CARTA DE LA PRESIDENTA Buen periodismo y Buena justicia uando hablamos de justicia parece que tenemos que hacerlo de forma negativa. Los periodistas nos pasamos la vida contando lo que pasa, denunciando lo que no es correcto e intentando dar respuestas a la sociedad, que tiene muchas preguntas C frente a tanto abuso. Es nuestro trabajo. Llena muchos minutos y muchas páginas. Y desde ACijur lo intentamos llevar a cabo desde la ética y la responsabilidad. No “todo vale”. Y en esta ocasión queremos hablar de la justicia con cierta alegría. Con cierta alegría, en efecto, porque se nos ha reconocido la labor que venimos haciendo desde 2007. un Periodismo serio, riguroso, responsable, contrastado. Lo que entendemos por buen Periodismo. Y quien así lo ha visto ha sido el ministro de justicia, rafael Catalá, que el 22 de diciembre de 2015 condecoró a ACijur con la Cruz de Honor de San raimundo de Peñafort. La tan deseada “raimunda”. El ministro ha percibido nuestra seña de identidad y ha reconocido, de esta manera, la labor de difusión de información que hace ACijur en el sector jurídico, la defensa de la libertad de expresión y el trabajo a favor del derecho a la información. Fuimos críticos con algunas reformas, siempre desde el respeto, pero pudimos dialogar con él. Y seguiremos tendiendo la mano. Esta condecoración premia los méritos de quienes intervienen en la Administración de justicia. Y nosotros somos periodistas. Pero el ministro entiende que los periodistas somos una pieza importante para que se entienda el mundo de la justicia. No es fácil transmitir lo que ocurre en este complejo mundo. Porque no es un mundo fácil. Hay muchos intereses en juego. Y contrapuestos. Públicos y privados. Nosotros tenemos que transmitir una información veraz, auténtica. Y la opinión pública tiene que estar informada, bien informada. ACijur apuesta por la responsabilidad y por la adecuada formación de los profesionales, capaces de interpretar y contar lo que sucede. En los últimos tiempos denunciamos con frecuencia el mal uso que hacen algunos de la justicia, pero nos gustaría hablar también del buen uso. Nos gusta la justicia. Esta agenda es un simple instrumento que la junta Directiva de ACijur pone a tu disposición para que te ayude en esta maravillosa profesión de informar y comunicar. Many of them are multilingual and also have text for example in Spanish or French. Only one of them has the rare language combination Swedish and Basque: Euskadi-bulletinen, which was published in 1975–1976 in solidarity with the independence movement in the Basque Country. This short-lived publication and its historical context are described in this article.1 Euskadi-bulletinen was published by Askatasuna ('freedom' in Basque), which described itself as a “committee for solidarity with the Basque people's struggle for freedom and socialism (1975:1, p. 24). “Euskadi” in the bulletin's title did not only refer to the three provinces Araba, Biscay and Gipuzkoa in northern Spain, but also to the neighbouring region Navarre and the three historical provinces Lapurdi, Lower Navarre and Zuberoa in southwestern France. This could be seen directly on the covers which all are decorated with maps including all seven provinces.

Camarasa* and Antoni Roca i Rosell** The Institute of Catalan Studies (Institut d’Estudis Catalans, henceforth the IEC) was founded in 1907 by Enric Prat de la Riba with the aim of promoting scientific policy. The underlying rationale was that an institute promoting high culture would reinforce Catalonia’s aspirations for political autonomy. Nonetheless, in addition to this original aim, the IEC has acquired a considerable degree of functional autonomy, indicating preferred directions for research and the dissemination of knowledge, and contributing greatly to the development of a Catalan scientific community. The autonomy of the IEC was unrestricted during the dictatorship of Primo de Rivera (1923-1930), although it received no public funding of any kind. During the Second Republic –covering the years 1931 to 1939 and including the Civil War– the IEC had premises in the Casa de Convalescència (attached to the old Hospital de la Santa Creu). During the Franco dictatorship, the IEC was taken to be defunct, although it was never, in fact, explicitly closed down, and continued to operate in semi-clandestine form. In 1963, Òmnium Cultural (a body promoting Catalan identity, culture and language), granted the IEC premises in the Palau Dalmases. The IEC thus acquired a certain public presence that enabled it to support the activities implemented by its subsidiary societies. In 1976, the IEC was publicly recognised by the governments of Catalonia and of Spain. In recent decades, in an academic context that is very different from that existing in the opening decades of the 20th century and against a very different political background, the IEC has battled to carve out a niche for itself in the Catalan research sector.

