5 Recovery Update 5.1 Bay of Plenty Regional Council update - March 2019

1. Progress on Papa Taonga ‘green space’ on College Road

As reported to the Board’s February meeting, the recommendation on the future management of Papa Taonga will be made by Council’s property consultant, once the final landscape proposal is known.

Vicky Richards, Edgecumbe Community Plan Coordinator has advised that the Collective has met to discuss the draft design plan and has provided feedback to the landscape architect. The Collective has requested that the designer look at how the remaining section of flood wall could be incorporated into two seats.

Council has agreed to fund the additional design cost.

2. College Road-Rata Avenue Intersection

Works at the intersection of Rata Avenue and College Road have been completed, including the replacement footpath on Rata Avenue that adjoins Papa Taonga. The street numbers of the previous house-sites have been stamped into the cement, as they were on College Road.

3. Flood Repair Project

In response to Board Member Burke’s enquiry regarding the stopbank behind 55 College Road, our Engineering Team Leader advises that geotechnical investigation of the area identified a localised leak that will be remedied by topping with fill during the next construction season, in Spring 2019.

4. Other prioritised repairs:

Information was shared with the Board Chair regarding the commencement of rock stockpiling for armouring repair of the river edge behind Olive Grove.

Information about the truck movements and the work schedule was hand-delivered to businesses in the vicinity of the delivery route and to residents in Olive Grove. Material delivery was expected to take 3 – 4 weeks, with the rock placement work scheduled for completion by the end of April.

In other flood repair work, a contract is about to be awarded for a rock armouring repair of the river edge near Eastpak, opposite Olive Grove and at Golden Orchard. In coming weeks, rock repairs will recommence on a partially completed site on Eastbank Road, Thornton.

5. Rangitāiki Floodway Project

Local residents were directly informed of the start of work on Stage 5 of the Rangitāiki Floodway Project, which includes the channel bifurcation, bridge construction and upgrade of Thornton Hall Road. Media coverage followed the pre-work commencement karakia, which took place on 18 February.

The project team continues to work on planning and consultation for Stages 6 and 7, scheduled for construction in 2019/20 and 2020/21.

3.1. Neighbourhood Support

Local resident Ms Robertshaw advised she had started a Neighbourhood Support Group in Edgecumbe and that their goal was to have 80% coverage of the town. She believed many residents were not yet cognizant of the Neighbourhood Support model and she added that the group had started a database that could be a valuable tool for emergency services if required.

Ms Robertshaw reported the group currently had two co-ordinators, that there was still a large area to canvas and she encouraged Members to spread the word to help get local residents on board. She said the direct approach (door knocking) had been successful in one area however, responses were lacking from a leaflet drop. Once the group was initially established they would look to move out to other areas.

Members made a number of suggestions to Ms Robertshaw to help advertise the group.

Attendance: Ms Robershaw left the meeting, and T Chapman and D Andrews entered the meeting at 5:41 pm.

3.2. Awakaponga Public Hall Committee

Refer also to pages 5a-e of the table items.

Chairperson of the Awakaponga Public Hall Board, Ms Murphy, reported that work had started on the hall floor replacement. She reported that the Board had been successful receiving a grant from the Whakatāne District Mayoral Disaster Trust Fund this funding, along with the insurance claim, would enable the floor repairs to be completed.

Ms Murphy advised they were seeking a grant of $3,000 to pay for drainage pipes, polyurethane for the vapour barrier and for sand compacting. She noted that the community had acquired and organised transportation of the sand, and that the community would be assisting with the labour to place the sand.

In response to a query regarding the hall roofing Ms Murphy explained there were a number of aspects that required significant maintenance, including major problems with the hall roof, and that their Board would continue to fundraise for this maintenance. She added it was a great hall and its restoration would benefit the local community. It was noted that the hall was a strong asset for the Matatā community also.

Attendance: Ms Murphy and Ms Watson left the meeting at 5:51 pm.

3.3. Hospice Eastern Bay of Plenty

Sunshine and a Plate Event Co-ordinator, Ms Meredith, explained to members the role of Hospice, the extensive area covered and advised of the high operating costs. She said the festival commenced this week and that they hoped to raise $70,000.

Hospice wanted to include fundraising events that encompassed the wider regions of the Eastern Bay and Ms Meredith said that in so doing, it would enable the opportunity for locals to be involved. She added it would also show case the Eastern Bay area.

Ms Meredith reported Hospice wanted to engage with their supporters in an exciting way and that both the Black and White Ball and the Whisky and Craft Beer Night were being hosted in the Rangitāiki ward. She said that transportation had been organised to encourage attendance from residents from all regions.

