CAP4Access – D5.6

Executive Summary Dissemination of CAP4Access results is an important part of the project in order to achieve the largest possible impact in Europe. The project's target audience is twofold:  The first group is made up of end-users, i.e. people requiring enhanced accessibility. This group not only comprises people with mobility impairments (e.g. individuals in wheelchairs) but also any other type of individuals who require advanced accessibility of the built environment, e.g. individuals requiring mobility aids such as scooters but also individuals moving toddlers in pushchairs or older people.  The second group includes policy-makers with responsibility for the built environment in cities and regions of Europe; spatial planners and public sector administrators, i.e. people who professionally take decisions which have a direct impact on the accessibility of the built environment; grassroots initiatives, e.g. from the voluntary sector community, that have an interest in the topic, i.e. people who seek to contribute to improve accessibility of the local built environment; tourism entities and associations with a business interest in providing accessible services and routes for people with limited mobility; and last but not least the wider general public, i.e. communities/neighbourhoods including the resident population as well as local businesses and visitors.

In order to effectively communicate with these audiences, the project has established a dissemination strategy (see D5.2), at the core of which are two online platforms (www.cap4access.EU and http://MyAccessible.EU), the latter of which is part of a carefully crafted social media strategy. With regard to academic publications, the project has presented results at international academic conferences and submitted papers to journals. CAP4Access has contributed to EC-sponsored events dealing with Internet innovation and Collaborative Awareness Platforms for Sustainability and Social Innovation (CAPS). The first expert workshop was held, which was an opportunity to meet face-to-face with most members of the project’s Advisory Board. Networking with third parties has been strong throughout the years in the academic/technical, and accessibility-related and policy domains. The present document describes past dissemination activities for the second year of the project's lifetime, i.e. January to December 2015. The biggest activity in the period under review has been MapMyDay, an international mapping event co-organised by CAP4Access partner Sozialhelden and the World Health Organisation on December 3rd, the International Day of Persons with Disabilities. Via MapMyDay, the notion of crowd-sourcing accessibility information has achieved strong visibility in the media throughout Europe and beyond. Apart from MapMyDay, there have also been local events organised in the four pilot cities Elche, Heidelberg, London and Vienna, used for piloting of tools, promotion of the project and awareness raising as well as deepening the engagement of local target audiences. The project’s platform for engaging the European accessibility community, MyAccessible.EU, has published a large number of short reports about project activities, events and related issues. Four so-called Campaigning Papers were launched to support local activists in using crowd-sourcing for boosting public awareness of accessibility. The present document also briefly discusses some of the upcoming dissemination activities for which preparatory work has already begun.

CAP4Access – D5.6

1 Introduction: purpose of the Deliverable This document is Deliverable 5.6 of the CAP4Access project, a public report in work package 5 which presents further results from the project's exploitation and dissemination activities. The report contains an overview of the dissemination activities carried out by the project within the second year of the project lifecycle, i.e. January to December 2015, as well as an up-to-date summary of dissemination activities planned for the remaining 12 months of the project. Dissemination of CAP4Access results is an important part of the project in order to achieve the largest possible impact in Europe. These are the individuals who are ultimately to benefit from the activities initiated by the project.

In order to effectively communicate with these audiences, the project had established a dissemination strategy (see Exhibit 1), which has not undergone any major changes for the 2nd year. At the core of the strategy are two online platforms (see Chapter 2), which are embedded in a carefully crafted social media strategy. The project’s platform for engaging the European accessibility community, MyAccessible.EU, has published a large number of short reports about project activities, events and related issues. Four so-called Campaigning Papers were launched to support local activists in using crowd-sourcing for boosting public awareness of accessibility. With regard to academic publications, the project has presented results at international academic conferences and submitted papers to journals (see Chapter 3). With regard to events such as conferences and workshops (see Chapter 4), CAP4Access has contributed to EC-sponsored events dealing with Internet innovation and Collaborative Awareness Platforms for Sustainability and Social Innovation (CAPS). The first expert workshop was held, which was an opportunity to meet face-to-face with most members of the project’s Advisory Board. The biggest activity in the period under review has been MapMyDay (see Chapter 4.2) , an international mapping event co-organised by CAP4Access partner Sozialhelden and the World Health Organisation on December 3rd, the International Day of Persons with Disabilities. The present report focuses on activities in Elche, where the first mapping party took place in the first half of 2015 (see Chapter 4.3). Collaboration with third parties (see Chapter 5) has been strong throughout the years in the academic/technical, and accessibility-related and policy domains, including cooperation with data owners with the purpose of integrating data on accessibility of the built environment to OpenStreetMap (OSM). The present document also briefly discusses some of the upcoming dissemination activities for which preparatory work has already begun (Chapter 6).

2 Online presence The project has two websites, each tailored to a particular segment of the CAP4Access target audience:  The project website at www.cap4access.eu is the focal point for informing about the project’s objectives, its workplan and related activities, achievements and operational context.  The project's social media platform http://MyAccessible.EU was implemented for interaction with user communities, involving social media. It has been created in

Public Page 8 of 80 20/01/2016

WordPress and designed to appeal to the widest possible audience interested in accessibility issues.

