SOMERSET COUNTY - 2021 Somerset County is at the hub of central New Jersey. Its 21 municipalities, which encompass 305 square miles, contain diverse landscapes, population and development that reflects the varied lifestyles of its estimated 328,934 residents. As one of America’s oldest , Somerset is steeped in colonial and Revolutionary War history. The county was established by charter on May 22, 1688, with land conveyances dating to 1651. Historic sites, monuments and buildings are found in virtually every town, preserved for future generations. Located in the heart of the nation’s largest metropolitan area, with convenient access to New York and , Somerset County contains a balance between urban and suburban neighborhoods and rural countrysides. Fine residential communities, beautiful parks, excellent shopping areas, extensive farmlands, numerous historic sites and outstanding business and industry all make Somerset County a desirable place to live, work and play. The county’s 14,801 acres of parkland include golf courses, picnic areas, hiking and bicycling trails, stables, a swimming pool, an Environmental Education Center and the County Fairgrounds, which each year hosts the Somerset County 4-H Fair. The county has preserved approximately 9,771 acres of farmland through its Agriculture Development Program, and another 3,253 acres of greenways through the County/Municipal Open Space Partnership Grant Program. Our educational facilities – Raritan Valley Community College and Somerset County Vocational & Technical Schools – are among the finest in the state. The college, a two-year school in Branchburg, includes a library/theater complex, a conference center, fitness center, student life center, science center and planetarium; it also has satellite campuses in Bridgewater and Franklin. Many boards, commissions and advisory groups help the County Commissioners determine priorities and procedures in areas ranging from farmland preservation to human services delivery. Members, who serve without compensation, perform a valuable service to their community. Environmental protection, conservation of resources, shared services and proper planning for future growth and development – all are major goals for county government. The Board of County Commissioners remains dedicated to serving the residents of Somerset County and to maintaining the county’s nationwide reputation for excellence. 2 THE ROLE OF COUNTY GOVERNMENT “What is a County Commissioner?”

As of January 2021, Somerset County is governed and managed by a Board of County Commissioners, formerly known as the Board of Chosen Freeholders. The board consists of five members with one or two elected each year from the County at large to serve three-year terms. County Commissioners elect from among themselves a Director who conducts their meetings. The other Somerset County Commissioners each chair a standing committee reflecting the structure of county government: Human Services; Finance and Administrative Services; Public Works; and Public Health & Safety. The Commissioner Director and County Administrator are ex-officio members of each committee. The position of County Commissioner is considered part-time, although due to the complexity of county government today an increasing amount of time is spent by these elected officials on County business. The County Commissioners employ a full-time County Administrator who manages the day-to-day operations of County government. The Clerk of the Board of County Commissioners oversees the work of their offices. Department heads are appointed in accordance with statute and by resolution of the board. Somerset County currently has 1,125 full-time employees and 145 part-time employees in 52 divisions. Among the many essential services provided by Somerset County government are higher education, road and bridge maintenance, curbside recycling, parks and recreation, employment training, social services, recording of deeds and wills, public health services, and much more. Prior to 2021, County Commissioners were known as “Freeholders,” a carryover from colonial days when only property owners - then known as freeholders - were entitled to vote and hold office. Because of concerns that the term reflected a time when only white men had a path to lead New Jersey’s county governments, the NJ state legislature passed legislation to change the political lexicon and Governor signed the law on August 21, 2020. 2021 Somerset County Board of County Commissioners Shanel Y. Colleen Mahr Appointed for a five-year term. Responsible for the day‑to‑day operation and supervision of County departments and projects. Also responsible for implementation of Board policies. Acts as the Commissioners’ representative in many internal and external matters.

Kelly Mager Responsible for coordinating and preparing items needed for County Commissioner meetings, including meeting scheduling, agendas and correspondence, attendance, recording votes and actions, processing of all resolutions and ordinances and forwarding to appropriate entities, and required legal advertising. Acts as the depository of vital County documents, including resolutions, ordinances, contracts, bonds, minutes of meetings and insurance policies; and as custodian of the official County seal and affixing it to appropriate documents. Serves as the designated Keeper of the Records as required by the Open Public Records Act (OPRA) and is responsible for handling all requests for official records of business of the County of Somerset that are releasable under the OPRA law.

