UEF-SPINELLI GROUP MANIFESTO 9 MAY 2021 At watershed moments in history, communities need to adapt their institutions to avoid sliding into irreversible decline, thus equipping themselves to govern new circumstances. After the end of the Cold War the European Union, with the creation of the monetary Union, took a first crucial step towards adapting its institutions; but it was unable to agree on a true fiscal and social policy for the Euro. Later, the Lisbon Treaty strengthened the legislative role of the European Parliament, but again failed to create a strong economic and political union in order to complete the Euro. Resulting from that, the EU was not equipped to react effectively to the first major challenges and crises of the XXI century: the financial crash of 2008, the migration flows of 2015- 2016, the rise of national populism, and the 2016 Brexit referendum. This failure also resulted in a strengthening of the role of national governments — as shown, for example, by the current excessive concentration of power within the European Council, whose actions are blocked by opposing national vetoes —, and in the EU’s chronic inability to develop a common foreign policy capable of promoting Europe’s common strategic interests. Now, however, the tune has changed. In the face of an unprecedented public health crisis and the corresponding collapse of its economies, Europe has reacted with unity and resolve, indicating the way forward for the future of European integration: it laid the foundations by starting with an unprecedented common vaccination strategy, for a “Europe of Health”, and unveiled a recovery plan which will be financed by shared borrowing and repaid by revenue from new EU taxes levied on the digital and financial giants and on polluting industries. -

TOP 1 Auswärtiges Amt 111. Sitzung, 11. September 2019 Roderich Kiesewetter (CDU/CSU): Vielen Dank, liebe Kolleginnen und Kollegen. – Herr Präsident! Meine sehr geehrten Damen und Herren! Meinen Geburtstag habe ich seinerzeit 2001 tatsächlich in den USA verbracht und nicht so gute Erinnerungen daran. Danke, dass ich meinen Geburtstag heute in der Runde von Kolleginnen und Kollegen begehen darf. Viele von Ihnen haben heute die Besorgnis kundgetan, dass die internationale regelbasierte Ordnung unter Druck steht. Diese Besorgnis sollten wir wenden und es als unsere Aufgabe verstehen, als Aufgabe Deutschlands in Europa, als Aufgabe der Europäischen Union, uns sehr stark für den Erhalt und die Wiederherstellung der regelbasierten internationalen Ordnung einzusetzen – für Menschenrechte, Rechtsstaatlichkeit, freien Welthandel, aber auch für koordinierte Entwicklungszusammenarbeit –, und wir sollten unsere Kraft dafür einsetzen, dass die, die in den letzten Jahren davon abgewichen sind, auf den Pfad der regelbasierten Ordnung zurückgeführt werden. (Beifall bei der CDU/CSU und der SPD) Liebe Kolleginnen und Kollegen, ich möchte das am Beispiel Russlands deutlich machen. Putin hat im Juli 2018 in London kurz vor dem G-20-Gipfel sehr deutlich gesagt, der Liberalismus sei abgenutzt. Lassen Sie uns das als Ermahnung begreifen. Aber er ist nicht abgenutzt; vielmehr müssen wir uns neu sortieren. Lassen Sie mich drei Herausforderungen ansprechen, mit denen uns Russland konfrontiert und über deren Umgang auch in diesem Hause keine Einigkeit erzielt werden kann. Die erste der drei Herausforderungen ist aus meiner Sicht der Mythos, dass Russland in einer Opferrolle sei, weil ost- und mitteleuropäische Staaten sich für NATO und EU entschieden haben. Dem sollten wir – und das ist die feste Auffassung der Union – gegenhalten. -
The Parliamentary Dimension of Germany's Presidency of The
The Parliamentary Dimension of Germany’s Presidency of the Council of the EU Concluding document Over the past six months, the Bundestag and the Bundesrat, acting on the basis of their Work Programme of 18 June 2020 and of the Declaration made by the Parliaments of the Federal Republic of Germany, the Portuguese Republic and the Republic of Slovenia on 29 June 2020 on the preparation and running of the parliamentary dimension of the Trio Presidency of the Council of the European Union, have held a total of 12 events and conferences as well as other meetings in special formats with a view to advancing discussions on the main political tasks of the European Union with the European Parliament, the European Commission and the Presidency of the Council and enhancing cooperation between the various political levels in the Union. For the first time in the existence of Council Presidencies and their parliamentary monitoring, the entire programme of events had to be conducted in video format, because the COVID-19 pandemic made it impossible for direct personal encounters to take place among Members of Parliament and with others in positions of political responsibility. Thanks to the great interest shown in the events and the need for exchanges of views and information as well as discussion on the management of the COVID-19 pandemic and its economic and social implications as well as on numerous other formidable challenges facing the EU, all of the events have contributed to the efforts to create a stronger Europe after the crisis, to increase the Union’s capacity to act as well as fostering closer cooperation among the parliaments of Europe at this extraordinary time. -

BRIEF POLICY WHY EUROPE NEEDS A NEW GLOBAL STRATEGY Susi Dennison, Richard Gowan, Hans Kundnani, Mark Leonard and Nick Witney Today’s Europe is in crisis.
