Our vision is: Working together for the best quality of life for everyone in Aberdeenshire. Our Principles

The partnership has developed six guiding principles, which we will use to test everything that we do. If something that we are planning as a partnership does not fit with these principles then we should not be doing it.

The principles are:

Inclusion We will ensure that our actions improve all Aberdeenshire citizens’ ability to access our services and will take account of all factors that create a barrier to this. We will do all that we can to ensure equal opportunities and will meet all national requirements on these.

Accountability We will make ourselves answerable to the communities and people of Aberdeenshire and keep them informed of, and seek their views on, what we are doing.

Partnership We will work together with our partners and the people of Aberdeenshire to achieve our vision and will encourage communities to recognise their important role in sharing in community planning work.

Evidence-based We will ensure that our actions are based on clear evidence and information and are derived from what the community wants.

Sustainability We will work to ensure that our actions meet the needs of the current generation without compromising the ability of future GARIOCH generations to meet their own needs.

We will strive to improve the quality of life for all people of Aberdeenshire and will do all that we can to ensure equal opportunities.

Welcome to our latest Community Plan for the Garioch Area. This brings together the key actions and projects of a number of partner agencies for the next four years. The Partners include local public and voluntary organisations and representatives from the community. We hope that you will find the Plan interesting and easy to read, and that it informs you of what we are doing to improve local services in Garioch. We also hope that having read the Plan you will let us have your ideas on needs within your community, and new priorities that should be considered for the future.

Actions and priorities within the Plan have been drawn and developed from recent community engagements and by working, in conjunction with local communities, with the area’s Community Councils, Council for Voluntary Services Aberdeenshire (Central & South) and the local statutory agencies of Police, Fire and Rescue, Health Service and Aberdeenshire Council. If you wish to discuss any of the items please do get in touch by phone, e-mail or in writing to the address at the back of the Plan. We will be using this Plan to help us decide on future funding priorities and we do very much welcome your views.

In Garioch, we are fortunate to enjoy not only a substantial commitment from front-line staff and management in the Community Planning partner agencies, but also a tremendous contribution from communities and community organisations. 1.1 This Plan for the Garioch Area shows the intentions for developments and projects within the Area for the next four years, with particular emphasis on 2010/11 and 2011/12. Although it looks ahead for four years, it will be reviewed every two years to keep it up-to-date.

1.2 It is drawn up by the Garioch Community Planning Group which is made up of community planning partners who are: • Aberdeenshire Council • Council for Voluntary Services Aberdeenshire (Central & South) • Garioch Forum of Community Councils • Grampian Fire & Rescue Service • Grampian Police • NHS Grampian. 1.3 In 2008 the Scottish Government introduced a Single Outcome Agreement which set out the aspirations to focus Government and Public Services on creating a more successful country, with opportunities for all of Scotland to flourish, through increasing sustainable economic growth. The strategic objectives were: • wealthier and fairer • healthier • safer and stronger • smarter • greener.

2010 – 2014 monument Westhill in winter 6 1.4 In 2009 the Community Planning Partnership signed the Single Outcome Agreement (SOA) with the Scottish Government. The SOA sets out the Local Outcomes for Aberdeenshire. The Garioch Community Plan actions set out what we are doing to contribute to achieving the SOA Local Outcomes and each action has a reference to the Local Outcome it links to. Information relating to this can be found on the Aberdeenshire Community Planning website at www.ouraberdeenshire.org.uk.

1.5 The actions identified in the Plan reflect ongoing contact and dialogue with local communities, community groups, organisations and individuals. The Plan is commented on by Aberdeenshire Council’s Garioch and is submitted, together with the Community Plans for the other five areas of Aberdeenshire, to the Aberdeenshire Community Planning Board.

1.6 We have tried to include actions in the Plan which are achievable. We have identified “lead” and “other” partners for each action so that you can know who has overall responsibility to take that item forward and who else is involved. Some actions are being prepared by the Garioch Community Planning Group itself and others by the lead partner. Some of the actions in the Plan are aspirational, and reflect community, Area Committee, or partner desires for which resources might not yet have been identified to carry them out. If they cannot be resourced over a period of time they may require to be reviewed in future Community Plans.

2.1 Based on the ancient Earldom of the Garioch, the Garioch Area includes the ancient Royal Burghs of and Kintore, the historic Burgh of Barony of and the settlements of Blackburn, , and . It also includes the community of Westhill, which began to develop as a new town some 30 years ago.

2.2 Garioch has a land area of 583 sq km (225 sq miles) and comprises 9% of the total area covered by Aberdeenshire Council. It is located at the very heart of Aberdeenshire, west of , primarily along the A96 corridor.