2.1 Project website: www.cap4access.eu The purpose of the project website is informing anyone interested about objectives, tasks, achievements and partners of the project. Currently the website provides information about the following subjects: Homepage: The homepage provides a brief description of the background and key objectives of the project as well as the partners’ logos. The main photo from the project’s leaflet is included at the top of the page. An earlier plan to include a Twitter feed was dropped because interaction with user communities through social media now takes place through the sister site http://MyAccessible.EU. “What we do”: Background, objectives and the methodological approach of the project are described here. There are also leaflets in English in Spanish available for download in PDF format. Later on there will be at least one video explaining these. “News & Events”: This site includes four rubrics: News, Newsletters, and Workshops. The project team is regularly adding information about major events where CAP4Access was presented. News from the project and related activities are presented in blog format on http://MyAccessible.EU (see below), to which a link is provided in this section. CAP4Access newsletters are also available for download in PDF format. “Results” includes project reports as well as information about pilot cities and technology. As regards reports, the public Deliverables of the project are also available at this site. A further rubric is use cases from the four test sites at London South Bank (UK), Heidelberg (Germany), Elche (Spain) and Vienna (Austria). “Technology” will later on be a particularly important part of the project and also described on this site. Currently this site includes the technology to be developed in the project. Later on it will include achievements. “Resources” includes a list of related projects and initiatives as well as a list of related literature and other related events, which is continuously updated. These rubrics include internet links to the extent available. “Team” members and advisory board members are presented at this site. Advisory Board members and their professional background is briefly described. The website is updated continuously whenever news or fresh output from the project become available. One of the next steps will be to add new Deliverables and the next newsletter. Information about the project has reached a level of broadness and depth that made it necessary to include quick links at the top to rubrics further below on a site. The website is hosted by the project’s coordinator empirica. Partners can contribute content by sending this to empirica, which helps ensure a strong overall consistency and quality control.

Exhibit 2: Homepage of project website www.cap4access.eu

The CAP4Access website received an estimated 1,500 visits and nearly 2,400 unique pageviews in 2015. Unique pageviews sum up pageviews that are generated by the same user during the same session. For the CAP4Access website, these sessions generated an average of three pages per visit by a single user and a 45% bounce rate. The bounce rate, a negative metric, refers to the percentage of visitors who leave the website after viewing only a single page. A bounce rate of 53% is close to the global benchmark (47.5%), which indicates good visitor engagement. Initial engagement is additionally strengthened by the average visit duration of nearly 3 minutes, which outstrips the global benchmark of 2 minutes and 30 seconds. A total of 807 outlinks, 300 downloads, 205 internal searches and an average 2.9 actions per visit have been recorded in 2015. Actions include all pageviews, downloads, outlinks and internal site searches by a single visitor in a single session. The outlinks refer to the external URLs clicked by visitors. In this case, the high number of outlinks suggests that the website has played an important role in the introduction of related CAPS initiatives and resources, including of course MyAccessible.EU, which is the main forum for publication of news related to the project. 31% of all online traffic for CAP4Access originated in the United States, followed by Germany (19%), Spain (16%) and the United Kingdom (6%). The high figure for the US is likely to reflect the location of automatic internet engines. The high figure for Germany as well as the relatively high figures for Spain and the UK reflect the project partners’ country of origin.

2.2 Social Media activities Social networks are being used to flank dissemination efforts in order to reach a wider audience and to facilitate the dialogue with relevant stakeholders. Two readily available tools are used: a Wordpress website / blog and Twitter. The project’s Facebook account was discontinued in early 2015 due to the project’s decision to focus social media activities onto a limited set of tools.

2.2.1 Blogs

MyAccessible.EU The website http://MyAccessible.EU was created in April, 2014 and the website's blog, set up in WordPress format, launched one month later. As opposed to the project's more formal website (www.CAP4Access.eu), MyAccessible.EU is geared toward reaching a wide audience and raising awareness for the CAP4Access topics, especially among people who are less interested in research projects as such. The WordPress blogging tool and content management system is managed by partner Sozialhelden, with content being contributed regularly by all partners.

Exhibit 3: Homepage of website for interaction with end users: MyAccessible.EU

MyAccessible.EU is primarily used as a blog, regularly reporting on the project’s and the pilot site’s activities. In this blog and on the entire website it is important to use a format, vocabulary and tone that is understandable and appealing to a wide audience. For the

Public Page 12 of 80 20/01/2016

CAP4Access – D5.6 content of the blog the partners of the project take turns supplying information related to their activities and this information is written up in a blogpost by a native English speaker. The @MyAccessible.EU account is also serving as an archive of important initiatives and interesting activities that are taking place in and around the field of accessibility. Twitter is proving to be a very valuable resource for finding best practices around the globe, from which the CAP4Access project can learn and to which our tools and insights might contribute in the long run (see section 2.2.2 below). In order to provide access to pilot site related information in national languages, selected blog posts are available not only in English but also German or Spanish, in order to better serve speakers with limited knowledge of English. In 2015, blog post covered the following topics:  GIScience group participated in Open Data Day Mannheim (February 25)  Deriving sidewalk information using citizen science becomes #ProjectOfTheWeek (March 25)  Raising Awareness in London (January 5)  Putting Elche on the (OpenStreet)Map (February 13)  Vienna active for #mapforaccess (January 13)  Looking for Sidewalks on Open Data Day (March 13)  Elche, Spain colors in the Wheelmap (March 18)  Vienna, a treasure trove of open data for OSM (April 16)  Los Premios Reina Letizia Sobre Accessibilidad (May 4)  GIScience maps paths at Heidelberg Castle (May 11)  Ramp Day: overcoming barriers (June 3)  Europe without Barriers Tour (June 11)  Competition for Access City Award launched (June 18)  Mapping barriers with Sapelli (July 2)  First MyAccessible.EU expert workshop in Madrid (September 14; October 28)  National Trails: mapping their accessibility (September 21)  Mapping Project at Vienna school (October 7)  MyAccessible.EU meets On Wheels (November 10)  #MapMyDay: mapping accessibility around the world (December 17)  Local School Maps Vienna with Wheelmap (December 21)  Try It! The Campaigns section of the website contains four campaign papers targeting local activists keen to advance accessibility related activities in their city or region. The papers make concrete proposals for:  Organising Mapping Events using Wheelmap;

Public Page 13 of 80 20/01/2016

CAP4Access – D5.6

 Convincing local public transport providers to share their data on the operating status of elevators – information which is essential for the ability of people in wheelchairs (or otherwise limited mobility) to move throughout the city;  Sharing existing sources of data on wheelchair accessibility with Wheelmap.org;  Promoting use of mobile ramps for more accessibility.