    Foreign correspondents in Francoist Spain (1945-1975) Tobias Reckling This thesis is submitted in partial fulfilment of the requirements for the award of the degree of Doctor of Philosophy of the University of Portsmouth. March 2016 1 Abstract This thesis will examine the foreign press corps in Francoist Spain from 1945 until 1975. After the end of the Second World War, the Franco regime was internationally isolated as a result of its ties with Nazi Germany and Fascist Italy. However, the dictatorship returned to the international stage during the 1950s and managed to survive on the margins of the Cold War world order until the death of Franco in 1975. Throughout these 30 years and while never loosening its dictatorial control over Spain, the Franco regime continuously tried to improve its international position and image beyond mere toleration. Foreign correspondents were working at the centre of this balancing act. Against this backdrop, this thesis has two central aims. First, it will examine the regime’s policy towards the foreign press. The thesis will show that the Francoist authorities never fully accepted the foreign press corps’ work within Spain and tried to exercise control over the foreign press corps until the end of the regime. Throughout the regime’s internal and external development, however, the Francoist authorities adapted the means they employed. At the same time, conflicting interests and strategies within the Franco regime shaped its policy towards the foreign press. This thesis will further show that conflicts with correspondents partially had their roots in the importance of the foreign press, distributed within Spain, for the Spanish public in general and the political opposition in particular.

    Gloria Totoricagüena Basque DiasporaMigration and Transnational Identity Center for Basque Studies · University of Nevada, Reno Basque Diaspora Gloria Totoricagüena PhD is a political scientist who specializes in Basque migration and diaspora studies. She earned her doctorate degree in Comparative Politics from the London School of Economics and Political Sci- ence, and currently researches and teaches at the Center for Basque Studies at the University of Nevada, Reno. She has conducted unparalleled fieldwork and investigation with Basques from communities in over twenty coun- tries and regularly serves as a consultant for institutions in the Basque Country. Her work has been awarded and recognized internationally, including the Vasca Mun- dial, Worldly Basque, award in 2003, and when selected as the President of the Committee of Academic Experts from the Eusko Ikaskuntza, or Basque Studies Society, initiative for EuskoSare, a worldwide network for Basque studies. Dr. Totoricagüena collaborates in various research projects with homeland institutions and with those of the Basque diaspora. She is a permanent delegate to the North American Basque Organizations, and has repre- sented the United States in each of the World Congresses of Basque Collectivities. ABSTRACT: The 1960s was to herald a significant change in the political environment of modern Europe. Established means of seeking political redress through traditions of parliamentary enfranchisement and elite consolidation was to be met by a new challenger from the peripheries of established nation-states. At the core of these changes was the re-emergence of national movements and nationalism, as an ideology, as a means of addressing the perceived state engendered marginalisation of peripheral communities. The failure of ‘Social Movement’ theory to deal with movements that would proffer an ideological alternative was to leave a gap in the discipline vis-à-vis state centralisation and peripheral oppositional mobilisation. ‘Social Movement’ theory’s two predominant paradigms of ‘Resource Mobilisation’ and ‘New Social Movement’ theory would fail to adequately expplain the emergence of movements that were not mono-generational in nature. The former’s negation of ideational movement mobilisation, and the latter’s downplaying of the state, was to ignore two factors in the mobilisation of peripheries to rebellion.