2.3 The Garioch Area has a population of 46,254 people (2006) with a population density of 79 persons per square km (Aberdeenshire 36 per sq km). Many of our communities have experienced rapid population growth in recent years and the population is expected to grow further by nearly 12% over the next decade – by far the fastest projected growth rate in Aberdeenshire.

2.4 The major towns in the Area are Inverurie (11,062), Westhill (10,392), Kintore (3,659), Kemnay (3,629), Newmachar (2,347) and Blackburn (2,262) (all 2006).

2.5 Some 2,647 houses were built in Garioch in the 5 years to 2008, with an estimated further 1,903 houses being built in the period to 2014. This is higher than any of the other Areas of Aberdeenshire, which indicates the pressure of development on communities throughout the Area.

2010 – 2014 Misty morning in Garioch Spring flowers 8 2.6 The Area’s age profile has a higher representation of younger age groups than Aberdeenshire or Scotland, reflecting recent migration into the area because of employment opportunities in the North East.

2.7 The economy of the Area is closely integrated with the Aberdeen economy, with 2/3 of the working population of Westhill, Blackburn and Newmachar and 1/3 of the working population of Inverurie commuting to Aberdeen. However, Inverurie and Westhill are important work destinations in their own right (46% and 26% of working age residents respectively), which indicates their significance in the local economy.

2.8 The traditional industries of agriculture, livestock auctions, tourism, and service industries have been supplemented by construction, oil-related services, electrical and electronic industries and other light industry. With the towns and villages surrounded by fertile agricultural land and with its landscape dominated by the familiar peaks of , the Garioch is the thriving Heartland of Aberdeenshire whose prosperity and growth must be maintained.

Chapel of Garioch Inverurie Town hall 2010 – 2014 9 2.10 Future issues to be addressed by the Council and its partners include: • Continued significant growth in housing • Need for equivalent community infrastructure • Need to promote and strengthen community involvement and integration • Full range of housing, including affordable housing • Diverse and sustainable local economy • Continuing supply of employment land • Impact of Aberdeen Western Peripheral Route • Continuing/improved community identity and engagement • Demographic changes, in particular, growth of the elderly population. 2.11 The Community Planning Partners have a presence throughout the Area. The main public Council office base is in Inverurie but there are Social Work staff bases in Westhill, Kintore and Kemnay. There are Academies in Inverurie, Westhill and Kemnay and Primary Schools in virtually all communities. Community Learning and Development staff are based in or near the Academies. There are G.P. surgeries and clinics in Inverurie/Kintore, Westhill, Kemnay and Insch, and community hospitals in Inverurie and Insch. The main Police Station is in Inverurie and there are also stations in Westhill and Kemnay. There are Fire stations in Inverurie, Kintore and Insch, all of which operate a ‘retained’ service. At the edges of the Area, some services are received from outwith the Garioch Area e.g. Newmachar is served by the medical practice in . A full range of hospital services is provided from Aberdeen. School catchments lead to some pupils in Garioch going to , , Alford or Dyce for their secondary education.

There are ten Community Councils which, together, cover all parts of the Garioch Area. In addition, there is a wide range of Community and Village Associations. Inverurie has an active Business Association. Community and Voluntary Groups are supported by the Council of Voluntary Services Aberdeenshire (Central & South).

3.1 The vision of the Community Planning Partnership is to work together for the best quality of life for everyone in Aberdeenshire. The Garioch Community Plan aims to develop this at a local level by providing an environment in which the various communities in Garioch can flourish and be healthy and sustainable in terms of economy, environment and community wellbeing. Our aims are to deliver services which best meet local needs.

3.2 The objectives in the Garioch Community Plan reflect the five themes identified in the Community Plan for Aberdeenshire. These are Community Wellbeing, Jobs and the Economy, Lifelong Learning, Sustainable Environment and Developing our Partnership. It is important that there is equality of opportunity for all residents in Garioch.

3.3 Actions are described under the five theme objectives. These reflect not only issues identified in discussion with local communities, but local actions to implement national and Aberdeenshire/Grampian-wide initiatives.

3.4 In order to achieve the theme objectives and to ensure outcomes to improve the quality of life for people in Garioch, it is essential that the culture of cross service and partnership working is strengthened and extended. There is a good history of such working in Garioch and a great deal of enthusiasm to work together.

Inverurie Town Centre Swimming pool, Westhill 2010 – 2014 11 3.5 The Community Planning structure has been in place at an Aberdeenshire level for several years, but in 2006 it was extended to create local community planning groups. In Garioch the local Community Planning Group has been set up with partner representation from: • Aberdeenshire Council, both at elected Member and Officer level • Garioch Forum of Community Councils • Council for Voluntary Services Aberdeenshire (Central & South) • Grampian Fire and Rescue Service • Grampian Police • NHS Grampian. The Community Planning Group meets every six weeks to consider feedback from community engagement, review progress of this Community Plan and to develop and promote initiatives to tackle issues, improve services and improve the quality of life for everyone in the Area.