In response to a query regarding the current sales for the ball, Ms Meredith said they were not yet at 50% however, it was usual for sales to increase closer to the event. She noted that the local media had been supportive with advertising.

4. RECOVERY

4.1. K Boreham – Bay of Plenty Regional Council Update

Refer to pages 6-7 of the agenda.

Concern was raised regarding significant seepage through the stop bank at the rear of 53 College Road, Edgecumbe. It was reported the leak could be a threat to the senior citizen units at this location and it was requested Bay of Plenty Regional Council review and provide an update.

In response to a query about the processes, actions and timeframe of the Reids Canal works, Mr Trevor informed Members that a proposal was being presented to the Bay of Plenty Regional Council on 13 February 2019 and until this had been approved, works could not commence. It was requested an update be provided to the Board.

RESOLVED:

THAT the Bay of Plenty Council Update Report be received.

4.2. Bay of Plenty Regional Council Edgecumbe Peer Liaison Group future

Refer to page 8 of the agenda.

The time, effort and work achieved by the Peer Liaison Group members was acknowledged.

The purpose of the Group was explained and Mr Trevor gave an overview of the talents and skillsets that both he and Mr Tahu bought to the table. He reported that feedback was great in both directions and that the Bay of Plenty Regional Council staff had been professional, honest and had done their absolute best with the knowledge and information they had.

In regards to further work required, Mr Trevor advised progress on the Rata Avenue intersection would occur once all repairs had been completed and that some design issues still needed to be addressed regarding the block wall area behind the College Road homes. He said both Mr Tahu and himself, believed the design work regarding Reids Canal was well planned, they were confident it was the practical option and acknowledged there was still a significant amount of engineering work to be done.

In response to a query if Mr Trevor felt he wanted to continue in the role, he replied that he had full confidence in Mr Townsend and believed it was time to step back. A discussion ensued and it was suggested for continued transparency Mr Trevor continue in the role.

RESOLVED:

1. THAT the Board supports the continuation of Mr P Trevor in role within the Peer Liaison Group to oversee outstanding projects; and 2. THAT the Board acknowledges the work carried out by Mr D Tahu and that he be released from his role within the Peer Liaison Group.

5. PRESENTATION

Refer to page 9 of the agenda and to pages 9a-f of the tabled items.

Ms Andrews reminded Members that the Council website contained useful information about water rates and she offered to be contacted directly to help answer further queries. She then distributed an informative handout to all.

Ms Andrews clarified that in October 2016, the Edgecumbe meter installation project started and property owners/residents would be moved from a fixed water charge to being billed on actual water used. She said that due to the Edgecumbe flood, project timelines were extended by a year, which meant the first invoices were issued in December 2018.

Referring to the tabled chart of ten randomly selected properties, Ms Andrews explained that there were definite opportunities for savings in water billing on a metered system. She advised on the importance to educate people how to save water and gave the following examples:

Read the meter at night and again in the morning. If the reading was large, this could be an indication of a water leak. A continuously flushing toilet could use 10-40 litres of water per hour and a dripping faucet or showerhead 2-4 litres per hour.

Mr Chapman gave an overview on process for a rates remission when a water leak had occurred.

In response to a suggestion about the possibility of one meter read and one estimated read annually (to help reduce administration costs), it was noted that this had the disadvantage of late detection for water leaks and conserving water was an explicit outcome to achieve.

The following points were noted:

Te Teko War Memorial signage was incorrect. It was requested that Council investigate if trees cut from the berm could remain on the berm for the community to utilise for firewood. It was noted that other Councils in did allow this option. A discussion ensued regarding the lack of BBQ and shade facilities within Matatā and Thornton parks. It was noted that a number of existing facilities had been funded with support from Trusts and grants. The Board discussed submitting to the Annual Plan for two BBQs at Thornton and two at Matatā. An update was requested regarding the intersection redesign proposed for SH2 – Arawa Street Matatā and regarding why the Matata 48-hour capacity reservoirs ran out of water this summer. It was reiterated the Board were disappointed community consultation did not occur for the Matatā Beach Carpark upgrade, however positive comments had been received since the fence height had been lowered. It was queried if Council would look to reinstate a custodian position at Pikowai Camping Ground. The Whakatāne Kia Mua team were acknowledged for their lead in the mural project and it was reported that positive comments had been received for the mural celebrating mana wahine and the kuia of Matatā.

