Business Arising from the Minutes

It was asked if the sign for the new playground equipment was going to be put up in the Woollings Park so the public will not be upset when the old equipment is removed. The date for removal is July 2 and the new equipment should be fully installed by July 20th

Correspondence

1. The Council of the Municipality of requested that they have representation on the Library board. Council discussed this and Mayor Wallace mentioned that as the current board members were appointed for a full term and have done such an amazing job that no one should be asked to step down. Once the current term ends Charlton and Dack will then be able to appoint a representative to the Library board. Council felt that this was a fair conclusion and directed Jana to respond to the Library Board.

4. Tim Jordan will be traveling to Denmark as a Rotary Exchange student. He has asked if the Council would supply him with some lapel pins or other types of souvenir items that represent Englehart. Council agreed to the pins and some tartan scarves as well as the Englehart book of Memories for his host families.

Committee Reports

Environment/Public Works Jana reported that a geotechnical investigation needs to be performed for the water and sewer replacement project. AECOM sent out an RFP for this work and LVM Merlex submitted a proposal in the amount of $18,955. It was recommended that council accept this tender as it is inline with the cost to perform similar projects.

COU1-12-06-10- Metson-Brassard- Whereas a request for proposals was issued for a consultant to undertake a geotechnical investigation to establish surface soil and groundwater condition; Now therefore, the Town of Englehart accepts the proposal from LVM Merlex in the amount of $18,995. “Carried”

Councilor Wilson inquired if there was a water ban on as she was approached by a rate payer. Ryan responded that there was not but residents will be asked to follow the odd and even system where if they have an even house number to water on even days and if they have an odd number to water on odd days. A reminder will be in the newsletter that will be included with the tax bill in July.

Learning Centre Councilor Peplinski reported that Val Kennedy is putting on Boot Camp and Terry & Leon Bailey will be offering kick boxing classes. A financial planning course or workshop will be put on by Guy Boileau in the fall. Arianna will be putting together a brochure of what is available in the area and will do some advertising of courses on the Englehart page of the Speaker.

Library Councilor Wilson reported that the Library needs a new roof for which they will try to obtain funding. The Library Board’s Volunteer Appreciation night on June 11 for the Friends of the Library volunteers was a very nice event with 33 people attending. The Library is now open longer on Saturdays and is being well used during that time. The membership has also increased.

TMA COU1-12-06-11- Brassard-Metson- Whereas the Province is currently undertaking a review of the Aggregate Resources Act; and Whereas the last time the Act was reviewed and amended the areas regulated by the Act were expanded to include the Districts of Muskoka, Parry Sound and parts of Algoma, Nipissing, Sudbury, Manitoulin and Thunder Bay; and Whereas the District of Temiskaming was not included in the expanded area; and Whereas approximately 5 million tones of aggregate are produced annually on unregulated private lands in ; and Whereas the Town of Englehart and other Northern municipalities would benefit from the revenues derived from regulating aggregate production on private lands that are currently unregulated; Now therefore be it resolved that Town of Englehart hereby petitions the Standing Committee on General Government to consider an expansion of the area currently regulated by the Aggregate Resources Act to include the District of Timiskaming. “Carried”

Community Policing Councilor Wood-Wheeldon reported that Englehart had the most concerns. There have been concerns of the speed vehicles travel along Second and Fourth Streets. The police will monitor this more closely. The rate of thefts from vehicles is still high and the public should be made aware to take precautions and lock their vehicles. The issue regarding the use of jake brakes on Hwy 11 is not something the O.P.P. would deal with this would be the jurisdiction of the Ministry of Transportation. In regards to any calls about bears it is up to the officer to determine if a bear is a threat to someone and whether or not they take action. Information will be included on the July Tax bill regarding keeping garbage away in a garage or shed to prevent bears from getting to it.

Economic Development Traffic Study for the Industrial park indicates that traffic lights will not be required. The study included seven types of businesses and how traffic would be affected by each.

Wheelchair bus- The wheelchair bus committee are ordering the the bus from Wilson’s in New Liskeard. Nancy Gorecki won the quilt the committee raffled off. There was a profit of $1,163.00 from the raffle.

Elevator Committee The Charlton Englehart Lions Club will match any donations made after May 15, 2012 until June 15, 2012 up to $20,000.00 and the committee has raised $30,000. Councilor Metson would like a photo taken with the Lions club once the elevator is completed. The local businesses have been very generous as have the residents of this little town. Many donations from businesses in New Liskeard and have also made significant contributions to the project.

New Business A meeting with Vic Videlly and Norm Miller will take place on June 27 at 10 am.

RE: SOURCE WATER PROTECTION PROGRAM

At a meeting held on June 4, 2012, the Council of the Town of Minto approved the following Resolution # 140-12:

WHEREAS the Province of Ontario initiated the Source Water Protection Program in 2007 with a view to developing policies to protect sources of drinking water and since then economic and regulatory conditions have changed considerably;

AND WHEREAS municipalities have implemented extensive changes to water treatment processes from top to bottom through the Drinking Water Quality Management System to ensure a consistent and safe water supply for all users;

AND WHEREAS in the course of four years detailed technical assessments have been completed for 40 Source Protection Areas governed by 19 Committees with local representation and that public information and outreach has been considerable yet public understanding of the impact of the regulatory approach is minimal;

AND WHEREAS Source Protection Plans have been prepared in draft form and provided for agency review often with a confusing array of policies, options and references to existing legislation in some cases where processes and approvals are already in place, and that approach will lead to less than effective implementation and duplication;

AND WHEREAS in some cases small rural municipalities may have more 25! than one Source Protection Plan to implement which adds to the complexity of implementation and most smaller municipalities do not currently have www.tnwn.minto.oti.iu resources or expertise on staff to effectively review the policies or to act as

Risk Management Officials, and the cost of such will be added to the cost of water users; \ . ^ ' NOW THEREFORE the Council of the Town of Minto respectfully requests the Minister of Environment consider the following actions:

1. Receive the Source Protection Plans from the 40 Source Protection Areas and forward them to the Minister of Municipal Affairs for inclusion in the Five Year Review of the Provincial Policy Statement.