Duties: Records land records and related legal documents that deal with land situated in Somerset County. Administers oath to notaries public, takes and processes passport applications, records trade/business name certificates, files military discharges, issues honorable discharge identification cards to veterans, issues Gold Star Parent identification cards, issues veterans’ peddlers licenses and files sub-division maps. Receives petitions and designs sample ballots, machine ballots and vote-by-mail ballots for elections. Issues vote-by-mail ballots, tabulates election returns and issues certificates of election. Officiates wedding ceremonies. Biography: Married, wife Elizabeth. Born in Quincy, Illinois. Resident of Somerville, NJ. Duties: Probates wills, qualifies executors, administrators, and trustees and issues necessary documents for administering estates. As custodian of the funds belonging to minors’ estates, oversees the minors’ assets and expenditures until the minor reaches majority. Processes mental incompetencies and conservatorships and handles all adoptions of minors and adults. Biography: Married, Chernor Abdulai Jalloh. Children: Mohamed Sellu Jalloh, Esq. Abubakar Jalloh R.M.C., Hawa Jalloh Bonds, P.M.P., and Hassatu Jalloh Bah and eleven grandchildren. Daughter of the Reverend Doctor Clarence Bauknight, Jr., and Bernice Griffen Bauknight. Public Service: Board of Directors of Egenof Early Childhood Learning Center and the Civic Knights; National Council of Negro Women, Member; Association of Black Woman Lawyers, Member; New Jersey Muslim Lawyers Association, Member; New Jersey Muslim Voters Project, Member; and served on the Somerset County Complete Count Committee. Professional: Admitted to the bar of the Supreme Court of New Jersey and the New Jersey Bar. Partner, Jalloh & Jalloh, LLC which provides legal services focused on non-profit representation, contract negotiations and review, general civil litigation, adoptions, estate planning, and more. She has also volunteered for Legal Services of New Jersey representing clients pro bono especially in Surrogate and Family Courts. Prior to her second career as an attorney, Mrs. Jalloh worked as the Administrative Director of Laboratories at the University of Medicine and Dentistry, University Hospital, and United Hospitals Medical Center. She also served as the Director of Training and Development at United Healthcare Systems, Inc. Duties: Responsibilities include maintaining a safe and secure environment at the Somerset County Courthouse, Somerset County Complex, the operation of the Somerset County Jail, the safe transportation of county prisoners and the care and custody of persons incarcerated and committed by the courts. The Sheriff’s Office is also responsible for the Sheriff’s Bureau of Criminal Identification, Sheriff’s Sales, Sheriff’s K-9 Unit, Sheriff’s Special Response Team, Gang & Terrorism Intelligence Unit, Hate Crimes Awareness and Prevention, Project Lifesaver, execution of civil and criminal court warrants and processing of civil documents, and providing a School Resource Officer for Somerset County Vocational & Technical Schools. In addition, assists municipal police departments, provides municipal court transports for inmates and conducts safety programs for schools and county residents. The Sheriff’s Office is an official year-round medicine drop-off location for unwanted, unused and expired medications. Additional programs provided by the Sheriff’s Office include Active Shooter Training, and unserviceable American Flag collection point, Boy Scout Police Explorer Post, Child Safety Seat installation, and other services. Biography: A Somerset County resident since 1989; resides in Franklin Township, married, five children. Retired Lieutenant from the Franklin Township Police Department; over 30 years of law enforcement experience; has worked with county, state and federal agencies on high-profile investigations. Organized some of the largest mobilization of officers in Somerset County to combat gang activity, violent crimes and robberies; managed a staff of 16 officers, four sergeants and multiple police units that served the citizens of Franklin Township. He has received numerous citations and is a two-time recipient of the Somerset County 200 Club Award.