1. THAT the Rangitāiki Community Board Activity Report to December 2018 be received. 2. THAT the Board prepare a submission to Council that BBQ and shade facilities for Matatā and Thornton be included in the Annual Plan.

THAT a subgroup consisting of Members A Clark and K Byrne be formed to plan, organise the Board’s Volunteer Recognition initiative and report progress to the Board; and 4. 1. REASON FOR THE REPORT

The report provides the Community Board with an update on a number of projects and activities delivered within the Rangitāiki area during January and February 2019.

2. THREE WATERS

2.1. Integrated Wastewater Project

In the absence of any traction on funding of a reticulated wastewater solution for Matatā, we have initiated a project reset to:

a. Double check that no emerging or new wastewater technologies have become available that represent a better investment outcome; b. Reconfirm that the strategic, centralised concept reflected by the integrated wastewater option remains the best option; c. Ensure that the consenting and cultural risks associated with integrating a new Matatā wastewater scheme with Edgecumbe and Whakatāne are tested with the community; d. Ensure that the project continues to have widespread stakeholder support; e. Investigate alternative delivery arrangements such as sequential staging; f. Update the Indicative Business Case.

The scope of the reset also includes working collaboratively with BOPRC staff on the future zoning of Matatā as part of the review of the On-Site Effluent Treatment Regional Plan (OSETRP). A Matatā Maintenance Zone is proposed to be included in the revised OSETRP. The challenge to the working group is to develop a balanced set of rules specific to Matatā that recognise:

a. Existing ongoing high public health risk to residents and visitors; b. Existing ongoing environmental contamination; c. That the nature of the ground and the high ground water table make on-site effluent disposal within the township problematic and unsustainable; d. The low socio-economic status of the community; and e. That community reticulation of wastewater is the only viable, long-term solution.

A desired output from this work is a range of affordable interim transitional arrangements that will achieve some immediate community public health and environmental improvements.

A separate report on this project will be provided to Council in May.

3. SOLID WASTE

3.1. Solid Waste Overview

4,254 tonnes of solid waste was collected in January 2019 (2,529 tonnes) and February 2019 (1,725 tonnes) through kerbside collections, street litter bin lifts, private contractor deliveries and public deposits at the waste transfer station.

The chart below shows the solid waste fractions for the 2018/19 financial year to date. The previous year is also provided for comparison.

3.2. Subsidised Home Composting Scheme

Preparations are underway for the subsidised home composting scheme which commence on Tuesday, 26 March 2019. The units will be available on Tuesday mornings and Wednesday afternoons at the Civic Centre, and also at Service Centre.

A number of composting programmes are being undertaken, including staff working with Para Kore to organise a community composting day on 9 March 2019; Envirohub organising the Sustainable Backyards Campaign during March 2019; and Community Resources Whakatāne organising composting workshops in March/April 2019.

This project is being funded from Ministry for the Environment (MfE) Waste Levy Fund reserves.

4. LIFELONG LEARNING

4.1. Edgecumbe Library (Te Tari Āwhina)

A volunteer recruitment campaign is currently underway to extend the current opening hours (Monday to Friday, 2pm to 4pm) at the Edgecumbe Library.

5. RECREATIONAL SERVICES

5.1. Edgecumbe Community Pool

The Council’s LTP has allocated $20,000 as a grant to offset the operating costs of the Edgecumbe College pool. Staff are working with the school management, members of the Rangitāiki Community Board and members of the Edgecumbe Collective to review the current season and agree on improvements for the 2019/20 summer season. The facility closes on 12 April 2019.

6. RESERVES AND OPEN SPACES

6.1. Edgecumbe Reserves Concept Plans

In collaboration with the Edgecumbe Collective Group, the Council has developed concept plans for improvements to four reserves in the Edgecumbe town, including Riverslea, Bill Orr, Puriri Crescent and the Edgecumbe domain. Staff will assist the group in developing implementation plans and identify potential sources of external funding.

6.2. Matatā Beach Carpark Upgrade

Following feedback from the community, the fence height along the seaward side of the carpark has been lowered so the view from a parked car is not obstructed. The community has also requested that the carpark extend into adjacent Department of Conservation land. DOC has indicated that it would approve reinstating the car park on their land. A meeting between the Council, DOC staff and community representatives will be scheduled.

7. BUILDINGS AND FACILITIES

7.1. Scout Hall

The resource consent has been prepared to facilitate the placement of the Awakeri Scout Den on the Awakeri Primary School site. The Council is now awaiting responses from Ministry of Education and Ministry of Transport.

