A New Platform Since its inception, the www⁄Union for Nubian Studies has been committed to opening up Nubiological research to a wider audience and broadening access to source materials. Dotawo: A Journal of Nubian Studies was launched in 2014 as an open-access journal, with free access for both authors and readers. It has been 1 hosted by www⁄DigitalCommons@Faireld of Faireld University and since 2019 by University of California’s www⁄eScholarship platform. Both digital platforms allowed Dotawo to grow, expanding its reach by means of the creation of persistent digital identiers and membership of the www⁄Directory of Open Access Journals. The content of Dotawo, however, remained essentially tailored to human — rather than machine — readers because it was only available in PDF or printed form, and to privileged readers with access to institutional libraries because the references it included were often dicult to access for members of the public without such access, even though most if not all of this research was produced with the aid of public funds. This state of aairs presented a challenge in terms of the accessibility and discoverability of the journal as well as the long-term preservation and openness of the scholarship presented and referenced. Starting with the present issue, Dotawo will design and publish its content via the www⁄Sandpoints platform. Dotawo contributions are formatted in www⁄Markdown syntax, thus moving away from proprietary software such as Microsoft Word and Adobe InDesign. For collaboration and version-control we employ www⁄Git rather than Google Drive or Dropbox. The online issue is created via www⁄Gitea and www⁄ Hugo, which take the Markdown les from the Git repository and generate a static website from them. The result is a compact and fast website, which moreover can also be used oine. Also the typography of Dotawo is now based on open fonts. The journal is typeset in www⁄Gentium, which is released under an www⁄ SIL Open Font License. The PDF output is generated by www⁄PagedJS, and will continue to be hosted on the eScholarship platform, while the printed book will remain available through scholar-led open access press www⁄punctum books. In short, all of the software used in the creation of Dotawo is now open source. Although this process demands a certain amount of exibility of the editors, it also shows that transitioning an open access journal to open infrastructure is not only possible but also feasible. The plundering and destruction of the University of Khartoum by forces allied with the former dictator during the 2019 Sudanese Revolution1 has once again impressed upon us the precarity of the research environment in which many scholars of Nubia operate and thus the necessity and moral obligation of creating open and resistant scholarly infrastructures. To improve the long-term preservation of and access to the scholarship contained and referenced in 2 Dotawo, all sources mentioned in contributions to the journal will henceforth be linked, as much as possible, to records deposited in a public library using the open infrastructure of www⁄Memory of the World.2 This will allow for easy storage and dissemination of both content and context of the research presented in Dotawo to those scholars of Nubia — and there are many — who are not institutionally privileged, including many who live in the Global South. A recent, bleak assessment by Richard Poynder of the goals set by the www⁄ Budapest Open Access Initiative (BOAI) Declaration in 2002, and the open access movement more broadly, states that “it now seems unlikely that the aordability and equity problems will be resolved, which will impact disproportionately negatively on those in the Global South”:3 OA advocates failed to anticipate — and then for too long ignored — how their advocacy was allowing legacy publishers to co-opt open access, and in ways that work as much against the goals of BOAI as for them. And they have often downplayed the negative consequences that OA policies and initiatives developed in the Global North will have for those in the Global South.4 Furthermore, it appears that the turn toward open access in the scholarly communications landscape is increasingly facilitating the agendas of an oligopoly of for-prot data analytics companies. Perhaps realizing that “they’ve found something that is even more protable than selling back to us academics the content that we have produced,”5 they venture ever further up the research stream, with every intent to colonize and canalize its entire ow.6 This poses a severe threat to the independence and quality of scholarly inquiry.7 In the light of these troubling developments, the expansion from Dotawo as a “diamond” open access to a common access journal represents a strong rearmation of the call that the late Aaron Swartz succinctly formulated in his “Guerilla Open Access Manifesto”: 3 Those with access to these resources — students, librarians, scientists — you have been given a privilege. You get to feed at this banquet of knowledge while the rest of the world is locked out. But you need not — indeed, morally, you cannot — keep this privilege for yourselves. You have a duty to share it with the world.8 Swartz’s is a call to action that transcends the limitations of the open access movement as construed by the BOAI Declaration by plainly arming that knowledge is a common good. His call goes beyond open access, because it specically targets materials