By the end of 2011, 59 urban mass transit lines have been under operation in 13 cities including Beijing, Shanghai, Tianjin, Chongqing, Guangzhou, Shenzhen, Nanjing, Shenyang, Changchun, Dalian, Chengdu, and Xi’an. The total mileage has reached 1,713 kilometers. This great progress has drawn world’s attention. October 14, 2011, China Association of Metros was established with great support from the government and the industry. This is a landmark event for China’s urban mass transit industry. In order to promote exchanges within the urban mass transit indus- try both at home and abroad, and strengthen cooperation and trade between enterprises, the association, together with China International Engineering Consulting Corporation and Intex Shanghai Co., Ltd., successfully hosted Rail+Metro China 2012, thus creating an effective platform for understanding the latest policies, development plans and technological innovation achievements. Rail+Metro China 2012 attracts 197 famous companies from 16 countries and regions, including Canada, United States, Germany, France, Britain, Italy, Switzerland, Spain, Norway, Ireland, Russia, Japan, Korea, Mainland China, HKSAR and Taiwan Province. Covering 20,000m2, the exhibition displays latest products, technologies and management ideas for mass transit operation. At the same time, China International Forum on Urban Mass Transit 2012——Integration and Development of Transportation Hub in China attracts 300 enterprise representatives from over 30 cities. In order to build a professional trade and display platform for the exhibitors, and better serve the enterprises’ needs for devel- opment, the Association will host Rail+Metro China 2013 at the Shanghai New International Expo Center on June 4-6, 2013. Let's get together again in Shanghai in 2013! Bao Xuding Chairman China Association of Metros Tunnel China 2013 Shanghai New International Expo Center (SNIEC) June 4 - 6, 2013 Invitation August 1, 2012 The 21st century is a century of underground engineering. Nowadays China has become the world's fastest-growing market in terms of tunnel and underground engineering construction. Urban subway construction is growing vigorously. By the end of 2011, the total length of urban subway in China's 13 cities has reached 1,713 kilometers. During the 12th five-year-plan period, new subway lines with a total length of 2,500 km will be under construction, and the estimated total investment will reach 1.2 trillion Yuan. According to estimation, by 2020, 40 Chinese cities will develop their own urban mass transit system, with a total mileage of 7,000 kilometers. China's railway and highway tunnel construction also is in the ascendant. The potential is huge. Thanks to the rapid development in urban mass transit system, railway, highway, water conservancy and municipal engineering, excavating machinery industry is on a vigorous raise. Tunnel & under-ground engineering industry, as well as other related indus- tries are flourishing. Along with our country urban rail transportation, railway, highway, water conservancy, municipal engineering and construction undertaking the high speed development, as a tunnel and trenchless construction main equipment of excavating machinery industry is developing very rapidly, and the tunnel and underground projects, other related industry also vigorously developing. Project Description Map of the Project Area Chongqing Monorail Line 2 1.1 Background Under its policies of reform and openness China has been achieving economic growth averaging about 10% per year. On the other hand, along with the economic progress, urban development, and rising living standards brought about by the reforms and opening up, problems caused by the underdevelopment of urban infrastructure in major cities have surfaced. As a result, traffic congestion and air pollution were becoming increasingly serious. Chongqing City is located in the eastern part of the Sichuan basin on the upper reaches of the Chang River. In 1997 the city became the fourth directly-controlled municipality in China following Beijing, Shanghai and Tianjin. After Chongqing City became the directly-controlled municipality, the city began actively promoting introduction of foreign investment and becoming a driving force for economic development in inland regions of China. However, along with the economic development, traffic congestion became much worse in the central city areas1, impeding the functionality of the city, while air pollution increased due to exhaust gas from automobiles, leading to a worsening of the living environment. The situation reached a point where transportation via roads was being inhibited due to the terrain of Chongqing City and the condition of the existing city areas. The improvement of the urban environment was considered 1 The central part of Chongqing City is in a rugged mountainous area. It is divided in two by the Chang River and the Jialing River.

With the rapid development of subway systems in Chinese urban areas, construction workers are being exposed to new risks which are poorly understood and managed. Subway construction projects are large scale and scattered over many construction sites, and involve numerous stakeholders and sophisticated technologies in challenging underground environments. Accident rates are high and have significant economic and social consequences for the firms and people involved. Addressing the gap in research about the safety risk in these projects, the purpose of this paper is to advance understanding of the factors influencing the safety of Chinese subway construction projects with the overall objective of reducing accident rates. Design/methodology/approach - A survey was conducted with 399 subway construction professionals across five stakeholder groups. Follow-up interviews were also conducted with five experienced experts in safety management on subway projects to validate the results.