7.2. Dunderdale Park

The Eastern Bay Energy Trust approved a funding application made by the Council, in conjunction with the Rugby and Sports Club, for the installation of a new electronic scoreboard at Dunderdale Park. The installation is due to be completed in March/April 2019.

7.3. Te Teko War Memorial Hall

A new Te Teko War Memorial Hall sign is being installed and the existing wooden flagstaff at the front of the hall is scheduled for replacement.

7.4. Edgecumbe War Memorial Hall

A failure in the hall’s guttering and rain head system resulted in the penetration of water into the main lounge area. The improvement of the guttering and rain head system will be part of the ongoing renewals for the hall.

As part of the current work programme, the hall exterior has been cleaned and upgrades to the lounge floor, remodelling the kitchenette, upgrading light fittings and general painting undertaken.

7.5. Awakaponga Hall

The Awakaponga Hall Control Board was successful in its application for funds from the Mayoral Flood Relief Fund. This has allowed the Control Board to complete the replacement of the old floor with H3.2 product. Work on the floor replacement commenced at the end of January.

The Control Board is currently building up the subfloor area, to prevent the ponding that has occurred during previous flooding events. The raising of the ground level and inclusion of polythene sheeting as a vapour barrier will resolve the previous dampness issues.

8. STRATEGY AND COMMUNITY DEVELOPMENT

8.1. Annual Plan 2019/20

The Policy and Finance teams in particular have been concentrating on the development of the Annual Plan, with discussions to date indicating that a number of external challenges and opportunities will change the budget forecasts for 2019/20. While the forecasts for 2019/20 are higher than signalled in the LTP, the Draft Annual Plan shows a pro-active Council stance which aims to take advantage of some key opportunities for the community.

8.2. Climate Change Project

A set of draft Climate Change Principles are being developed for Council’s consideration, based on input from the Councillors in late-February 2019. These principles are based on the Local Government New Zealand Leader’s Climate Change Declaration, which the Council signed in 2017. The intention is for a set of draft Climate Change Principles to be adopted by the Council, to inform decision-making and community engagement and consultation on climate change.

Auditors from CEMARS will be on site on 2 and 3 April 2019 to verify Council’s carbon emission data, which will feed into organisational carbon emission reduction targets for consideration by Council at a future meeting.

Council has been working with EnviroHub to support Sustainable Backyards 2019, a month-long sustainability event, which has the theme of Climate Change. A range of talks, workshops and other events are taking place across the District, with a pop-up hub situated in Wharaurangi. 9. VISITOR ECONOMY/TOURISM

9.1. Key Events

Staff are in the middle of 2018/19 event season, with a great line up still to come.

The Local Wild Food Festival took place on 2 February 2019 and from all accounts, was a great success. Approximately 2000 people attended the event, with huge engagement by local children entering the challenge. There has been very positive feedback from participants, stallholders, demonstrators and the public.

Air Chatham’s Sunshine and a Plate has just finished and although it was affected slightly by bad weather, most events have gone on as planned.

Oxfam Trailwalker (March 2019) has 262 teams entered to-date, which includes 103 international participants. iFAST Corporation from Singapore has sponsored 12 staff teams and support crew to attend the event. The event organisers have been working collaboratively with Ngāi Taiwhakaea and the first checkpoint will be held at the hapū’s Marae. The hapū is also supporting the start line in Edgecumbe. Two council teams will be tackling the 50km event.

A new pre-season junior rugby event takes place in Whakatāne on April 13 and 14. The event is run by Global Games and the Bay of Plenty Rugby Union and is sponsored by Council. The event will be attended by 2 junior teams from France, which will stay at a marae in Te Teko for 5 days. The total number of visitors from France, including supporters, will be approximately 80. Staff are working on an itinerary to showcase the district during their stay.

Other upcoming events include the Port Ōhope General Store Stand Up Paddleboard Festival (9 March), Sun to Surf Half Marathon (6 April), Classics at Ōhope (13 April) and the revitalised Monty’s Revenge (13 April).

10. MEMBERS ENQUIRIES

10.1. Resource Consent

The Nest on Matai applied for resource consent (land use) to establish an early childhood centre at 1 Matai Street, Edgecumbe. The application sought approval for up to 32 children and 8 staff in a new specifically designed building. The application included information in relation to traffic, noise and amenity effects. Additional information was provided following a request for further information in relation to potential noise and traffic effects and their management. Written approval was provided from the two immediately adjacent landowners.

