The classical Ottoman mosque image has been reproduced in state-sponsored mosques throughout the second half of the twentieth century. Defining this particular design strategy as architectural mimicry, I discuss the emergence of this image through the negotiation between the nation- state and the ‘nationalist conservative’ discourse within the context of Cold War geopolitics. Comparing the Turkish case with the Islamic post-colonial world, I argue that the prevalence of architectural mimicry is related to the nostalgia it generates.

Abandoning the secular authoritarianism, statist economic policies and nationalist isolationism of the Republican Peoples’ Party during the previous two decades, the dp regime promoted populist democracy, private enterprise and a more ambitious regional role for Turkey in the post-war international order. The initial Western-orientated cul- tural politics of the nation (as established by Atatürk in the 1930s) did not change, but the meaning of ‘Western’ in the nation’s collective consciousness shifted considerably from ‘European’ to ‘American’. Owing to her strategic importance for the American policies of contain- ing communism and Soviet expansion during the Cold War, Turkey was included in the Marshall Plan of 1947 and admitted to nato in 1952. American governmental and private agencies poured generous packages of development aid and technical assistance into Turkey to modernize her agriculture, industries and transportation network. Images of John Deere tractors in rural Anatolia or Mack trucks on the newly built roads across the country still offer vivid symbols of the mechanization of agriculture and the switch from railways to highways in the 1950s.

Devamında Turgut Cansever’in bu çalışmaların üzerine bina ettiği, “Zeytinburnu Pilot Pro- jesi” kapsamında hazırlanan “Üç Yeni Şehir Önerisi” irdelenecektir. Cansever önerisinin temelinde tarih- sel vakıfların güncel bir yorumu sayılabilecek ve şehir kurucu aktörü olan Ev ve Şehir Vakfı bulunmaktadır. 1900-1950 yıllarında Ebenezer Howard’ın ortaya attığı, Bahçeşehir Derneği ve bir kooperatif kurarak uy- gulamalarını gerçekleştirdiği müstakil-bahçeli evlerden oluşan bahçeşehir modeli dikkate değerdir. Aynı yıllarda Osmanlı bakiyesi coğrafyalarda ve genç Türkiye Cumhuriyeti’nde kentler büyük oranda müstakil bahçeli evlerden oluşmaktaydı. Makalede, Cansever önerilerinin, güncel ABD ve İngiltere konut istatistiklerinin, Türkiye halkının konut tercihlerinin, Ebenezer Howard’ın bahçeşehir önerisinin ve 1900-1950 arasındaki Türkiye kentlerinin ge- leneksel dokusunun farkındalığı ile hazırlanmış oldukları iddia edilmektedir.     DOI: 10.1283/fam/issn2039-0491/n47-2019/229 Serena Acciai Sedad Hakki Eldem The silent Ambassador of Turkish Architecture Abstract Sedad Hakki Eldem has often been defined as Turkey’s ‘State Architect’ for many reasons, but his constant reference to vernacular architecture was driven by a very refined culture of also a transnational character. An analysis of his correspondence demonstrates that he was also an inter- nationally renowned intellectual who through his work became a sort of ‘ambassador’ of that culture for which his family had always advocated. Eldem is a minor figure in the Western world, probably because he was too tied to Turkish cultural events to be considered as highly as Pikionis or Pouillon. The aim of this paper is to bring to light unknown aspects of Eldem’s work which have never been taken into consideration, thereby often creating a somewhat misleading portrait of this architect. Key-words Vernacular architecture — Ambassador — State Architect «Your interest in matters concerning Turkey is a sufficient reward for me». In this way Sedad Eldem wrote in a letter dated 1967 and addressed to Mr. E.R. Gallagher at the California Palace of the Legion of Honor of San Francisco. This phrase alone sums up the essence of this architect’s per- sonality. A few years after I started studying Eldem’s work I realize that in order to fully grasp the value of his work, ouvre, both built and projected, and in order to have a non-stereotypical portrait of his figure, it is essential to read his correspondence.     Toplumcu bir Belediyecilik Modeli: “Yeni Belediyecilik Hareketi” 1973–1977 Bülent Batuman* Özet 1973 ve 1980 yılları arasında CHP’nin yönetimi altında bulunan belediyelerde üretilen ve söz konusu dönemde “yeni”, “devrimci” veya “toplumcu” belediyecilik hareketi olarak isimlendirilen program karşı-hegemonik bir kentsel politika sürecinin bileşeni olarak ortaya çıkmış ve birkaç açıdan dikkate değer özgüllükler barındırmıştır. Her şeyden önce bu programın oluşumu çeşitli disiplinlere mensup kentleşme uzmanlarının katkısıyla ve emekçi sınıfların henüz formüle edilmemiş taleplerine karşılık olarak ortaya çıkmıştır. İkinci olarak, bu hareket Türkiye’de ilk kez yerel yönetimin özerkliği yönünde bir talebin ortaya çıkmasına sebep olmuştur. Üçüncü olarak ise, yeni belediyecilik hareketinin gündemine aldığı uygulamalar kentsel emekçi sınıfların toplumsal bir özne olarak ortaya çıkmasına katkıda bulunmuştur. Anahtar Sözcükler: yeni belediyecilik hareketi, toplumcu belediyecilik, yerel yönetimler, kentsel politika, kentsel toplumsal hareketler Abstract The municipal program that guided the policies of the Republican People’s Party municipalities between 1973 and 1980, which was interchangeably labeled “the new municipal”, “revolutionary municipal”, or “social(ist) municipal” movement, emerged as the component of a counter-hegemonic urban politics and was significant in a number of terms. First of all, it presents a case in which urban professionals undertook a task to invent policies in response to the not-yet-formulated demands of the working classes. Second, the movement raised the demand for autonomy of urban government for the first time in Turkish history.
