Lesson Learned: Die Umsetzung The Responsibility to Protect and Germany’s 2013 Election The Responsibility to Protect (RtoP) or “Schutzverantwortung” has made significant inroads in terms of cementing itself on the German domestic political scene. With the elections just ten days away, how do the major parties plan to deal with the principle? How does it figure, if at all, in their policy platforms? What can we expect from the major parties regarding their support for RtoP for 2013 and beyond? This brief provides answers to these questions for an English-speaking audience. Problem Die Terrororganisation Islamischer Staat (IS) hat sich, wie der Sicherheitsrat der Vereinten Nationen mehrfach förmlich festgestellt hat, zu einer globalen Bedro- hung für Frieden und Sicherheit entwickelt. In seiner Resolution 2249 (2015) vom 20. November 2015 hat der Sicherheitsrat daher die Mitglieder der Vereinten Na- tionen aufgefordert, alle notwendigen Maßnahmen zu ergreifen und verstärkte Anstrengungen zu unternehmen, um terroristische Handlungen zu verhüten und zu unterbinden, die insbesondere von IS und anderen terroristischen Gruppen be- gangen werden. Die entsprechenden Anstrengungen der internationalen Gemeinschaft richten sich unter anderem darauf, dem IS seine in erheblichen Teilen Iraks und Syriens ge- schaffenen sicheren Rückzugsgebiete zu nehmen. Ein Kernelement dieser An- strengungen ist der Aufbau und die Stärkung nachhaltiger Fähigkeiten der iraki- schen Streitkräfte wie auch der Sicherheitskräfte der Regierung der Region Kur- distan-Irak. Hierfür wurden Ausbildungszentren im Irak einschließlich der Re- gion Kurdistan-Irak aufgebaut. Deutschland hat beim Aufbau der Ausbildungsunterstützung für die irakischen Streitkräfte und für die Sicherheitskräfte der Region Kurdistan-Irak einen wichti- gen Beitrag geleistet. Erstmals im Februar und erneut im Dezember 2015 hat Deutschland die Koordinierungsverantwortung im Rahmen des Kurdistan Trai- ning Coordination Center (KTCC) übernommen. Die Ausbildungsunterstützung wurde durch die Sicherheitskräfte der Region Kurdistan-Irak so bereitwillig an- genommen, dass die Ausbildung bereits nach kurzer Zeit ausgeweitet werden musste und die Kapazitäten des Ausbildungszentrums ausgelastet waren.
