Merseyside and Halton Joint Waste Local Plan

Planning policy for waste management development in St Helens is contained in the Merseyside and Halton Joint Waste Local Plan (WLP).

The WLP was adopted by the local authorities of Merseyside and Halton in July 2013. Upon adoption the WLP’s policies and allocations became part of each authority’s Local Plan, and have to be considered for relevant planning applications.

The Plan covers the period from 2013 to 2027 and will be reviewed every five years. It contains 16 Policies and 18 Site Allocations dealing with all aspects of waste management from waste prevention to Energy from Waste facilities.

The WLP was prepared by the Merseyside Environmental Advisory Service (MEAS). Documents relating to the Joint Waste Local Plan including its monitoring are available on the MEAS website at http://www.meas.org.uk/ .

The Implementation and Monitoring Reports (Monitoring Reports) cover the period from 1st April to 31st March and are prepared by the Merseyside Environmental Advisory Service on behalf of the six City Region councils. This Monitoring Reports also provide more recent contextual information especially where this relates to cross-boundary matters or progress with implementation of planning consents.

Production of a Monitoring Report is a statutory requirement under Regulation 34 of the Town and Country Planning (Local Planning) () Regulations 2012 which requires Local Authorities to publish a Monitoring Report on an at least annual basis.
