2. BE IT RESOLVED that the following banks and/or trust companies be designated as the official depositories of funds: JP Morgan Chase Bank; Signature Bank; Port Chester Teacher’s Federal Credit Union; and

3. BE IT FURTHER RESOLVED that the Board hereby approves the investment of District funds in JP Morgan Chase Bank and Signature Bank; and

4. BE IT RESOLVED that the District Treasurer or Superintendent of Schools when acting as Deputy Treasurer, is authorized to sign all checks or other orders for payment, or transfer money on behalf of the District, at any one of the following: JP Morgan Chase

Bank, Signature Bank; and the Port Chester Teacher’s Federal Credit Union. Be it further Resolved that, when acting together, the Superintendent and the District Treasurer are authorized to open and close accounts; and

5. BE IT RESOLVED that the Student Activity Treasurer is hereby authorized to make deposits and withdrawals to and from the Student Activities Account at JP Morgan Chase Bank.

6. BE IT RESOLVED that the amount of the Crime Bond be fixed at a minimum of $100,000 per employee plus $1,000,000 excess bond. (Covering the Treasurer, Superintendent, Claims Auditor and Courier).

7. BE IT RESOLVED that the District Treasurer is hereby authorized to set up a petty cash account in the amount of $100.00 each in the District Business Office, the High School, the Middle School and the Elementary School. The purpose of this account is to pay postage, express, small items of supplies, etc., and all items which may be required in an emergency.

8. BE IT RESOLVED that the Board of Education of the Blind Brook-Rye Union Free School District designates THE JOURNAL NEWS and THE WESTMORE NEWS as one or both of the official newspapers to publish official Legal Notices for the school year 2016-2017.

9. BE IT RESOLVED that the School Purchasing Agent be authorized to submit bid notices and to open bids for the District for the 2016-2017 school year and to publish them in THE JOURNAL NEWS.

10. BE IT RESOLVED that all policies and procedures in effect for the 2015-2016 school year remain in full force and effect for the 2016-2017 school year.

11. BE IT RESOLVED that the Superintendent of Schools is hereby authorized, with respect to the Budget for the school year commencing July 1, 2016, to make transfers up to $2,500 between and within functional units appropriations for teachers’ salaries and ordinary contingent expenses, and from items other than capital debt service and equipment accounts (not included in teachers’ salaries and ordinary contingent expenses) to contingent expenses, to the extent there are no monies on hand for which no obligation has been undertaken on behalf of the Board (Commissioner’s Regulations 170.2 (1)) and

BE IT FURTHER RESOLVED that said transfers over $2,500 will be brought to the Board’s attention at the next Board Workshop or Public Meeting.

12. IT BE RESOLVED that the Board of Education of the Blind Brook-Rye Union Free School District establishes mileage reimbursement at the rate of fifty-four (54) cents per mile (through 12/31/16) to compensate district staff using their personal car in performance of authorized school related or district duties approved by the Superintendent and as recommended by the Superintendent.

13. *** BE IT RESOLVED that the Board of Education of the Blind Brook-Rye UFSD shall hold two types of meetings in the school year 2016-2017:

BOARD WORKSHOP SESSIONS – The purpose of Board Workshops is to review with the Superintendent on a regular basis policy making matters that relate to the District’s educational services, finance administration, facilities, supervision, and personnel/legal administration.

All Board Workshops are open to the public. We encourage public participation at sessions to be held in the Library of the Blind Brook Middle/High School. Only personnel matters and issues relate to contracts, negotiations, tax certiorari and those items specifically designated by law will be reserved for executive session and the public will not participate.

PUBLIC BOARD MEETINGS – Public Board Meetings will include Citizen’s comments, resolutions and items for discussion in the areas of Educational Services, Finance and Personnel Administration, a Superintendent’s Report and where appropriate an Attorney’s Report.

The following Resolutions are recommended for action by the Superintendent of Schools to the Board of Education of the Blind Brook-Rye UFSD:

A. Certified Personnel Resolutions

1. Approval of Teacher Lane Movement & Salary Increases Effective September 1, 2016 Recommended Motion: The Board of Education hereby approves the following Teacher Lane movements and salary increases for 2016-2017 school year:

2. Appointment – Robin Elkin – Part-Time CSE Chairperson – 7/1/16 to 6/30/17 Recommended Motion: The Board of Education hereby appoints Robin Elkin as Part- Time CSE Chairperson effective July 1, 2016 and ending June 30, 2017 at MA Step 12 $519.05 per diem not to exceed $30,000 in the school year 2016-2017.

3. Appointment – Amanda Eckert – Part-Time (.6) Teacher of the Hearing Impaired – Recommended Motion: The Board of Education hereby appoints Amanda Eckert as a Part-Time Teacher (.6) of the Hearing Impaired effective September 1, 2016 and ending June 30, 2017 at MA Step 9 $93,388 pro-rated to $56,032.80 in 2016-2017.