Statistics of the MyAccessible.EU website from January to December 2015 indicate that most traffic occurred in July with nearly 100 visitors per day. A summary of the analysis of the site’s numbers, regarding the number of visitors, countries where visitors are from, length of stay on the website per visit etc., is presented in the two figures below:

Third party blogs The project was featured twice on the OpenStreetMap blog:  OSMGeoWeek (November 14) – post also available in Japanese  MapMyDay (December 3) – post also available in Japanese

2.2.2 Twitter Another effective tool for raising awareness for the CAP4Access topics continues to be Twitter. The MyAccessible.EU Twitter account has 580 followers and follows 660 accounts. Using this tool the project is able to call attention to its pilot site activities, draw visitors to the MyAccessible.EU website when new articles are posted there and interact closely with a varied and international community of individuals and organisations active in the fields of disability rights, accessibility, open data and mapping. The MyAccessible.EU Twitter account was tremendously useful for the “MapMyDay” campaign, which will be discussed in section 4.2 in greater detail. When launching the “MapMyDay” (MMD) Twitter account, nearly all of the MyAccessible.EU followers were followed by MMD account. This gave the campaign immediate and international visibility on Twitter in a very short time, making it possible for the MMD account to gather almost 550 followers in the single month of the campaign’s duration. Many of these followers were instrumental in quickly spreading the word about the campaign globally. The organisations from all over the world that follow the MyAccessible Twitter account were the starting point of the extensive mailing list of organisations and institutions that received detailed information about the MMD campaign, which is included as an attachment. A large number of these organisations reported on the campaign on their websites and social media channels and/or participated in the campaign in other ways. The MMD Twitter account will be continued to be used even now that MMD campaign is officially over. Its focus will be broadened to cover all kinds of international Wheelmap and related activities. This is a very useful additional tool, since the existing Wheelmap Twitter account is in German because it caters to the large and very active German Wheelmap community. The MMD account will continue to tweet and retweet about relevant topics in English, making it well suited to an international community and for broad awareness raising activities in a way that the MyAccessible.EU account cannot.

2.2.3 Other social media The MyAccessible.EU Facebook page was discontinued this year, as was proposed at the last review meeting. The Facebook page was not able to motivate the kind of interaction and following that is necessary for such a page to be useful. The typical CAP4Access activities and the make up of its consortium do not lend itself to the kind of content necessary to activate Facebook users, something that only became clear in the course of trying it out. On the other hand, the “MapMyDay” campaign created just the right kind of content for a Facebook page. The activities for MMD on Facebook are discussed in more detail in section 4.2.

3.2 General audience publications

3.2.1 Project leaflet For approaching the end-user target audiences of the project, a leaflet using a language more adapted to the preferences of people outside of the research and policy communities was drafted already in the first half year of the project. For use in non-English speaking target audiences, the leaflet was subsequently translated into Spanish and (Austrian) German, see D5.3.

3.2.2 Newsletters The second newsletter was produced and circulated in electronic form in March, and the third one in October, 2015 (they are annexed to this report, see 7.3). Newsletters are sent via e- mail to more than 2,000 addresses of members of the target audience, namely experts and stakeholders from across Europe and engaged in research, policy-making or representation of interests related to people with disabilities, in particular those dealing with people with mobility impairments and accessibility of the built environment. The newsletters are drafted in English language and included an introduction to the project and some first project activities and results of general interest. The fourth electronic newsletter is in preparation at the time of writing and is expected to be mailed in spring 2016.

3.3 Deliverables / Reports The following public deliverables were published on the project’s website in the months January 2015 to January 2016.

4 Events

4.1 First International Expert Workshop The first international expert workshop – held on 23-24 September in the context of the 5th International Congress on Tourism for All1 in Madrid, Spain, a major event for the accessibility community in Europe and beyond – aimed to present key achievements of the project and to discuss them with representatives of stakeholder groups that are of major importance to CAP4Access. The workshop sought, in particular, to contribute to an exchange and deeper understanding between two major groups of stakeholders, firstly technology developers and providers of data infrastructure (including the OSM community) and secondly end-users of information on accessibility of the built environment, such as wheelchair users and other people with limited mobility.

Below is a summary of the main points discussed and feedback received from workshop participants. Dr Ivor Ambrose is Managing Director of the European Network for Accessible Tourism (ENAT), a non-profit association for organisations that aim to be 'frontrunners' in the study, promotion and practice of accessible tourism.

As a long-term Wheelmap promoter, Ambrose stressed its potential to be used also by people who are not formally disabled (i.e. the “typical” wheelchair users. These make up two thirds of the target market for accessible tourism. With regard to navigation apps that make use of landmarks for guiding users, Ambrose noted that people have different awareness / recognition of landmarks depending on how well they know the city. This means that a tourist would require different landmarks for navigation compared to a city resident. Concerning maintenance and updating of data contained in systems such as Wheelmap, Ambrose suggests to investigate whether municipalities or local NGOs could be entrusted with overlooking and quality-checking the data about their city/region. More generally, he recommended to get the project’s message out beyond the EU Commission’s DG CONNECT – in particular to DG Growth, which is responsible for tourism. Dr Angelika Laburda, member of the Board of European Network for Accessible Tourism (ENAT), is a key activist working for accessible tourism in Austria. Over its 10-year lifespan, Laburda was Project Manager of the Austrian IBFT-Infoplattform Barrierefreier Tourismus, an online portal for connecting people with mobility impairments with all stakeholders of the Austrian tourism industry. Laburda stressed the importance of the terminology used to discuss and promote accessibility related issues. The terminology most often used e.g. in German-speaking countries tends to present accessible infrastructure as something sterile and off-putting – which is sometimes reflected in the way Austrian hotels design their accessible rooms, making them look like hospital rooms. No wonder, then, that many tourism promoters consider accessibility as a costly burden rather than an investment in attracting new types of tourists. Laburda recommends to promote accessibility as beneficial not only for wheelchair users but also for parents with pushchairs and older people with merely below-average mobility. A way to do this is to market accessible tourism as “tourism for all”, and accessible hotel rooms as “family rooms” or “comfort rooms” rather than “rooms for the disabled”. Tatiana Alemán Selva is Technical Director of PREDIF, the Spanish Representative Platform for People with Physical Disabilities. PREDIF has developed, in collaboration with Vodafone Foundation, TUR4all, a Geoportal and mobile app about accessible tourism in Spain, fed by the extensive databases set up and maintained by PREDIF2. TUR4all includes information on the accessibility of about 2,400 tourist establishments throughout Spain – accommodation, bars, restaurants, tourist offices, monuments, museums and cultural centres, beaches , recreational areas, urban routes and so forth. Selva welcomed the opportunity to seek synergies and identify areas of cooperation between, on the one hand, Wheelmap and the other tools further developed by CAP4Access, and TUR4all on the other hand. Comparison and integration of data from TUR4all into Wheelmap, using the example of the city of Elche, would be a possible first step. The project will continue discussion with her to make progress in this matter. Dr David Banes is CEO of Mada, the Qatar Assistive Technology and Accessibility Center based in Doha in the state of Qatar, one of the leading centres of expertise on accessibility in the Arab world. Prior to taking up his post in Qatar, he worked as a teacher of people with

