Welcome To Our Meeting!

We are pleased to have you join us at our Board meeting. Your presence and participation is appreciated and encouraged. We best represent you, our residents, when we learn your questions, suggestions, issues of interest, and opinions.

The Board invites public comment at the beginning of each meeting in an Open Forum. We may follow up on your comments with you during the week, discuss the matter a bit later in the meeting, or just listen carefully and value your input. In addition, public discussion takes place with each agenda item. Please note that responses concerning personnel issues should not be made in public.

If you have prepared your remarks, please share a copy with the school’s District Clerk to include with the meeting minutes.

We ask that each speaker state your name and address for the record, and limit your remarks to the permitted time (2 minutes, no more than 3 minutes). Time check will be made by the District Clerk.

If you have any questions or comments about Board agenda items please email the Board at – [email protected] by 12:00 pm on the day prior (usually Sunday) to the day of the meeting.

Meeting Schedule:

Our regular board meetings and Board Workshops are usually held on Mondays at 8:00 p.m., every other week. Check the District Website – www.blindbrook.org for dates and agenda topics. Board business is always conducted in public. The meetings are held in the Monroe E. Haas I.M.C., unless otherwise announced in advance by email, on the local news, educational access channels, and the District’s Website

VII. RESOLUTIONS FOR ACTION:

The following Resolutions are recommended for action by the Superintendent of Schools to the Board of Education of the Blind Brook-Rye UFSD:

A. Certified Personnel Resolutions

1. Approval – Maternity/Child Care Leave – Deborah Dubin – Recommended Motion: The Board of Education hereby approves the maternity/child care leave of Deborah Dubin, a tenured guidance counselor at the Blind Brook Middle School, effective December 6, 2013 and ending April 1, 2014.

2. Approval – Additional Teaching Assignments - Recommended Motion: The Board of Education hereby approves the appointment of the following individuals to work an additional teaching assignment in the 2013-2014 school year, effective October 1, 2013:

3. Resignation – Gregory Mottola – BBHS Teacher Assistant – Recommended Motion: The Board of Education hereby accepts the resignation of Gregory Mottola a Teaching Assistant at Blind Brook High School, effective at the end of the business day October 4, 2013.

4. Appointment – Gregory Mottola - .9 Special Education Teacher – BBHS – Recommended Motion: The Board of Education hereby appoints Gregory Mottola as a .9 Special Education Teacher at Blind Brook High School, effective October 7, 2013 and ending June 30, 2014 at a salary of MA Step A $61,146 pro-rated to $48,702.81 in 2013-2014.

5. Appointment – Ryan Collins – Varsity Cross Country Coach – Recommended Motion: The Board of Education hereby appoints Ryan Collins Coach for Varsity Cross Country for the 2013-2014 school year at a stipend of $4,626.

6. Resignation – Ryan Collins – Varsity Cross Country Coach – Recommended Motion: The Board of Education hereby accepts the resignation of Ryan Collins as Varsity Cross Country Coach effective at the end of the business day October 3, 2013.

7. Approval – Ryan Collins Stipend for Varsity Cross Country – Recommended Motion: The Board of Education hereby approves the stipend for Ryan Collins as Varsity Cross Country Coach from August 19, 2013 to October 3, 2013 at a pro-rated stipend of $3,723.90.

8. Appointment – Katherine Walker – Varsity Cross Country Coach – Recommended Motion: The Board of Education hereby appoints Katherine Walker as Varsity Cross Country Coach effective October 4, 2013 and ending October 15, 2013 at a stipend of $902.10.

9. Appointment – Probationary – Victoria Maksym – Special Education – Recommended Motion: The Board of Education hereby appoints Victoria Maksym to a probationary appointment as a Special Education teacher at Blind Brook High School effective October 1, 2013 and ending September 30, 2016 at a salary of MA Step 2 $67,983 pro-rated to $61,185 in 2013-2014.

