TRÁFICO DE PASAJEROS Durante enero - diciembre de 2017, el tráfico aéreo internacional totalizó 30 055 miles de pasajeros, correspondiente al embarque y desembarque de pasajeros de las líneas aéreas en los aeropuertos internacionales de los países que integran la Comunidad Andina, cifra que representó un aumento de 11,0% respecto a similar periodo del año anterior. A nivel de países, el Perú registró un incremento de 21,6%, seguido de Colombia, Bolivia y Ecuador con aumentos de 6,4%, 5,0% y 3,7%, respectivamente. SAAB 340B, JA03HC EMERGENCY OPERATION TO AVOID COLLISION WITH THE TERRAIN ABOVE OKUSHIRI AIRPORT AROUND 11:38 JST, JUNE 4, 2011 November 7, 2014 Adopted by the Japan Transport Safety Board Chairman Norihiro Goto Member Shinsuke Endoh Member Toshiyuki Ishikawa Member Sadao Tamura Member Yuki Shuto Member Keiji Tanaka SYNOPSIS Summary of the Incident On June 4 (Saturday), 2011, a SAAB 340B, registered JA03HC, operated by Hokkaido Air System Co., Ltd., took off from Hakodate Airport as a scheduled Flight 2891. During the approach to Runway 31 of Okushiri Airport, the aircraft executed a go-around and once started climbing, but it soon reversed to descend. Consequently, at around 11:38 Japan Standard Time, its flight crew became aware of the situation and executed an emergency operation to avoid crash to the ground. The aircraft flew back to Hakodate Airport, following some holdings over Okushiri Airport. -

(2) In order to reduce the administrative burden on aircraft operators, Directive 2003/87/EC provides for one Member State to be responsible for each aircraft operator. Article 18a(1) and (2) of Directive 2003/87/EC contains the provisions governing the assignment of each aircraft operator to its administering Member State. The list of aircraft operators and their administering Member States (hereinafter "the list") should ensure that each operator knows which Member State it will be regulated by and that Member States are clear on which operators they should regulate. -

Market forces, rather than government agencies, 2 began to regulate the indus- try. The transition, however, has not been an easy one. Procedures and relationships well suited to a regulated in- dustry are now viewed as outdated, onerous, and even anticompetitive. The current conflict over carrier-owned computer res- ervation systems (CRS's) represents one instance of these problems.3 The air transportation distribution system re- lies heavily on the use of CRS's, particularly since deregu- lation and the resulting increase in airline activity. 4 One I Pub.