CAP4Access – D5.6 special needs and principal of a school before working in the realm of digital Inclusion in the UK and Europe as Director of Operations and Development for a UK NGO. Banes’ comments focused on the usability of the Wheelmap interfaces. Since these are heavily graphic-based, they are unsuitable for people with visual impairment. This is unfortunate, since in a modest-sized city such as Doha (Qatar’s capital) the total number of potential contributors is likely to be small as well, and one would like to exclude as few of them as possible. Banes also suggested to look beyond collection of data by members of the target group towards analysis of their behaviour, which could enable recognition of behavioural patterns that allow detection of critical bottlenecks in the existing infrastructure (today’s smartphones contain a wealth of sensors that could be used for this purpose). Henk Hoff, member of the Board of the OpenStreetMap Foundation, presented the viewpoint of the OSM community, i.e. the group of active contributors to OSM who collectively decide about any major change to the way the platform works, including addition of keys and tags for mapping phenomena and integration of data from third party sources (such as city governments). Hoff applauded the decision to add a toilet accessibility feature to Wheelmap.org as an example of how little changes to the mapping process can have a major impact on the ability of people with mobility restrictions to plan trips within the city. Hoff expects the OSM community to show strong interest in the project’s work on visualisation and quality assessment of OSM data. With regard to CAP4Access’ plan to integrate data on dropped kerbs into OSM (see separate article below), he asked to make sure that the data can be updated by other OSM contributors once a new version of the source database (OGD Vienna) is available. There is some wariness in the OSM community against large-scale import of data, which is why the issue needs to be handled with care. Martina Götz is Head of the Project Office of the Advisory Committee of Persons with Disabilities of the City of Heidelberg, a medium-sized city in the south of Germany. Götz is responsible for Heidelberg Hürdenlos (Barrier-free Heidelberg), an online city guide for people with disabilities. It contains in-depth information on the accessibility of public buildings, doctors’ offices, shops, sightseeing locations, etc. The centralised approach used for Heidelberg Hürdenlos guarantees that listings are free of errors, with the exception of cases where changes to the buildings in question have occurred after the data were collected, resulting in changes to measures of accessibility. Cooperation between Götz and CAP4Access has already resulted in Heidelberg Hürdenlos data being converted in Wheelmap compatible format and uploaded to Wheelmap.org; a link referring Wheelmap users to the much more detailed data available on www.heidelberg.huerdenlos.de is displayed whenever Wheelmap users access data about one of the places contained in Hürdenlos. From her experience, Götz reported that visualisation and city rankings about the degree of accessibility within a city are of use first and foremost for raising awareness. Policy-makers will find them less helpful, as they tend to challenge statistics. Policy-makers do, however, respond strongly to reports in the media. Whatever is effective in raising awareness is therefore likely to lead to policy action at least in the medium term.

Michiel Desmet and Karl Thiry represent On Wheels, an initiative and online application on accessibility of public places (shops, pharmacies, bathrooms, restaurants, cafés, parking facilities, hotels, banks, etc.) in Belgium and beyond. Data collection is carried out by volunteers based on a template provided by on Wheels. Owners /managers of places can enter/correct data themselves, in which case the data is checked by a representative of On Wheels. Rather than offering a simple rating system (as used by Wheelmap), On Wheels stores data on the size of doors, steps, pathways, toilet rooms, landings, rails etc., and then offers users personalised information based on their profile (e.g. size of one’s wheelchair and the height of steps one can mount). Speaking from their very successful experience in obtaining support from the Flemish media, Desmet and Thiry emphasise the need to “sell” the accessibility issue through a “positive story”, rather than as a story of wide-scale exclusion. This will always be the more effective way to reach out to people. On Wheels has made very good experience, as well, with asking attendees of PR events to sit in a wheelchair themselves. They recommend to experiment with gamification approaches to attract contributors. Concerning the addition of photos to accessibility information on places, they have found that photos of toilet facilities are especially welcome by wheelchair users. Another suggestion concerns events such as mapping parties; to raise awareness among owners/managers of places such as shops, restaurants & bars etc., it has proven effective to hand out information leaflets when taking accessibility related measures. Nadine Bdil from 6th Sense, a social enterprise based in Israel, is founder of Accessible?, an app for finding accessibility related information on all kinds of places across the country. The decision to develop the app was based on the observation that reliable and in-depth information about accessibility was hard to find in Israel, in spite of the fact that a large number of places in Israel cater for people requiring accessibility. The need of an innovative idea became apparent. The "Accessible?" app for individual accessibility information is currently rolled out in Israel and beyond, based on a business model which foresees two basic options: (a) either service providers collect in-depth data themselves and enter it in the system following a template provided by 6th Sense, in which case the listing is free, or (b) measurement and data entry is carried out by 6th Sense, in which case a fee is charged. Bdil reports that in Israel, accessibility of the built environment is further developed than in most of Europe. One of the reasons might be that Israel has a large number of war veterans, and in such countries the awareness of accessibility as an important public issue tends to be much stronger. For this reason, she sees great potential for Europe to learn from the experience of Israel. She is very interested in further exploring ways how Accessible? and CAP4Access could cooperate in the coming months. Not all members of the CAP4Access Advisory Board were able to attend the workshop in person. The following experts continue to voice strong interest in the project and will be included in any upcoming interaction, in particular for providing feedback to project deliverables:  Anita Graser, is an experienced member of the OpenStreetMap community and self- described “data visualisation geek” with a background in geographic information sciences. She is working with the Mobility department at the Austrian Institute of Technology, Vienna, and is currently a key member of the EU-cofunded PERRON