that linger on a paper or silicon substrate in academic libraries and digital repositories without being accessible to “fair use.” The deposition of the references from Dotawo contributions in a public library is a rst and limited attempt to oer a remedy, heeding the “Code of Best Practices in Fair Use” of the www⁄Association of Research Libraries, which approvingly cites the late Supreme Court Justice Brandeis that “the noblest of human productions — knowledge, truths ascertained, conceptions, and ideas — become, after voluntary communication to others, free as the air to common use.”9 This approach also dovetails the interpretation of “folk law” recently propounded by Kenneth Goldsmith, the founder of public library www⁄Ubuweb.10 I strongly believe that it is in the interest of Nubian Studies and its stakeholders, especially scholars in adjunct or para-academic positions without access to institutional repositories, and the Nubian people who are actively denied knowledge of their own culture, to enable the widest possible dissemination of scholarship. In this enterprise, striving for common access and relying on open source software are merely a rst step. 1.2. About This Issue The seventh issue of Dotawo is dedicated to Comparative Northern East Sudanic (NES) linguistics, oering new insights in the historical connections between the Nubian languages and other members of the NES family such as Nyima, Taman, Nara, and Meroitic. A special focus is placed on comparative morphology. The Nilo-Saharan phylum was rst proposed by Joseph Greenberg as a linguistic remainder grouping whose internal aliations remained unclear.11 The Nilo- 4 Saharan phylum contained what Greenberg then called Chari-Nile languages, which in turn included the Eastern Sudanic family. The coherence of this larger linguistic grouping will be investigated in the contribution by Roger Blench, article⁄“Morphological Evidence for the Coherence of East Sudanic.” Within Eastern Sudanic,12 there is a further subdivision between what Lionel Bender referred to as the Ek- and En-branch, based on the shape of the 1 pronoun.13 Bender’s Ek-branch contains the Nubian language, Nara, as well as the Nyima and Taman languages. This group of languages is now commonly referred to as Northern East Sudanic. Although the contours of NES are relatively well established, much of the details of its linguistic development and relations remain the subject of ongoing research and debate. There are three particular issues within NES linguistics to which the articles in the present issue make a contribution: › The coherence of Nile Nubian › The inclusion of Nyima › The inclusion of Meroitic 1.2.1. The Coherence of Nile Nubian Robin Thelwall proposed that the apparent proximity between Nile Nubian languages Nobiin and Mattokki–Andaandi was not the result of their belonging to the same branch within the Nubian language family, but due to prolonged language contact.14 In other words, he proposed that there was no such thing as “Nile Nubian.” This proposal was further developed by Marianne Bechhaus-Gerst using lexicostatistical methods.15 Based on comparative NES phonology, Claude Rilly concluded on the contrary that Nobiin and Mattokki–Andaandi were closely related, and that the divergence between the two in terms of vocabulary was due to the inuence of a substrate language underneath Nobiin.16 Rilly’s arguments are supported independently by lexicostatistical evidence presented by George Starostin in his contribution article⁄“Restoring ‘Nile Nubian’: How to Balance Lexicostatistics and Etymology in Historical Research on Nubian Languages.” Angelika Jakobi’s article⁄“Nubian Verb Extensions and Some Nyima Correspondences” provides further morphological evidence for the coherence of Nile Nubian.17 5 1.2.2.

The Temein cluster The Temein cluster consists of three languages spoken in the Nuba Mountains, Sudan, NE of Kadugli. Little has been published on these languages, but Roland Stevenson (†) elicited substantial lexical data during the 1970s and 1980s, mostly from Khartoum-based informants 1. For further information about the Stevenson papers see Blench (1997). This paper is based on Stevenson’s material, on unpublished notes made by Gerrit Dimmendaal 2 and on SIL files in Khartoum which contain significant lexical data contributing towards a phonology of Tese (cf. also Yip 2004). 1 Following Roland Stevenson’s death in 1992, his mss. were dispersed for potential editing. The Temein data was held by Robin Thelwall but nothing came of this and in 2006, the documents were passed to me. Following a request by Tyler Schnoebelen of Stanford University, scans were made of the original datasheets with a view to typing the material. This was begun but had to be completed by Roger Blench in mid-2007.     