4. Appointment – Kristy Castaldo – Part-Time (.5) Speech Language Teacher – Recommended Motion: The Board of Education hereby appoints Kristy Castaldo as a Part-Time (.5) Speech Language Teacher at the Bruno M. Ponterio Ridge Street Elementary School effective September 1, 2016 and ending June 30, 2017 at a salary of MA Step 4 + 45 Hrs. $85,891 pro-rated to $42,945.50 in 2016-2017.

5. Appointment – Seth Horowitz – Mentor Coordinator 2016-2017 – Recommended Motion: The Board of Education hereby appoints Seth Horowitz as Mentor Coordinator for the 2016-2017 school year at a stipend of $3,900.00.

6. Approval – Retirement Incentive Pay-Out – Roberta Bass - Recommended Motion: The Board of Education hereby approves the Retirement Incentive Pay-Out to Roberta Bass in the amount of $4,000.

7. Approval – Separation Pay-Out – Mary Mediate – Recommended Motion: The Board of Education hereby approves the Separation Pay-Out to Mary Mediate in the amount of $7,481.90.

8. Approval – Probationary – Social Studies Teacher BBHS – James Quigley – BE IT RESOLVED, The Board of Education of the Blind Brook-Rye Union Free School District hereby accepts the recommendation of the Superintendent to appoint James Quigley to a four (4) year probationary appointment as a Teacher of Social Studies in the Social Studies 7-12 tenure area commencing August 31, 2016 and ending August 30,

2020, contingent upon satisfactory compliance with Education Law Sections 3012 and/or 3012-d, at a salary of MA Step 2 $69,075 for 2016-2017. Mr. Quigley holds an initial certification as a Social Studies 7-12 teacher.

B. Other Personnel Resolutions

1. Resignation – Lidia Carrea - Special Education Teacher Aide – Recommended Motion: The Board of Education hereby accepts the resignation of Lidia Carrea, a Special Education Teacher’s Aide at the Bruno M. Ponterio Ridge Street Elementary School for the purpose of Retirement, effective June 30, 2016.

2. Appointment – Joseph Funigiello – Summer Work – Recommended Motion: The Board of Education hereby appoints Joseph Funigiello for summer work effective July 1, 2016 at a salary of $19.04 per hour.

3. Appointment – Stephen Mecca – Custodial Team Leader – 2016 – 2017 – Recommended Motion: The Board of Education hereby appoints Stephen Mecca as Custodial Team Leader effective July 1, 2016 and ending June 30, 2017 at a stipend of $7,280.00.

4. Appointment – Student Teacher – Xavier DeJesus – September 2016 – December 2016 Recommended Motion: The Board of Education hereby appoints Xavier DeJesus as a Student Teacher in the Physical Education Department at the Blind Brook Middle/High School effective September 2016 and ending December 2016.

5. Adoption – Treasurer’s Report – Month of May 2016 – Recommended Motion: The Board of Education hereby adopts the Treasurer’s Report for the Month of May 2016.

6. Approval – Budget Transfer 2015-2016 – Recommended Motion: The Board of Education hereby approves the following budget transfers for the 2015-2016 school year:

Approval & Authorization for Payment – Health Services Contract – Tarrytown School District – Recommended Motion: The Board of Education hereby approves the health services contract from the Tarrytown School District for 8 students during the 2015-2016 school year and authorizes the payment of $658.17 per student at a total cost of $5,265.36.

8. Approval – 2016-2017 Extension of Red Flag Reporting Agreement – Recommended Motion: The Board of Education hereby approves the extension of the Red Flag Reporting Agreement with Stonebridge Partners, 280 Kenneth Drive, Suite 100, Rochester, NY 14623 and further authorizes the Superintendent, Dr. Jonathan Ross, to sign the agreement for 2016-2017 for a total cost of $1500.00.

9. Adoption of Section 18 of the Public Law – Recommended Motion: The Board of Education hereby adopts Section 18 of the Public Officers Law to confer the benefits of said statute upon the members of the Board of Education and all employees of the Board. And Further Resolved that the benefits under Section 18 shall supplement and be available in addition to defense or indemnification protection conferred by other statutes.

10. Amendment – Resolution D.3 September 21, 2015 – Approval – New Directions for Excellence – Literacy Consultant Contract 2015-2016 – Recommended Motion: The Board of Education hereby approves the Literacy Consultant Contract with New Directions for Excellence, 10 Olde English Court, Woodcliff Lake, NJ 07677 for the 2015-2016 school year not to exceed 13 days for a total amount of $19,500.

11. Acceptance – 2016-2017 HVAC Professional Services – Johnson Controls, Inc. – Recommended Motion: The Board of Education hereby accepts the 2016-2017 one year Agreement, with an option to extend, with Johnson Controls, Inc. 200 Business Park Drive, Armonk, NY 10504 for HVAC Professional Services at an annual cost of $74,158.

12. Approval – 2016-2017 Bus Maintenance and Repair Contract – S.W. BOCES – Recommended Motion: The Board of Education hereby approves the 2016-2017 Bus Maintenance and Repair Contract with S.W. BOCES, 17 Berkley Drive, Rye Brook, NY 10573 at an annual cost not to exceed $60,000.

