GENERAL STATEMENT OF JOB

Responsible for supervising and directing fire suppression, emergency medical services, hazardous materials/technical rescue situations and emergency responses, as well as directing and coordinating the daily activities of a and associated engine/medic companies on an assigned shift. Trains, instructs, supervises, guides and disciplines assigned personnel determines proper deployment of equipment in emergency response situations; and ensures the completion of assigned daily maintenance, training, and administrative responsibilities. Responsible for commanding emergency response operations until/unless relieved of command by a superior officer. Determines proper emergency response strategies, as well as appropriate supervisory and management strategies for completing non-emergency work. Work is performed under the general supervision of a Captain/District Officer and/or /Shift Commander as assigned .

JOB LOCATION/WORKING CONDITIONS

Works wherever emergencies occur both indoors and outdoors; is exposed to a variety of hot and cold temperatures and may be, at times, exposed to fire, smoke, infectious diseases, hazardous chemicals, and other dangerous situations; may be required to walk, climb, crawl, bend, pull, push, or lift and balance on less than ideal terrain; is exposed to wide variety of noise levels, which at times can be quite high, particularly when multiple sirens are sounding; administrative and management duties are carried out indoors at the department’s administrative offices, in the fire stations, at indoor and outdoor training locations, or in the buildings and offices of County government; supervision of personnel occurs both indoors and outdoors, on emergency scenes, in the fire station, on training locations, and in the community.

ESSENTIAL JOB FUNCTIONS

Directs the operations of a fire station and associated engine/medic companies on an assigned shift; coordinates and directs the activities of and other assigned personnel; assigns personnel to emergency apparatus. Performs administrative work to include preparing and conducting employee performance evaluations, preparing and maintaining various records and activity reports, writing and reviewing incident reports, activity logs, check lists, accident, and on-duty injury reports; assists Captain/District Officer and/or Battalion Chief/Shift Commander with administrative matters including managing personnel time/leave/shift trade requests and records.

Responds to emergencies, determining equipment and personnel to be deployed and provides input into determining the route to be taken by assigned units; directs work of fire and rescue personnel in the absence of a superior ranking officer; performs initial size-up, supervises laying of hose lines, placement of ladders, direction of streams of water, ventilation of buildings, rescue of persons, and salvage operations.

Drives Virginia Department of Health Office of EMS permitted vehicles, fire apparatus, other emergency apparatus and county vehicles. Provides pre-hospital emergency medical care at the basic and advanced life support level appropriate for the level of certification and consistent with department procedures, regional treatment protocols and standard of care.

Plans and provides training to improve competence in fire suppression techniques, rescue techniques, hazardous materials awareness/identification/containment and pre-hospital emergency medical care, awareness and knowledge of emergency responses to terrorism, weapons of mass destruction, radiological emergencies, and/or technical or specialized maintenance in the upkeep of fire apparatus equipment and tools, ambulances, and assigned specialized medical equipment;

Plans and provides training to improve apparatus operation skills and abilities; maintains knowledge of new or modified operational protocols and procedures; studies target hazards, building layouts and utility controls, and hydrant locations, etc.; studies County streets, regional road patterns and traffic networks to ensure minimum difficulty or delay in getting to an emergency scene, or from the scene to the appropriate medical facility.

Directs, plans, and supervises general maintenance duties in the upkeep of assigned fire apparatus, ambulances, fire station and associated utility buildings, grounds, and all related equipment; conducts daily station and apparatus inspections; oversees day-to-day operating policies and procedures, and plans daily assigned station activities, handles disciplinary matters and solves employee problems; prepares and conducts employee performance evaluations.

Conducts accident investigations; conducts investigations for equipment loss/failures; prepares reports and recommendations drawn from conclusions of such investigations.

Responsible for the accurate and timely completion of all reports of emergency incidents and patient care; including the thorough documentation of all aspects of emergency incident responses including response information, scene assessments, patient assessments, observations, actions taken, treatments performed, orders obtained, results/consequences of actions, and responses to treatments; reports and documents any unusual occurrences or deviations from standard practice, protocol, or operating procedures; and, prepares and maintains all activity records, checklists, logs, Quick Access Pre-Incident Plans, Pre-Fire Plans, and reports for the assigned station and shift as required.

Performs as an Acting Captain/District Officer; may also perform as an Acting Captain/EMS Field Supervisor depending on department status as a certified and released Paramedic.

Coordinates special assistance and support services for victims of fire and emergency medical incidents; Performs emergency management functions as required and assigned.

Attends seminars, conference, workshops, classes, lectures, etc., as appropriate to enhance and maintain knowledge of trends and development in such professional fields of study as: supervision and management, emergency medical services, fire suppression, fire prevention, rescue, incident command, hazardous materials response and special operations such as technical rescue, marine incident response, and mass casualty, etc.

Conducts and supervises company level fire prevention activities to include appearing before civic, community, school, and other interested groups; conducts pre-plan inspections of schools, churches, and commercial buildings; assists in fire investigations when necessary; Provides and supervises non-emergency general public assistance; performs various public relations activities.

EDUCATION AND EXPERIENCE

Graduation from high school (or GED) supplemented by specialized training in fire fighting and emergency response, and 5 years of experience in fire fighting and emergency response; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

SPECIAL REQUIREMENTS

Possession of a valid driver's license issued by the Commonwealth of Virginia.; possession of a valid Virginia Fire Instructor Certificate; possession of a valid Virginia Haz-Mat Operations Certificate; possession of a valid Virginia Pump Operator Certificate; possession of a valid Virginia Aerial Operator Certificate; completion of approved college level coursework in English composition or technical writing within time frame designated by the Department; possession of (at a minimum) a valid EMT-Intermediate (required to obtain and/or maintain, at a minimum, EMT-Intermediate Certificate and be released within time frame designated by the Department): Requires graduation from Fire and Life Safety’s “Command School” or equivalent; other courses/training/education as may be required by the Department of Fire and Life Safety for continued employment;

equipment, ambulance cots, stretchers, backboards, stair chairs and other patient movement equipment; must be able to operate firefighting equipment including hoses, nozzles, fire streams, ladders, tools and appliances; must be able to operate a rescue truck and its tools and equipment; must also be able to operate office equipment including calculators, telephones, and computer systems. Must be able to lift and push and pull objects weighing between 25-165 pounds, must be able to move and/or pick up humans with various weights and work with full gear that easily weighs 55 pounds or more. Physical demand requirements are those for Very Heavy Work.

Must be able to communicate effectively and efficiently in a variety of technical or professional languages including medical terminology and emergency response codes.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability coordinate hands and eyes rapidly and accurately in using office equipment, rescue equipment, fire fighting equipment, emergency communications equipment, personal protective equipment, and emergency medical equipment.