A decision was made under sections 95A to 95E of the Resource Management Act 1991 not to notify the application on the following basis:

Public notification was not requested and was not required as the adverse effects on the environment were concluded to be less than minor. In particular, the noise standards for the Residential Zone would be complied with, through the site design, an acoustic fence, materials used and operation in accordance with a site management plan. It was noted that early childhood centres of up to 10 children were permitted in the zone. Traffic to and from the site would be spread out over a period of hours and parking was provided on the site to accommodate drop offs and collection, as well as for staff. Limited notification was not required as the adverse effects were concluded to be less than minor. The immediately adjacent landowners had provided their written approval.

There were concluded to be no special circumstances which would require public notification.

Therefore, the decision was confirmed that there was no requirement for public or limited notification and that no further written approvals were required.

RECOMMENDATION:

THAT the Rangitāiki Community Board Activity Report to 28 February 2019 be received.

The Whakatāne Golf Club has been a target for break-ins over recent years. They are seeking a grant of $1550.00 to improve security of their Greenkeepers Implements Shed. A modern camera system has been installed however the Club wish to further increase security by installing steel mesh over the windows as a further deterrent.

1. PURPOSE OF THIS REPORT

The purpose of this report is to create a sense of transparency of the activity the chair has undertaken between meetings that is of interest to the members.

2. MEETINGS

Monday March 11th Edgecumbe Collective Sport BOP Recreational Strategy – Edgecumbe Meeting 2018 Proposal pilot scheme.

Papa Taonga – Draft design presented. It was agreed that this design would go out for community feedback via the Collective newsletter as an attachment.

Friday March 15th Oxfam Trail walker Meet with Taiwhakaea Kaumatua and Patutaatahi (Edgecumbe) Kaumatua to discuss Powhiri for walkers at Edgecumbe War Memorial Hall on 23rd March Monday March 18th Combined Community Attended and Chaired CC Meeting. Board Meeting Agenda items discussed but strong feedback from Whakatane Chairperson and Myself about lack of rates literacy for new and existing members and urged council to do training at the start of each new triennium. Also the lack of timeframe for REAL engagement on rates and annual plan changes.

3. ACTIVITY / ENGAGEMENT

3.1. Oxfam Trail Walk 2019

I have spent a significant amount of time working with the Oxfam events team linking them with the appropriate people and assisting with the networks they need to carry out appropriate formalities.

I will be attending the briefing as a speaker also on Friday, 22 March 2019 from 2.30pm – 7.30pm.

4. ENQUIRIES / CONCERNS

4.1. Select group of Totara Street Residents Opposition to childcare centre

Totara Street residents have met to discuss their issues around the consent of Nest Childcare centre. I asked that they pen their concerns and also attend the public forum of the community board meeting.

4.2. CCTV Update

All but one of the cameras are up and operating. WatchU security is liaising with me on the final installation.

5. DISCUSSION

5.1. National Volunteer Week

National Volunteer Week is planned for 16 – 22 June 2019. During this week, New Zealand celebrates and recognises the vital contribution of New Zealand’s approximately 1.2 million volunteers in areas as diverse as social development, the economy and the environment. At our last meeting we formed a working group to plan and organize 2019 Volunteer Recognition week.

5.2. Draft Gambling Policy

The Council will be consulting on the Gambling (Class 4 Venue and Board Venue) Policy 2019, which has been reviewed as required by legislation. As part of the review, a Social Impact Assessment (SIA) was undertaken to assess the level of risk to the community from gaming machines. The SIA shows that while spending on gaming machines has increased by 15% in the past three years, the data doesn’t identify the cause. The overall risk to the community has not changed in the past five years, and therefore because Council already has a restrictive policy, Council has recommended that no changes are made to the existing policy.

The following is an excerpt from an email to the RCB from D Stoneham 19/3/2019. In October 2018, the Board granted discretionary funds towards the gymnasium setup.

‘The gym so far has been a great success with lots of interest and sign ups.

We have been successful in receiving grants from other sources including the local iwi trust and we are still awaiting the replies from a few other trusts as well. With the grant we have installed free, unlimited, fibre internet mainly for the purpose of our surveillance system and we hope to be granted with the funds for commercial fans.

We thank you Rangitāiki Community Board for giving us the opportunity to get this initiative started. You have given us a chance to promote health and wellbeing through exercise and the opportunity for the community to get involved through volunteering which can lead to learning essential leadership skills especially for our youth.’

The gym is located on 16 Mair Street, Matata and is open 24/7.

BULLET POINTS OF INFORMAL MEETING HELD ON TOTARA STREET, EDGECUMBE 14 MARCH 2019 REGARDING NEW PROPOSED DAYCARE CENTRE “THE NEST” ON CORNER OF MATAI AND TOTARA STREETS.