Listed below are some of the recent community, agency and partnership achievements which deliver the actions and priorities identified in the previous version of this Plan.

A Community Wellbeing • The Local Hub – The Kintore Hub and Community Café, a community interest initiative which opened in June 2009 with profits going into local community projects • Facilitated a successful “With Inclusion in Mind” workshop which looked at services’ response to those with mental health and learning disability issues • Supported the development of the Inverurie Health Improvement Group, set up to consider the health The Local Hub, Kintore priorities of the area, concentrating on healthy living and social inclusion • Worked towards the development of the Westhill Wellbeing Forum to further the work of the Westhill Project (mental health support project) • Successful completion of Phase 1 of the “Mindspace” project using visual arts to enhance wellbeing • Funding towards a feasibility study by the Making-it-Real Group for a community café in Westhill • Held advice evenings for migrant workers and their families • Held a successful Retirement Fair at Westhill which promoted an active, healthy retirement • Funded additional community policing activity in the Garioch Area to combat anti-social behaviour • Purchased two special mountain bikes for Grampian Police for use in GARIOCH Westhill and Inverurie in response COMMUNITY to community requests PLAN 2010 – 2014 13 • Appointed a Police Officer with a remit of working with retail, business and schools in Inverurie Town Centre • Provision of affordable housing in Blackburn, Inverurie, Kintore, Kemnay, Meikle Wartle, Newmachar, and Westhill • Installing traffic calming measures in Inverurie, with interactive speed signage introduced at various locations throughout Garioch • Introducing speed limits and extensions of speed limits throughout Garioch

B Jobs And The Economy • Supported Inverurie to achieve Fairtrade Town status in 2009 • Funding towards the project costs for the redevelopment of the Garioch Indoor Bowls Centre to form a ten-pin bowling alley for all the community to use • Assisting with the relocation costs of the Westhill & District Citizens Advice Bureau

C Lifelong Learning • Supported the development of Kintore Youth Café – Action Kintore received the necessary planning permission and are progressing proposals • Progressed the development of Inverurie Youth Café – Plans have been drawn up by a local architect and the Inverurie Youth Forum • Funded the development of plans for Westhill Youth Café – Plans and costings drawn up for the necessary alterations at the Old School House, Westhill to form a Youth Café • Supported the extension to Kemnay Youth Café to provide additional recreation and working space – Plans and planning consent received • Funded a pilot Housebound Book Delivery Scheme – a scheme to deliver Library Services to those who are permanently or temporarily housebound • Celebrating the awarding of an “excellent” following an HMIe inspection of the learning GARIOCH community at Kemnay, for the work of Community Learning and Development with young people COMMUNITY • Set up GANE (Growing Audiences in the North East) in partnership with Aberdeen City PLAN Council and Hi-arts Arts Development Agency 2010 – 2014 14 D Sustainable Environment • Enabled improvements to Halls at Kinellar and Kemnay • Development of objectives relating to community facilities, traffic management, open space, and bus services by Westhill and District Making-it- Real Group • Constructed new cycleway linking Newmachar to the & Way • Emergency inspection of all bridges in Garioch affecting by flooding

E Developing our Partnership • Promoted and funded mini-grills, organised by Garioch Area Partnership, which allowed primary school children to engage with Aberdeenshire Councillors, Community representatives and partners • Supported the setting up of an Aberdeenshire Community Council Communication Forum to enable Community Councils to share best practice with each other and raise issues with their representatives on the Community Planning Board and Executive • Appointment of a Community Focus Development Officer in Inverurie by Grampian Police • Merging of Rural Action (CVS) and K&D Voice to form Council for Voluntary Services Aberdeenshire (Central & South) • Developing the ‘Inverurie Partnership’, formed to support close working relationships between the Council, Inverurie Community Council, Inverurie Business Association, Council for Voluntary Services Aberdeenshire (Central & South), Grampian Police and Garioch Sports Trust. • Completed Community profiles for Kintore and Inverurie & Port Elphinstone

7.1 For the Plan to be effective, it is important that it is monitored and kept under review. The prime responsibility for monitoring the Plan lies with the Garioch Community Planning Group, which will continue to monitor the action plan every six months. The monitoring tables will be available to view on www.ouraberdeenshire.org.uk.

7.2 In addition, progress on the action plan will be discussed with Councillors on the Garioch Area Committee, and each of the partner agencies will have a mechanism in place to monitor and progress their agency’s actions.
