A note on the data used

1. As explained at paragraph 3.8 of the main assessment, the comparisons made in this exercise warrant cautious treatment.

2. This exercise uses Valuation Office Agency (VOA) data on LHA rates and PRS rents, the latter from the VOA’s Private Rental Market Statistics.

3. Rents for both studios and one-bedroom homes are compared to LHA rates for one- bedroom homes, since studios are counted as one-bedroom homes for the purposes of determining awards of Housing Benefit or the housing support element of Universal Credit.

4. Prior to 2011/12, LHA rates were revised monthly. For the purposes of this exercise, the LHA rate for March 2010 has been used for 2009/10 and the LHA rate for March 2011 for 2010/11.