33 Totara Street, Edgecumbe – concerned about the extra traffic on Totara Street. Make entrance on Matai Street. 31 Totara Street, Edgecumbe – Parking at daycare – how will this be managed? Including potentially 7 staff members’ vehicles. Also, increased traffic flow. 1 Kanuka Place, Edgecumbe – traffic flow 12 Kanuka Place, Edgecumbe – Concerns are increase in traffic, parking issues. No room if a car is parked each side of the road. 12 Totara Street, Edgecumbe – Extra traffic from Matai and Rimu Streets not accounted for (people from Rimu Street quite often travel along Matai and up Totara Streets to exit onto Main Street as the exit from the top of Rimu Street is quite dangerous). What about the extra stormwater runoff from the carpark and extra sewage. This street floods. 11 Totara Street, Edgecumbe – noise, property value. 17 Totara Street, Edgecumbe – concerned about the extra traffic flow – road not wide enough. Concerned that the entrance and exit from the carpark will be directly opposite our driveway and we have had no consultation. Do not want people turning around in our driveway or parking outside our property – potentially blocking our view of oncoming traffic when exiting our driveway. The daycare address is 1 Matai Street, how come they can have a double driveway on Totara Street? 19 Totara Street, Edgecumbe – concerned about the increase in traffic and people parking on the street also the effect it may have on the resale value of our property. 18 Totara Street, Edgecumbe – Lack of communication. Underhanded consultation process. Noise control – shift workers. Cars – drop offs/pick ups. Land value – decrease in value/harder to sell. Narrow street – other vehicles – those who actually live here. A census of the neighbours – don’t support it being here. Council giving the go ahead without approval from all direct neighbours. Big fence so we can’t see the centre. The amount of cars (homeowners) that already use the street, and have every right to use it, having to negotiate cars parked on the street. Consent was given prior to neighbours being informed – illegal, morally wrong, discontent. Should there be a stop sign on Matai Street as the fence will be two metres high? Will the rubbish/recycle trucks have easy access if people park on the road?

The drain running down the east side of the causeway that is so over grown that it is not recognizable as a drain has been mentioned to WDC staff who say that it belongs to DOC, so they can’t do anything about it. Gavin spoke to Clint Savage who will investigate further 2. The roadside garden by the liquor store on cnr of Arawa and Mair St will be cut back soon to allow better visibility for cars coming out of Mair St. Council staff member had forgotten about it 3. The Beach carpark.! The front fence has been lowered to form a seat and seems to be liked by all concerned The next step is to get the new eastern side fence removed and the carpark extended back to where it was. Apparently, the reason that particular fence was erected is that it is the boundary between WDC and DOC. Doc has been consulted and didn’t have an issue with it but now that WDC has fenced it, will have to do an investigation as to whether or not to allow it to be reinstated as a carpark. This is what happens when WDC does not consult with Communities Council is happy to put in picnic tables but the Shower, BBQ’s and set of toilets are too expensive The DOC camping ground toilets are open for Matata residents to use between 7am and 7pm, but not the showers 4. The new CEO for WDC Stephanie O’Sullivan spent two hours in Matata in January talking to our Chairman Gavin and been shown around. The Message from Stephanie was that Sewerage and finding a solution for the Awatarariki residents was definitely her priority over the next year

Financials: No change at $1737.54 Correspondence: Letter to ministers of Health, Local Govt and Internal affairs and CC’d to all local MP’s and Council Chairs and CEO’s, regarding the Sewerage. Reply from Minister of Local Govt saying that they had forwarded it to Minister of Health. Reply from Minister of Health saying that they have to wait for the Three Waters Study and that the $6.7 million would be kept until WDC makes a final decision on reticulation subject to finance Moved: I.Macdonald, Seconded K.Falwasser

General Business:

1. WDC are asking for our thought in regard to the curb and channeling of Wilson St. This will include a foot path that is being subsidized 80% by Transit NZ. The foot path will be on the topside nearest Pakeha St as on the other side there is no room with the way the old power poles are situated. Footpath is to be approx. 2 metre wide. The meeting was all in favor of this but wanted the curbing to be the ride over type like at the bottom of Mair St not the square type they did outside the football Club in Division St Also they will be doing Heale st on the Eastern side of the footbridge only and creating a turnaround, if they have enough money left over. Instead of a footpath Gavin has asked that they spend the money the approach to the footbridge be concreted to get rid of the trip factors