project3, which seeks to include quality of pedestrian ways and road crossing behaviour in algorithms to improve pedestrian Navigation. She has sent written feedback to CAP4Access Deliverable 3.4 (Section on tools for routing and navigation for people with limited mobility). A joint workshop at the 2016 AGIT workshop by CAP4Access and the PERRON project is currently under discussion.  Brigitte Lutz from the City of Vienna is member and speaker of Cooperation Open Government Data (OGD) Austria4, a multi-stakeholder partnership for setting the basic agreements for the future of OGD in Austria. Cooperation OGD seeks to unite all actors who operate, plan or create the Austrian OGD platform. CAP4Access cooperates with the platform in order to identify and obtain government data of relevance to accessibility, as in the case of the dropped kerb dataset that has already been converted into OSM- compatible format by partner Fraunhofer-IAIS. Feedback to work in CAP4Access has been received from OGD on Task 3.6 “Tools for integration of data from available sources [into OSM]”.  Antonio Luis Martínez Pujalte, Professor for Legal and Political Philosophy at Miguel Hernandez University of Elche. As Deputy Major and Counsellor for Coordination, Institutional Relations and Social Action of the City Council of Elche (until 2015), he gave major attention to local disability policies. He was involved in pilot site activities in Elche and plays a strong role in promoting MyAccessible.EU in the region. He has sent written feedback to CAP4Access Deliverable 2.2 “Report on engagement process of OSM community”.

The second expert workshop is scheduled for late summer / autumn 2016. At the time of writing the project is exploring the possibility and fitness-for-purpose of organising the workshop in the context of or loosely attached to the State-of-the-Map 2016 conference,

4.2 MapMyDay The most important and successful CAP4Access tool for awareness raising so far has been the “MapMyDay” (MMD) campaign which ran from December 3 (the International Day of Persons with Disabilities) until December 17, 2015. This campaign was carried out in cooperation with the World Health Organization (WHO), the International Bureau of Education of UNESCO (IBE-UNESCO), the International Telecommunication Union (ITU) and with support of the Special Rapporteur for People with Disabilities of the United Nations. MMD had a twofold purpose – first to gather as much information on the wheelchair accessibility of places worldwide in a short period of time and to raise awareness for accessibility issues among a broad, global audience. In the two weeks that the campaign ran, more than 20,000 new places were added to Wheelmap.org, a huge increase in comparison to the 300-500 hundred new places that are added per day normally. The visibility that Wheelmap.org and the topic of accessibility gained from the MMD campaign were tremendous.

A newsletter promoting MapMyDay was sent to more than 50,000 recipients, either in English or German. An e-mail with an invitation to take part in MapMyDay and a sheet with ideas on how to get involved was sent to about 500 selected organisations, local governments, institutions and individuals. A press release about MapMyDay was published via ots, a specialised service provider. It was sent to 7,261 journalists, bloggers and editorial boards. 2,315 times the press release was called up, indicating active reader engagement. A number of videos promoting MapMyDay were produced by Sozialhelden as well as by the WHO (see section 7.1) and other supporting stakeholders. The media response was tremendous. An extensive list of newspapers, websites, blogs as well as radio and television programs that reported about the campaign has been compiled. The (still growing) list is included as an attachment to this Deliverable (section 7.5).

4.2.1 “MapMyDay” Website A new website was made for the “MapMyDay” campaign under www.mapmyday.org. A requirement of the World Health Organization as a partner in the campaign, was that the website be made available in the 6 official United Nations languages (English, French, Spanish, Arabic, Russian, Chinese). Because of the strong German speaking community around Wheelmap, German was included as a seventh language.

Exhibit 9: “MayMyDay” website

The website has a map segment that can be localized to the wishes of the user, so that he or she can mark the wheelchair accessibility of a place there directly, without first having to access Wheelmap.org. A counter shows the exact number o f places that are being added to

Wheelmap during the campaign, a “social wall” shows all the social media posts with a #MapMyDay hashtag and the user friendly website contains every kind of information needed for taking part in the campaign as an individual mapper, as a group and as a business or NGO partner. Information for the press and other media can also be found on the website. The website will stay online, even now that the official phase of the MMD campaign is over. Work is under way to change the website so that it will show everything that happened during the campaign: the activities, the people and organisations involved and its impact. The website can always be revived in its campaign format for future use, for example for new mapping campaigns. In this way the MMD platform can continue to be a sustainable and effective tool for creating awareness for accessibility by addressing a broad global audience in a variety of ways.