Taha A. Taha Florida A & M University The lexicon in endangered languages: The case of Dongolawi Nubian Abstract. Lexical change and attrition is one of the main signs or symptoms of language endangerment that can eventually lead to structural changes. And although the phenomenon of language endangerment/death has received much attention in sociolinguistic studies, the changes in vocabulary associated with it has not been given the same attention. This paper examines the sociolinguistic situation of Dongolawi Nubian*, a language variety that belongs to the Eastern- Sudanic group of the Nilo-Saharan family which is spoken in the northern region of Sudan. More specifically, the paper analyses a sample of DN lexicon with the purpose of identifying the extent of semantic change, including lexical change, attrition, borrowing, and other additions. Analysis of data reflects extensive borrowing from Sudanese Arabic (SA), loss of items associated with traditional ways of life, some of which are replaced while others are not. The study indicates that, despite heavy borrowing, the basic structure of the language variety still remains intact, with no apparent major changes in syntax such as word order. Hence, it is argued that the DN situation is not hopelessly irreversible, and that the variety could still be revitalized as long as there is willingness, commitment, and collaboration of efforts and resources on the part of policy makers, speakers of the language variety, and other organizations concerned with language endangerment.     A brief description of the Nobiin language and history By Nubantood Khalil, (Nubian Language Society) Nobiin language Nobiin (also called Mahas-Fadichcha) is a Nile-Nubian language (North Eastern Sudanic, Nilo-Saharan) descendent from Old Nubian, spoken along the Nile in northern Sudan and southern Egypt and by thousands of refugees in Europe and the US. Nobiin is classified as a member of the Nubian language family along with Kenzi/Dongolese in upper Nubia, Meidob in North Darfur, Birgid in Central and South Darfur, and the Hill Nubian languages in Southern Kordofan. Prior to that forcible displacement, Nobiin was primarily spoken in the region between the first cataract of the Nile in southern Egypt, to Kerma, in the north of Sudan. The following map of southern Egypt and Sudan encompasses the areas in which Nobiin speakers have historically resided (from Thelwall & Schadeberg, 1983: 228). Nubia Nubia is the land of the ancient African civilization. It is located in southern Egypt along the Nile River banks and extends into the land that is known as “Sudan”.     The Role of Indigenous Languages in Southern Sudan: Educational Language Policy and Planning H. Wani Rondyang A thesis submitted to the Institute of Education, University of London, for the degree of Doctor of Philosophy 2007 Abstract This thesis aims to questions the language policy of Sudan's central government since independence in 1956. An investigation of the root causes of educational problems, which are seemingly linked to the current language policy, is examined throughout the thesis from Chapter 1 through 9. In specific terms, Chapter 1 foregrounds the discussion of the methods and methodology for this research purposely because the study is based, among other things, on the analysis of historical documents pertaining to events and processes of sociolinguistic significance for this study. The factors and sociolinguistic conditions behind the central government's Arabicisation policy which discourages multilingual development, relate the historical analysis in Chapter 3 to the actual language situation in the country described in Chapter 4. However, both chapters are viewed in the context of theoretical understanding of language situation within multilingualism in Chapter 2. The thesis argues that an accommodating language policy would accord a role for the indigenous Sudanese languages. By extension, it would encourage the development and promotion of those languages and cultures in an essentially linguistically and culturally diverse and multilingual country. Recommendations for such an alternative educational language policy are based on the historical and sociolinguistic findings in chapters 3 and 4 as well as in the subsequent discussions on language policy and planning proper in Chapters 5, where theoretical frameworks for examining such issues are explained, and Chapters 6 through 8, where Sudan's post-independence language policy is discussed.

LXIV, Z. 2, 2011, (s. 87–104) EDWARD LIPIŃSKI Meroitic (Review article)1 Abstract Meroitic is attested by written records found in the Nile valley of northern Sudan and dating from the 3rd century B.C. through the 5th century A.D. They are inscribed in a particular script, either hieroglyphic or more often cursive, which has been deciphered, although our understanding of the language is very limited. Basing himself on about fifty words, the meaning of which is relatively well established, on a few morphological features and phonetic correspondences, Claude Rilly proposes to regard Meroitic as a North-Eastern Sudanic tongue of the Nilo-Saharan language family and to classify it in the same group as Nubian (Sudan), Nara (Eritrea), Taman (Chad), and Nyima (Sudan). The examination of the fifty words in question shows instead that most of them seem to belong to the Afro-Asiatic vocabulary, in particular Semitic, with some Egyptian loanwords and lexical Cushitic analogies. The limited lexical material at our disposal and the extremely poor knowledge of the verbal system prevent us from a more precise classification of Meroitic in the Afro-Asiatic phylum. In fact, the only system of classification of languages is the genealogical one, founded on the genetic and historical connection between languages as determined by phonological and morpho-syntactic correspondences, with confirmation, wherever possible, from history, archaeology, and kindred sciences. Meroitic is believed to be the native language of ancient Nubia, attested by written records which date from the 3rd century B.C. through the 5th century A.D.