2. Gavin had a meeting with Jeff Farrell at Council in regard to the sewerage reticulation. The obvious issue is cost and so now the Council are looking at doing the overall plains scheme in stages with the first stage being from Matata and pumping it all to Whakatane. Then at a later date join Edgecumbe in. This option would still cost in excess of $20 million. 3. The Memorandum of Understanding between WDC and DOC. Gavin has been pushing for this for the last 8 years. This agreement will outline who is responsible for the maintenance for different areas within our Lagoon. Apparently it has been formulated and signed off by both WDC and DOC but they won’t let us see what they have agreed to or consult with us about the levels of service that it contains. No consultation whatsoever !! 4. Neighbourhood watch has made a great start in Matata and surrounding areas with quite a few groups started up or about to start up A big thank you to Shelly Steel for getting this going 5. Rod is going to talk to council about some of the overgrown trees spreading over the footpaths around town 6. PD folk are coming out on the 23rd,24th of Feb to clear the walkway on the far side of the Lagoon 7. Submissions are coming up in April for the WDC Annual Plan. Looking for some guidance at our meeting In March as to what to submit on for Matata.

Unfortunately, that has had to be postponed but will happen at a later date The night after our February meeting, Gavin was at the community Board meeting and the subject of a BBQ at the carpark was raised and both the Mayor and the CEO thought that it was a great idea and that we should submit on it in April for the Annual Plan submissions and that they would both support it 4. The new CEO for WDC Stephanie O’Sullivan . Gavin asked Rick if the CEO had met with the Awatarariki residents. The answer was no so Gavin will chase that up and see if a meeting can be arranged. Gavin is to Invite Stephanie O’Sullivan to April’s meeting. 5. Gavin was invited to a meeting at council with staff from both BOPRC and WDC staff to talk about getting the Matata Reticulated Sewerage kickstarted. People like Terry Long, Ruth Feast, Kay Boreham, Jeff Farrell, Tomasz Krawczyk and an expert from Wellington, Jim Bradley were there as well as others Regional Council are delaying the whole submissions hearing for putting us into a maintenance zone until next year for whatever reason. There was talk of having a compulsory pump out of every septic tank in Matata in October this year which may now be delayed to next year. At that pump out, tanks would be inspected and if necessary, would have to be fixed or replaced. Gavin refused to accept this on behalf of the residents telling them that we would not accept some people spending thousands of dollars on tanks only to have Reticulated in a few years. Gavin did say that we would accept having a mass pump out if no repairs were required. This is because Council would get a discount for bulk and the cost would probably be no more than what we would pay a year for Reticulated Sewerage. Those that have had their tanks pumped out in the last year or so and could produce a receipt would be excused. Those whose tanks were stuffed would have to have theirs done every year and every two years. The meeting finished with the impasse on the insistence on repairs. The will be further meetings on this issue 6. Gavin is to keep pushing for the MOU on the Lagoon maintenance. They are talking $300,000 for getting rid of the raupo and they can’t afford that. The other option is to spray from a helicopter

General Business:

1 .It was raised at the meeting that the main street around the shops is looking dirty with a lot of rubbish on the ground around the shops are surrounding area. Can the Council apply pressure somewhere for it to be cleaned up There is also concern about the dilapidated remains of the café that used to be by the pub 2. Street lights: it was brought to the attention of the meeting by Malcolm Ward that a number of street lights were not working and that he had been trying to work through Council staff to get them fixed. Malcolm was delegated by the meeting to be the contact person for the MRA to get all the street lights working. Malcom would also contact Transit on our behalf to try and get the remainder of Arawa st from the Pakaha st intersection to the subway reduced to 50km/hr. and will also ask them to continue the curb and channeling from where it stops half way between Moores bridge and Richmond St, to the cnr of Richmond St. 3. Although DOC has accepted responsibility for mowing the walkway behind the Lagoon, its isn’t being done. Lee S. will continue to communicate in the meantime with the PD boys to see if they can do it. Mandy Ward has some contact with them and it would be good if She could work with Lee to sort it out. Gavin to talk to Clint from DOC to get them to organize regular mows. 4. The meeting discussed what we would submit on for the Annual Plan submissions coming up next month - for the causeway to the beach to be raised and tarsealed - For the reinstatement of the Carpark at the beach back to its original size with the addition of three picnic tables, Two barbeques and a sand shower. - For the piles of dirt at the subway to be removed or smoothed over and /or planted. 17 years is long enough to be reminded about our debris flow. - For the Council to conduct a study n why we ran out of water at xmas time. The first time for three years and since the new water reservoir was installed giving us double the amount of water storage that we used to have.