Testimonials A large number of prominent supporters were mobilized for the “MapMyDay” campaign. Supporters sent their photos and statements in as to why accessibility is important. These photos and statements were put together into images in the style of all the MMD materials. These supporters played an important role in spreading the word, in motivating people to get involved, in giving the campaign greater credibility and in

Public Page 27 of 80 20/01/2016

CAP4Access – D5.6 making it fun and serious simultaneously. Because the Sozialhelden network is concentrated in Germany, the majority of supporters came from Germany but a number of persons of note from outside of the country were also involved. Among those were Philippe Pozzo di Borgo, the man whose story was told in the very successful movie “Les Intouchables”, Dr. Danielle Sheypuk, a psychologist who was also the first model in a wheelchair to participate in the New York Fashion Week and Yuval Wagner, an Israeli disability rights activist and president of the organisation Access Israel. In addition to these personalities the campaign was also able to draw support from people who do not have a disability. The international soccer star Christoph Metzelder, the writer and journalist Andrew Solomon, Berlin’s governing mayor Michael Müller, the enormously popular YouTube star Simon Unge and the talk show host and comedian Eckart von Hirschhausen are examples of celebrities without disabilities who wholeheartedly supported the campaign.5

Members of the German All the members of the German parliament received a letter from , the Chairman of the Committee for Citizen Engagement, informing them of the MMD campaign and asking them to spread the word to their constituents. A surprising number of members of parliament thereupon did take action and posted information about the campaign on their websites or spread the word via social media. The postings that we have been made aware of are included in the lists of websites and social media posts that are attached to this deliverable.

MapMyDay on Social Media: Facebook group / event page The MapMyDay campaign was able to attract a community of 1600 followers for the page within only one month because of the nature of the message and the goal of the campaign. MMD was created as a social media campaign from the outset, with content being produced that was specifically suited to this medium. The entire event was based on large numbers of people taking part as individuals or as groups. The feeling of being part of a global event, of working together on a project with other people around the world and of being able to make a difference by doing something very simple were the driving forces behind the event. Being able to use Facebook as a tool to activate and motivate large numbers of people in a very short time proved to be a very important factor in the success of MMD. The Facebook page can be found at: https://www.facebook.com/mapmyday/?fref=ts

Prominent supporters Due to a very extensive publicity campaign MMD was able to reach some very influential organisations and individuals who shared the campaign with their followers on Facebook. Among these were the EU Commissioner Marianne Thyssen and the Special Advisor on Disability Issues to the U.S. Government, Judith Heumann. The people from the Accessible Icon Project, whose new accessibility icon is slowly replacing the traditional wheelchair symbol, were also enthusiastic about the campaign and helped to spread the

#MapMyDay Hashtag The #MapMyDay hashtag had been used on social media channels 5,641 times by December 18, 2015, mostly on Facebook and Twitter. On December 3, the focus day of the campaign, the hashtag was used so often that it was one of the top trending hashtags on Twitter in Germany all day. The hashtag continues to be used now, but of course not to the extent in which it was used during the actual campaign. A complete list of the posts and tweets using the #MapMyDay hashtag is enclosed as an attachment. Some of the highlights of the Twitter activities which showed the extent and reach of the campaign included tweets from the German Foreign Ministry, the Mayor of Calgary, the German Olympic Sports Federation, the City Councillor of Toronto, the City of Santa Monica, California, The Rick Hansen Foundation of Canada, Lonely Planet, OpenStreetMap Foundation and Directions Magazine (for geospatial information).

Business and NGO partners In addition to the Geneva-based UN agencies, the “MapMyDay” campaign was able to interest a wide variety of businesses and organisations to take part as partners. These partners participated in a variety of ways, a few examples follow: Wall AG, the advertising agency for the public transportation system in Berlin, was an especially supportive partner. On December 3, large posters with testimonials for MMD by German celebrities were posted in subway stations throughout Berlin. Wall AG produced these poster free of charge for the campaign. Particularly impressive were the additional MMD posters that were placed on huge billboards on one of Berlin’s main thoroughfares on December 3 (see photo). The Scout Group, of which the very popular German real estate platform ImmobilienScout24 is a part, was very supportive in spreading the word to their vast networks of customers, suppliers, renters and agents (~1.34 million contacts). In two newsletters, with a blog post and in frequent social media posts this partner communicated very extensively about the campaign and its goals. In addition, ImmobilienScout24 called upon its employees to mark 3 places on Wheelmap on their way to or from work on December 3. The British real estate platform The House Shop was also very supportive on social media and organized a mapping event with its employees to mark places in the vicinity of its offices. Other examples of businesses that partnered with #MapMyDay by calling upon their employees and networks to participate, were multinationals such as Google, Allianz, and Telekom Deutschland. The European Network for Accessible Tourism, Ashoka, the world’s largest international disability rights NGO, cbm, and Access Israel are examples of organisations that also joined in to make the campaign a success.6

6 A complete list of the businesses and NGOs that were partners of the MMD campaign can be found at: http://mapmyday.org/en/partner/overview.

4.3 Pilot City Activities While a local mapping had been organised on the UN International Day of Persons with Disabilities 2014 in three of the CAP4Access pilot cities, in the forth (Elche) this activity took place in the first half of 2015. Other activities at pilot level are discussed in some detail in Deliverable 2.2 “Report on engagement process of OSM community“.

4.3.1 Mapping party in Elche on 14 March, 2015

Preparation Elche, typical for many of the medium-sized cities in Spain, is already a very accessible city. However, its shops, restaurants, tapas bars and cafés are not yet well represented on OpenStreetMap (OSM), the crowd-sourced mapping platform which forms the basis for the activities of CAP4Access. In order to prepare for the public mapping party scheduled for March 14, 2015 in Elche, some members of the MyAccessible.EU team carried out extensive fieldwork on site. In early February about 800 so-called points of interest (PoI’s) – shops and service outlets including doctor’s offices, restaurants, bars, clubs and cafés, cinemas and so forth – were mapped onto OpenStreetMap (see Exhibit 12). The data collected included Photo: Karsten Gareis information on the type of businesses as well as their addresses, street numbers and exact locations. As a result, the shops and stores in the historic centre of Elche are now fully covered on OSM. The team went about collecting data in Elche in two different ways. Some participants used pens and OSM print-outs on which PoI’s were mapped street-by-street, and then entered the data using Potlatch 2, an OSM editor software. Others used their IOS smartphones and entered data with a mobile app called Go Map! Both methods worked well, but each has certain advantages and disadvantages; mobile data entry leads to faster online results but can be hampered by poor cell phone connections; pen-based mapping means one spends less time on the streets, which can be of advantage when weather conditions are unfavourable. In addition, the team took hundreds of geotagged photographs for uploading onto Wheelmap, Mapillary and other platforms that are being considered as sources of data input for MyAccessible.EU tool development. The stage had now been prepared for inviting citizens of Elche to tag the city’s shops, restaurants, cafés etc. according to their accessibility for people who use wheelchairs or who are otherwise restricted in their mobility.

