European Parliament EUROPEAN PARLIAMENT 2004 2009 Committee on Development DEVE_PV(2008)0114_1 MINUTES of the meeting of 14 January 2008, STRASBOURG Note: The meeting was preceded by an informal meeting held in camera between the DEVE Coordinators, Commissioner Louis Michel and Michael Matthiessen from the Council. The meeting opened at 20.35 on Monday 14 January 2008, with Josep Borrell Fontelles (Chairman) in the chair. 1. Adoption of agenda DEVE_OJ (2008)0114_1 The agenda was adopted as reflected in these minutes. 2. Chair's announcements The Chairman informed the Committee that from 21 - 25 January, a photo exhibition entitled "Emerging Views: How the developing world sees Europe", will be presented in the European Parliament. The exhibition is organised by CONCORD and sponsored by the Committee on Development. The launch event for the photo exhibition already took place in October 2007 on the International Day for the Eradication of Poverty. The Chairman also announced that one of the candidates for the 2007 Sakharov Prize, had been arrested during the Christmas break. Hu Jia was detained on suspicion of "inciting subversion of state power" on 27 December 2007. In a statement of 31 December 2007, President Hans-Gert Pöttering called for the immediate release of the Chinese human rights activist. One of the urgent human rights resolutions to be adopted during the ongoing Plenary Session of the European Parliament will deal with the case of Hu Jia. 3. Announcements by the Commision There were no announcements. 4. Observation of the parliamentary elections in Togo (14 October 2007) PV\703262EN.doc PE400.339v01 EN EN Marie-Arlette Carlotti (Head of the European Parliament Delegation) reported on the election held in October 2007 in Togo. Parliament's right of scrutiny concerning the Development Coperation Instrument (DCI) - Adoption of the conclusions of Working Group A Conclusions to be adopted on the AAPs 2007 - Philippines (rapporteur: Horst Posdorf) - Central Asia part II (rapporteur: Nirj Deva) - Vietnam (rapporteur: Anne Van Lancker) - Thematic programme "Investing in People" (rapporteur: John Bowis) Decision: The conclusions were adopted. 7. Prospects for elections in Pakistan Michael Gahler reported on the current state of preparation of the forthcoming elections in Pakistan which will take place on 18 February 2008, later than previously scheduled. It was announced that the Election Coordination Group of the European Parliament requested authorisation to send an EP delegation to observe the elections. Speaker: Michael Gahler. ***Vote*** 8. Considerando que cerca de 14 millones de personas en la Unión Europea y entre el 1 y el 3 % de la población mundial total sufre de fibromialgia, un síndrome debilitante que causa dolores crónicos generalizados, B. Considerando que, aunque la Organización Mundial de la Salud reconoció la fibromialgia como enfer­ medad ya en 1992, esta patología no está incluida en el índice oficial de patologías en la UE, lo cual impide a los pacientes obtener un diagnóstico oficial, C. Considerando que las personas que sufren de fibromialgia acuden con más frecuencia al médico de cabe­ cera, son remitidos con mayor frecuencia a especialistas, reciben más certificados de baja por enfermedad y son hospitalizados con mayor frecuencia, lo que genera una carga económica considerable para la UE, D. Considerando que los pacientes de fibromialgia tienen que luchar por llevar una vida plena e indepen­ diente, a menos que tengan acceso a un tratamiento y un apoyo adecuados, 1. Pide al Consejo y a la Comisión que: — desarrollen una estrategia comunitaria sobre la fibromialgia con objeto de que esta patología sea recono­ cido como enfermedad; — contribuyan a la sensibilización sobre esta patología y faciliten el acceso a la información para profesio­ nales y pacientes, apoyando las campañas de la UE y nacionales de sensibilización; — alienten a los Estados miembros a mejorar el acceso al diagnóstico y al tratamiento; — promuevan la investigación sobre la fibromialgia mediante los programas de trabajo del Séptimo Programa Marco de Investigación y Desarrollo Tecnológico y futuros programas de investigación; — promuevan el desarrollo de programas para la recopilación de datos sobre la fibromialgia; 2.