10. Appointment of Mentors for 2013-2014 – Recommended Motion: The Board of Education hereby appoints the following individual as Mentor for the 2013-23014 school year:

11. Appointment World Language Coordinators 2013-2014 – Recommended Motion: The Board of Education hereby appoints the following individuals as World Language Coordinators for the 2013-2014 school year:

Appointment – P/T ESL (.4) Ingrid Merli – BBHS - Recommended Motion: The Board of Education hereby appoints Ingrid Merli to a part-time ESL (.4) teaching position at the Blind Brook High School, effective October 22, 2013 and ending June 30, 2014 at a salary of MA Step 4 + 30 Hours $81,745 pro-rated to $27,466.32 in 2013- 2014.

13. Appointment 0 P/T ESL (.4) Kelly Boylan – BBMS - Recommended Motion: The Board of Education hereby appoints Kelly Boylan to a part-time ESL (.4) teaching position as the Blind Brook Middle School, effective October 22, 2013 and ending June 30, 2014 at a salary of MA Step 1 $64,564 pro-rated to $21,693.52 in 2013- 2014.

14. Resignation – Jaclyn Valentino – P/T Teaching Assistant – PRSS - Recommended Motion: The Board of Education hereby accepts the resignation of Jaclyn Valentino, a part-time Teaching Assistant at the Ponterio Ridge Street Elementary School effective at the end of the business day October 31, 2013.

15. Appointment – Teaching Assistant – BBHS – Andrew Maier - Recommended Motion: The Board of Education hereby appoints Andrew Maier to a probationary appointment as a Teaching Assistant at Blind Brook High School, effective October 22, 2013 and ending September 21, 2016 at a salary of $38,937 pro-rated to $32,707 in 2013-2014.

B. Other Personnel Resolutions

1. Appointment – Substitute Teachers for the Pupil Services Department at the PRSS – 2013- 2014 – Recommended Motion: The Board of Education hereby appoints the following individuals as substitute teachers for the Pupil Services Department in the 2013-2014 school year at the Ponterio Ridge Street Elementary School:

Michelle Bartosch, Emily Bocek, Gabrielle Leigh, Lina Fraccaroli, Amy Lewis and Cristina Mangiaracina

2. Appointment – Part-Time Kindergarten Aide – Deborah Cabot – Recommended Motion: The Board of Education hereby appoints Deborah Cabot as a part-time Kindergarten Aide (not to exceed 19 hours per week) at the Bruno M. Ponterio Ridge Street Elementary School effective October 15, 2013 and ending June 30, 2014 at a salary of Step 14 - $17.71 per hour in 2013-2014.

3. Appointment – Part-Time Teacher Aide PPS – Maria Maffei – Recommended Motion: The Board of Education hereby appoints Maria Maffei as a part-time PPS Teacher Aide (not to exceed 19 ½ hours per week) at the Bruno M. Ponterio Ridge Street Elementary School, effective October 7, 2013 and ending June 30, 2014 at a salary of Step 14 - $17.71 per hour in 2013-2014.

4. Appointment - Substitute Teachers at BBMS/BBHS - Recommended Motion: The Board of Education approves the following individuals to be substitute teachers at the Blind Brook Middle School and Blind Brook High Schools during the 2013-2014 school year:

Appointment – Part-Time Teacher Aide PPS – Tara Flaherty - Recommended Motion: The Board of Education hereby appoints Tara Flaherty as a part-time PPS Teacher Aide (not to exceed 19 ½ hours per week) at the Bruno M. Ponterio Ridge Street Elementary School, effective October 22, 2013 and ending June 30, 2014 at a salary of Step 14 - $17.71 per hour in 2013-2014.

8. Re-Appointment - Kathleen Gajda – P/T PPS Teacher Aide – Recommended Motion: The Board of Education hereby re-appoints Kathleen Gajda as a P/T PPS Teacher aide formally a P/T Kindergarten Aide at a salary of $17.71 per hour not to exceed 19 ½ hours per week, effective October 22, 2013 at the Bruno M. Ponterio Ridge Street Elementary School.