Exhibit 12: OSM/Wheelmap representation of central Elche before and after preparation fieldwork (February 2015)

Mapping event Although Elche has already done a great deal to improve its accessibility for people with mobility impairments, there is still work to be done. So, in order to inventorise the status quo of the historic city center’s accessibility, and to raise awareness for the need for improvement, the local partners of MyAccessible.EU sent out invitations for a mapping party. The city council of Elche and the Polibienestar Institute of the University of Valencia invited the city’s residents to take part in the event, during which the wheelchair accessibility of public places was rated according to a simple traffic light system used by the online map wheelmap.org. Fifteen enthusiastic participants, seven of them wheelchair users, turned up despite bad weather conditions. They included representatives of Spanish disability rights organisations “Sin límites” and FRATER. Starting out at the Gran Teatro at the southern part of the city, the mappers split up into two groups and fanned out to map the accessibility of their city. Armed with smartphones or pens and print outs of the Wheelmap of Elche they noted whether the entrances of restaurants, public offices, cafés and stores have steps or wheelchair-friendly level entrances. At the beginning of the day Elche’s section of the Wheelmap showed almost only grey places of interest, meaning that these places had not yet been evaluated on their wheelchair accessibility. At the end of the day the map section had turned into a colourful mix of green, red, yellow and grey markers as more than 100 places were marked that day by the busy mappers. The activity proved very successful in raising awareness for the topic of accessibility among business owners. Many owners and employees came out to see what was going on in front of their shops. The owners and employees of the places that are not accessible had not realized before what a problem this poses for people in wheelchairs. They welcomed advice on topics such as installing a ramp or lowering some of their tables to a height appropriate for wheelchair users. The participants who were using their smartphones to mark locations were very enthusiastic about the Wheelmap app and they promised to continue to map places in the future. And they would let their friends know about it too.

4.4 Participation in international third party events Carefully selected third party events are used for promoting the project and for disseminating results as they become available. A main criterion for selection is expected value for money, i.e. the ratio between the costs involved (i.e. participation fee, person days for attending the event, if applicable effort for drafting a paper and preparing a presentation) and the increase of project visibility among the target audience resulting from the participation. The following activities have been carried out in 2015:  Zero Project Conference on Independent Living and Political Participation, 25-27 February, Vienna: Attended by Raul Krauthausen (Sozialhelden) upon invitation.  “Day of Accessible Tourism” at ITB Berlin 2015, the world’s largest travel trade fair, 6 March: Raul Krauthausen (Sozialhelden) invited as podium speaker; Silke Georgi (Sozialhelden) had discussions with various local tourism boards about cooperation with Wheelmap.  Net Futures 20157, Brussels, 25-26 March: Attended by Karsten Gareis (empirica); promotion of CAPS and the CAP4Access project at the information stand of the CAPS2020 CSA.  1st Day of Accessibility (1.  European Data Forum (EDF) 201512, organised by the European Commission, Luxembourg 16-17 November: Poster presentation on “Utilizing Viennese Geographic Open Government Data for Better Inclusion of Mobility-impaired Persons” (reproduced in section 7.2.1), attended by Hans Voß (FhG-IAIS) and Karsten Gareis (empirica), discussions with open data experts and practitioners. Local level events of relevance to CAP4Access, as well as related dissemination activities by the project at the four pilot sites, are described in Deliverable D2.1 "Pilot plans and analysis for case study sites".

5 Collaboration with third parties

5.1 Concertation activities CAP4Access is part of a family of projects funded by or related to the "Collective Awareness Platforms for Sustainability and Social Innovation (CAPS)" strand within DG Connect's Unit E3 "Net Innovation": Research Projects for Grass Roots Experiments and Pilots:  DecarboNet – Raising collective awareness about environmental challenges;  CATALYST – Experimenting new collective forms of creativity and collaboration;  Wikirate – Enabling citizens to rate companies on corporate social responsibility;  D-CENT – New tools for direct democracy, participation, new economic models;  p2Pvalue – Techno-social platform for sustainable models and value generation in commons-based peer production in the Future Internet;  USEMP – User empowerment for enhanced online presence management.

Seed Funding for Social Innovation Activities:  CHEST: Seed funding for digital social innovation based on the network effect.

Coordination and Support Actions:  Web-COSI: Increasing trust in collectively-generated statistics;  Ia4Si: Impact assessment of collective awareness platforms;  CAP2020: Increasing awareness of the potential of the network effect;  SciCafe 2.0: Promoting new collaboration models.

Coordination with these projects helps multiply dissemination impact and identification of synergies through all stages of the project. Specific objectives include the following:  Identify elements in other CAPS projects which are (potentially) related to (a) social inclusion and accessibility, (b) the built environment in cities and regions and/or (c) volunteered geographic information;

CAP4Access – D5.6

 If so, check if joint approaches can increase visibility & impact;  Explore harmonised procedures and metrics for evaluation of CAPS impacts (costs, benefits, impacts on sustainability – social, economic, ecological).

