined that flares are no longer required on rescue boats for day camps. These flares will be disposed of by the Boathouse Director.

Replacement of equipment Based on my calculation, to replace the engines, CL-16, Laser and Pico would cost approx. $250,000. This amount of funding is not available through ONEC finances. Fundraising through private donation or government grant is required.

Racing Again we have suffered a most difficult racing season due to lack of wind and participation. Better efforts have to be made to bring new members to participate in racing events.

Members participation in Outside Regattas • One member acted as Chief Judge at the Ottawa Skiff and Cat Grand Prix June 4-5, 2016 at Nepean Sailing Club. • One member acted as Judge at the Sail Canada Youth International Championship, Aug 13-16 in Kingston. • One member acted as Safety Officer CORK Olympic Class Regatta, Aug 18-22 in Kingston. • One member sailed in the Canadian Laser Master's Championships June 17-19 at Beaconsfield Yacht Club. She placed 31 out of 43 boats. • One member sailed in the Ottawa Valley Laser Masters Regatta in August at Lac Deschenes Sailing Club. She placed 3rd place in the 'Masters' (age 45-54) category. • One member acted as Chief Judge at FANFARE, September 9-11 at Nepean Sailing Club. 2016 Ottawa New Edinburgh Club Annual General Meeting

Sailing Director Report 26 October 2016

Day Camp The sailing day camp had 502 open spots: • Camp spots were filled to 80%. • Vacancies are mostly in the morning or in weeks with statutory holidays (Canada Day and Civic Holiday) as well as the last three weeks of Aug. • Most of the participants live within 3km of the club. o 175 places within 3.793 KM o 50 places within 7.586 KM o 40 places within 11.379 KM

Customers Locations The map of participants (above) does indicate area where we could concentrate our effort to obtain additional participants in the day camp.

I would recommend that we try to have more publicity : • East of the club – As a travel road between the suberb and downtown, ONEC is a convenient location for parents to drop their children for the day. • Gatineau – As the only sailing school in Gatineau location at Aylmer Marina (at least 15 km from downtown Hull). ONEC could be a convenient location for families living in eastern portion of Gatineau.

Safety issues No accidents were reported between boats this season. 2016 Ottawa New Edinburgh Club Annual General Meeting

Sailing Director Report 26 October 2016

Three concussions were reported by day camp participants this season. A few other minor injuries required first aid treatment.

Challenges Here are the challenges that we went through this season: • Sailing Head Instructors spent numerous hours in the tennis pavilion working on administrative tasks for both the sailing program and the common ONEC day camp. This created issues due to less participation on the water. • Differences in procedures between the three sports. • .Continue with a proper Counselor in Training program to develop potential instructors for future years. • Continue with one position reserve for a brand new instructors. Over time it will create a spread in the age of the instructors and it would ensure that minimal turn over in any given year.

Recommendations for Day Camp (Sailing):

• Separate the CANSail 1 and 2 levels in registration so that a more accurate representation of campers to instructor can be made. o We had a few scenarios this summer where people wanted to sign up for CANSail 2 and there was technically space in the level we had to find other accommodations because we already had 24 in the CANSail ½ level. o If there are registrations trying to get in a full level this way then we can look at putting them in the other level (ie. a CANSail 2 goes into CANSail 1) but sits in on the land lessons of their proper level and be coached the level appropriate skills when on water • Pico Rudders o We’ve already discussed this • Laser Radial Sails and Bottom Sections o It would be a good idea for campers in CANSail 3/4 who are still fairly small • Projector o This was an idea that the instructors thought of, it would be a good tool to show campers sailing videos or other teaching resources o It could also be a good resource for members who may want to use it for movie nights or other resources

Recommendations for Day Camp (General Camp):

• Better regulation for registration o Have more definitive maximum numbers for tennis and rowing o Have caps that automatically close registration when a session is full for a week in a certain sport • ONEC Camp Facebook page o It would be a good place to post photos and make announcements to the campers and their parents 2016 Ottawa New Edinburgh Club Annual General Meeting

Sailing Director Report 26 October 2016

• Meet the Instructor/Camp Information Night o This was an idea brought to me by a couple of parents o Do it the work week before camps o Instructors come for an evening and answer questions that the parents might have about the camp

Social Both Tuesday and Thursday pub nights have been greatly appreciated especially as members can enjoy the Boathouse.

Beside ONEC led activities, sailing members were able to socialise in the following events: • Opening Season Dinner • Summer Kick-Off Dinner • Don Rantz Memorial Regatta Potluck • End of Season Dinner • Christmas lunch • Off Season pub nights

To allow all members to enjoy some of the events held at the Boathouse, ONEC staff were tasked with running the bar.

Boardgames nights at the Boathouse While this event was for the whole of ONEC, no members show up on the June event. Due to the lack of participation, the second night schedule for end of July was cancelled.

Publicity, marketing & networking While the main publicity for sailing membership and day camp is through the ONEC Communication Director, additional steps were taken to raise ONEC’s profile through the community.

Sailing has been quite active on Facebook, posting pictures of members in action on various pages: • Sail ONEC (closed group for club members only) • Ottawa New Edinburgh Club (open to the public) • Ottawa Sailing Community (open to the public)

Health & Safety 2016 Ottawa New Edinburgh Club Annual General Meeting

Sailing Director Report 26 October 2016

In the world of sailing, concussion prevention is a hot topic… as well as in Ontario. In June 2016, the Ontario legislature passed Rowan’s Law, the first in Canada aimed at not only preventing and diagnosing head injuries in youth sport, but managing return to play.

At this time, it is unknown how this law will impact the sailing program but. However, by following current Ontario Sailing policy we are in a good position.

Regroupement des partenaires riverains Gatineau-Ottawa Continue to work to have an official NO-Wake Zone that could be enforced by local law enforcement organisations. NCC has been briefed and does support the plan.

Community outreach program

Get on the Water We held our on Get on the Water event on June 4. While it was a great event, none of the day participants became members.

Ottawa Rowing Club – Canada Day celebrations The sailing program had been invited by ORC. Event went well with over 30 participants from 1000 to late afternoon. Three sailing instructors participated in the event. In their opinions, it was well organized and they were well taken care of. The only concerns had to do with the weather. Mid way between ORC and ONEC, they were on the water and saw a few lightning strikes. They decided to continue going back to ONEC. While we did not had any direct new members as following the event, If we are invited, I believe it is worth doing again next year.

Soldier On While we had submitted a proposal for this year, the CAF has decided not to pursue the proposal at this time.

Rideau Canal Documentary It was aired ton April 2016 on J'habite ici - Unis TV

Recommendations for next season: As it will be my 4th and last year as Sailing Director, my priority will be to finalise my Sailing Director Manual so that my successor will have a good understanding of the work associate with the position.

For the Sailing program: 2016 Ottawa New Edinburgh Club Annual General Meeting

Sailing Director Report 26 October 2016

• Capital replacement plan needs to be formalized to ensure an adequate sailing boats, sails and docks in the future. Based on an estimate, the full replacement would cost $235K making it very important to obtain outside financing. • Inspect all moorings and replaced as required. • Docks: o Small dock for keelboat dinghies o Bring back into the sailing program, the floating egress that had been used to keep the Boathouse open for the past few years. • Encourage Sailing members to participate in outside Regattas using the new Lasers as well as participating in race management. • Replacement for keelboat dinghies dock.

For ONEC: • Increase fundraising effort to obtain private donations or government grants. • Increase and better target publicity efforts to attract the right members, such as participation in Meet’s up and social medias