13. Acceptance – Cooperative Summer & School Year Transportation Bid Awards – Recommended Motion: The Board of Education hereby accepts all LOW BIDS to locations listed in the Cooperative Transportation Bid between the Port Chester Rye UFSD and the Blind Brook-Rye UFSD as listed in Exhibit # 1 attachment, “PCR/BB Transportation Bid Summary for the summer 2016 and school year 2016-2017.

14. Approval – Parent Transportation Contract – Recommended Motion: The Board of Education hereby approves the transportation agreement by and between B.J., parent of a District student, and the Blind Brook-Rye UFSD, at a cost not to exceed the lesser of $657.72 or the IRS reimbursement rate for mileage traveled times the number of summer

school days, in addition to any other authorized expenses, for the period July 1, 2016 to August 11, 2016, and authorizes the Superintendent to execute said agreement.

15. Approval – Summer Pupil Transportation Contract Extension – TLC Transportation Corp. of Westchester – Recommended Motion: The Board of Education hereby approves a summer pupil transportation contract extension with TLC Transportation Corp. of Westchester, 390 Riverdale Avenue, Yonkers, NY 10705 from July 11, 2016 to August 12, 2016 at a cost of $390.81 per day to provide daily roundtrip transportation for one Blind Brook SWD to an approved school.

16. Approval Summer Pupil Transportation Contract – TLC Transportation Corp. of Westchester – Recommended Motion: The Board of Education hereby approves a summer pupil transportation contract with TLC Transportation Corp. of Westchester, 390 Riverdale Avenue, Yonkers, NY 10705 from July 1, 2016 to August 11, 2016 at an aggregate cost not to exceed $13,746 to provide daily roundtrip transportation for four Blind Brook SWDs (including bus monitor costs for three students) to three different approved schools in Westchester County.

17. Approval Summer Pupil Transportation Contract – All County Bus Company – Recommended Motion: The Board of Education hereby approves a summer pupil transportation contract with All County Bus Company, 70 Fernbrook Street, Yonkers, NY 10705, from July 5, 2016 to August 16, 2016, at an aggregate cost not to exceed $3,069 to provide daily roundtrip transportation for one Blind Brook SWDs (including a bus monitor) to an approved school in Westchester County.

18. Approval – Transfer of Funds – Inactive Account Balances to Student Senate Account – Recommended Motion: The Board of Education hereby approves the transfer of funds of the following accounts to the Blind Brook High School Senate Account:

WHEREAS, the Board of Education of the Blind Brook-Rye UFSD provides the opportunity for non-resident students to attend school in Blind Brook, and

WHEREAS, a certain non-resident child has successfully applied for nonresident student status;

IT IS HEREBY RESOLVED that the Board of Education hereby affirms and approves the following child as a student of the Blind Brook-Rye UFSD for the 2016-2017 school year subject to all the rights, rules and responsibilities, as more fully set forth in the non- resident protocols: 2016-002.

Acceptance – 2016-2021 Internal Audit Services Proposal – EFPR Group, CPAs PLLC – Recommended Motion: RESOLVED, that upon the recommendation of the Superintendent of Schools, the Board of Education of the Blind Brook-Rye UFSD does hereby accept the internal audit services proposal submitted by EFPR Group, CPAs PLLC, 280 Kenneth Drive, Suite 100, Rochester, NY 14623, in the annual amount of $14,750.

22. Acceptance & Award Contract for SEQRA Consulting Services – Tim Miller Associates Recommended Motion: The Board of Education hereby accepts and awards the Contract for SEQRA Consulting Services to Tim Miller Associates, 10 North Street, Cold Spring, NY 10516 in the amount not to exceed $21,200 plus up to $1,500 for direct costs as outlined in their revised proposal dated June 15, 2016.

23. Approval – Renewal Contract – Lifestyle Integrated Fitness Training – Recommended Motion: The Board of Education hereby approves of the Renewal Contract with Lifestyle Integrated Fitness Training, 735 Anderson Hill Road, Purchase, NY 10577 for Athletic Trainer Services in 2016-2017 for a cost not to exceed $32,320 plus additional services at $45.00 per hour not to exceed $8,000.

24. Approval & Authorization of Transfer of Funds from Employee Benefit Accrued Liability Reserve – Recommended Motion: The Board of Education hereby authorizes the transfer of $77,288.23 from the Employee Benefit Accrued Liability Reserve within the General Fund to the 2016-2017 budget line as listed in Exhibit A.

Approval & Authorization – Financial Advisory Services Agreement – Capital Market Advisors, LLC – Recommended Motion: The Board of Education hereby approves and authorizes the Superintendent to Execute Agreement with Capital Market Advisors, Two Roosevelt Avenue, Suite 201, Syosset, NY 11797 for Financial Advisory Services for 2016-2017 in the amount not to exceed $2,500.
