5 Public Forum

The Board has set aside time for members of the public to speak in the public forum at the commencement of each meeting. Each speaker during the forum may speak for three minutes. Permission of the Chairperson is required for any person wishing to speak during the public forum. Applicants seeking funding from the Board are encouraged to speak in support of their application at this time.

1. REASON FOR THE REPORT

Five applications have been received seeking funding from the Rangitāiki Community Board Discretionary Fund. The applications are attached to this report and the applicants have been advised of their option to attend the public forum at the commencement of the meeting.

2. DISCUSSION

The criteria for the Community Board Discretionary Fund are:

No retrospective funding applications will be considered. Supporting documentation on costs is required to justify the amount sought. The project must be held within the community board area you are seeking funding from. The Community Board has the option to collaborate with other Boards in the joint funding of major projects. Grants of up to $1,000 may be considered to support groups attending international or national events. Boards generally lean towards funding an annual or biannual event once, but reserves the right to consider each one on a case-by-case basis. A “guarantee against loss” may be offered to support an event that may require either seeding or back up finance – this is to give you confidence that funds up to the value offered will be available following the event if it runs at a loss. If successful, applicants will be required to use the Community Board logo on advertising material and other items associated with the event or project to acknowledge the grant made. A declaration of expenditure and project report is required once the project has been completed. Funds not uplifted within six months from allocation date will lapse.

2.1. Rotorua Fishing and Casting Club – Fishing Bonanza

The Rotorua Fishing and Casting Club (RFCC) are seeking a grant of $870.00 to assist with the running and organisation of the annual Surf Fishing Bonanza to be held again at Matatā on 26 January 2020. The club are seeking funding to assist with radio, press and community advertising that will be targeted within the greater Whakatāne area.

The fishing competition is geared for the public and the Club’s target market for contestants is families and children of the Eastern Bay. It was noted that in previous years, an accompanying festival took place however, this did not occur in 2019.

The Board has supported previous festivals and those grants approved over the previous three years are as follows:

$1,000.00 – 2017 Annual Surf Fishing Bonanza and Festival $2,500.00 – 2016 Annual Surf Fishing Bonanza and Festival

2.2. Waterwheel Historical Trust

The Waterwheel Historical Trust wish to hold a one-day interactive “Farming like Granddad” event during Anniversary Weekend on the Sunday, 26 January 2020. The event will be held at an easily accessible location along State Highway 30 by the Road turnoff and will provide a number of activities depicting farming in the early 1900’s.

This year the trust are widening the range of attractions and exhibits for visitors to participate. The day will include music, food, stalls, displays, games, cowboy challenge, animal-petting area, wagon rides, and country dancing. An environmental area is also planned.

The Trust is asking for a contribution of $1612.52 from the Board to assist with costs for the event.

The event has been supported in the following previous years:

2.3. Edgecumbe College Athletics Academy

The Edgecumbe College Athletics Academy is seeking a grant of $1132.28 to assist three students to travel to Adelaide, Australia, to participate in the South Australia State Athletics Championships. This will give the students the opportunity to compete at an international level and it will broaden their experiences. The championship competition starts 26 February through to 2 March 2020.

Funding assistance received from the Council over the past three years is as follows:

2019 – $850.00 – Coast to College sporting event 2019 - $920.00 – Academy trip to Darwin, Australia for seven students 2019 – $3,312.00 – Grant to assist running of the Edgecumbe College Swimming Pool 2018 – $26,277.39 – Grant to assist running of the Edgecumbe College Swimming Pool

2.4. Matatā Bluelight

The Matatā Bluelight Ventures Inc. are seeking a grant of $2500.00 to assist with the annual Matatā Christmas in the Park and Float Parade to be held on Sunday, 8 December 2019. The event includes the parade, entertainment, spot prizes for children demonstrating caring and environmental virtues and a free sausage sizzle and drinks for the children.

The Board has supported previous Christmas in the Park and Float Parade events. Grants approved over the previous three years are as follows:

2.5. Edgecumbe Blue Light Ventures Inc.

Blue Light is a registered Charity that works in partnership with the Police to deliver an extensive range of youth programmes and activities in the Community. Edgecumbe Blue Light are seeking a grant of $2850.00 to support their annual Christmas Parade and Christmas in the Park. This event is to be held on Saturday, 30 November 2019.

As well as the parade, local talent will be showcased on stage and a number of family-friendly activities are planned. A ‘Kids Zone’ will include bouncy castles, face painting, sensory play and a number of games.

Funding assistance received from the Council over the past three years is as follows:

2016 – $1500.00 – Christmas in the Park 2016

3. ASSESSMENT OF SIGNIFICANCE

The decisions and matters of this report are assessed to be of low significance, in accordance with Council’s Significance and Engagement Policy.

4. FINANCIAL

The current balance of the Rangitāiki Community Board Discretionary Fund is approximately $12,858.00.

5. CONCLUSION

Members now need to consider whether to support the applications and if so, the amount of that support.

RECOMMENDATIONS:

1. THAT the Request for Funding – Four Applications report be received; and 2. THAT $______be allocated from the Rangitāiki Community Board Discretionary Fund to the Rotorua Fishing and Casting Club to assist with radio, press and community advertising for the Matata Fishing Bonanza in January 2020 and; 3. THAT $______be allocated from the Rangitāiki Community Board Discretionary Fund to assist three Edgecumbe College Athletic Academy students attend the South Australia State Athletics Championships in Adelaide, Australia, from 26 February through to 2 March 2020; and

Even though we were unsuccessful in our funding application for our 2019 50th Annual Surf Bonanza based at Matata last January we are grateful for the support shown by the Community Board and the funding received in previous years.