Dimmendaal, Colleen Ahland, Angelika Jakobi, and Constance Kutsch Lojenga 11.1 Introduction The phylum referred to today as Nilo- Saharan (occasionally also Nilosaharan) was established by Greenberg (1963). It consists of a core of language families already argued to be genetically related in his earlier classiication of African languages (Greenberg 1955:110–114), consisting of Eastern Sudanic, Central Sudanic, Kunama, and Berta, and grouped under the name Macrosudanic; this language family was renamed Chari- Nile in his 1963 contribution after a suggestion by the Africanist William Welmers. In his 1963 classiication, Greenberg hypothesized that Nilo- Saharan consists of Chari- Nile and ive other languages or language fam- ilies treated as independent units in his earlier study: Songhay (Songhai), Saharan, Maban, Fur, and Koman (Coman). Bender (1997) also included the Kadu languages in Sudan in his sur- vey of Nilo-Saharan languages; these were classiied as members of the Kordofanian branch of Niger-Kordofanian by Greenberg (1963) under the name Tumtum. Although some progress has been made in our knowledge of the Kadu languages, they remain relatively poorly studied, and there- fore they are not further discussed here, also because actual historical evi- dence for their Nilo- Saharan afiliation is rather weak. Whereas there is a core of language groups now widely assumed to belong to Nilo- Saharan as a phylum or macro- family, the genetic afiliation of families such as Koman and Songhay is also disputed (as for the Kadu languages). "From the Yellow Nile to the Blue Nile. The quest for water and the diffusion of Northern East Sudanic languages from the fourth to the first millenia BCE". Dr. Claude Rilly (CNRS-LLACAN, Paris) The quest for water and hence, for food supply, is a key issue in the appearance and diffusion of languages in the Sahelian regions of Africa. Climate changes, as occurred from the end of Neolithic period down to the second millenium BCE, played a major role in the redistribution of populations along the Nile river and its tributaries and can explain the appearance of a recently defined linguistic family, namely Northern East Sudanic (NES). This paper must be considered as a synthesis of several recent publications I wrote on this subject, so that I shall have to refer the reader, more often than not, to these earlier studies. Detailed demonstration of all these points would require much more time than is allotted to me. The Northern East Sudanic language group In his seminal study published in 1963, J. H. Greenberg divided the languages of Africa into four major phyla or superfamilies, namely Afroasiatic, Niger-Congo, Khoisan and Nilo-Saharan. If the three first phyla were more or less obvious, Nilo-Saharan was not so easily constituted, requiring from Greenberg a long work to merge twelve different families into one phylum.

The corpus data on the basis of which I analyzed the structures of the language and their functions was obtained during nine months of field work in Yapsiei and Mianmin, Telefomin District, Sandaun Province, Papua New Guinea. The areas of grammar I cover in this thesis are phonology (ch. 2), word classes (ch. 3), nominal classification (ch. 4 and 5), noun phrase structure (ch. 6), verb morphology (ch. 7), argument structure and syntax of the clause (ch. 8), serial verb constructions and clause chaining (ch. 9), operator scope (ch. 10), and embedding (ch. 11). Mian has a relatively small segmental phoneme inventory. The tonal phonology is complex. Mian is a word tone language, i.e. the domain for assignment of one of five tonemes is the phonological word and not the syllable. There is hardly any nominal morphology. If a noun is used referentially, it is followed by a cliticized article. Mian has four genders. Agreement targets are the article, determiners, such as demonstratives, and the pronominal affixes on the verb. The structure of the NP is relatively simple and constituent order is fixed. In the very center of the Republic of the Sudan, the province of South-Kordofan is home to several tens of diverse indigenous communities, each of which speaks (alongside with Arabic, the main vehicular of that region) a tongue of their own. The aim of this communication is twofold : - 1. to give a short introduction to the Kordofanian phylum, which regroups more than one half of the languages spoken today in the Nuba mountains. - 2. to illustrate the most sailent features of Kordofanian languages through a selection of data taken from a case-study, namely Koalib, a Kordofanian language spoken in and around the cities of Delami, Umm Berembeita and Abri, in the Eastern Jebels of South Kordofan.

The work tries to describe the current state of knowledge concerning socially conditioned language variation in the subcontinent. Each of five major language families contains numerous mutually intelligible and unintelligible dialects. Different dialects of a language may be required for 'written and spoken use and for different social groups. Bilingualism and multilingualism are common for communication between groups. Language choice is important for education, politics, radio and television. Chapter 2 of this book enumerates criteria used in the taxonomy of language forms, discussing a number of theories of dialect formation from the points of view of linguistic innovation and diffusion of linguistic change. Chapter 3 surveys literature on classification of South Asian languages. Chapter 4 considers South Asia as a distinct linguistic area and Chapter 5 evaluates literature on South Asian social dialects. Chapter 6 examines linguistic codes encompassing elements from more than one autonomous language.