2. Once the updated Provincial Policy is approved, require all municipalities' to amend official plan and zoning by-laws within three years so as to be consistent with Provincial Policy and to protect the most vulnerable areas identified in the applicable Source Water Protection Plan from future land uses that pose a threat to the drinking water.

3. Require municipalities to develop by 2015 educational materials based on templates to be supplied by the Province for landowners, farmers, businesses, developers and others to consider when using lands within vulnerable areas identified in the Source Protection Plan.

4. That the Province works with municipalities over the next three years to develop a cost effective strategy to implement streamlined risk management plans to protect vulnerable areas around municipal water systems keeping in mind resources and expertise available and the anticipated cost to water users and further;

THAT the resolution be sent to the Premier of Ontario, Minister of Environment, Minister of Municipal Affairs and Housing, MPP Randy Pettapiece and municipalities across Ontario.

Xeneca would like to invite you to our upcoming Public Information Centre (PIC) for the Marter Twp. waterpower project on the Blanche River. This is a follow-up to our first Marter Twp. PIC in August 2011, and you will have the opportunity to learn more about the project with results of substantive additional field studies conducted in 2011 through spring 2012.

The PIC will be held at the Englehart Community Hall from 4 – 8 p.m on June 27, 2012.

Dear Ms. Nina Wallace, Mayor,

The Kirkland & District Community Development Corporation is pleased to announce that we will be hosting our 11th annual Youth Enterprise Camp Entreprise Jeunesse this summer. Consequently, we would like to offer Englehart Town Council the opportunity to give youth in our community the chance to participate in this exclusive program geared specifically for youth with a passion for business, as well as entrepreneurial flare.

The camp is for youth, aged 9-12, which will be held from July 9th to July 13th at Camp Cadanac, in Moonbeam. Programs will stimulate entrepreneurial qualities, attitudes and characteristics in our youth so they may envision entrepreneurship as a viable career option, and a reason to stay or come back to .

Campers will be introduced to many facets of business through a wide assortment of hands on workshops, from creating a business idea to developing the product or service, obtaining financing and selling their product during 'Business for a Day'. They will also participate in traditional camp activities, such as, water sports, mini-olympiads, and campfires. Students will learn great leadership skills, creative thinking, problem solving, group work, and communication.

Morrison Hershfield Limited (MH) has been retained by the Ministry of Transportation (MTO) to conduct the Detail Design and Environmental Assessment Studies for the replacement of three Englehart River Bridges on Highway 573 (GWP 5109-05-00) and the rehabilitation of the Englehart River Bridge on Highway 11 and the Aidie Creek Bridge on Highway 573 (GWP 5302- 0500). The Highway 573 Englehart River Bridges are located in the Township of Charlton, the Highway 11 Englehart River is located in the Town of Englehart, and the Aidie Creek Bridge is located in the Township of Savard, all within the District of Timiskaming. A Key Plan showing the location of each structure has been attached with this correspondence.

The replacement of three Highway 573 Englehart River Bridges has been identified by MTO as a Group "B" project under the Class Environmental Assessment for Provincial Transportation Facilities, 2000 (Class EA) with opportunity for public and agency input throughout. The rehabilitation of the Highway 11 Englehart River Bridge and the Aidie Creek Bridge has been identified as a Group "C" project under the Class EA. As such, a Design and Construction Report (DCR) and an Environmental Screening Document (ESD) will be produced for each Group "B" and "C" project respectively. A Transportation Environmental Study Report (TESR) published in April 2010 recommended replacement of the three Englehart River Bridges. The recommended plan includes closing Highway 573 within the project limits and establishing a detour along Palmateer's Road. Pedestrian access across the bridges will not be impacted.

A Public Information Centre (PIC) for the replacement of the Highway 573 Englehart River bridges is scheduled for the fall of 2012. The PIC will provide the public and other stakeholders with the opportunity to discuss the project with the Project Team and provide comments. Notices advising the specific timing and location of the PIC will be sent to interested parties and will be published in the Timiskaming Speaker closer to the proposed date.

The purpose of this letter is to inform Project stakeholders and agencies of the study. Project updates will be mailed out to agencies and individuals on the Project mailing list. Attached to this correspondence is a Contact Information Form. Please indicate whether your organization has an interest in the project and whether or not you would like to participate in the study and continue to receive project information. A reply by July 13, 2012 is appreciated.

 One set of adult electrode pads and one replacement set;  One set of pediatric (infant/child) electrode pads;  One installed battery  One display cabinet and signage;  Free CPR-AED certification for at least 10 individuals per device (e.g. employees, frequent facility users);  One Family & Friends™ CPR Anytime™ Kit to continue training on CPR-AED; and  Listing of the AED on the provincial registry.

Through this Initiative, your facility, along with other successful AED applicants, will be helping to make Ontario’s publicly-funded facilities and schools safer and more responsive to the emergency needs of our communities. In addition to placing thousands of AEDs in facilities with high sport and recreation use, the ODAI will train tens of thousands of people to use the devices and respond quickly.
