South Aberdeenshire Local Development Strategy – Executive Summary South Aberdeenshire Local Development Strategy – Executive Summary The South Aberdeenshire Local Development Strategy (SALDS) sets out a vision for South Aberdeenshire from 2014 to 2020. This vision has been developed through extensive community and stakeholder engagement and analysis of other key strategies. Resources will be made available to deliver the SALDS, mainly from the European Union (European Agricultural Fund for Rural Development and European Maritime and Fisheries Fund) and the Scottish Government. These Community Led Local Development (CLLD) programmes will replace and build upon the previous Rural LEADER and Aberdeenshire European Fisheries Fund programmes. The South Aberdeenshire Local Action Group (SALAG) has been established to manage and animate the rural development elements of the strategy and its funds, with fisheries elements being managed and animated by the North East Scotland Fisheries Local Action Group (NESFLAG). Both partnerships bring together a range of community, private and public-sector organisations. All communities within the SALDS area will be eligible for support from rural development funding, with fisheries funding targeted on Gourdon, Inverbervie, Johnshaven, St. Cyrus and Stonehaven. Initiatives under this theme would need to demonstrate how they contribute to the following priorities: Priority 1.1: Sustainable & active travel to connect rural communities (£50,000) Projects and initiatives which contribute to community transport initiatives, low carbon travel solutions and promote active travel such as walking and cycling will be supported. Priority 1.2: Community facilities for the modern age (£720,883.34) Multi-purpose and sustainable community hubs (e.g. for service provision, leisure and business) which have realistic business plans will be supported, particularly those which incorporate broadband and/or ICT provision. Theme 2: Developing key economic sectors Objective: By 2020, South Aberdeenshire realises its full economic potential with more and better employment opportunities for its people provided through creating or enhancing micro and small and medium-sized rural and fisheries enterprises (including Social Enterprises), increasing the skills base and creating new jobs. 6 Initiatives under this theme would need to demonstrate how they contribute to enhancing and growing businesses in the priority sectors of Tourism, Food & Drink, Fisheries, Land-based, Retail and Creative Sectors. Initiatives under this theme would need to demonstrate how they contribute to the following priorities: Priority 2.1: Improving priority sector competitiveness and co-operation (£443,809.95) Projects/initiatives which build business capacity and skills; identify and develop new markets for products and services; and/or support new bespoke training initiatives to encourage business development in the priority sectors of tourism, food and drink, fisheries, land-based, retail and creative sectors will be supported. Priority 2.2: Supporting diversification inside or outside commercial fisheries (£153,259) Projects/initiatives which build business capacity and skills; identify and develop new markets for products and services; and/or support new bespoke training initiatives to encourage business development will be supported. Priority 2.3: Facilitating diversification within and outside of the fisheries sector (£76,017.30) Projects/initiatives which identify and develop new markets, infrastructure, products and services within or outside of the fisheries sector will be supported, as will projects which help small and declining fishing ports to maximise their marine potential through developing a diversified infrastructure. Priority 2.4: Creating jobs, attracting young people, encouraging lifelong learning and facilitating training in fisheries areas (£59,491.80) Projects/initiatives which create jobs, attract young people or provide training to enhance existing SMEs and assist in the start-up of new companies in fisheries areas will be supported. Priority 2.5: Adding value and promoting innovation at all stages of the fisheries seafood supply chain. (£59,491.80) Projects/initiatives which support measures to adapt to the landing obligation; new product and/or market development; the adoption or development of innovative processes and/or supply chain integration; and co-ordinate in a way which empowers local communities and makes the best use of their assets in fisheries areas will be supported. 7 8 Theme 3: Promoting and protecting the environment Objective: By 2020, South Aberdeenshire will be a lower carbon society that enjoys, conserves and makes the most of its natural environment and assets. Initiatives under this theme would need to demonstrate how they contribute to the following priorities: Priority 3.1: Promoting low carbon futures

On lead on public roads and near to any farm livestock. Refreshments: The Smuggler’s Cone cafe/ice cream vendor near the beach in Collieston. Closed during winter months. Open at weekends in summer months, every day during summer school holidays. Otherwise, Briggies (Newburgh Inn) in Newburgh, or The Barn cafe in Foveran. Description This is a pleasant and varied ramble in the Forvie National Nature Reserve, through the wild coastal heath-land of Forvie Moor, meeting impressive cliffs that lead to an isolated and pristine bay beneath Hackley Head.

Starting and finishing at Alford, an attractive Donside village situated in its own wide and fertile Howe (or Vale), the route passes though parkland, woodland, riverside and farming country, with extensive rural views. Duration: 2.5 hours Route Overview Duration: 2.5 hours. Transport/Parking: Frequent Stagecoach #248 service from Aberdeen. Check timetable. Parking spaces at start/end of walk outside Alford Valley Railway, or nearby. Length: 7.570 km / 4.73 mi Height Gain: 93 meter Height Loss: 93 meter Max Height: 186 meter Min Height: 131 meter Surface: Moderate. Mostly on good paths and paved surfaces. A fair amount of walking on pavements and quiet minor roads. Child Friendly: Yes, if children are used to walks of this distance. Difficulty: Easy. Dog Friendly: Yes, but keep dogs on lead near to livestock, and on public roads. Refreshments: Options in Alford. Description This is a gentle ramble around and about the attractive large village of Alford, taking in the pleasant environs of Haughton Country Park, a section along the banks of the River Don, and the Murray Park mixed woodland, before circling around to descend into the centre again from woodland above the Dry Ski Slope. Alford lies within the Vale of Alford, tracing the middle reaches of the River Don. In the summer season, the Alford Valley (Narrow-Gauge) Railway, Grampian Transport Museum, Alford Heritage Centre and Craigievar Castle are popular attractions to visit when in the area.

It is proposed that the primary Enhanced Provision Centre at Newtonhill will be relocated to Portlethen Primary School where the need is greatest. The only remaining cluster without primary Enhanced Provision is Stonehaven and the proposal is to develop a new primary Enhanced Provision Centre at Mill O’ Forest School, Stonehaven. The new Enhanced Provision model aims to increase capacity at a school and cluster level for all learners to ensure greater consistency of, and equity of access to, an improved quality of provision across the authority.

The review is based on house price data from Registers of Scotland for the period 2005 to 2015. HOUSE PRICES IN SCOTLAND’S SEASIDE TOWNS RISE BY £348 PER MONTH IN PAST DECADE The average house price in Scotland's seaside towns has grown by £348 per month since 2005, according to the latest Bank of Scotland Seaside Towns Review. Over the past decade, the average price has grown by 39%, from £108,449 to £150,210 – exceeding the 32% increase for all seaside towns in Britain. Seven of the top ten coastal towns with the biggest price increases are located in Aberdeenshire, which for much of the period has been well served by the growth in the oil and gas sector. Fraserburgh has seen the greatest level of house price growth with a rise of 139% from £63,540 in 2005 to £151,719 in 2015, equivalent to a monthly increase of £735. Macduff also recorded a doubling on average property values (102%) from £66,226 to £133,567, followed by Peterhead (95%), Cove Bay (94%) and Newtonhill (91%). (Table 1) Lerwick in the Shetlands saw the second biggest growth amongst Scottish seaside towns, rising by £81,812 to £159, 325 – an increase of 106%. Other towns outside Aberdeenshire with the largest price increases include Millport (84%) and Campbeltown (69%). A further 22 coastal towns – out of the 59 surveyed – have recorded price increases of at least 50% since 2005.