9. Re-Appointment – Mary Ann Gorman – P/T PPS Teacher Aide – Recommended Motion: The Board of Education hereby re-appoints Mary Ann Gorman as a P/T PPS Teacher aide formally a P/T Lunch Aide at a salary of $19.04 per hour not to exceed 19 ½ hours per week, effective October 22, 2013 at the Bruno M. Ponterio Ridge Street Elementary School. 10. Coaching Assignments – Winter & Spring 2013-2014 - Recommended Motion: The Board of Education approves the appointment of the following individuals to work as coaches in the Winter & Spring of the 2013-2014 school year:

Probationary Appointment – Part-Time (.45) Office Assistant Automated Systems – Lauren Casterella – Recommended Motion: The Board of Education hereby appoints Lauren Casterella to a probationary part-time Office Assistant Automated Systems position in the Blind Brook High School Athletics Office from Civil Service List # 02-140, Certification # 000019684, effective November 4, 2013 at category Step D-3 $37,648 pro-rated to $11,230 through June 30, 2014.

C. Education

1. Approval – Staff Training – PRSS for Math in Focus – Recommended Motion: The Board of Education hereby approves the staff training for teachers at the Bruno M. Ponterio Ridge Street Elementary School for Math in Focus from Houghton Mifflin Harcourt, 1900 S. Batavia Avenue, Geneva, IL 60134 for three days of training at $2,599.00 per day not to exceed $7,797.00.

2. Approval of Committee on Special Education Recommendations – Recommended Motion: The Board of Education hereby approves the following Special Education Committee recommendations submitted for review as of October 16, 2013: Case Numbers: 51381, 60010, 112200328, 112200244, and 100040.

3. RESOLVED, that upon the recommendation of the Superintendent of School, the Board of Education of the Blind Brook-Rye Union Free School District does hereby approve the following Pupil Services Providers for the 2013-2014 school year:

1. Approval – Minutes of the Board of Education Executive Session – September 30, 2013 – Recommended Motion: The Board of Education hereby approves the Minutes of the September 30, 2013 Executive Session.

2. Approval – Minutes of the Board of Education Meeting – September 30, 2013 - Recommended Motion: The Board of Education hereby approves the Minutes of the September 30, 2013 Board Meeting.

3. Revision of Standard Work Day & Reporting for 2013-2014 - Recommended Motion: The Board of Education hereby establishes the following as the standard work day for all appointed officials and will report the following days worked to the New York State and Local Employees’ Retirement System based on the record of activities maintained and submitted by these officials to the clerk of this body:

4. Acceptance – Donations – Rye Brook Soccer Club, Football Booster Club, Cheerleaders Booster Club and Varsity Boys Soccer Booster Club – Recommended Motion: The Board of Education hereby gratefully accepts the donations of $2,000 from the Rye Brook Soccer Club, $2,012 from the Football Booster club, $100 from the Cheerleaders’ Booster Club and $150 from the Varsity Boys Soccer Booster Club. All donations will be used to pay for the homecoming lights rental.

5. Appointment – Consultant – ECG Engineering – Recommended Motion: The Board of Education hereby appoints ECG Engineering, 222 Middle Country Road, Suite 318, Smithtown, NY 11787 as a Consultant for 2013-2014 Annual Visual Inspections Compliance Services in the amount of $3,000.

6. Approval – Amendment to 2013-2014 General Fund Budget Appropriation - Recommended Motion: The Board of Education hereby authorizes that the 2013-2014 General Fund Budget be amended by increasing the tuition revenue account code (A1311) by $195,607 and the K-5 Teacher salary appropriations account code (A2110120010000) by $195,607.

7. Approval of Leasing Two Copy Machines from CBS-Xerox – Recommended Motion: The Board of Education hereby approves and authorizes the Purchasing Agent to enter into lease and maintenance (one 5875APT and one D95CP) for a total cost of $711.50 per month per the Westchester County Municipal Contract, IT-1169 (both machines to be deployed at BMP Ridge Street School).

8. Approval – Authorization to Enter Agreement for Student # 60010 with a Disability – Recommended Motion: The Board of Education hereby authorizes its Superintendent, or Designee, to enter into the Agreement reviewed by the Board of Education in Executive Session regarding student # 60010, a student with a disability to resolve all claims for reimbursement;

And Further Resolved that the Board of Education denies approval of the request for reimbursement involving Student # 60010, a student with a disability.

Approval – Authorization to Enter Agreement for Student #51535 with a Disability – Recommended Motion: The Board of Education hereby authorizes its Superintendent, or Designee, to enter into the Agreement reviewed by the Board of Education in Executive Session regarding student # 51535 a student with a disability.
