The minutes of the last regular meeting of the Council of the Town of Englehart, held in the council chambers of the Town Hall on Wednesday, June 13, 2012 Mayor Nina Wallace chaired the meeting. Councilors present: Doug Metson, Dianne Peplinski, Annette Wood-Wheeldon, Steph Palmateer, Pauline Brassard and Twyla Wilson Staff present: Jana Van Oosten, Susan Renaud, Jackie Stewart, Brittany Ronald and Ryan Vickery Guests: Darlene Wroe of the Temiskaming Speaker Agenda COU1-12-06-01- Wood-Wheeldon-Palmateer - That the agenda be adopted as printed. “Carried” Disclosure of Pecuniary Interest None noted. Minutes of last council meeting COU1-12-06-02-Palmateer-Wood-Wheeldon - That the minutes of the last regular meeting be adopted as printed. “Carried” Delegations Business Arising from the Minutes It was asked if the sign for the new playground equipment was going to be put up in the Woollings Park so the public will not be upset when the old equipment is removed. The date for removal is July 2 and the new equipment should be fully installed by July 20th Correspondence 1. The Council of the Municipality of Charlton and Dack requested that they have representation on the Library board. Council discussed this and Mayor Wallace mentioned that as the current board members were appointed for a full term and have done such an amazing job that no one should be asked to step down. Once the current term ends Charlton and Dack will then be able to appoint a representative to the Library board. Council felt that this was a fair conclusion and directed Jana to respond to the Library Board. June 13 Minutes Page 3 of 31 ... Agenda Item # 31. 4. Tim Jordan will be traveling to Denmark as a Rotary Exchange student. He has asked if the Council would supply him with some lapel pins or other types of souvenir items that represent Englehart. Council agreed to the pins and some tartan scarves as well as the Englehart book of Memories for his host families. Finance Report COU1-12-06-03-Metson-Brassard-That the report of the finance committee in the amount of $152,637.10 be adopted. “Carried” By-Laws Tax Ratio By-law COU1-12-06-04- Palmateer-Wood-Wheeldon- That the by-law for the Town of Englehart, being a by-law to establish the tax ratios for the year for the municipality, be given a first and second reading this 13th day of June, 2012. “Carried” COU1-12-06-05- Brassard-Wilson-That the by-law for the Town of Englehart, being a by-law to establish the tax ratios for the year for the municipality, be read a third and final time, signed, sealed and numbered 2012-12, this 13th day of June, 2012. “Carried” Tax Clawback By-Law COU1-12-06-06- Metson-Brassard-That the by-law for the Town of Englehart, being a by-law to establish the percentages by which tax decreases are limited for 2012, be given a first and second reading this 13th day of June, 2012. “Carried” COU1-12-06-07- Metson-Wilson-That the by-law for the Town of Englehart, being a by-law to establish the percentages by which tax decreases are limited for 2012, be read a third and final time, signed, sealed and numbered 2012-13 this 13th day of June, 2012. “Carried” June 13 Minutes Page 4 of 31 ... Tax Rate By-law COU1-12-06-08-Metson-Brassard-That the by-law for the Town of Englehart, being a by-law to adopt the estimates of all sums required during the year and to strike the rates of taxation for the year 2012, be given a first and second reading this 13th day of June, 2012. “Carried” COU1-12-06-09-Wilson-Brassard-That the by-law for the Town of Englehart, being a by-law to adopt the estimates of all sums required during the year and to strike the rates of taxation for the year 2012 be read a third and final time, signed, sealed and numbered 2012-14, this 13th day of June, 2012. “Carried” Committee Reports Environment/Public Works Jana reported that a geotechnical investigation needs to be performed for the water and sewer replacement project. AECOM sent out an RFP for this work and LVM Merlex submitted a proposal in the amount of $18,955. It was recommended that council accept this tender as it is inline with the cost to perform similar projects. COU1-12-06-10- Metson-Brassard- Whereas a request for proposals was issued for a consultant to undertake a geotechnical investigation to establish surface soil and groundwater condition; Now therefore, the Town of Englehart accepts the proposal from LVM Merlex in the amount of $18,995. “Carried” Councilor Wilson inquired if there was a water ban on as she was approached by a rate payer. Ryan responded that there was not but residents will be asked to follow the odd and even system where if they have an even house number to water on even days and if they have an odd number to water on odd days. A reminder will be in the newsletter that will be included with the tax bill in July. Learning Centre Councilor Peplinski reported that Val Kennedy is putting on Boot Camp and Terry & Leon Bailey will be offering kick boxing classes. A financial planning course or workshop will be put on by Guy Boileau in the fall. Arianna will be putting together a brochure of what is available in the area and will do some advertising of courses on the Englehart page of the Speaker. Library Councilor Wilson reported that the Library needs a new roof for which they will try to obtain funding. The Library Board’s Volunteer Appreciation night on June 11 for the Friends of the Library volunteers was a very nice event with 33 people attending. The Library is now open longer on Saturdays and is being well used during that time. The membership has also increased. June 13 Minutes Page 5 of 31 ... Agenda Item # 31. TMA COU1-12-06-11- Brassard-Metson- Whereas the Province is currently undertaking a review of the Aggregate Resources Act; and Whereas the last time the Act was reviewed and amended the areas regulated by the Act were expanded to include the Districts of Muskoka, Parry Sound and parts of Algoma, Nipissing, Sudbury, Manitoulin and Thunder Bay; and Whereas the District of Temiskaming was not included in the expanded area; and Whereas approximately 5 million tones of aggregate are produced annually on unregulated private lands in Ontario; and Whereas the Town of Englehart and other Northern municipalities would benefit from the revenues derived from regulating aggregate production on private lands that are currently unregulated; Now therefore be it resolved that Town of Englehart hereby petitions the Standing Committee on General Government to consider an expansion of the area currently regulated by the Aggregate Resources Act to include the District of Timiskaming. “Carried” Community Policing Councilor Wood-Wheeldon reported that Englehart had the most concerns. There have been concerns of the speed vehicles travel along Second and Fourth Streets. The police will monitor this more closely. The rate of thefts from vehicles is still high and the public should be made aware to take precautions and lock their vehicles. The issue regarding the use of jake brakes on Hwy 11 is not something the O.P.P. would deal with this would be the jurisdiction of the Ministry of Transportation. In regards to any calls about bears it is up to the officer to determine if a bear is a threat to someone and whether or not they take action. Information will be included on the July Tax bill regarding keeping garbage away in a garage or shed to prevent bears from getting to it. Economic Development Traffic Study for the Industrial park indicates that traffic lights will not be required. The study included seven types of businesses and how traffic would be affected by each. 701 The minutes are attached to the agenda. The Charlton Englehart Lions Club donated $7,000 to the restoration project. Wheelchair bus- The wheelchair bus committee are ordering the the bus from Wilson’s in New Liskeard.