CAP4Access has actively supported the Ia4Si "Impact assessment of collective awareness platforms" CSA by:  Participation (1 person) in a workshop in Rome on 12 June;  Supplying information on the impact of CAP4Access via a questionnaire circulated by Ia4Si;  Publication of information about Ia4Si on both the website and the 3rd CAP4Access newsletter sent to >2000 stakeholders across Europe;

CAP4Access will continue supporting Ia4Si and successor initiatives wherever possible given the budgetary constraints of the project. CAP4Access has actively supported the CAPS2020 CSA by:  Participation (1 person) in the European CAPS 2015 Conference in Brussels on 7-8 July, 2015. At the conference, CAP4Access presented itself at the poster session and via a short speech by CAP4Access project coordinator Karsten Gareis. The event was used for extensive networking activities and for identification of synergies and areas for future cooperation with other stakeholders active in the CAPS domain.  Participation (1 person) in NetFutures 2015 in Brussels on 3 July, 2014: Staffing CAPS2020 information booth (see photo to the right).

The NetFutures 2016 conference is scheduled to take place on 20-21 April in Brussels13. CAP4Access will again provide CAPS2020 with the support requested wherever possible given the budgetary constraints of the project. Currently the project plans to submit a proposal for a stand-alone CAP4Access / MyAccessible.EU information booth to the conference organisers. The call for proposals for the exhibition has not be opened yet at the time of writing.

5.2 Cooperation with data providers

5.2.1 Vienna Vienna has one of the most advanced open data policies of any European city. The Austrian capital, which is one of the four pilot sites of CAP4Access, makes a vast array of rich data sets available as part of its Open Government Data Initiative (OGD), reaching far beyond the typical offerings found elsewhere. OGD Vienna offers several accessibility-related data

13 http://netfutures2016.eu/

Public Page 36 of 80 20/01/2016

CAP4Access – D5.6 sets such as road and sidewalk surfaces and kerbs, acoustic and tactile signals, elevators in stations, parking for people with disabilities, and a precise elevation model. CAP4Access has started cooperating with the OGD team to explore relevant data sets to check whether and how they can be combined with or integrated into the mapping platform OpenStreetMap (OSM). An example of a dataset which is relevant for accessibility mapping is position and height of dropped kerbs, i.e. segments of the sidewalk where the kerb has been lowered to help wheelchair users and powered mobility vehicles cross the road safely. CAP4Access partner, Fraunhofer IAIS, has converted Vienna’s dropped kerb dataset into a format which is suitable for import into OSM, making this information available to the entire OSM community. This is important because, once the positions of dropped kerbs and their locations in the OSM streets are known, the project will be able to optimise the OSM-based wheelchair routing and navigation tools which the project develops. If it is known where a street can be safely crossed by a wheelchair user ideal routes can be planned – and re-planned when an existing dropped kerb is blocked or impassable. One such use for the kerb data is the University of Heidelberg’s new wheelchair profile on openrouteservice.org. To deepen the cooperation with OGD Austria, Brigitte Lutz, who is speaker of OGD Austria14, a multi-stakeholder partnership for setting the basic agreements for the future of OGD in Austria, has welcomed the invitation to become a new member of the CAP4Access Advisory Board of Experts. Information on the re-use of the Vienna data by CAP4Access was published on the Open Government Wien website.15

5.2.2 Other data providers Sozialhelden has successfully cooperated with data holders of accessibility related data in 2015. The purpose has been integration of existing data into Wheelmap. The German Protestant Church Congress (Deutscher Evangelischer Kirchentag) donated 260 data sets on accessible church-related places in Stuttgart. The organisers of the

CAP4Access – D5.6 upcoming Kirchentag, which takes place bi-annually in a different major city, have promised to make their data available again when the time comes. The accessibility database Mobidat donated 7,095 sets from Berlin. Donated data on accessibility of public toilets in Vienna comprised 178 data sets. The project’s cooperation with the City of Heidelberg resulted in integration of 966 data sets from the Heidelberg Hürdenlos system. The French tourism agency, Atout France, has sent accessibility data from the local tourism agencies in various regions in France. These data have not yet been integrated because the formats used by the local agencies are not machine readable and therefore not readily importable. Sozialhelden is working on a solution to solve this issue, which is expected for 2016. MEOSZ, the National Federation of Associations of Disabled Persons in Hungary, has offered the project a database on the accessibility of touristical facilities and places of interest in Budapest, once it has been updated in the near future. Sozialhelden are also in contact with the following organisations and cities, all of whom have agreed to donate accessibility data to Wheelmap. Discussions are still ongoing concerning licencing, formatting and the details of implementation:  Access Israel;  City of Grenoble (FR);  City of Dresden (DE);  City of Gothenburg (SE).

5.3 Cooperation with the business sector

5.3.1 Google Santa Tracker Every year during the month of December Google.com puts up an interactive website called Santa Tracker, with different activities, games and interesting information. On 21 December, 2015 Wheelmap.org was featured on the English language version of the Santa Tracker. In addition to a fun activity where one could “colour in” a Santa figure in a wheelchair, visitors to Santa Tracker could go directly to the Wheelmap website. This exposure to such a large mainstream audience, the majority of which probably is not particularly aware of accessibility issues, was a very unique method of raising awareness for this topic. Traffic to the Wheelmap website increased markedly on 21 December, showing that peoples’ interest was piqued by the Santa Tracker.16 The top ten geographic locations from which Wheelmap.org was visited during the day of December 21 (Central European Time) are as follows (number of sessions on Wheelmap.org):  UK - 932 sessions;

6 Next steps

6.1 Websites Following the successful MapMyDay event, a step to be taken in the last year of the project is the creation of a new area on MyAccessible.EU with links to and information about other interesting and related activities across the EU (and beyond) that can be considered best practices. This collection of initiatives will be made available as a resource for finding information on what works in other places and for inspiration on what all can be done around the CAP4Access topics. Much of the information that will be listed on this page will come from material already being collected through direct contacts and Twitter, and some is already listed on www.cap4access.eu targeting the EU project community17. The project will also begin actively asking for ideas from the community on what other projects, blogs, activities and initiatives should be included in this collection.