AGENDA ITEMS:

1.1 Guest Speaker: SBOP (Zane Jensen & Karen Stanton) - Karen gave an update of their support with community group activities, based on information captured through surveying the community they decided to coordinate the first activity under their Active Edge programme which was a fun games activity which was held before Christmas and maybe the reason they didn’t get many numbers - They have also run a Gutter Board making activity (sponsored by Peppers) which families could come along and make a board and take home with them, they had 3 families attend - In conjunction with Bluelight and FutureEdge they held another activity event which they advertised via Facebook and had a great response with approx. 30 attending where they gave away another 9 gutter boards, and the youth ran a free sausage sizzle. - From here SBOP are looking to support community groups to take a lead in running another fun activity night and the local Kohanga will run the next one. - Zane confirmed that they are also wanting to work with the community to develop a recreation strategy for Edgecumbe and would like to work with the Collective and other clubs, contacts to gather information to put this all together. And would like any suggestions for contacts forwarded to them on key components which will include; Clubs, Community Activities, Parks, Reserves & Facilities.

1.3 Papataonga:

- A meeting was held with Lee, Richard and Vicky to discuss further Lee’s proposal for art installations to be included in the design for Papataonga, this went well and ideas were collated and Richard will incorporate into the final design that will be further consulted with community.

- Vicky gave an update on the next stages once the draft design is received; 1. Vicky to consult with red zone families on draft and feedback back to Collective, Richard and Council’s 2. Collective will re-confirm consultation process once the above has been actioned at our next meeting

- Lee also gave an update to confirm that she is still in the process of designing the art pieces for this space which she will be able to confirm by after April as she is currently working on finalising the mural project. Lee is still to do some research and will also look at costings

1.4 Events & Activities Calendar: - Vicky, Cheyne and Richard Parfitt have meet from Council to discuss the possibility of doing up an events calendar that could be posted on social media. Richard confirmed that this would not be hard to undertake and once we have all info collated to flick to him so he can look at how they can develop a template. - Once all info. is received by community groups we will forward this to the graphic’s team in Council.

1.5 Updates from Collective:

 Community Board: - Charelle reminded everyone that the Oxfam event is on next weekend and Powhiri for volunteers and participants will take place. (Reminder to anyone who would like to volunteer to register via website) - Alison confirmed that Fonterra community meeting will be held on the 6th April - National Volunteers week will be held in June which some groups may be interested in supporting an event - Alison would also like to add in our next newsletter info. on water rates which they received at their last CB meeting and found very beneficial.

 E.D.I.T: - Kathryn confirmed that E.D.I.T have held their AGM and they will be focusing on tying up loose ends to finalise their projects; murals, embankment etc. They will also work on the signage project but this is going to be a slow process. - They have also been preparing for the National Trust Power Awards night which will be held on the 23rd & 24th March, lots of work has gone into putting together their presentation, but they have received great support from Tony Bonne and WDC staff. - Lee confirmed she is continuing to work on finalising the mural project and work with the College students is underway.

 Edgecumbe Play Centre: - Kylie confirmed the play centre will be holding a Movie fundraiser on the 13th May at Whakamax and will advertise in our newsletter.

 Youth: - Michelle gave an update to say their youth programme on Wednesday afternoons are going well and they youth are planning an ‘Wheels Day’ event on the 13th April as part of the holiday programme

 Women’s Institute: - Val confirmed the WI’s craft morning (knitting & crochet will start on 19th March at the Edgecumbe Library. - Plant day is still to be confirmed but it will happen most likely at the end of the year.

 Kaumatua: - Ria confirmed that she attended a Hui at Taiwhakaea as part of the Oxfam event, discussions with their Kaumatua was very interesting and learnt more about our area i.e. Patutatahi means the ‘First invasion of European’. Further meetings with the kaumatua will take place to discuss the process of the Powhiri to be held to start the Oxfam event.

 St David’s Church: - Kylie confirmed their ‘Pancakes’ event on the 10 March went well with 5 youth and their family attend. - Planning for Easter activities is underway and will be a colouring in competition and also an Adults art competition, all are welcome to take part. - Play group under St David’s is also looking to start up in the near future.

1.6 Other/General:  Vicky confirmed her new role with Red Cross was following on the work Julie has undertaken in our community and will have a focus on supporting our community projects and programmes through funding and so if any groups want more information to chat directly with Vicky.  Also a reminder to let networks now of the Red Cross First Aide and PFA course to register asap  Newsletter items to be forwarded to Vicky for April newsletter