We are again, next January, staging this annual event which brings many visitors to the and brings a focus to the Matata area. It is of disappointment to us that the Matata Community chose not to rise to the challenge that the accompanying Bonanza Festival could bring to the area, but after staging and organizing this for the first two years the club felt it was time for the local communities to undertake responsibility for this as an ongoing opportunity to benefit the area. So unfortunately, despite the club undertaking publicity etc., this was not held last January. The local community being the loser. We believe there still exists a very real opening and opportunity for the local and wider EBOP community to benefit from "piggy backing" on this well−established fishing competition which attracts hundreds of competitors. However, that is up to the locals to take advantage of such.

The club, in its promotion and publicizing of the event, still concentrates its efforts on the EBOP businesses and community avenues. The local radio stations and Whakatane based Newspaper are seen as our prime means of promoting the event and our advertising is concentrated in the towns and communities that make up the EBOP. Our target market for contestants is the families and children of the EBOP and our prize structure endorses making such attractive. This is a fishing contest for the general public rather than one which is geared towards to top fishers competing for huge prizes with high entry fees. The contest is run by the club not by professionals or commercial interests.

It is because we use local businesses and endeavor where possible to support local interests and that we have only a limited budget, that we look to the likes of the Community Board for assistance in meeting the advertising and promotional expenses. The club itself carries the risk and responsibility of meeting prize monies and other costs on the knowledge that these will need to be paid even if the event is a success or not and its success is very much weather related. Any financial gain from the event is used to maintain our EBOP based club facilities and to provide a club environment that attracts the locals from the area. In that aspect we see ourselves as a community− based organization serving and providing for the local community.

Last January the Prize−giving did not include someone from the Community Board or Local Community and we would like to again see such a personality involved as a way of cementing the relationship we have with the local community, especially Matata as we feel we are part of that community.

In past applications we have included in our costs a portion to go to the organization of the Bonanza Festival. As this is no longer part of our involvement, we have removed that aspect of our application. We are just seeking assistance in meeting the costs basically related to the involvement of the local Radio and Press

Farming Like Grandad − 26th January 2020

This year we are widening the range of attractions and exhibits for visitors to participate in, making it more interactive and with more activities for all ages.

There will be the usual music and food with displays ranging from vintage tractors and cars, farm machinery, static and working, hay making, butter making. A display of milking machinery, sheep shearing, displays of items from the Waterwheel collection and crafts ranging from spinning to knitting and using sewing machines. The hunt club will be there with the hounds and we will run a cowboy challenge, where the dexterity and interaction between horse and rider are assessed. There will be petting area which will include both small animals and larger ones. There will be wagon rides and country dancing.

We will also plan to extend the stalls to include hobby, craft and local produce promoting the area. We also aim to have an environmental area we will run promotions predator management, and promoting the harmony between producing food and protecting our native species. We will run a produce competition aimed atthose producing their own vegetables. There will be old style games for children together with some "hands on" items from the museum, typewriters, telephones, old washer boards and washing tubs. There will be plenty of shade for those who want to just sit and watch the show go on around them.

HELPFUL INFORMATION BEFORE FILLING OUT THE FORM

. No retrospective funding applications will be considered . Supporting documentation on how you calculated your costs is required to justify the amount sought . Applications will be considered at the next appropriate Community Board meeting . The project must be held within the community board area you are seeking funding for . The Community Board has the option to collaborate with other Boards in the joint funding of major projects . Grants of up to $1,000 may be considered to support groups attending international or national events . Boards generally lean towards funding an annual or biannual event once, but reserve the right to consider each one on a case by case basis . A “guarantee against loss” may be offered to support an event that may require either seeding or back up finance – this is to give you confidence that funds up to the value offered will be available following the event if it runs at a loss . Applicants will be invited to attend the Public Forum at the commencement of the Board meeting the application will be considered at to provide a brief overview of the application. You will be notified of the time and date prior to the meeting. . If successful, applicants will be required to use the relevant Community Board logo on advertising material and other items associated with the event or project to acknowledge the grant made . A declaration of expenditure and project report is required once the project has been completed

Blue Light is a registered Charity that works in partnership with the police to deliver an extensive range of youth programmes and activities in our Community. Blue Lights objectives are entirely in keeping with the mission of ‘Safer Communities Together’, the Police Strategic Plan and National Youth Policing Plan. Our vision is that every young person reaching their full potential in Aotearoa. 1. Meeting Scheduling

It was resolved at the Board's Inaugural meeting on Wednesday, 13 November 2019, that the Board meetings would initially continue on a Wednesday evening, commencing at 5:30 pm at the Edgecumbe Community Library with consideration to plan for meetings to be held throughout the ward and a further scheduling discussion was to be held at the Wednesday, 20 November 2019 meeting.

Members are requested to come to a consensus on the scheduling of Board's regular meetings; in regards to the most suitable day, time and venue.

It is to be noted that the Board meetings would then be scheduled once the Council meeting cycles had been determined.

Wish List options look for funding for Tables and Chairs for around our playground area for families that use the park.
